I would say to just mention your forum when you visit other forums, as long as you don't make it sound like a blatant ad.  Just let people know you're new here and want forum visitors and tell them what your forum is about, that should be okay with most people.  Here's a place where you can absolutely tell people, this week's POTW, Andy Anderson, wants everyone to put a link to their own forums here: http://community.adlandpro.com/forums/thread/607339.aspx
