Yes, it does not mean you can randomly send marketing messages. Invitations to forums of discussion nature and the like are all acceptable uses. Read the TOS as you do agree to receive communications if you don't choose to opt out, just like most social communities. You set your profile settings according to your personal wishes.
No big deal but good to clarify the points for the purpose of this discussion. Reporting unwanted messages has never been a real issue just click the and state your reason for a complaint.

I have noted that people are questioning the issue of sending private messages, especially to those who are not on their "contact list" and it is one that should be clarified or at the very least talked about.
When I see this " you can't send messages without their permission" I take it to mean that you can't send them advertisements ( unsolicited advertising) or mail that would be harassing or any other negative form of communications.
There are many social communities that have the feature of sending a message and there have also been many discussions regarding it ( especially on LinkedIn)
This is how I personally look at the situation - If I have noted that a person has been looking at my profile, it says to me that they are curious about who I am or what I am doing. I do not feel it intrusive nor going against any code to introduce myself and say Hi, thanks for your interest and is there anything that you can answer or help the person with.... If it is of mutual benefit to become contacts, then this is great. If the person is not interested, that again ( to me is O.K).
I feel that common sense needs to be used in this style of discussion and a large amount of social etiquette used.
Just my 2 cents thought on the matter.....
