ANTIBES, France (AP) — In a matter of minutes, torrential rains transformed the postcard-perfect French Riviera into a terrifying flood zone, leaving at least 16 dead, trapping hundreds of ailing pilgrims and halting car and train traffic Sunday along the mud-drenched Mediterranean coast.

Victims were found dead in a retirement home, campsites, and cars submerged in a tunnel. Residents, stunned by the ferocity of the brief downpour Saturday night, described it as the worst flooding they'd ever seen — so dramatic that President Francois Hollande paid an emergency visit Sunday to promise government aid for victims.

Helicopters patrolled the area and 27,000 homes were without electricity Sunday after rivers and streams overflowed their banks and fierce thunderstorms poured more than 18 centimeters (6.7 inches) of rain in Cannes and some other areas, according to the Interior Ministry. The Cannes region saw the equivalent of two months of rainfall in less than two hours, local radio France Bleu-Azur reported.

Hollande said the overall death toll by midday Sunday was 16, with three still missing. Government officials gave conflicting reports about casualty figures throughout the day, as emergency services fanned out across the region to check homes, stores and overturned cars for victims.

"It's not over," Hollande said, visiting the flood-stricken retirement home in the town of Biot and meeting with emergency workers.

He expressed condolences to families of victims and urged residents to remain cautious, especially on the region's roads, many of which remained impassable Sunday. He promised aid for residents hit by the flooding and lamented serious damage to local stores and other businesses.

Some residents criticized authorities for not doing more to prevent flood damage in the region, which is prized by tourists and residents for its mild year-round climate but which has seen increasing flooding in recent years. Local firefighters and meteorologists said the amount of rain Saturday was unusual for the region this time of year, but were especially shocked by the intensity and speed of the storm.

People were found dead in the towns of Cannes, Biot, Golfe-Juan and Mandelieu-la-Napoule in the southeast, the president's office said.

Three elderly people were killed in the retirement home, Hollande said. Three others were found dead in their car after entering a flooded tunnel, authorities in Golfe-Juan said. Interior Ministry spokesman Pierre-Henry Brandet said the dead included victims who had been trapped in a parking lot and campsites.

Winds and rain whipped palm trees along the famed Croisette seaside promenade in Cannes. Some cars parked near the Cannes shore were swept away and overturned by high waves.

In nearby Antibes, campsites along the Brague River were suddenly inundated with muddy water, leaving cars overturned.

Several trains were stopped because of flooded tracks, and traffic remained stopped along the Mediterranean coast between Nice and Toulon all day Sunday. Several roads were closed.

Some 2,500 Italian pilgrims — many of them sick and disabled — were among those stuck on trains. They had travelled to the Marian shrine in Lourdes, where the Catholic faithful often go seeking cures for ailments, and were en route back to Italy on five special pilgrim trains when the storm hit.

Several of the stalled trains carried specially-outfitted hospital-style cars, able to accommodate people on stretchers. Unitalsi, an Italian group that brings the sick and disabled to Lourdes, said the pilgrims were generally in good health and spirits though officials expressed some concern for dialysis patients if the delays stretched on.

"The sick are being cared for and their trip has been going on for 15 hours, but thanks to the help of all the volunteers on board the situation is under control," the head of Unitalsi, Salvatore Pagliuca, said in a statement.

The Italian Foreign Ministry said it had mobilized its embassy in Paris and consulates in Nice and Marseille to get the Italians home. After several hours of delay, the five trains resumed their trip home, Unitalsi said on its Facebook page. Some had a long way to go as they were destined for Puglia and Sicily in Italy's south.

Pope Francis offered his prayers for the victims during his weekly Sunday blessing from St. Peter's Square.

"We express our nearness to the hard-hit populations, including with concrete forms of solidarity," he said.

The flooding also disrupted a French league soccer match in Nice, forcing the stadium to shut down in the middle of play.

Hundreds of emergency workers were involved in rescue efforts Sunday, helped by bright sun contrasting sharply with the sinister skies the night before.

Islamic State Militants Blow Up Palmyra's 'Arch of Triumph'

A 2,000-year-old monument in the ancient Roman city of Palmyra in Syria was "pulverised" by Islamic State (ISIS) militants who control the city, according to Reuters.

Syria's antiquities chief, Maamoun Abdulkarim told Reuters on Sunday that sources in Palmyra had confirmed that the arch, known as the Arch of Triumph, had been blown up.

ISIS militants captured the historic site—one of the most important cultural centers of the ancient world according to UNESCO— from Syrian government troops in May.

The U.K.-based Syrian Observatory for Human Rights
reports that militants blew up the arch but left the nearby colonnades in place, due to symbols and inscriptions on the arches that the group deems sacrilegious.

"It's as though there is a curse that has befallen this city and I expect only news that will shock us. If the city remains in their hands the city is doomed," said Abdulkarim.

"It is now wanton destruction ... their acts of vengeance are no longer ideologically driven because they are now blowing up buildings with no religious meaning," he continued.

Mohammad Hassan al-Homsi, an activist from Palmyra also confirmed the news, telling
AFPnews agency: "The Arch of Triumph was pulverised. IS has destroyed it."

In August, the fundamentalist Sunni Muslim militants blew up the temple of Baal Shamin and the
Temple of Bel, one of the best preserved sites in the city. Khaled al-Asaad, the archaeological director of a museum detailing Palmyra's antiquities, was beheaded and his body tied to a pole after he refused to co-operate with ISIS in the same month.

UNESCO's director general, Irina Bokova, said in August that the ongoing destruction of the city at the hands of the militant group constitutes a "
war crime
."

The death toll has risen to 86 and is expected to continue to rise as emergency crews dig through tons of earth for an estimated 350 missing people. Distraught relatives of the victims shoveled alongside diggers through the mounds of earth that destroyed homes in Santa Catarina Pinula on the southeastern flank of Guatemala City after Thursday night’s collapse of a hillside. Every batch of earth turned up by the diggers held more personal belongings, from mattresses and books to toys and Christmas decorations.
Clutching photos of loved ones, family members stood in line outside a makeshift morgue near the excavation site, some of them crying, to see if they recognized any corpses. “This is the worst thing that has happened to us,” said one woman who was waiting for news about 21 missing family members. Authorities said about 125 homes were destroyed or damaged Thursday night by the sudden landslide after heavy rain. “I went on an errand for my mother and when I returned there was nothing,” 17-year-old Carlos Ac told the French news agency AFP. His mother and seven siblings are still missing. The landslide struck the village of El Cambray II, in the municipality of Santa Catarina Pinula, about 15 kilometers east of the capital, Guatemala City.
Loosened by rain, tons of earth, rock and trees had cascaded onto a neighborhood of El Cambray II near the bottom of a ravine, flattening houses and trapping residents who had gone home for the night. Some houses were buried under about 15 meters (50 feet) of earth, and Guatemalan disaster agency Conred said it doubted any other survivors would be found. “Hope is the last think you lose, so we hope to find someone alive,” said Defense Minister Williams Mansilla, though he also acknowledged the likelihood was very low. Due to the unstable terrain and wet weather, volunteers would no longer be allowed to assist on Sunday. President Alejandro Maldonado said several countries, including the United States and Cuba, have offered to help. –VOA

Preview Of World War III? Russia Is Putting On A Display Of Firepower That Is Shocking The World

The Russians have unleashed their own version of “shock and awe” in Syria, and the brutal efficiency of their airstrikes against ISIS targets has stunned many observers around the globe. For more than a year, the Obama administration has claimed that its bombing campaign in Syria has been a “success”, and yet ISIS has continued to grow stronger and gain more territory. But now just over a few days the tide of the conflict appears to have turned. The whole world has gotten a chance to see what a global superpower can truly do to a bunch of radical Islamic terrorists when it is focused and determined. The images that we have seen of hardened ISIS command centers being wiped off the face of the map by Russian bombs are truly impressive. But why did those targets still exist in the first place? Was the U.S. military unable to identify them previously? Or could it be possible that the Obama administration did not want to hit them?

What we do know is that a state of panic has been created among ISIS militants that we have not seen previously. There are reports of hundreds of terrorists abandoning their positions and trying to flee the country

Russian air strikes Saturday targeting the Islamic State group in Syria have sown “panic”, forcing some 600 “militants” to abandon their positions and head to Europe, Moscow claimed.

Summing up the results of Russia’s first three days of strikes, a senior official with the General Staff said Russian jets had made more than 60 sorties over 50 IS targets and added that Russia would ramp up its aerial campaign.

“Our intelligence shows that militants are leaving areas under their control. Panic and desertion have started in their ranks,” Colonel General Andrei Kartapolov, a senior Russian General Staff official, said in a statement.

“Some 600 mercenaries have abandoned their positions and are trying to find their way into Europe,” Kartapolov said.

Of course the mainstream media in the United States is downplaying the effectiveness of these attacks. The Obama administration is very much against these Russian airstrikes, and it is quite an embarrassment to the U.S. that the Russians are doing what we were either unwilling or unable to do.

The scale was far worse than anything the Syrians have done. The destruction was huge and horrible. Buildings were destroyed completely. And streets just disappeared under clouds of dust and rubble as the walls fell.’

These Russian airstrikes are intended to pave the way for ground assaults by Syrian and Iranian troops. If ISIS begins to lose a lot of territory inside Syria in the coming weeks, a lot of people are going to have some very serious questions regarding why previous U.S. attempts were seemingly so unsuccessful. Now obviously one must consider the source here, but Kremlin spin tactics aside, one cannot help but be amazed with the pace at which this is apparently unfolding. If any of the above is even close to accurate, it means that Russia is on schedule to declare victory over ISIS (and everyone else it looks like) in a matter of weeks, which would not only be extremely embarrassing for Washington, but would also effectively prove that the US has never truly embarked on an honest effort to rid Syria of the extremist groups the Western media claims are the scourge of humanity.

Inside Russia, these airstrikes are proving to be extremely popular.

Unlike the war-weary U.S. public, Russian citizens are relishing the opportunity to be proud of their military, and Russian media outlets are loudly trumpeting the efficiency of these airstrikes

Channel One’s evening news program on Saturday opened with dramatic cockpit videos of Russian jets making what were described as direct hits on terrorist training camps and weapons stores. The bombs were never off by more than five meters, a military spokesman said, because of the jets’ advanced targeting capabilities.

One popular Russian commentator even suggested that what is going on in Syria shows that in contrast to Barack Obama, Vladimir Putin is “a real man”

Political commentator Yulia Latynina said Russia wants to see the destruction of the Islamic State of Iraq and Syria (ISIS). “Only this will allow Putin to achieve the desired result, to show Obama how he, Putin, a real man, succeeded where Obama was disgraced,” she said in her program Saturday night on Ekho Moskvy radio.

I had to smile when I first read that. Without a doubt, this entire episode is making the Obama administration look rather pathetic.

For weeks, Obama seemed to have little idea what the Russians intended to do in Syria. And now that the Russians are bombing the living daylights out of ISIS, the best that Obama can do is whine loudly about it.

The Russians appear to be succeeding where Obama failed, and this has put the U.S. government in a very precarious position in the Middle East. After seeing the Russians have such success inside Syria, the president of Iraq is now considering asking the Russians to conduct a similar campaign inside his own nation

One day after launching a campaign of airstrikes in Syria,Russia announced that it was considering going into Iraq.

A foreign ministry representative said Thursday that Russia would consider any request from Iraq to conduct anti-ISIS airstrikes in the country, and Iraqi President Haider al-Abaditold Western news outlets that Russian airstrikes were “a possibility” and that Iraq would “welcome it.”

Of course the truth is that the U.S. could have dealt a decisive blow to ISIS long ago if it truly wanted to.

The Obama administration was hoping that some combination of ISIS and other Islamic terror groups would ultimately topple Assad and bring about regime change in Syria.

Now that appears very unlikely to ever happen, and the Russians have greatly strengthened their hand in the Middle East.

So what will Obama’s next move be?

Nobody knows for sure, but it will almost certainly be the wrong one.

The president of Syria, Bashar al-Assad, stated that cooperation between Damascus, Russia, Iran, and Iraq in the fight against terrorism is necessary to save the region from destruction. He also emphasized that the during the time of combat operations headed by the United States against the Islamic State, the range of terrorist groups in the Middle East only grew, and the number of their fighters increased.

In addition, Assad stressed that since the formation of the coalition led by the United States, which is not coordinating its actions with Syrian authorities, the range of the Islamic State terrorists has only widened, and the number of militant groups has increased.

We recall that earlier Russia, Iran, Iraq, and Syria announced the establishment of a common information center in Baghdad in order to coordinate the fight against ISIS.
