Russia carving out a fortress for Assad, say experts

Paris (AFP) - The contours of Russia's strategy in Syria are emerging as it tries to carve out a rebel-free zone for Bashar al-Assad's regime and shut out Western forces from his air space.

Although the stated aim of Russia's mission was to target the Islamic State (IS) group, most analysts have dismissed these claims as window-dressing for a campaign that primarily seeks to prop up Assad's embattled regime against a much broader group of rebels.

"The priority for the Russians is to protect 'useful Syria'," said Michel Goya, a military historian at Sciences Po university in Paris, referring to the densely-populated western and coastal parts of the country where Syrian industry and agriculture are concentrated.

He said the Russians' first priority was attacking Al-Qaeda affiliate Al-Nusra, who are a more immediate threat in those areas than IS.

The few Russian strikes against IS targets are only to "justify their campaign but it's not really their priority", he added.

"The strategic objective is to secure an Alawite 'safe zone'... leaving the eastern, desert part of the country to (IS)," wrote Igor Sutyagin, of the Royal United Services Institute, in a recent analysis note.

Assad and much of the leadership come from the Alawite ethnic group based along the western coast, who fear they will be wiped out if jihadists take over the country.

Since the Alawites make up only 12 percent of the population, "control of the whole country is politically impossible and perhaps not even considered necessary for Damascus any more," wrote Sutyagin.

- 'Mature' systems -

A US-style air bombing campaign is a departure for the Russians.

Its 34 combat aircraft based in the Syrian government heartland of Latakia are a mixed bag of ageing fighters such as the Su-24 and new advanced strike aircraft in the form of the Su-34.

But their missile systems are showing their age, lacking the high-tech "targeting pods" used by the US.

"All the systems we've seen the Russians use would be politely described as 'mature'," said Douglas Barrie, a military aerospace expert for the International Institute for Strategic Studies in London.

He said Russia has mostly been using unguided bombs dropped from medium heights, but its planes face limited threats if they need to fly low over targets.

"It's a comparatively permissive environment as the opposition have fairly limited air defences -- mostly small arms, machine guns. Some of the rebels might have man-portable surface-to-air missiles, but not all of those will present a huge threat to Russian planes," said Barrie.

But unlike the US-led coalition, Russia has a major intelligence advantage in the form of Syrian and Iranian ground forces.

"The key challenge in this type of conflict is finding decent targets. You don't deploy a fighter aircraft to blow up a pick-up truck," said Goya.

The other military advantage for the Syrians and Russians is that they care less than NATO forces about killing civilians, the expert said.

"A major part of intelligence is trying to determine the risk of collateral damage," he said. "If that doesn't bother you, things become much simpler."

- De facto no-fly zone -

Simply by entering Syrian air space, Russia has also created a "de facto no-fly zone" protecting Assad and his assets.

"You can't allow a raid against Assad and his planes if there is the slightest risk of hitting the Russians also. There was talk of imposing a no-fly zone against Assad, now that's finished, it's dead," said Goya.

Turkey's interception of two Russian planes that entered its air space in recent days has raised concerns that Moscow is trying to block NATO and its allies from flying over Syria.

"I don't believe that this was an accident," a senior US official told AFP on Monday. "This is exactly the type of non-professional conduct that we were hoping to avoid."

Only last week, the Pentagon and Russia held high-level talks on how to avoid accidents in the skies over Syria as both Moscow and the US-led coalition carry out air strikes in the war-ravaged nation.

But analysts were sceptical that the incursions over Turkey were part of a wider plan by Russia.

"I would be surprised if the incident with Turkey was deliberate -- it was probably a navigational error by the pilot, lining up an attack and not paying attention to what air space he was in," said Barrie.

"It's in everyone's interests to make sure nothing untoward happens, especially given the cold relations between the West, NATO and Moscow."

The Central African Republic is teetering on the brink of catastrophe, with millions of people cut off from vital humanitarian aid amid a renewal of deadly sectarian clashes. What is scarcely being reported, however, is that the murky involvement of American special forces could tip the country into all-out civil war.

In the past week, dozens of civilians have been
killed in clashes between Christian and Muslim militias in the Central African Republic’s capital, Bangui. The latest round of violence was sparked after a Muslim taxi driver was attacked and decapitated by machete-wielding gangs. That in turn led to reprisals against Christian communities.

UN humanitarian aid chief Stephen O’Brien
warned that the country was on the brink of disaster with more than 40,000 people having fled the capital in recent days. In total, some 2.7 million people – half the country’s population – are at risk of being cut-off from the humanitarian aid upon which they depend for survival. The worsening sectarian strife is simply making it too dangerous for relief agencies to operate.

Potentially adding fuel to this crisis is the
disclosure last week that US Special Forces are liaising with one of the militia sides in the Central African Republic (CAR). The group the US forces have struck up a liaison with are known as the Seleka rebels, whose members are mainly Muslim.

For the past two years, the Seleka have engaged in a low-intensity war with the rival Christian “anti-Balaka” faction in a power struggle for control of the country. The CAR is rich in gold, diamonds, timber and uranium. The landlocked state has a landmass equivalent to that of its former colonial ruler France, yet a population less than 10 percent of France’s. Since gaining independence from France in 1960, the country has witnessed five coup d’états, some with French covert involvement.

Thousands of civilians have been killed so far in the two-year sectarian cycle of violence, with millions of people displaced, often seeking shelter in makeshift jungle hideouts. The very real danger is that perceived American backing for one side over the other could trigger an even greater scale killing.

Last week, the Washington Post reported that American special forces had set up a jungle base in the northeast of CAR, where the Seleka militia has their stronghold. “The Pentagon had not previously disclosed that it is cooperating with Seleka and obtaining intelligence from the rebels. The arrangement has made some US troops uncomfortable,” according to the Post.

The stated objective of the US military is to hunt down a notorious warlord, Joseph Kony, who runs a guerrilla outfit known as the Lord’s Resistance Army (LRA). Kony and his LRA are believed to be responsible for mass atrocities and the recruitment of child soldiers.

Originally from Uganda, Kony and his LRA gained notoriety when a US-based charity Invisible Children released a videonearly four years ago publicizing the group’s violations. With various American celebrities endorsing the video, US President Barack Obama sentSpecial Forces to four African countries with the mission of tracking down Kony and his accomplices. Those countries include Uganda, South Sudan, the Democratic Republic of Congo and the Central African Republic.

So far, Kony has evaded capture even though Washington has placed a $5 million bounty on his head. He is believed to be holed up in a remote jungle area straddling the borders of the four African countries where the US special forces are operating. The terrain is thick jungle with few roads and is said to cover an area the size of California.

“Imagine searching for 200 criminals in an area the size of California covered in jungle,” the Post quotes a US military officer as saying. “Between poachers, the ivory trade and the LRA, you don’t know who’s who.”

In this elusive hunt for warlord Kony and his LRA, the US military are turning to the Seleka militia for “intelligence”.

But, as noted, that liaison with the Seleka is causing some disquiet among the US troops on the ground. This is because the Seleka have gained a reputation for atrocities on par with those of Kony and the LRA, including murdering civilians, raping women and recruiting child soldiers into their ranks.

The Post reports: “According to US military officials, the team of US troops in Sam Ouandja [the jungle base in northeast CAR] meets regularly with Seleka leaders, obtains intelligence from the rebels and sometimes provides medical care to Seleka loyalists.”The paper adds: “The cooperation is a sensitive subject. The Pentagon doesn’t advertise its dealings with Seleka and declined to comment in detail about the interactions.”

The Pentagon’s reluctance to “advertise its dealings” is hardly surprising. In 2013, the US-based Human Rights Watch recorded a reign of terror under the Seleka in the Central African Republic, including how its forces “destroyed numerous rural villages, looted country-wide and raped women and girls.”

HRW reported on extrajudicial killings by the Seleka, some involving the slaying of children by slitting throats. In one brutal attack on April 15, 2013, the rights group recorded:“Seleka killed the 26-year-old wife and 18-month-old daughter of a truck driver, whose vehicle they wanted in order to transport stolen goods. A witness described how Seleka shot the baby in the head, before killing her mother as she approached the door to the family house.”

From its findings, HRW recommended that the United Nations Security Council should slap sanctions on all Seleka leaders.

In another atrocity reported in May 2014, Seleka militants killed 11 worshippers in a church in the capital Bangui, when it lobbed grenades into the building and sprayed the congregation with gunfire.

Yet the Pentagon is now liaising with this same militia in its supposed mission to track down the warlord Joseph Kony and his ragtag army of bandits.

The Seleka are surely not the only lawless militia operating in the Central African Republic. The Christian anti-Balaka has carried out as many atrocities against the minority Muslim community in the country.

Interim-President Catherine Samba Panza, who had to return in haste from the recent UN General Assembly in New York because of the deteriorating situation at home, blamedelements of the deposed president Francois Bozizé of also orchestrating the violence. Bozizé, who is Christian, had previously availed of the patronage of former colonial power France, before he was kicked out of the country by the Seleka back in March 2013.

The point is that the tragedy unfolding in the Central African Republic illustrates how meddling by Western powers is serving to pour fuel on an explosive internecine conflict.

The dubious mission of US special forces in the jungles of Africa – allegedly to catch a warlord – is having the effect of aligning Washington in a festering civil war, and alongside elements whose hands are dripping with blood. The scene is being set for an even bloodier escalation. Washington’s involvement may so far appear to be a clandestine factor but it is no less incendiary.

It’s an incendiary role Washington repeatedly plays, as seen in other current conflicts, from Syria to Iraq to Ukraine.

In a press conference at the Valdai Discussion Club 2014 in answer to a question to a United States Journalist, President Vladimir Putin addressed his concerns regarding the US and their role in the middle east and ISIS. Although the film footage of the press conference has been banned, Live leaks released a copy of the press conference to the public. The words of Putin are transcribed below word for word from the video originally provided by Inessa S.

The press and mainstream news has been avoiding this information. It is a scathing , diplomatic account of Russia’s position on the politic behavior and actions in the middle east regarding Syria and ISIS, as well as a reprimand to our press who have failed to do their job.

Putin’s complete oration to the US Journalists:

First point. I never said that I view the US as a threat to our national security. President Obama, as you said, views Russia as a threat, but I don’t feel the same way about the US. What I do feel is that the politics of those in the circles of power, if I may use those terms, the politics of those in power is erroneous. It not only contradicts our national interests, it undermines any trust we had in the United States. And in that way it actually harms the United states as well.

Undermined trust, with the understanding that they are one of the global leaders in politics and in matters of the economy.

I can stay silent on many things, but as I always say, and Dominic here has mentioned it, “one sided actions” in the continuous search for the next “alliance” and coalitions which are predetermined – this is not a method that seeks to discus and agree on mutual grounds of understanding. These are one sided actions. They are carried out all the time. They lead to crises.

I’ve said this before, another threat that President Obama mentioned was ISIS. Well who on earth armed them? Who armed the Syrians that were fighting with Assad? Who created the necessary political information and climate that facilitated this situation?

Who pushed for the delivery of arms to the area? Do you really not understand who is fighting in Syria?

They are mercenaries mostly. Do you understand they are paid money? Mercenaries fight for which ever side pays more. So they arm them and pay them a certain amount. I even know what these amounts are. So they fight. They have the arms. You can’t get them to return the weapons of course, at the end.

Then they discover elsewhere pays a little more…so they go fight there. Then they occupy the oil fields.

Where ever in Iraq, Syria, they start extracting the oil and this oil is purchased by somebody. Where are the sanctions on the parties purchasing this oil?

Do you believe the US does not know who is buying it? Is it not their allies that are buying oil from Isis? Do you not think the US has the power to influence their allies? Or is the point that they indeed do not wish to influence them?

Then why bomb ISIS? In areas they started extracting oil and paying mercenaries more in theose areas the rebels from “civilized” Syrian opposition forces immediately join ISIS, because they pay more. I consider this absolutely unprofessional politics. It is not grounded on facts, in the real world.

We must support civilized, democratic opposition in Syria. So you support, arm them, and then tomorrow they join ISIS. Can they not think a step ahead? We don’t stand for this kind of politics of the US. We consider it to be wrong. It harms all parties, including you (USA).

When it comes to the consideration of our national interests I would really like it if people like you (US journalists) who posed the questions, would one day head your government. Maybe then we can somehow reverse the situation.

If that doesn’t happen, I will at least ask you to deliver my messages to your government. To the President of the United States, the Vice President, and all other relevant people. Tell them that we do not want or look for any confrontation whatsoever. When you start to consider our national interests in your actions, any other disagreements we may have they will self-regulate. This needs to be done, not just talked about. You must consider the interests of others, and you must respect other people.

You cannot “squeeze” others having considered only the benefits that you require from whatever… in economies, in your military activities, in everything. Look at Iraq the situation is terrible. Look at Libya and what you did there, that got your ambassador murdered.

Was it us that did this?

You even had a security council decision to establish a no fly zone. What for? It was so that Gaddafi’s air force couldn’t fly over and bomb the rebels. This wasn’t the smartest decision, but okay… what did you proceed to do yourselves? You started bombing the territory. This is in clear contravention of the security council resolution. It is even outright aggression over a state. Was it us that did this? You did this with your bare hands.

And it ended with the murder of your Ambassador. Who’s fault is it? It is your fault. Is it a good result that your Ambassador was murdered? It is actually a terrible catastrophe.

But do not look around for somebody to blame when it is you making these mistakes. You must do the opposite; rise above the endless desire to dominate. You must stop acting out of imperialistic ambitions. Do not poison the consciousness of millions of people like there can be no other way but imperialistic politics.

We will never forget our relationship when we supported the US in the war of independence (civil war). We will never forget that we collaborated in both world wars as allies. I personally believe that the geo strategic interests of Russia and the US are essentially the same. We must focus on this interrelationship.

In 2014, President Obama named the three major threats to US national security; ISIS, Russia and Ebola (because spiraling national debt, unequal distribution of wealth, over-incarceration, climate change etc are less pressing issues.)%)))

It would be fair to say that Russian politicians took much offence to being placed in this list, next to a terror organisation and a disease.

In relation to this statement, Putin answers a number of questions from a US journalist at the Valdai International Discussion Club, late 2014.

Gun control advocates call for ousting Oregon sheriff over Sandy Hook conspiracy video

A gun control group is calling for the resignation of the southern Oregon sheriff who has led the response to last week’s mass shooting at Umpqua Community College in Roseburg.

Douglas County Sheriff John Hanlin, a staunch supporter of the Second Amendment, is under the microscope after a letter resurfaced that he had written to Vice President Joe Biden threatening not to enforce potential gun restrictions.

His esteem among gun control advocates suffered another hit following reports that he once shared a video on Facebook that suggested the U.S. government staged the 9/11 terrorist attacks and the Sandy Hook Elementary School shooting to “disarm the public.”

"This makes me wonder who we can trust anymore," he wrote on the since-deleted post. "Watch, listen, and keep an open mind."

Hanlin later distanced himself from these conspiracy theories, telling CNN on Friday, “That's not a conspiracy theory belief that I have."

Dan Gross, president of the Brady Campaign to Prevent Gun Violence, said in a statementTuesday that Hanlin is incapable of investigating last week’s community college shooting.

"His conspiracy theories about 9/11 and Sandy Hook and his refusal to enforce the law not only violate his sworn responsibility as a sheriff, they also put a cloud over the investigation which he is charged with leading,” Gross said.

“The public deserves to have the confidence that a thorough investigation is being conducted that will yield honest answers — not just the ones Hanlin deems should be shared.”

In an appearance on CNN, Gross doubled down on his critique of Hanlin as someone capable of handling the shooting probe.

“He is charged with leading an unbiased investigation into what happened and what can be done to prevent future tragedies,” Gross said. “And I think it’s extreme enough, that this guy is a 9/11 and Sandy Hook conspiracy theorist, to say that these are extenuating circumstances and to call for this guy's resignation.”

Two weeks after Hanlin sent his letter to Biden, as the Brady Campaign points out, the National Sheriff's Association revealed its position that sheriffs have a responsibility to uphold laws that prevent or reduce access to firearms for “prohibited persons”: "Sheriffs do not possess the legal authority to interpret the constitutionality of any law."

But several Douglas County residents told the Los Angeles Times they disagree with the idea that the recent shooting underscores the importance of tightening gun restrictions, adding that most people in the area share Hanlin’s views.

"He's trying to protect everybody's Second Amendment rights," said Dennis Harper, who works at an auto parts store near the community college. "We're in Oregon; that's what we do."

Another local, Carolyn Kellim, who runs a gun shop out of her home, proudly described Douglas County as “hunting country,” adding that gun control would be "the worst thing in the world that can happen.”

Hanlin, who was born and raised in the Roseburg area, attended UCC. He enjoys hunting, fishing and riding his motorcycle through the county’s rural areas, according to his official biography.

BEIRUT (AP) -- Syrian troops backed by Russian airstrikes battled insurgents in central Syria on Wednesday in the first major ground fighting since Moscow began launching air raids on militants last week, activists said.

The fighting comes as the Russian airstrikes appear to have emboldened Syrian troops to launch a ground offensive after suffering a string of setbacks in northwestern Syria over the past few months.

The Britain-based Syrian Observatory for Human Rights said a government offensive began on four fronts early Wednesday in the northwestern provinces of Idlib and neighboring Hama. Observatory director Rami Abdurrahman said it is "the most intense fighting in months."

Activist Ahmad al-Ahmad, who is currently in Idlib, said government troops are "heavily" shelling central areas after rebels attacked an army post and destroyed a tank.

The Observatory and al-Ahmad said the main launching point for government forces is the town of Morek on the highway that links the capital Damascus with the northern city of Aleppo, Syria's largest city and former commercial center. Rebels have controlled areas on the highway since 2012.

The Local Coordination Committees, another activist group, said rebels were able to destroy two tanks and an armored personnel carrier in northern parts of Hama province near Idlib.

The Observatory said two helicopters believed to be Russian were seen flying at low altitude in Morek. It added that militants opened fire at the helicopters without striking them. It was not immediately clear if the pilots were Russian or Syrian.

The Islamic State group has no presence in the area that was attacked on Wednesday but al-Qaida's affiliate in Syria, the Nusra Front, is active in central and northern Syria, as are Western-backed rebels.

The latest developments come exactly a week after Russia began launching airstrikes in Syria.

Moscow has mainly targeted central and northwestern Syria, strategic regions that are the gateway to President Bashar Assad's strongholds in Damascus, and along the Mediterranean coast.

Meanwhile, Syrian state TV quoted an unnamed Syrian military official as saying that Russian warplanes attacked Islamic State positions in the town of Al-Bab and the nearby town of Deir Hafer in the northern province of Aleppo.
