Officials credit FEMA progress, teamwork for minimizing disaster

President Obama, federal officials and East Coast governors and mayors began assessing damage Sunday from Hurricane Irene, which came ashore over the weekend with less-than-anticipated destruction but left behind widespread power outages and at least 21 people dead.

Officials attributed the lack of damage and relatively low loss of life to teamwork between local governments and the Federal Emergency Management Agency.

No longer a political punching bag, FEMA earned bipartisan praise from governors who said the coordination between federal and local officials helped mitigate the effects of the storm.

Mr. Obama cut short his Martha’s Vineyard, Mass., vacation and returned to Washington to take charge of the storm response efforts. President George W. Bush’s handling of Hurricane Katrina in 2005 was widely criticized as ineffectual.

“This is not over. Response and recovery efforts will be an ongoing operation. If [state and local leaders] need something, I want to know about it,” Mr. Obama said Sunday afternoon during a speech in the White House Rose Garden.

The threat of flooding, Mr. Obama said, remains the top concern as rivers from North Carolina to New England could spill over their banks in the coming days. FEMA Administrator Craig Fugate said on ABC’s “This Week” on Sunday that FEMA has water rescue teams in position and ready to help in states along the Eastern Seaboard.

Such preparation barely resembles the situation six years ago, when Katrina devastated New Orleans, Mississippi and other areas, Maryland Gov. Martin O'Malley said.

“They’ve been with us since Day One, and actually before the storm arrived they were here,” the Democrat said about FEMA during an appearance on NBC’s “Meet the Press.”

“It’s worked really, really well. This is a much better FEMA than the olden days.”

New Jersey Gov. Chris Christie, a Republican, said Irene’s financial damage to his state could reach “the billions of dollars, if not in the tens of billion of dollars,” but added that help from the federal government made a big difference.

FEMA has been very responsive,” he said on ABC’s “This Week.”

“Right now the cooperation between New Jersey and FEMA has been great, and I’m going to be calling [Homeland Security Secretary Janet Napolitano] shortly to ask for some more help.”

Mr. Fugate, who made appearances on several of the Sunday talk shows, said his agency has sought to erase distinctions among federal, state and local responders.

“We really try to take away from this idea that we’re dealing with local government, then we’re dealing with state government, and then we’re dealing with federal government. We try to work as a team … and also work with the private sector. Those are the big lessons after Katrina that we all have to work as a team,” he said on “Meet the Press.”

Not everyone is on board with the “team” approach to disaster response. Rep. Ron Paul of Texas, a candidate for the Republican presidential nomination and a FEMA critic, said on “Fox News Sunday” that the agency does little except get in the way of local officials who know best how to protect their residents and communities. FEMA, he said, has “one of the worst reputations of bureaucracy” in Washington.

Meet Lucy. She's a plaid, 1971 Volkswagen "condom bus," and the esteemed emissary of Sir Richard's, a socially responsible condom company. This fall, she'll be visiting college campuses around the West Coast, spreading the company's message that "safe sex is a basic human right." If all goes well, she'll make condoms more fun in the process.

Since its founding, Sir Richard's has made it clear that they are not just another condom company. The condoms are vegan, the branding irreverent. And they've adopted the Toms buy-one-give-one model to address the condom shortage in the developing world: every time you buy a Sir Richard's condom, the company sends one to community organizations like Partners in Health in Haiti.

This fall, Sir Richard's plans to launch an envoy program, enlisting student representatives to engage their peers on college campuses in the company's social mission. "College students are going to be arguably our biggest advocates," says Mia Herron, Sir Richard's director of marketing and communications. "And they happen to be the most sexually active." Participating students will scout events on campus that are specific to sexual health and help get the word out about Sir Richard's work. Lucy will be on hand to support the envoys as needed, so look out for the condom-slinging bus on a campus near you. "Doing good never felt better," as Sir Richard's slogan says.

The End of Qadhafi

Former Libyan dictator Muammar Qadhafi is dead from wounds he suffered during his capture near his hometown of Sirte, according to Reuters reports. If the news turns out to be true, it would be great news for the people of Libya who have long suffered under Qadhafi's tyrannical rule and who have waged a months-long civil war to end the decades-old dictatorship. However, just as the death of Saddam Hussein did not mark the end of hostilities in Iraq and the death of Osama bin Laden did not spell the end of al-Qaeda, so it is also true that much work remains to ensure that Libya's future is secure.

Qadhafi was reportedly captured in his hometown of Sirte amid news that the Transitional National Council (TNC) finally took control of the city after weeks of fighting. Reuters reports:
National Transitional Council official Abdel Majid Mlegta told Reuters earlier that Gaddafi was captured and wounded in both legs at dawn on Thursday as he tried to flee in a convoy which NATO warplanes attacked.

"He was also hit in his head," the official said. "There was a lot of firing against his group and he died."

Celebrations erupted in the capital city of Tripoli, and Libyan Information Minister Mahmoud Shammam said, "It's a great victory for the Libyan people." But Heritage's James Carafano notes that the work is just beginning for Libya's government:
Libya's new government has a long to-do list. It can only be hoped that disarmament and reintegration goes quickly and the new government focuses on civil society, economic growth, and keeping out extremist influences.

In August, Libya's rebel forces took control of Libya and effectively ended the Qadhafi dictatorship. The TNC went on to kill or capture key members of Qadhafi's regime. However, though the TNC has shown that it is capable of maintaining domestic political legitimacy and authority, it is now responsible for an orderly transition to a new representative government.

The war has left Libya's population divided according to political, tribal, and local factions. The U.S. should work with the TNC to make sure that Islamist extremists seeking to hijack the democratic process are not successful, and it should be prepared to assist the TNC in restoring the rule of law. And Heritage's James Phillips writes that securing the Libyan army's dangerous weaponry, including anti-aircraft missiles known as MANPADS (Man-Portable Air Defense Systems), should also be a high priority.

Though the end of the civil war in Libya appears to be near, now the work of reconstruction begins. Hopefully, Libya can form a new democracy as it clears away the rubble of the Qadhafi regime.

I wonder how many lies is it going to take before people are really going to wake up and see that the Free world as we know it is under a very real threat and manipulations that has been going on all around us for decades.
