CONGRESS PASSES BILL TO CONTINUE ADVERTISING FOOD STAMPS IN MEXICO!



The omnibus spending bill before Congress continues to fund U.S. Department of Agriculture (USDA) advertising programs for food stamps in foreign countries like Mexico, Breitbart News has learned.

The bill was hashed out between House Appropriations Committee chairman Rep. Hal Rogers (R-KY) and Senate Appropriations Committee chairwoman Sen. Barbara Mikulski (D-MD). The funding will continue despite claims in a document the House Appropriations Committee published that the bill contains a “prohibition” on such programs. Page three of this press document states regarding food stamps that the omnibus spending bill contains a “prohibition on advertisements or outreach with foreign governments.”

The entire paragraph that contains that statement reads:

Requirements for the Secretary of Agriculture to help weed out and eliminate waste, fraud, and abuse in the SNAP program – including a directive to ban fraudulent vendors, and a prohibition on advertisements or outreach with foreign governments.

However, upon reading through the text of the bill and the bill summary explanatory document, there is no such “prohibition” included in it. Instead, the explanatory document that Rogers published just states that USDA is “strongly discouraged” from advertising food stamps programs with foreign governments.

“There is concern about the use of valuable tax dollars to promote enrollment of SNAP through radio, television, and other advertisements as well as outreach activities with foreign governments to encourage the use of SNAP,” the explanatory document Rogers published states. “USDA is strongly encouraged to cease these types of government-sponsored recruitment activities.”

There is a massive difference between actually prohibiting the use of funds via law through the omnibus bill, or defunding the program, and merely issuing a strongly-worded warning to the USDA about the practice.

House Appropriations Committee spokeswoman Jennifer Hing admitted to Breitbart News that there is not really a “prohibition” on funding for such programs.

“The committee’s position is that for practical purposes, this language is a ‘directive’ to ‘ban,’” Hing said in an email on Tuesday. “It is binding in that decisions on future SNAP funding could hinge on compliance.”

Yet the mere threat of future repercussions if the USDA continues these practices does nothing to stop them now.

Current USDA secretary Tom Vilsack has promoted this policy of advertising food stamps programs with foreign governments and evaded oversight pressure from various members of Congress, like Senate Budget Committee ranking member Sen. Jeff Sessions (R-AL), on the matter.

In a July 18, 2012, letter to Vilsack, for instance, Sessions wrote that the USDA has not complied with oversight requests from his staff on this matter – and that the advertising of U.S. food stamps programs in foreign countries like Mexico represents a gross departure from food stamps’ original purpose.

“It has become increasingly clear that the mission of the food stamp program has moved from targeted welfare assistance for those in need into an aggressive drive to expand enrollment regardless of need,” Sessions wrote to Vilsack. “To cite just one example, a character in a USDA-produced Spanish language ‘radio novela’ tries to convince a friend to enroll in food stamps even though that individual says ‘I don’t need anyone’s help. My husband earns enough to take care of us.’ The first individual responds, ‘When are you going to learn?’ Pride ought to be celebrated, not mocked.”

Sessions followed up again with Vilsack in March 2013 after the secretary provided the senator with a minimal response that did not fully answer his questions.

Similarly, during the Senate Budget Committee markup of the Democratic budget that Sen. Patty Murray (D-WA) offered last year, Sessions offered an amendment that would have ended the USDA’s partnership with Mexico on food stamp advertising in that country. Senate Democrats unanimously voted against that Sessions amendment.

The omnibus spending bill from Rogers and Mikulski is the second part of the budget deal that House Budget Committee chairman Rep. Paul Ryan (R-WI) cut with Murray. The Ryan-Murray deal set broad outlays, while the Rogers-Mikulski omnibus spending bill offers specific funding directed at various programs and agencies as part of a reflection of the broader guidelines of the Ryan-Murray deal.

So the GOP gave a State of the Union response. The Tea Party gave a State of the Union response. Well, hat tip to Rebel Pundit, for hands down the best SOTU response from Black Chicago grassroots activists. Memo to GOP and Tea Party, stop using politicians and start using real everyday Americans to address the faults, failures, and shortcomings of progressive socialist policies.

Now, I already know what liberal progressives, and worst of all liberal blacks, are going to say — “these are nothing but a bunch of sellout, Oreo, Uncle Tom, token conservative Negroes.” But for liberals, the only “real” black person is a black person that acquiesces and subjugates him (or herself) to the liberal progressive dependency welfare nanny-state. As Reverend C.L. Bryant points out in his film “Runaway Slave”, those who depart the liberal 21st century economic plantation must be hunted down and destroyed.

Please take 5 minutes and enjoy this response — and wonder how long it will be before the IRS comes down on these individuals. Oops, one of them admitted he has not worked in three years. 32 Statistics That Obama Neglected To Mention During The State Of The Union Address

On Tuesday evening, Barack Obama once again attempted to convince all of us that things have gotten better while he has been in the White House. He quoted a few figures, used some flowery language and made a whole bunch of new promises. And even though he has failed to follow through on his promises time after time, millions upon millions ofAmericans continue to believe him. In fact, you can find a list of 82 unfulfilled promises from his previous State of the Unionaddresses right here. Soon we will have even more to add to that collection. At this point,you have to wonder if Obama even believes half the stuff that he is saying. Of course it is extremely unlikely that he is going to come out and admit that he has failed and that he has been lying to us this whole time, but without a doubt the gap between reality and what he is saying to the public is becoming ridiculously huge. To say that his credibility is “strained” would be a massive understatement. No, things have not been getting better inAmerica. In fact, they continue to get even worse. The following are 32 statistics that Obama neglected to mention during the State of the Union address…

#1 According to a recent NBC News/Wall Street Journal poll, only 28 percent of all Americans believe that the country is moving in the right direction.

#2 In 2008, 53 percent of all Americans considered themselves to be “middle class”. In 2014, only 44 percent of all Americans consider themselves to be “middle class”.

#3 In 2008, 25 percent of all Americans in the 18 to 29-year-old age bracket considered themselves to be “lower class”. In 2014, an astounding 49 percent of them do.

#4 Right now there is approximately a billion square feet of vacant retail space in theUnited States.

#5 There are 46.5 million Americans that are living in poverty, and the poverty rate inAmerica has been at 15 percent or above for 3 consecutive years. That is the first time that has happened since 1965.

#6 Barack Obama says that the unemployment rate has declined to 6.7 percent, but if thelabor force participation rate was at the long-term average it would actually be approximately 11.5 percent, and it has stayed at about that level since the end of the lastrecession.

#7 While Barack Obama has been in the White House, the number of Americans on food stamps has gone from 32 million to 47 million.

#8 While Barack Obama has been in the White House, the percentage of working age Americans that are actually working has declined from 60.6 percent to 58.6 percent.

#9 While Barack Obama has been in the White House, the average duration ofunemployment in the United States has risen from 19.8 weeks to 37.1 weeks.

#10 While Barack Obama has been in the White House, social benefits as a percentage of real disposable income has risen from about 17 percent to nearly 21 percent.

#11 While Barack Obama has been in the White House, the rate of homeownership in theUnited States has fallen to levels that we have not seen in nearly two decades.

#16 Sadly, 1,687,000 fewer Americans have jobs today compared to exactly six years ago even though the population has grown significantly since then.

#18 Only 47 percent of all adults in America have a full-time job at this point.

#21 You can still buy a house in the city of Detroit for just one dollar.

#32 According to another poll that was recently released, 70 percent of all Americans do not have confidence that the government will “make progress on the important problems and issues facing the country in 2014.”

I often disagree with what this president says and stands for but... and its a big but, But I like this idea of MYRA for the average working stiff. If we provide ways for the average guy to ride the waves of prosperity they are paying for for others, then that has to be a good thing to sort out. Don't you Agree?

Sure you agree, it makes sense, and since it shouldn't be an issue to include congresses oversight and approval on such a program. It shouldn't be done by executive order, though. It needs congress' approval to protect the folks, as O'Reilly would say. What do you say?

President Barack Obama announced this week that he would establish a program to help low-income earners save for retirement.

But the new “starter” savings program — called “My Retirement Account” (myRa), for “my Individual Retirement Account” (IRA) — has left a few analysts skeptical.

“His proposal might do some good — not by helping workers, most of whom are unlikely to take advantage of it, but by spurring a discussion about how to fix a broken retirement system,” theBloomberg editorial board said.

Others are more apprehensive.

“It’s a trap. It will make your savings highly visible to the government, very vulnerable to future special taxes and it drives investments in the direction of financing the government with your savings, rather than the productive private sector,” the Economic Policy Journal said after the president unveiled the plan. “That’s what myRA is all about.”

The program is aimed at Americans who lack the cash required of many commercial IRAs.

“Starting with as little as $25, savers are expected to invest a little each month in Treasury bonds and then convert the accounts into traditional IRAs once the savings grow,” the Associated Press reported. “The president said that he wants all workers to be automatically enrolled in IRAs unless they specifically opt out. Under one scenario, monthly paycheck deductions would be invested in bonds unless workers choose another option.”

But as the Bloomberg editorial board said, participation in the new program will probably be far below expectations — unless people are forced into it.

“Without compulsion or inducements, participation in MyRAs is likely to be small. Fewer than one in 10 workers who are eligible to contribute to existing Individual Retirement Accounts bother to do so,” the board said.

Further, it’s important to note that the White House technically does not need congressional approval to start the program. According to Bloomberg, this is both a good thing and a bad thing.

“It’s good because it means something will happen; it’s bad because without legislation, the government can’t make employers offer the plans or tell workers they’re covered unless they choose not to be,” the editorial board said.

Households earning approximately $191,000 annually can deduct money from their paychecks and put it into a retirement fund that pays roughly the same interest rate as retirement funds available to federal workers.

“Savers would contribute after-tax dollars into the accounts, starting with as little as $25. They could opt for contributions as low as $5 a paycheck,” the report adds. “New retirement accounts being set up by the Treasury Department would target workers whose employers don’t offer retirement benefits or who haven’t started saving yet for old age. Treasury expects to have a pilot program working by the end of the year.”

Unsurprisingly, Zero Hedge has a very dim view of the initiative: “[S]ince it offers ‘guaranteed return and no risk’ we now know where all the Fed’s bond trades will go to work once [quantitative easing] ends.”

But here’s the thing: The president was a little more careful with his words when he explained program’s “guarantees.”

“Today, most workers don’t have a pension. A Social Security check often isn’t enough on its own. And while the stock market has doubled over the last five years, that doesn’t help folks who don’t have 401ks,” the president said during his State of the Union address Tuesday.

“I will direct the Treasury to create a new way for working Americans to start their own retirement savings: myRA. It’s a new savings bond that encourages folks to build a nest egg. MyRA guarantees a decent return with no risk of losing what you put in,” he added. “Offer every American access to an automatic IRA on the job, so they can save at work just like everyone in this chamber can.”

For now, unless tweaks are made to the program, persons who want to open a MyRA account must make sure their employers agree to participate.

While myRA has been in the works for years, the Obama administration said Wednesday it hasn’t yet secured any commitments from businesses to offer it, and Treasury Secretary Jacob Lew offered no prediction for how many Americans might participate.

“We think this fills a space that, very importantly, we can do by our own authority,” Lew said.

The White House said it was optimistic that since the program won’t cost much to employers, businesses will be glad to take part.

“These new accounts will open up access to tax-advantaged retirement savings vehicles that many people do not currently have access to because of cost-prohibitive barriers,” Jamie Hopkins, a professor in the retirement income program at the American College, told The New York Times, adding that the maximum amount people can save — roughly $15,000 — is fairly limited. “This is relatively small and for most people won’t make a significant impact on their retirement preparedness all by itself.”

“[T]his will not solve the retirement income shortfall that exists in the U.S.,” he said, adding that it may still be “a step in the right direction.”

But because the program relies on paycheck deductions, businesses that don’t use automatic payroll systems will be excluded unless and until the administration develops a new system for them to participate, according to the AP. This raises obvious questions about how far the White House will go to adjust the program without congressional approval.

“I could do more with Congress, but I’m not going to not do anything without Congress,” Obama told a crowd of workers Wednesday at a steel plant in Pennsylvania.

Obama’s systematic dismantling of our military strength: now it’s the Pacific

Two years ago, the Obama administration made a strategic posture decision to shift military focus from the Middle East to the Pacific Rim. In doing so we have seen a complete collapse of US influence in the Middle East and the destabilization of Libya, support to the Muslim Brotherhood in Egypt, a power vacuum created in Iraq, a horrific civil war in Syria, the empowerment and resurgence of Islamic terror groups including al-Qaida, and a very troubling agreement with Iran.

All of this has resulted in a far more dangerous neighborhood for our best ally in the Middle East, Israel, who just foiled an al-Qaida plot to attack our Embassy in Tel Aviv. So does this mean we’re making better gains in the Pacific? Hardly.

According to the Washington Times,

The Obama administration’s ballyhooed military “pivot” to Asia is running into some frank talk from the top U.S. commander in the Pacific. Three years after the Pentagon said it was de-emphasizing Europe in favor of the Asia-Pacific region, Navy Admiral Samuel J. Locklear III said this week that U.S. dominance has weakened in the shadow of a more aggressive China. “Our historic dominance that most of us in this room have enjoyed is diminishing, no question.”

China has flexed its muscles in a number of ways:

  • > Territorial disputes with US ally Japan over the Senkaku Islands
  • > The creation of an air defense zone requiring foreign civilian and military aircraft to notify Chinese authorities of flight plans and even cargo
  • > Testing of ultra-high-speed missile vehicle potentially capable of challenging US Pacific operations
  • > Testing of a hypersonic glide vehicle
  • > An intentional confrontation initiated by the Chinese Navy that could have caused a collision with a US Navy Cruiser warship, as we reported here

Admiral Locklear conceded,

We need to think about all scenarios, not just the ones we’ve been dealing with over the last several years where we’ve enjoyed basic air superiority and basic sea superiority. There are places in the world where in this century we won’t have them.

On January 5, 2012 President Obama pledged his strategy would put more military muscle into Asia saying, “We will be strengthening our presence in the Asia Pacific region, and budget reductions will not come at the expense of that critical region.”

Okay, but those words are pretty empty when we’re shrinking our naval capacity just as China is expanding theirs.

And so it goes, it’s not just the intentional destruction of America’s economic and domestic standing. The Obama administration seems more enamored with allowing beards and turbans in the military than securing our national interests and bolstering our allies’ confidence in our commitments.

I know many have an isolationist perspective when it comes to foreign policy and national security. But never forget that the number one responsibility per the Constitution for the federal government is to “provide for the common defense.”

In a world of despots, dictators, theocrats, and autocrats, the best tool to preclude militaristic adventurism is a military deterrent. The Obama administration is destroying that tool and endangering our nation.
