You are right!  Lotto Magic was created by a publisher of a mail-order newspaper so he knows exactly what people expect from a business and what laws he needs to follow according to the post office and state laws.  Richard Moore had seen lots of people being disappointed in other programs they joined and he probably compiled lots of info on what worked and what didn't and why.
