AP sources: US weighs direct aid to Syrian rebels

PARIS (AP) — The Obama administration, in coordination with some European allies, is for the first time considering supplying direct assistance to elements of the Free Syrian Army as they seek to ramp up pressure on Syrian President Bashar Assad to step down and end nearly two years of brutal and increasingly deadly violence.

Officials in the United States and Europe said Tuesday the administration is nearing a decision on whether to provide non-lethal assistance to carefully vetted fighters opposed to the Assad regime in addition to what it is already supplying to the political opposition. A decision is expected by Thursday when U.S. Secretary of State John Kerry will attend an international conference on Syria in Rome that leaders of the opposition Syrian National Coalition have been persuaded to attend, the officials said.

The officials spoke on condition of anonymity because the shift in strategy has not yet been finalized and still needs to be coordinated with European nations, notably Britain. They are eager to vastly increase the size and scope of assistance for Assad's foes.

Kerry, who was a cautious proponent of supplying arms to the rebels while he was chairman of the Senate Foreign Relations Committee, has been consulting with European leaders on how to step up pressure on Assad to leave power. The effort has been as a major focus of his first official trip abroad as America's top diplomat. On the first two stops on his hectic nine-nation tour of Europe and the Middle East, in London and Berlin, he has sought to assure the Syrian opposition that more help is on the way.

In London on Monday, he made a public appeal to opposition coalition leader Mouaz al-Khatib not to boycott the Rome meeting as had been threatened and to attend the conference despite concerns among Assad foes that international community is not doing enough. Kerry and Vice President Joe Biden made private telephone calls to al-Khatib to make the same case.

"We are determined that the Syrian opposition is not going to be dangling in the wind, wondering where the support is, if it is coming," Kerry told reporters after meeting British Prime Minister David Cameron and Foreign Secretary William Hague.

Hague said that the deteriorating conditions in Syria, especially recent scud missile attacks on the city of Aleppo, were unacceptable and that the West's current position could not be sustained while an "appalling injustice" is being done to Syrian citizens.

"In the face of such murder and threat of instability, our policy cannot stay static as the weeks go by," Hague told reporters, standing beside Kerry. "We must significantly increase support for the Syrian opposition. We are preparing to do just that."

The officials in Washington and European capitals said the British are pushing proposals to provide military training, body armor and other technical support to members of the Free Syrian Army who have been determined not to have links to extremists. The officials said, however, that the U.S. was not yet ready to consider such action although Washington would not object if the Europeans moved ahead with the plans.

The Obama administration has been deeply concerned about military equipment falling into the hands of radical Islamists who have become a significant factor in the Syrian conflict and could then use that materiel for terrorist attacks or strikes on Israel.

The Italian government, which is hosting Thursday's conference, said on Monday that the Europeans would use the meeting "to urge the United States' greater flexibility on measures in favor of the opposition to the Assad regime."

"They will be asking, in particular, that 'non-lethal' aid be extended to include technical assistance and training so as to consolidate the coalition's efforts in the light of what emerged at the latest meeting of the EU Foreign Affairs Council," the foreign ministry said in a statement. In a recent meeting, European Union foreign ministers agreed that support to the rebels needed to be boosted.

Officials in Washington said the United States was leaning toward providing tens of millions of dollars more in non-lethal assistance to the opposition, including vetted members of the Free Syrian Army who had not been receiving direct U.S. assistance. So far, assistance has been limited to funding for communications and other logistical equipment, a formalized liaison office and an invitation to al-Khatib to visit the United States in the coming weeks.

The officials stressed, however, that the administration did not envision American military training for the rebels nor U.S. provision of combat items such as body armor that the British are advocating.

The officials said the U.S. is also looking at stepping up its civilian technical assistance devoted to rule of law, civil society and good governance, in order to prepare an eventual transition government to run the country once Assad leaves.

In Europe, meanwhile, Kerry on Tuesday visited Berlin where he met his Russian counterpart, Sergei Lavrov, for the first time in his new post, spending more than an hour discussing the Syria conflict. Russia has been a strong supporter of Assad and has, along with China, repeatedly blocked efforts at the United Nations to impose global sanctions against the regime unless it stops the violence that has killed nearly 70,000 people.

State Department spokeswoman Victoria Nuland said the two met for an hour and 45 minutes, spending more than half that time on Syria in what she called a "really serious and hardworking session."

Kerry and Lavrov discussed how they could implement the so-called Geneva Agreement, which is designed to get the Syrian government and rebels to plan a transitional government for the time after Assad leaves office, Nuland said.

Lavrov told Russian news agencies that his talks with Kerry were "quite constructive." On Syria, he said the two reaffirmed their "intention to do all Russia and the U.S. can do. It's not that everything depends on us, but we shall do all we can to create conditions for the soonest start of a dialogue between the government and the opposition."

Syria's foreign minister was in Moscow on Monday and while there expressed a willingness to meet with opposition leaders.

The Syrian National Coalition is skeptical about outside help from the West and threatened to boycott the Rome meeting until a series of phone calls and meetings between Kerry and his ambassadors and Syrian opposition leaders repaired the schism. The council now says it will attend the meeting, but is hoping for more concrete offers of help, including military assistance.

Powers hope for Iranian "feedback" on nuclear offer

ALMATY (Reuters) - World powers presented Iran with an updated offer during negotiations on its nuclear program in Almaty on Tuesday, and hope for "more detailed feedback" from the Iranian side when talks resume as scheduled on Wednesday, an EU spokesman said.

"We had a useful meeting today," Michael Mann, spokesman for European Union foreign policy chiefCatherine Ashton, told reporters after the first day of the talks.

"Hopefully the Iranians will be able to reflect overnight and will come back and view our proposal positively," he said, declining to give details of the powers' proposal.

Western officials have said it includes an offer to ease sanctions on trade in gold and other precious metals if Iran agrees to halt its most sensitive nuclear activity, which the West suspects has a military dimension - something Iran denies.

Mann said the proposal by the six powers - the United States, Russia, China, France, Britain and Germany - had been discussed during Tuesday's talks, but he did not elaborate.

"The proposal was set out in a relatively clear fashion," he said. "The Iranians went away to consider our proposal (and) there were further discussions in the course of the afternoon and the evening ... the ball is in their court."

The talks in Kazakhstan were the first in eight months between Iran and the five permanent members of the U.N. Security Council plus Germany - the "P5+1" - on a decade-old dispute that threatens to trigger another war in the Middle East.

Iran has used the time since the last meeting in June to further expand activity that the West suspects is aimed at enabling it to build a nuclear bomb, something that Israel has suggested it will prevent by force if diplomacy fails.

Cyclone intensifies, Australia's iron ore mines brace

PERTH (Reuters) - A powerful cyclone headed for Australia's Port Hedland, that has brought half the world's seaborne-traded iron ore to a halt, has intensified and is set to make landfall late on Wednesday, threatening to flood inland mine operations and rail links.

Weather warnings extend as far as 500 kms (310 miles) inland to the massive mining camps and towns of Tom Price, Mt Newman and Nullagine, operated by Rio Tinto, BHP Billiton and Fortescue Metals Group.

Hardest-hit areas could receive up to 600 millimeters, or 2 feet, of rain in 24 hours, said the Bureau of Meteorology.

Such extensive flooding threatens to submerge hundreds of kilometers (miles) of rail lines owned by the miners and used to transport ore to the ports.

"Extreme weather preparations continue across our mining operations in anticipation of the cyclone moving further inland," BHP said in a statement emailed to Reuters. "Additional operations will be suspended if necessary."

The Pilbara, a sparsely populated and inhospitable outback part of Australia, is the world's largest source of iron ore.

Australia's three main iron ore ports, Port Hedland, Dampier and Cape Lambert, were closed on Monday. Offshore oil and gas fields have also been shut down.

Australia's biggest iron ore miner Rio Tinto plans shipments of 260 million tonnes of ore through Dampier and Cape Lambert this year.

Australian & New Zealand Bank estimates iron ore shipments with a total value of A$500 million ($510.58 million) have so far been sidelined due to port closures.

Rusty early on Wednesday strengthened to a category four storm -- on a scale of one-to five. The bureau predicts the storm will come ashore just to the east of Port Hedland.

"This is a large tropical cyclone and its slow movement is likely to result in an extended period of destructive winds near the track, with rainfall that is heavier than that associated with a typical system," the weather office said.

BHP, Fortescue and Atlas Iron are forecast to ship more than 275 million tonnes of iron ore this year, or 750,000 tonnes per day, through Port Hedland.

Iron ore prices stood at $151.90 a tonne, down slightly from $158.90 last Wednesday.

Rusty is the fourth cyclone to form during Australia's 2012-13 "cyclone season" which runs November to end April. There are typically 11 cyclones per season off Australia northwest and northeast coasts.

The weather bureau said the cyclone was mostly stationary overnight about 100 km (60 miles) off the coast, but was expected to track south during the day.

"This is a very long, drawn-out slow nightmare," Port Hedland town councilor Bill Dziombak told the Australian Associated Press.

Port Hedland is the largest town in the Pilbara, population 14,000, with the northwest outback on its doorstep and summer temperatures regularly around 40 degrees Celsius (104 Fahrenheit).

Residents have been warned to expect dangerously high storm tides and high waves along the coast. Those in low lying coastal areas had been evacuated, with local media reporting a run on emergency supplies such as water, batteries and flashlights.

Outback aboriginal communities were evacuated and isolated schools closed.

The Department of Fire and Emergency Services advised people to remain in the strongest part of their house.

"There'll be buildings that may be damaged, there may be loose tin, flying objects. Power may be down and there may be airborne hazards from asbestos or skeptics," said spokesman Phil Cribb.

A weaker category one system which passed the Pilbara in January forced the shutdown of all three iron ore export terminals, contributing to a nine percent drop in exports for the month and a 5.2 percent rise in spot prices.

Sex, power scandals to loom over Vatican pre-vote talks

VATICAN CITY (Reuters) - The sex and power scandals haunting the Catholic Church look set to play a big role in meetings before next month's papal election after two senior cardinals called on Tuesday for more internal debate about them.

A leading support group for victims of clerical sexual abuse also made what it called a "last-ditch plea" to Pope Benedict to use his authority before resigning on Thursday to discipline bishops who have protected predatory priests in their dioceses.

The abuse issue took on new urgency after Scotland's Cardinal Keith O'Brien, accused of improper behavior with young priests, quit as Edinburgh archbishop on Monday and pulled out of the Sistine Chapel conclave to elect a new pope.

A Scottish Catholic Media Office spokesman has said O'Brien was taking legal advice and contested the "anonymous and non specific" allegations against him.

Cardinal Cormac Murphy-O'Connor, now the only British prelate due to attend pre-conclave talks among cardinals at the Vatican next week, said in London the sexual abuse of children was the most serious scandal in the Church.

"That will be one of the main things the cardinals will be discussing," said Murphy-O'Connor, who cannot vote because he is over 80 years old but can join the cardinal electors in their closed-door discussions about the challenges for the next pope.

French Cardinal Jean-Louis Tauran said in a newspaper interview that the cardinal electors, who number 115 after O'Brien stepped down, should also be informed about a secret report on Vatican corruption prepared for Pope Benedict.

The retiring pontiff has decided to reserve the report for his successor, but the three cardinals over 80 years old who drew it up will be allowed to inform the cardinal electors about some of its findings during next week's consultations.

ASKING TO NAME NAMES

"The cardinal electors cannot decide to choose this or that name to vote for if they don't know the contents of this dossier," Tauran told La Repubblica newspaper.

"If it's necessary, I don't see why they should not ask for names," said Tauran, a former Vatican foreign minister who now heads its department for interreligious dialogue.

Italian newspapers have been speculating for days about conspiracies and alleged sexual scandals inside the Vatican that may have influenced Benedict to become the first pope in some six centuries to step down rather than die in office.

The Vatican has accused these newspapers of spreading "false and damaging" rumors in an attempt to influence the cardinals who are starting to arrive in Rome for the pope's farewell meeting with them on Thursday.

Two directors of the United States-based abuse victims' network SNAP arrived in Rome on Tuesday to draw attention to their demands for tougher Church policies.

"We're here to make a last ditch plea to Pope Benedict to use the remaining hours of his papacy to take decisive action to protect kids," said David Clohessy, national director of the Survivors Network of those Abused by Priests.

He acknowledged that Benedict had met some abuse victims and made some strong statements condemning the molestation of minors by priests, but said he only acted under public pressure.

"We long for the day when Church officials announce that this cardinal or this bishop is being demoted because Church officials have found proof of wrongdoing and Church officials want to clean things up," he told journalists.

SNAP saw no papal candidates ready to fire bishops for shielding wrongdoers, he said, but added: "It's hard to believe there aren't some cardinals who are grabbing their colleagues by the lapels and saying 'We simply have to do better'."

CATHOLICS CRITICAL OF ABUSE HANDLING

Spanish Cardinal Julian Herranz, one of the three who drew up the secret report for Benedict, echoed the Vatican attack on the media in an interview on Monday with the daily El Pais.

"This wanting to see snake pits, warring mafias, internal hatreds - all this is absolutely false," he said.

Because conclaves are such secretive events, it is hard to see what effect the heightened public pressure over the abuse issue might have on the cardinals who will elect the next leader of the world's 1.2 billion Catholics around the globe.

Italian newspapers, which dedicate several pages a day to the papal story, have begun mentioning Cardinal Sean O'Malley as a possible "clean hands" candidate because he was sent to Boston to deal with abuse scandals that erupted there in 2002.

But other factors could lead them to choose a man whose main strengths lie elsewhere, such as an aptitude to promote its "new evangelization" drive, aimed at rekindling the faith in Europe and boost it in other regions.

Recent polls in two important national churches, in the United States and Germany, show that Catholics give their leaders low marks for their handling of the abuse crisis.

A Pew Forum poll last week showed U.S. Catholics have become increasingly critical, with those saying Benedict has done a poor job rising from 40 percent in 2008 to 63 percent now.

A survey in January for the weekly Die Zeit showed that only 28 percent of German Catholics polled believed the Church really wanted to clean up the mess the scandals have caused.

Nostradamus: The Pope, The Queen, and Christ

Nostradamus prophesied that Christ would return at the end of the twentieth century and that the Roman papacy would be destroyed and that queen Elizabeth II would be dethroned. It’s kind of fitting that Christ would be the one to dethrone the pope and the queen, because both sit falsely in His place over God’s children.

Interestingly, Nostradamus studied the writings of 12th century Irish prophet Malachy, who prophesied the progression of popes, including the final pope of this generation. But there was another Irish prophet that Nostradamus studied named Columcille, who lived during the 6th century. And Columcille studied the writings about Teia Tephi. She was the daughter of king Zedekiah of Jerusalem who would later become the Irish Queen, now symbolized as Britannia. She fled Jerusalem with Bible prophet Jeremiah, who was warned of the city’s destruction, because her dad refused to return to God’s Law. They took two Holy Treasures with them, Jacob’s Pillar Stone and the Ark of the Covenant. Both would have significance on Christ’s return, thus both have been Divinely protected.

Teia Tephi became the Irish Queen through her marriage to king Eochaidh. They ruled under God’s Law and Ireland flourished with its Blessings [Today, Ireland is cursed for moving far away from God’s Law into the hands of the pope and queen, who mislead and rob them]. In Old English rhyme, Teia Tephi wrote of her life and of prophecies, including the return of Christ. Her burial tomb is at Tara, Ireland. She’s important in sharing interpretations of some of Nostradamus’ Quatrains.

But first, Nostradamus knew not everyone would understand his writings.

In Quatrain 6,100 (6= man, 100= percent of man take note), he wrote:
The “Song” of The Law against Unintelligent Critics.
Let those who read this verse consider it profoundly,
Let the common crowd and the unlearned leave it alone:
ALL of them – idiot Astrologers and Barbarians - KEEP OFF!
Let he (Cesar) who does otherwise be a priest for the rite.

This message relates to his “forward”:

To my son Cesar; he who will come at the end of the
twentieth century; My spiritual son. He will understand
what I have written and use the information wisely.

The Warnings of These Times:

When twenty years from the Moon’s reign have passed,
Another will take up his reign of the Seventh millennium:
When the Sun (Christ) takes up his remaining days,
Then My prophecy and warnings will be accomplished. (Quatrain 1,48)

Alas, how we will see a great people (American the Great) sorely troubled,
and The Holy Law (The Torah) in utter ruin (not in use):
All of Christianity (governed) by other laws (men’s laws),
when a new source of gold and silver is discovered (finance). (Quatrain 1,53)

Under the Opposer‘s Babylonian (market) system,
there will be great shedding of blood.
Heaven will seem unjust to “earth”; “sea” and “heaven”
(downtrodden people, restless people and political systems, respectively).
Sects, famine, kingdoms, plagues, confusion. (Quatrain 1, 55)

Alas! what a great loss there will be to learning (God’s Wisdom),
Before the cycle of the Moon (Teia Tephi) is completed:
