Trump Allows Military to Give Cops Grenade Launchers and Tanks Again

(ANTIMEDIA) Washington, D.C. On Monday, Attorney General Jeff Sessions announced a new executive order that will lift a ban on the distribution of certain types of military-style equipment to local law enforcement agencies. The ban reverses a previous executive order issued during the Obama administration in response to widespread criticism after a paramilitary-like show of force by police during protests in Ferguson, Missouri, in 2015.

“We’ve seen how militarized gear can sometimes give people a feeling like there’s an occupying force as opposed to a force that’s part of the community that’s protecting them and serving them,” Obama said at the time. “It can alienate and intimidate local residents and send the wrong message.”

Civil rights experts are voicing the same concerns now that the Trump administration has announced a rollback on Obama’s ban. “We’re very worried that this signals to law enforcement that they can operate more as a militarized force and they are really going to ignore some of the gains we’ve made over the past couple years,” said political director for the ACLU of Michigan Shelli Weisberg.“We’re very concerned about it. We think it’s a bad step.”

Janai Nelson, associate director of the NAACP Legal Defense Fund, said:

“It is both exceptionally dangerous and irresponsible for the administration to lift the ban on the transfer of certain surplus military equipment to state and local law enforcement organizations.”

Nelson also said the timing of president’s decision in the wake of the events in Charlottesville, VA, “reflects this administration’s now open effort to escalate racial tensions in our country.”

Sessions announced the decision on Monday morning at the Fraternal Order of Police convention in Nashville, telling the FOP:

“We will not put superficial concerns above public safety…The executive order the president will sign today will ensure that you can get the lifesaving gear that you need to do your job and send a strong message that we will not allow criminal activity, violence, and lawlessness to become the new normal. And we will save taxpayer money in the meantime.”

The executive order, effective immediately, will permit state and local law enforcement agencies to receive military supplies, including vehicles (land, air and sea), weapons, computer equipment, fingerprint equipment, night vision equipment, radios and televisions, first aid equipment, tents and sleeping bags, photographic equipment and more,” the Justice Technology Information Center summarized.

It is implemented through the Department of Defense’s 1033 program, which was previously Section 1208 of the National Defense Authorization Act of 1990. The provision, which was intended to help wage the war on drugs, became Section 1033 in 1996 and was signed into law by President Bill Clinton. After 9/11, the program’s function expanded to ostensibly support counter-terrorism activities.

A recent Government Accountability Office (GAO) undercover investigation found the Department of Defense issues these weapons of war wantonly, often failing to verify the qualifications of the recipients. The department was caught issuing $1.2 million worth of weapons to a fake police department.

The DPRK is not really a communist nation, but more like a cult of personality kingdom where even life in restrictive China or socialist (and failing) Venezuela would be far more desirable. Just the same, at least on paper, North Korea is a communist country. Russian leader Vladimir Putin is an ex-KGB agent and today’s news about him flying war planes over the Korean peninsula as the U.S. war games with South Korea shows that his real leanings are still towards communism.

The Conservative Tribune writes that “nuclear-capable Russian bombers flew a mission around the Korean Peninsula,” and the Russian taunt was “apparently taken in response to joint U.S.-South Korean military drills this week.” The breathtakingly bad stance happens just as the North Korean powder keg threatens to escalate.

Not only did “the new Soviet Union” fly a bomber over the area, we are told also that “Russian fighter escorts and aircraft with intelligence-gathering capabilities were also involved.”

This matters because if the U.S. did this when Russia war gamed with someone (which they do), Putin would find himself ill used. He may be a man of strength when he acts but he is quite the crybaby when anyone reacts and does it back.

As if they were blind to the yearly exercises between the U.S. and South Korea (which admittedly are not themselves productive to peace), the Russian Defense Ministry played dumb and said, “Our long-range aviation pilots, according to an established plan, regularly carry out flights over neutral waters over the Atlantic, the Arctic, the Black Sea and the Pacific Ocean from their bases and from tactical airfields.”

This gets quite worrisome in another way, too. South Korea said that Russia violated its airspace and did NOT stay within the legal borders for such surveillance. “As the Russian aircraft entered the KADIZ (Korea Air Defense Identification Zone) in formation yesterday morning, a squadron of our Air Force jets made an emergency sorties,” said one who South Korea’s Yonhap new agency calls an “anonymous source in the government.

Russia complained about the drills on the same day of this provocation and their foreign ministry spokeswoman Maria Zakharova said in a briefing, “The U.S. and South Korea holding yet more large-scale military and naval exercises does not help reduce tensions on the Korean Peninsula.”

She added, “We urge all sides to exercise maximum caution. Given the arms build-up in the region, any rash move or even an unintended incident could spark a military conflict.”

To this, the Tribune reminds us that “the U.S.-South Korea exercises had been planned for quite some time — long before things began becoming exceptionally testy on the Korean Peninsula.” China has said that drills ARE the reason for the aggression, but while they don’t help the situation any, they are in NO WAY the cause of Kim Jong-un’s madness.

If the war games with South Korea stop, would North Korea stop executing prisoners or kidnapping Malaysians? Would the Hermit Kingdom stop launching bomb tests in international shipping lanes? For that matter, would China stop acting in a way that makes the U.S. feel uneasy and in need of such tests?

That too is part of peace and America first. That can not be forgotten. After that is addressed, then perhaps we need to halt these games. Not before.

Eastbourne District General Hospital was forced to declare a "major incident" as staff in hazmat suits and treated inside pop-up "decontamination" tents.

Witnesses have reportedly said patients were made to change clothes and hosed down as an extra precaution, according to MailOnline.

Dramatic pictures show the unusual smog lingering above the sea before moving inland towards revellers enjoying the Bank Holiday weekend weather at about 5pm on Sunday.

Beachgoers reported suffering stinging eyes, throat irritation and breathing difficulties, while some had been physically sick.

Police later confirmed the effects of the gas cloud were "mostly minor" and it was " not necessary to admit anyone for further treatment."

The unknown gas cloud is feared to have spread further along the south coast, with people reporting symptoms as far away as Kent and Surrey.

Officers urged residents living along the coast to keep remain indoors with windows and doors shut.

Footage has emerged showing people packing up their things and leaving the beach while rubbing their eyes.

Jonathan Hill tweeted: "Thought it was hay fever to start with until we were told to close all windows and doors just now!"

Rebecca said: "Nice day at Birling Gap beach turned into a nightmare.. some sort of chlorine gas leak has made my eyes red raw :("

Another Twitter user said: "Chlorine gas has spread in Birling Gap in Sussex. Police & fire brigade have evacuated everyone. Not great scenes."

A Sussex Police spokesperson said: "Patients were dealt with as a precaution with a full decontamination treatment, but it became clear that this was not necessary.

"Anyone suffering the effects are advised by Public Health England to irrigate their eyes if they are irritated and to wash all over with plenty of soap and water, which will be sufficient to decontaminate their bodies.

"If you were affected and after taking the precautions recommended you still feel ill, contact 111 for advice and only visit your local A&E if you are still suffering significant effects."

They added: "While the nature of the gas hasn't been established, East Sussex Fire and Rescue Service has advised that it is 'extremely unlikely' that it was chlorine, as was being suggested on social media.

"The effects, while uncomfortable, were not serious and an investigation is now under way by a number of agencies working in partnership to establish the source of the gas.

"With another fine day expected for Bank Holiday Monday, thousands of people are expected to flock to the coast once again.

Healthcare worker Sasaha Hyland, from Eastbourne, told the Hastings Observerthe mist had affected her dogs.

She said: “They are going mad now, I can’t believe it. My eyes are terrible.”

East Sussex's Chief Inspector Bruce Mathews said there had been initial reports there had been a fire at Birling Gap.
He told BBC News: "I know with previous incidents that we've had here there's been incidents where stuff has come across from industrial units in France.

"We're going to work with our agencies to try and find out where this has all come from."

The coastguard worked to clear the pathways of walkers, while the beach was completely evacuated, as well as searching the coastline from a lifeboat.

The Newhaven lifeboat crew were launched at 5.40pm to search for the source of substance.

A statement from the volunteer group said: "The lifeboat crew searched from the start of the westerly side of the Severn Sisters through to Beachy Head where they rendezvous with Eastbourne lifeboat and then both lifeboats conducted a reciprocal search.

The lifeboat returned to station 8.20pm.

The RNLI said that "possibly some kind of gaseous fumes" had drifted over the scene and a significant number of people on cliff tops had been struck down with symptoms including irritation, sore eyes and vomiting.

Fears from the coastguard that people could be trapped on the beach saw the RNLI launch all-weather lifeboats from Eastbourne and Newhaven to the Birling Gap area.

The South East Coast Ambulance Service is advising those suffering symptoms such as stinging eyes to wash with copious amounts of water.

The ambulance service say those with any serious concerns should seek medical advice.

People are urged not to go to hospital unless an absolute emergency.

Emergency services are urging people to stay indoors with windows and doors shut and where possible, move away from the area.

There was a doctor on board the Eastbourne lifeboat.

A spokesman said: "We have been checking along the shoreline to try and ensure that everyone is safe."

He said a "plume" had drifted across the area bringing "some sort of substance" with it which seemed to affect a number of people.

Hurricane damage shuts down major US oil refineries

Ten crude refineries around Houston and Corpus Christi in Texas are closed in the wake of torrential rains, and devastating flooding brought about by Hurricane Harvey during the weekend.

The shut refineries normally have a daily capacity of nearly two million barrels of crude, according to a report by S&P Global Platts.

There are dozens of refineries along the US Gulf Coast as well as other plants turning oil into gas, diesel, and other petrochemicals. Nearly one-third of the nation's energy capacity is centralized in the region.

Royal Dutch Shell closed its Deer Park refinery in southeastern Houston. It is one of the biggest in the US with a capacity of 340,000 barrels per day (bpd).

Exxon Mobil's Baytown refinery, the second largest in the country, processing 560,000 bpd, was shut as well.

The Phillips 66 Sweeny Texas Refinery with a capacity of 260,000 bpd has closed, while output at Marathon's Galveston Bay refinery and the Access Industries plant in Houston were slowed due to the closed ship channel, according to traders and oil industry news services, as cited by CNBC.

The Magellan pipeline company reportedly closed the crude oil and refined product pipeline in Houston with remaining refineries expected to be closed as well.

According to an Oil Express news alert, refining plants owned by Flint Hills, Valero, and Citgo were due for controlled shutdowns. The refineries’ estimated capacities are over 700,000 barrels per day.

Extensive damage across the region also makes it difficult for employees to get to work.

Nearly 22 percent of oil production in the Gulf of Mexico has been "shut-in,” according to the Bureau of Safety and Environmental Enforcement. That's about 378,000 barrels per day, out of a total of 1.75 million in the region.

Despite the drop in production, oil prices are shrugging off the effects of the storm. Brent crude is trading lower on Monday at $52.39 per barrel, while US benchmark WTI is down over one percent at $47.32.

Philippine President Rodrigo Duterte has granted officers permission to kill "idiots" who violently resist arrest, and has tasked a controversial police chief with continuing his pursuit of suspects in the deadly war on drugs.

Duterte paused his speech at the Heroes' Cemetery near Manila on Monday to address comments to Jovie Espenido, a police chief inspector who has come under fire from human rights groups for his work against drugs.

"Your duty requires you to overcome the resistance of the person you are arresting... [If] he resists, and it is a violent one...you are free to kill the idiots, that is my order to you,” Duterte told Espenido, as quoted by Reuters.

He said, however, that "murder and homicide and unlawful killings" are not allowed and that officers must uphold the rule of law.

Espenido was condemned by human rights groups after several local chief executives were killed in police raids in areas where he was assigned. However, Duterte has praised his work in the controversial anti-drug campaign.

Duterte hailed Espenido's efforts again on Monday, giving him a new assignment in the city of Iloilo after the police chief said he wanted to go after its mayor, who the Philippine president believes is involved in drug trafficking.

“He (Espenido) knows his law so he should replicate his exploits in other parts of the country. He wants to be assigned in Iloilo, I will assign him there,” Duterte told reporters, as quoted by ABS-CBN.

Duterte warned Iloilo Mayor Jed Mabilog to end his alleged drug involvement on Monday, ahead of Espenido's deployment to the city.

"Truth be told, now while nothing is happening, you might want to end your drug connections," Duterte said during a press conference, as quoted by Philippine news outlet Rappler.

"I'll tell you again, mayor, dinadawit ka (you are being implicated). For the longest time, updated list, nandiyan ka (you're on it),"Duterte warned.

He urged the mayor not to protect those involved in drug trafficking and not to call on police for favors, adding that such behavior would make him as bad as a drug lord.

Duterte then issued a warning for all government employees, adding that they are free to become drug lords and "earn billions," but that they would die as a consequence.

"Just be a drug lord. You'll earn billions. But in exchange, you'll die. Let's not kid around," he said.

Duterte's Monday statements come just two days after a funeral procession for a 17-year-old boy killed in a raid by anti-drug officers turned into a protest against the president's war on drugs.

The teen, Kian Loyd Delos Santos, died after being dragged into an alley in Manila by plain-clothes policemen, where he was shot in the head and left next to a pigsty, according to witness accounts which seem to be corroborated by CCTV footage.

Police claim they acted in self-defense after the teen opened fire on them, while Duterte's spokesman and justice minister have described the 17-year-old's killing as an "isolated" incident.

Duterte's war on drugs has come under fire from the UN, human rights organizations, and Western governments. In July, Human Rights Watch (HRW) stated that security forces and "unidentified gunmen" have killed more than 7,000 suspected drug users and dealers since July 1, 2016. Of those, at least 3,116 were killings by police, according to government data.

"That death toll also doesn’t include the victims that Duterte calls 'collateral damage' – children shot in the crossfire of anti-drug operations," HRW wrote at the time. "The extraordinary brutality of the Duterte drug war is undeniable. Many of the victims are found in back alleys or street corners wrapped in packing tape, their bodies bullet-ridden or bearing stab wounds and other signs of torture."

Earlier this month, Amnesty International said Duterte's "lawless" war on drugs "appears to be plumbing new depths of barbarity, with police routinely gunning down suspects, violating the key right to life and completely flouting due process."

Duterte, who took office in June 2016, previously said he would end the country's drug problem in just six months or he would resign.

However, he admitted earlier this month that his campaign faces steep challenges, including a lack of equipment, difficult terrain and the brevity of his presidential term.
