However, a senior Japan Self-Defense Forces official confirmed the aircraft’s arrival, according to a report Wednesday by Japan’s Nikkei newspaper. The Pentagon has often deployed one of the Air Force’s two WC-135 aircraft to the Asia-Pacific region since North Korea detonated an underground nuclear device in 2006. The plane also flew over Japan in 2011 after the meltdown at the Fukushima Dai-ichi nuclear power plant, according to the Washington Post. The modified C-135B uses external flow-through devices that collect air samples and debris. The samples later go to a lab for analysis. The Constant Phoenix arrives at a time of growing tensions with North Korea, which has conducted two nuclear tests and test-fired nearly 30 missiles since last year. Acting South Korean President Hwang Kyo-ahn has warned that the North may conduct “provocations” in connection with several upcoming events. On Saturday, Pyongyang will celebrate the 105th birthday of Kim Il Sung, its late founder and grandfather of current leader Kim Jong Un. On April 25, the communist state will mark the 85th anniversary of its Korean People’s Army. In May, South Korea will hold presidential elections. In reaction to last week’s U.S. missile launches against Syria, North Korea warned of “catastrophic consequences” if the United States attempts a pre-emptive strike. The tensions led Pacific Command to order the USS Carl Vinson strike group toward waters near the Korean peninsula for the second time in recent months, rather than onward to Australia for planned port visits. President Donald Trump’s administration has signaled it will take a hardline stance against Pyongyang’s nuclear-weapons program and has called on further action from China to rein in its communist ally. Chinese President Xi Jinping told Trump this week he would work with the U.S. to denuclearize the peninsula, but that it must be done peacefully. The Constant Phoenix that arrived on Okinawa was at England’s Royal Air Force Mildenhall in March, according to photos of its tail numbers. Air Force officials told Stars and Stripes in March the aircraft was on a scheduled routine mission and refuted media speculation that it was investigating a Russian nuclear test. The Constant Phoenix next emerged in March when it had engine trouble on its way to Kadena and was forced to make an emergency landing in Banda Aceh, Indonesia. A spokesman from the Indonesian air force told The Associated Press the plane requested permission to land because one of its four engines had failed. It was carrying 20 American military personnel from Diego Garcia in the central Indian Ocean, the spokesman told AP. 	Cancer-Causing Chemical Spill 100 Yards from Lake Michigan Closes Beaches April 12, 2017 at 5:26 pm Written by Carey Wedler (ANTIMEDIA) Indiana — Multiple Indiana beaches have been shut down following a spill of wastewater containing hexavalent chromium, a highly toxic chemical linked to cancer. The United States Steel company reported the leak occurred on Tuesday due to equipment failure at its Portage, Indiana, plant, a lapse that “resulted in a chemical leak into the waterway that forced the shutdown of a drinking water intake along Lake Michigan and several nearby beaches,” the Northwest Indiana Times explained. Local outlet The Indy Channel also documented the circumstances, acknowledging the release of hexavalent chromium into the water: “The USS Midwest Plant reported that they had a spill into the Burns Waterway Tuesday afternoon. The Environmental Protection Agency says the spill contained hexavalent chromium from the US Steel facility in Portage, Indiana.” U.S. News reported that U.S. Steel said the leak was a result of a malfunctioning pipe, asserting “an expansion joint failed Tuesday in a pipe at its Portage, Indiana, facility, allowing wastewater from an electroplating treatment process that contains hexavalent chromium to flow into the wrong wastewater treatment plant at the complex.” The spill has led to the National Park Service’s closure of “West Beach and Portage Lakefront and Riverwalk at Indiana Dunes National Lakeshore and Ogden Dunes’ town beach.” On Wednesday, the service also shut down Cowles Bog Beach. According to U.S. News, in addition to causing beach closures, Tuesday’s spill “prompted a local water utility to stop drawing water from the lake out of ‘an abundance of caution,’ the U.S. Environmental Protection Agency said.” The EPA is leading an investigation into the wastewater spill into the waterway, which the agency says is just 100 yards away from Lake Michigan. Hexavalent chromium carries several health risks. The Occupation Safety and Health Administrationwarns of the risk of “lung cancer in workers who breathe airborne hexavalent chromium, irritation or damage to the nose, throat, and lung (respiratory tract) if hexavalent chromium is breathed at high levels, [and] irritation or damage to the eyes and skin if hexavalent chromium contacts these organs in high concentrations.” Skin contact with chromium can also cause dermatitis and skin ulcers, and the EPA cautions that ingesting it, particularly through drinking water, can also lead to dermatitis. It claims it is reviewing the results of a long-term 2008 study that “suggested that chromium-6 may be a human carcinogen if ingested.” It is difficult to estimate the spill’s potential health hazards, especially because the amount of wastewater leaked through the broken pipe has not yet been disclosed. U.S. Steel said it is working with authorities to ensure proper cleanup: “Additional steps to mitigate the impact are being taken. These steps include the isolation and repair of the damaged pipe, recovery of material, and the addition of a water treatment compound, sodium trithiocarbonate (CNa2S3), to the wastewater treatment plant to convert and aid in the removal of hexavalent chromium.” “We are gathering information right now. It is too early to tell if there is an impact on the town,” said Ogden Dunes Town Council President Tim Nelson. 	Putin Reveals Evidence Of Impending “False Flag” Chemical Attack In Syria APRIL 12, 2017 By Brandon Turbeville In a stunning statement, Russian President Vladimir Putin has announced that Russia has evidence that not only was the recent chemical weapons incident in Idlib a false flag attack, but that another similar incident is currently being planned. “We have reports from multiple sources that false flags like this one – and I cannot call it otherwise – are being prepared in other parts of Syria, including the southern suburbs of Damascus. They plan to plant some chemical there and accuse the Syrian government of an attack,” he said at a joint press conference in Moscow with Italian President Sergio Mattarella. “President Mattarella and I discussed it, and I told him that this reminds me strongly of the events in 2003, when the US representatives demonstrated at the UN Security Council session the presumed chemical weapons found in Iraq. The military campaign was subsequently launched in Iraq and it ended with the devastation of the country, the growth of the terrorist threat and the appearance of Islamic State [IS, formerly ISIS] on the world stage,” he added. A separate statement was released from the Russian General Staff which stated that terrorists were transporting “toxic agents” into several locations in Syria. While the incident that took place in Idlib has not been fully investigated yet, it is clear that the Syrian military did not gas civilians in Khan Sheikhoun. Overwhelming evidence suggests that it was the terrorists who either gassed or, at the very least, possessed chemical weapons. While the possibility of a false flag chemical attack in Syria is not surprising to those who have been following the crisis for some time (it has happened numerous times throughout the crisis), the fact that the President of Russia would publicly state as much in front of the world, while claiming that another attack was being planned demonstrates the urgency of the statement. Such an attack must be imminent if Putin himself would utter the words suggesting that a false flag was being planned in Syria. The world has entered very dangerous territory. We hope, for the sake of everyone, the United States pulls back from this precipice immediately.
