Russian President Vladimir Putin warns he'll retaliate against NATO missiles

Russian President Vladimir Putin said Russia will retaliate against the placement of U.S. missiles in nearby countries such as Romania, according to Russia's state-run news agency TASS.

The United States launched a ground-based missile defense system earlier this month in Romania. The system is meant to defend Europe against rogue states like Iran and not intended to target Moscow's missiles, Washington has said.
Putin issued his threat during a news conference Friday after meeting with Greek Prime Minister Aleksis Tsipras in Athens.
"If yesterday in those areas of Romania people simply didn't know what it means to be in the cross hairs, then today we will be forced to carry out certain measures to ensure our security," Putin said.
    NATO, which operates the missile defense system, said the missiles could not be used offensively as they don't include explosives and are designed to simply "punch" targets out of the sky.
    "Any threats from Russia are unjustified and irresponsible," said NATO spokeswoman Oana Lungescu. "Russia knows full well that our Ballistic Missile Defense system is defensive and neither designed nor directed against Russia."
    The NATO run system is housed at a U.S. naval support facility in Deveselu, Romania, the site of a Romanian military base. An additional anti-missile platform is planned in Poland.
    "It will be the same case with Poland," Putin warned. "We will wait until Poland takes certain action. We won't take any action until we see rockets in areas that neighbor us."
    Putin has a track record of acting on this threats, so Washington and NATO have to take him seriously, military analyst Lt. Col. Rick Francona (ret.) told CNN.
    "I don't think he wants to get into an armed confrontation with NATO," Francona said, "but of course Washington has to look at this. He is a very maniacal personality and we're not quite sure how he's going to react to this."
    NATO Secretary General Jens Stoltenberg will visit Poland Monday and meet with Polish President Andrzej Duda.
    The missile installation in Romania is the first land-based defensive missile launcher in Europe. It is part of a larger NATO defense shield that includes a command-and-control center at Ramstein Air Base, Germany, a radar installation in Turkey and four ships capable of identifying enemy missiles and firing their own SM-3s based in Rota, Spain.

    The disease had been contained to Syria, particularly to regions under ISIS control such as Raqqa, Deir al-Zour and Hasakah.

    The civil war has devastated the country's medical facilities, seen thousands of health workers killed and hospitals destroyed.

    Along with the chronic lack of water and bombed out buildings, this created a ripe breeding ground for the sand flies and allowed the disease to thrive.

    It had previously been claimed by the Kurdish Red Crescent that the spread of the disease had also been caused by ISIS dumping rotting corpses on the streets. This has been refuted by the scientists at the School of Tropical Medicines.

    As more than four million Syrians have fled the region, the disease has now moved into its neighboring countries of Turkey, Lebanon, and Jordan.




    Between 2000 and 2012, there were only six reported cases of the disease in Lebanon.

    But in 2013 alone there were 1,033 cases reported, of which 96 per cent occurred among the displaced Syrian refugees, according to the Lebanese Ministry of Health.

    Turkey, Jordan, Easter Libya and Yemen have also reported hundreds of cases.

    With Yeminis migrating to Saudi Arabia, the fear is the disease might spread there too.

    There could even be refugees with the disease who have reached Europe.

    WHAT IS LEISHMANIASIS AND HOW IS THIS DEADLY DISEASE SPREAD?

    According to the World Health Organisation, there are three main forms of the disease and are spread by more than 20 parasites:

    Cutaneous Leishmaniasis: This is the most common form of the disease and causes ulcers on exposed parts of the body. It can also lead to disfigurement, permanent scarring, stigma and disability.

    Visceral Leishmaniasis: This is the most severe form of the disease and can be fatal if left untreated. The disease targets the major organs and causes irregular bouts of fever, weight loss as well as enlargement of the liver and spleen.

    Mucocutaneous Leishmaniasis: This is the most destructive form of the disease, eating away at the mucous membranes of the nose, mouth and throat.

    Many of the temporary refugee settlements can increase the risk of picking up the disease because of malnutrition, poor housing, deficient medical facilities and overcrowding.

    This, coupled with the favourable climate - the sand flies only operate in humid temperatures [a minimum of 27/28 degrees at night] - has created the conditions for the disease to spread.

    For instance, refugee settlements in Nizip in southern Turkey have reported several hundred cases.

    Speaking to MailOnline, Dr Waleed Al-Salem, one of the authors of the research was carried out in the Liverpool School of Tropical Medicine, said: 'It's a very bad situation. The disease has spread dramatically in Syria, but also into countries like Iraq, Lebanon, Turkey and even into southern Europe with refugees coming in.

    'There are thousands of cases in the region but it is still underestimated because no one can count the exact number of people affected.

    'When people are bitten by a sand-fly - which are tiny and smaller than a mosquito - it can take anything between two to six months to have the infection.

    'So someone might have picked it up in Syria but then they may have fled into Lebanon or Turkey, or even into Europe as they seek refuge.

    'Prior to the outbreak of war there was good control of diseases, parasites and sand flies but when the conflict started no one cared, conditions worsened and the health system broke down, which has created an ideal environment for disease outbreaks.'

    Peter Hotez, dean of the US National School of Tropical Medicine, added: 'We need to ring fence them or risk another situation like Ebola out of the conflict zones in West Africa in 2014.'

    He added: 'We are only getting glimpses of the situation from refugees fleeing the conflict zones and going to camps in Jordan, Lebanon, Turkey.'

    Cutaneous leishmaniasis is one of 17 tropical diseases categorized as 'neglected' by the WHO.

    As well as severe scarring, the disease causes open sores on the skin, breathing difficulty, nose bleeds and swallowing difficulties.

    To tackle the disease, scientists have called for early detection and treatment, training for doctors, improving conditions in refugee camps and continued surveillance after containing the outbreak.

    British Scientist Plans To Genetically Modify Human Embryos After Ethics Committee’s Approval

    Genetically modified humans might seem like a far-out idea that has a place only in science fiction but is actually what some scientists have in store for humanity in the very near future.

    After receiving the go-ahead from the Human Fertilisation and Embryology Authority (HFEA) earlier this year, British scientist Dr. Kathy Niakan, of the Francis Crick Institute, will now be able to genetically modify human embryos.

    Dr. Niakan will use a gene editing technique on embryos that have been donated by consenting patients undergoing fertility treatment.

    The Telegraph reports:

    Despite the approval, the start of research may still be months away due to the difficulties of obtaining sufficient embryos.

    The controversial project is thought to mark the second time the procedure will be undertaken. Scientists in China, who carried out the first experiment but are not believed to have been approved by a regulator, were met with widespread criticism.

    Dr Niakan, speaking at a briefing in central London in January, said she hoped the research would give hope to prospective patients.

    “We would really like to understand the genes that are needed for an embryo to develop into a healthy baby,” she said.

    “Miscarriage and infertility are extremely common but they are not very well understood. We believe that this research could improve our understanding of the very earliest stages of human life.”

    According to Dr. Niakan, 50 percent of human embryos fail to reach the early developmental blastocyst stage.

    “If we were to understand the genes, it could really help us improve infertility treatment and provide crucial insights into the causes of miscarriage,” Niakan said.

    Some believe that this type of genetic engineering will pave the path for “designer babies” which would be an act of god by humans.

    Others, such as Dr. Kiakan, are looking at this as a way to advance the good health of humanity.

    Either way you look at this, it is safe to that some very interesting results could come from the genetic tampering of humans.

    NASA CLAIMS TO HAVE JUST DISCOVERED A MASSIVE HOLE IN THE SUN

    NASA’s Solar Dynamics Observatory (SDO) claims to have discovered this gigantic coronal hole pictured above just over a week ago. It is massive, taking up roughly more than 10% of the sun’s surface. Further, this one is much bigger than an earlier hole found last October that measured approximately the size of 50 Earths.

    Via SDO:

    Coronal holes are the source of a high-speed wind of solar particles that streams off the sun some three times faster than the slower wind elsewhere. While it’s unclear what causes coronal holes, they correlate to areas on the sun where magnetic fields soar up and away, without looping back down to the surface, as they do elsewhere…

    The concern, we are told, is not the immediate threat of increased solar winds headed our way as an expected consequence of this new find. The concern is that these coronal holes are getting bigger.

    That, and NASA claims they do not know what’s causing this or what will happen if this massive hole continues to spread…

    Not like they’d share that information with the public; they seem pretty content to just cover things up instead.

    Legal Cannabis Is Literally Transforming Cities — Funding Roads, Schools, Charities And More

    Two years after Colorado began its first retail sales of cannabis, towns and cities across the state are enjoying the benefits in a number of ways. With sales this year expected to reach $1 billion, local governments are seeing windfalls of tax revenue, which is funding education, recreation, infrastructure improvements, and even aid to the homeless.

    The small town of Mountain View may be able to dispel its reputation for collecting revenue through speeding tickets, now that two pot shops reside there.

    “We have such a small tax base,” said Mayor Jeff Kiddie, who opposed pot stores. “Medical and retail marijuana have definitely helped the town’s bottom line. I’d be lying if I said it didn’t.”

    Similar stories abound in the 22 counties and 62 cities that allow retail cannabis sales.

    In Aurora, which has collected millions in sales taxes and fees since October 2014, the City Council keeps the money in a separate fund so it can show the public exactly where cannabis revenue is spent. $1.5 million will be used to address the homeless issue, $2.8 million will go toward a recreation center, and $3.8 million will fund an Interstate 225 crossing.

    Northglenn uses the money for capital projects and to purchase water rights. Adams County will spend $500,000 on scholarships for low-income students. Filling potholes and fixing roads is a common theme in other towns.

    “There’s a lot of money left over to address safety issues that come up or really take on projects that these local communities do not necessarily have the funds to deal with,” said Mike Elliott, executive director of the Marijuana Industry Group. “For some communities, this tax revenue has made a huge difference.”

    Denver collected $29 million last year through taxes and licensing fees; the capitol city prefers to spend this revenue on “ramped-up regulation, enforcement, public health and education efforts.”

    While bureaucrats both honest and crooked are reveling in the flush of cash, more importantly, Colorado citizens are reveling in their newfound freedom. Judging by the immense market impact of retail sales, cannabis is a popular product.

    Perhaps people are finding it a better and safer alternative than alcohol. There is evidence that people are giving up prescription painkillers in favor of medical cannabis.

    A fifth major benefit of legal cannabis sales is the dwindling black market. The federal government’s own statistics show that since 2012, when Washington and Colorado voted to legalize cannabis, trafficking offenses have fallen sharply.

    Violence is less of a concern in cannabis trafficking than the issue of unknown origin and handling. With legalization, consumers know exactly where their product comes from and what is in it, including the THC content.

    Competition that can operate in the open, instead of having to hide from a senseless drug war, is able to produce the highest quality product using responsible environmental practices.

    The temptation of tax revenue is certainly one reason why lawmakers in Colorado and other states have endorsed recreational cannabis sales. But taxation should not be the guiding force for legalization.

    Oregon is proving this point. Authorities in the Beaver State have enacted a 25 percent sales tax on recreational cannabis, which is causing some people to consider going back to the black market. This eagerness to collect as much revenue as possible is a symptom of burgeoning government and threatens to drive people away from the legal market.

    On the good side, Oregon does not tax medical cannabis at all, perhaps because their medical laws have been in existence since 1998 and sudden taxation would meet with fierce resistance. It is important that other states, as they legalize medical use and sales, follow this example of no taxation.

    Colorado continues to provide an interesting experiment in the legalization of a plant that has been demonized by government for decades. While taxation of recreational use is allowing cities to provide community benefits, let’s remember that freedom is the number one reason why legalization must happen everywhere.
