Kevin Moore, the man who filmed police arresting Freddie Gray and dragging him on the ground was arrested on Thursday night, along with two other cop watchers from Ferguson.

“The man who recorded one of two videos showing Baltimore cops dragging a screaming Freddie Gray into the back of a police van was arrested Thursday night, two days after voicing concerns that police were trying to intimidate him by plastering his photo all over the news, saying they wanted to interview him,” reads a We CopWatch Facebook post. After the incident occurred, We CopWatch tweeted that a gun was pointed at Moore.

Shortly after his release, Moore detailed the events leading up to his arrest, in a webcast discussion with Photography Is Not a Crime’s Carlos Miller. Moore says he was protesting with Ferguson cop watchers on North Avenue, shouting obscenities and wearing an Anonymous mask. Once the group left, officers arrested them without issuing a citation or explaining what the charges were. He was released later that night.

During the webcast, Moore also said that he’s faced police intimidation since filming Gray’s arrest. Although the cop watcher handed over the video footage to the Police Department’s Office of Internal Oversight, officers allegedly told the public that he was wanted for questioning. Moore told the Baltimore Sun that officers were trying to intimidate him by circulating his photo and asking people who he was. “For the police to post that picture and say you don’t know who I am, that’s B.S. You know who I am,” he said.

“I don’t know how close I can work with these guys, if they still won’t even say how they feel. They there was something wrong there; they know it was foul play all the way around,” Moore told Miller. “They treat terrorists better than they treat us.”

Kareem Shaheen at The Guardian had previously reported that the "caliph" was injured so badly he could barely move.

He was reportedly wounded in an airstrike by the US-led coalition in March.

Abu Bakr al-Baghdadi, who last year declared himself caliph of the Islamic State (also known as ISIS, ISIL, and Daesh), is reportedly now being treated by two doctors who support ISIS.

Several sources told Chulov that Baghdadi's injuries are so serious that he might never be able to lead ISIS again.

Abu Alaa Afri, former physics teacher from Mosul, was installed as ISIS' temporary leader after Baghdadi was injured, an Iraqi government adviser told Newsweek.

One ISIS source told Chulov that the group is "planning to fight back against Europe" because "they want to take revenge for Baghdadi."

Two officials, one Western and one Iraqi, previously confirmed to The Guardian that the airstrike in question targeted multiple cars in the town of Baaj in northwestern Iraq on March 18, but the Pentagon said the airstrike was not aimed at a high-value target and that it had "no reason to believe it was Baghdadi."

Chulov reports that officials didn't know that Baghdadi was in one of the cars targeted in the airstrike. He was reportedly staying in that area of Iraq because he "knew from the war that the Americans did not have much cover there," a source who is aware of Baghdadi's movements told The Guardian.

Newsweek describes Afri as a "rising star" within ISIS, and the Iraqi government adviser, Hisham al Hashimi, said Afri had become even more important than Baghdadi.

Afri will assume full leadership of ISIS if Baghdadi dies, Hashimi said.

Having a caliph with a background of religious education is important to ISIS, which has shaped its self-proclaimed caliphate around a strict interpretation of sharia law. The group recruits people to live in its territory by marketing it as an Islamic utopia.

Der Spiegel reported recently that early leaders of ISIS, many of whom are former Iraqi intelligence officers from the regime of ousted dictator Saddam Hussein, decided to make Baghdadi a caliph because he, as an "educated cleric," would "give the group a religious face."

Six officers are charged in Freddie Gray's deathfrom injuries he suffered while in police custody. State's Attorney Marilyn J. Mosby says the officers repeatedly failed to get Gray medical treatment after his arrest. The police officers' union has said they are not responsible for Gray's death.

Here is a look at each of the six officers.

OFFICER CAESAR R. GOODSON Jr.

Goodson was the driver of the van that transported Freddie Gray, and he faces the most serious charges. Mosby said Friday that Goodson repeatedly failed — at least five times — to seatbelt Gray in the transport vehicle. Overall, Goodson faces six charges, including "second-degree depraved heart murder," which carries a potential 30-year sentence.

Goodson, 45, has been on the force since 1999, and like two others charged in Gray's death is black. Online court records list the three other officers' race in a category that includes Caucasians and people of Arab descent.

Friends describe Goodson as a family man who likes to watch football and works part time as an auto mechanic at a shop specializing in Saabs. With help, he restored a green Saab convertible, a car one friend says he only takes out a few times a year. He wasn't scheduled to work on the day Gray was arrested but had been asked to work overtime, friends said.

A friend who worked with him as a mechanic said Goodson had hoped to retire in several years.

An obituary for his mother published in the Baltimore Sun in 2012 says his grandfather was a police officer.

Rice was on bike patrol when he made eye contact with Freddie Gray on a Baltimore street April 12. Gray ran, and Rice pursued him. Bike patrol officers Garrett Miller and Edward Nero joined the pursuit.

Rice, 41, is the most senior officer to be charged. He joined the police force in 1997 and was promoted to lieutenant in 2011, police said. Records obtained by The Associated Press from a sheriff's department and court show he was hospitalized in April 2012 following concerns about his mental health. Worries about his stability led deputies to confiscate both his official and personal guns, and his commanding officer was called. It was not immediately clear whether or when all of Rice's guns were returned.

OFFICER GARRETT E. MILLER AND OFFICER EDWARD M. NERO

Gray surrendered to Miller, 26, and Nero, 29. Miller and Nero handcuffed Gray and put him on the ground. Gray told the officers that he couldn't breathe and requested an inhaler, Mosby said. The two officers, both of whom joined the police force in 2012, sat Gray up and found a folded knife clipped to the inside of his pants pocket, a knife that is lawful under Maryland law, Mosby said. Previously, police have said they found a switchblade.

Mosby said Gray didn't commit any crime, and the officers "illegally arrested Mr. Gray."

The officers put the knife on the sidewalk and then put Gray back down on his stomach, when he started to flail his legs and scream, Mosby said.

Nero held Gray down until Goodson arrived driving a police transport van. Miller, Nero and Rice then put Gray inside.

While Gray was being transported, Miller, Nero and Rice took him out of the wagon and put flex handcuffs and leg shackles on him. After that stop, they put Gray back into the van on his stomach without a seatbelt.

OFFICER WILLIAM G. PORTER

At one point during the van ride, Goodson requested help checking on Gray. Porter, 25, who joined the force in 2012, responded. Both he and Goodson checked on Gray. Porter, who is black, helped Gray from the floor to a bench in the van, but neither Goodson nor Porter requested medical attention or put a seatbelt on Gray.

SGT. ALICIA D. WHITE

White is the second-highest officer charged in the Gray case. She met the van at its stop to pick up the second person. White, 30, was responsible for investigating two citizen complaints about Gray's arrest. White, who is black, joined the police in 2010 and was recently made a sergeant in January 2015, police said.

During the stop, White, Goodson and Porter saw Gray unresponsive on the floor. White "spoke to the back of Gray's head" but he did not respond, Mosby said. The group did not call for medical assistance.

CHICAGO (Reuters) - Iowa Governor Terry Branstad declared a state of emergency on Friday due to a rapidly expanding avian flu outbreak, saying the entire state was at risk from the spread of the disease.

The announcement, which gives authorities powers to enforce preventative measures, was made soon after state agriculture officials announced four new poultry farms had initially tested positive for the virus.

Iowa, the top egg-producing state in the United States, is the third state to declare a state of emergency because of the viral outbreak, which either has led or will lead to the extermination of up to 21 million chickens and turkeys nationwide.

Minnesota and Wisconsin declared states of emergency in April.

Iowa's state of emergency is effective immediately now and will be in force until at least the end of May, depending on developments in the outbreak, Branstad told a news conference.

The measure expands the efforts of the state's emergency response plan, and authorizes various state entities access to additional resources, supplies and equipment to track and contain the influenza outbreak. It also allows for the removal and disposal of infected animals on either public or private lands and lifts weight restrictions on trucks hauling culled flocks, among other things.

In addition, the action allows the state and local law enforcement to set up checkpoints and road blocks anywhere in the state, including areas outside of quarantined farms.

"While the avian influenza outbreak does not pose a risk to humans, we are taking the matter very seriously," Branstad said in a statement.

Dozens of countries have imposed total or partial bans on U.S. poultry and poultry imports since the outbreak of avian influenza was discovered in December.

As of Friday afternoon, Iowa officials said, 21 farm sites in 10 Iowa counties had been identified as having either confirmed or presumed positive cases of the highly pathogenic H5 strain of bird flu.

The tally includes the nine Iowa farms that tested positive in the past 24 hours, including a commercial egg operation housing up to 5.5 million birds in Buena Vista County, and a separate egg-laying farm that houses 1 million birds in Madison County, according to Iowa's agriculture department.

So far, an estimated 16 million egg-laying chickens in Iowa are in infected or presumed infected farm facilities - meaning that at least one-quarter of the state's flock will have to be killed and disposed of, state officials said.
