AUSTIN, Texas (Reuters) - The Republican-controlled Texas House of Representatives approved on Monday sweepingrestrictions on abortions, including a ban on most after 20 weeks of pregnancy and stricter standards for abortion clinics.

If the bill becomes law, Texas could become the 13th state to pass a 20-week ban and would have some of the toughest abortionrestrictions in the country.

Supporters says the bill is needed to protect women's health and to keep fetuses from feeling pain. Opponents say it will cause nearly all the state's abortion clinics to close or be completely rebuilt.

"Sadly, too often today the back-alley abortion is the abortion clinic because the standards for providers and the facilities are too lax or substandard," the measure's House sponsor, Representative Jodie Laubenberg, told colleagues early Monday. "This bill will assure that women are given the highest standard of healthcare."

State Representative Senfronia Thompson, a Democrat, waved a coat hanger on the floor of the House, warning that such objects would be used to perform abortions if the measure became law.

"There are going to be more people ending up in the hospital DOA (dead on arrival) for trying to do the abortions themselves," Thompson said during the debate.

The vote was 95-34, mostly along party lines. The House gave the measure preliminary approval earlier on Monday by a vote of 97-33. The measure now returns to the Senate, which has passed a version of the bill that does not include a 20-week ban.

Republicans are racing to send the measure to Governor Rick Perry, who supports restricting abortion, before the current special legislative session ends on Tuesday.

The U.S. Supreme Court legalized abortion nationwide in 1973, but conservative states have enacted laws in recent years that seek to place restrictions on the procedure, especially on abortions performed late in pregnancy.

Twelve states have passed 20-week bans, including two states where the bans take effect later this year, according to the Center for Reproductive Rights. Courts have blocked the bans in three of the 12 states - Arizona, Georgia and Idaho.

Earlier this month, the Republican-controlled U.S. House of Representatives passed a bill banning abortions 20 weeks after fertilization. The measure is extremely unlikely to become law because Democrats control the U.S. Senate and the White House.

Similar to the federal measure, the 20-week provision of the Texas proposal is based on controversial medical research that suggests a fetus starts to feel pain at that point.

The Texas proposal would allow exemptions for abortions to save a woman's life and in cases of severe fetal abnormalities.

Thompson unsuccessfully proposed an exemption for victims of rape and incest.

Planned Parenthood said the stricter requirements for abortion facilities would reduce the number of clinics in Texas to five from the present 42.

Please accept our congratulations on passing another important marker on your way to higher awareness, greater consciousness. Although you will certainly not feel any different today than you did last Friday, we can assure you that you are. Each day, hour, and minute that you spend now in the energy field that currently surrounds you sees your entire being becoming more able to contain the higher frequencies that are necessary for your further growth.

There are those around you who do not choose to believe this is occurring. There are those who follow these messages who still think there is nothing happening to themselves, only to others. But, as we have previously stated many times, this energy is having its effect upon everything. We do, however, agree with them in this way. Were they to open themselves to what is possible at this time, welcome the change that is possible for themselves, and feel gratitude for all of it, the potentials for greater and faster manifestation of the life they profess to desire would, as you like to say, knock their socks off.

You can have a little, if that is what you will allow, or you can have a lot. Your wishes will be honored at all times. If you are in conflict about what you wish to allow, you will be given that which you can accept. And, as always, dear friends, you will see what you believe. It is therefore high time for you to clarify, for yourselves, what it is you do believe and what you do desire.

When we have taught you that you are the co-creators of your lives, it was because it is fact. If you look around you, you will have no problem seeing that in your outside world. Is that not true? Is it not natural then that it be true for you, as well? It is true that you were taught that you did not have such power. And your creation was therefore unconscious. Now you are being told that the power is yours. Build the rest of your lives with conscious intention.

We say this not to bring forth any guilt, blame, nor any negative feelings whatsoever. We say it to get you to begin imagining the possibilities that now exist for you. It is not that the manner of creating has changed, it is that your creative energy is being upgraded from regular to high octane. Do not ask us to prove that to you. Look inside and prove it for yourselves.

If you do not know it already, play the game of “if it were true”. If it were true, what would you do next? Beginning that process by declaring your intention and gratitude to that which you call your Creator would not be amiss, but start out and see where it will get you. You will astound yourselves. Asking your guides and angels for help is also a good idea, especially if you believe we exist. Yes, we are smiling at that. We live for that possibility, dear friends. It is not necessary for you to be in dire straits before we step in. Just ask.

And one more thing, please begin to consider forgiving yourselves for being who you are. We promise you are each amazing miracles.

We love you dearly. We will speak again soon. Good day.

I wish to have discourse on the quality of love known as humor. This quality is indispensable in keeping the lightness of being within the hearts of individuals and groups. With this quality manifesting within and expressed outwardly, whatever challenges or obstacles a person is facing become that much smaller and more manageable, for humor tends to lighten the load.

Having this quality within gives a person a wonderful tool to use to bring balance into any situations that can take them off center. As long as a person has this quality, life can be lived with zest, enthusiasm and courage. The ability to persevere in the face of all seeming obstacles of unhappy nature can be withstood for another day.

The foremost reason that many people can get off balance is that they devote too much mental and emotional energy focusing on the challenges that are before them and so they lose sight of the larger perspective of their life. When this quality is manifested and regularly applied in any situation that is stressful and rather heavy to deal with, it engenders the seeing of new perspectives that can change the situation in the most wondrous of ways. This facet of love brings healing and release from the seriousness of the focus that a person is holding and as laughter wells up from within them, they find that somehow the situation no longer seems as heavy and their spirit is thereby lightened considerably.

With this wonderful quality that employs the element of joy in it, people can go through their daily lives looking forward to a better day and situation when they awaken from their sleep the next day. Somehow, this quality has an element of magic in it and so one becomes an alchemical magician when one uses this quality in one’s life. The quality of humor can brighten many a person’s day as they find that life is much more meaningful and enjoyable when they experience the laughter that is a by-product of the use of this facet of love. Those who try to bring joy and laughter through this quality also show compassion and empathy towards others in times where they most need it. The expression of this quality is an act of love on behalf of those for whom it is intended.

When this quality is practiced on a regular basis, it is a way for a person to communicate great affection and esteem upon the recipient of it. As long as this quality is not overused by overdoing, it can become a literal life saver for many others, for laughter brings joy and joy brings an automatic increase in vibrational frequency. When a person’s frequency is uplifted to a higher level they are then able to deal with whatever was troubling them in a more positive and philosophical manner. This quality, then, can truly lighten people up and put them in a much better place from whence to see with greater clarity that their lives are on track and all is well.

Become a magician who employs this quality whenever the opportunity to do so arises and you will be most gratified with the results. You will see your beloved family members and friends with delighted smiles on their faces become empowered and uplifted so that their problems seem to melt away. This is a quality of love that can be used with joyous abandon, as you dispense it liberally and plant your seeds of love everywhere. Be an agent of humor and brighten the world one person or group of people at a time. The world needs more of this quality in huge doses to counteract the changes and events taking place.

I leave you now to contemplate how you can become the change in the world by planting your seeds of love.

Obama links Keystone approval to carbon emissions

Obama says Keystone XL pipeline should be approved only if no increase in carbon emissions

WASHINGTON (AP) -- President Barack Obama said Tuesday that the proposed Keystone XL pipeline project from Canada to Texas should only be approved if it doesn't worsen carbon pollution.

The $7 billion pipeline has become a contentious issue, with Republicans touting the jobs it would create and demanding its approval and environmentalists urging the Obama administration to reject it, because it would carry carbon-intensive oil from Canadian tar sands to the Texas Gulf Coast.

"Allowing the Keystone pipeline to be built requires a finding that doing so would be in our nation's interests," Obama said in a speech on climate change at Georgetown University. "Our national interest would be served only if this project does not significantly exacerbate the problem of carbon pollution."

While his remarks appeared designed to reassure environmentalist fearful that the pipeline will be approved, they could also indicate an easing of the way for the pipeline, if the carbon standard is met.

The White House has insisted the State Department is making the decision about whether the pipeline is in the national interest, but Obama made it clear Tuesday he was instructing the department to approve it only if the project won't increase overall, net emissions of greenhouse gases that contribute to global warming.

A State Department report on the pipeline earlier this year acknowledged that development of tar sands in Alberta would create greenhouse gases, but also made clear that other methods to transport the oil — including rail, trucks and barges — also pose a risk to the environment. For instance, a scenario that would move the oil on trains to mostly existing pipelines would release 8 percent more greenhouse gases such as carbon dioxide than Keystone XL, the State report said.

The report also said that even without the pipeline, extraction of oil from the tar sands would likely not be affected.

A top aide to House Speaker John Boehner, R-Ohio, said Obama's comments indicated that the pipeline should be approved.

"The standard the president set today should lead to speedy approval of the Keystone pipeline," Boehner spokesman Brendan Buck said. "Based on the lengthy review by the State Department, construction of the pipeline would not have a significant environmental impact. It's time to sign off on Keystone and put Americans to work."

Still, environmentalist took heart in Obama's remarks, noting it was the first time the administration had directly linked approval of the 1,700-mile pipeline to its effect on pollution. The White House has previously resisted efforts by environmental groups to link the Keystone project to broader efforts to curb carbon pollution from power plants.

"Today President Obama set a standard that the Keystone XL pipeline cannot harm the climate if it is to be approved. That will be difficult standard to meet," said Daniel J. Weiss, a senior fellow at the liberal leaning Center for American Progress.

"For the first time, the president has set a do-no-climate harm standard before he approves the Keystone XL pipeline," Weiss said.

Michael Brune, executive director of the Sierra Club, said the argument that the pipeline will exacerbate climate change is "very strong and compelling." He said he expects Obama to reject the pipeline.

TransCanada, the Calgary-based company that has proposed the pipeline, said in a statement Tuesday it was pleased with Obama's comments setting out criteria for pipeline approval.

"The almost five-year review of the project has already repeatedly found that these criteria are satisfied," said Russ Girling, TransCanada's president and CEO.

"If Keystone XL is not built, it's clear that the oil will move to market by truck, rail and tanker, which will significantly add to global greenhouse gas emissions to move the product," Girling said. Pipelines far safer than any other option, he added.

The pipeline would carry 800,000 barrels of oil a day across six states to refineries along the Gulf Coast. A southern leg from Cushing, Okla., to ports near Houston, already has been approved and construction is proceeding.

Supporters say the pipeline would create thousands of jobs, help lower fuel prices and bolster North American energy resources.

Opponents call the project a "carbon bomb" that would carry "dirty oil" that could trigger global warming. They also worry about a spill. Converting tar sands into oil uses as much as 15 percent more energy than conventional oil production.

Obama has twice thwarted the pipeline project amid concerns about a proposed route through environmentally sensitive land in Nebraska. The state's governor and congressional delegation — all Republicans — have either backed the plan or relaxed their opposition after the project was re-routed last year.

A national poll by the Pew Research Center showed that 66 percent of those polled favor building the pipeline, compared with 23 percent who oppose it.
