Spain Votes Unanimously To Recognise Palestinian State


THE day after the Jerusalem Synagogue massacre (a barbaric attack that was praised and celebrated by the Palestinians), Spain votes unanimously to recognize a Palestinian State.


Rather than voting on Tuesday to recognize a Palestinian state, the Spanish parliament would have been better off had it condemned the Palestinian terrorist attack on a Jerusalem synagogue earlier in the day, the Foreign Ministry said in a statement Wednesday.

The ministry was responding to a decision by the lower house of Spain’s parliament which , unanimously passed a non-binding motion calling on Madrid to “recognize Palestine as a state.” This move followed similar motions passed recently in the British and Irish parliaments.

“The Spanish parliament’s declaration only pushes away further the chances of reaching an agreement between Israel and the Palestinians because it encourages the Palestinians to take extreme positions,” the statement said. “It would have been better had the Spanish parliament seen fit to denounce the abominable massacre in a Jerusalem synagogue carried out by Palestinians who were incited.”

Following the motion’s passing with 319 votes in favor, two opposed and a single abstention, Spanish Foreign Minister Jose Garcia-Margallo said he was pleased with the results, thought made no mention of the terror attack committed by Israeli Arabs just hours earlier.

“I want to express my satisfaction that all (political parties) have decided to vote for this declaration,” said Spanish Foreign Minister Jose Garcia-Margallo.

He added that just as Spanish politicians must arrive at accords in the parliament, “so too we have to arrive at accords in the European Union if we want a foreign policy that’s common and truly continental.”

Basque politician Rafael Larreina took the podium wearing a red, white and green scarf that said “Palestine” in English. He condemned the recent violence in Israel, including a terrorist attack that killed four in Jerusalem and the hanging death of a Palestinian bus driver that Israeli police ruled a suicide, saying those events “lead to the conclusion that it’s urgent” to recognize a Palestinian state.

Addressing a gallery of diplomats from the Arab world, Communist politician Joan Josep Noep said Israel, “invades Palestinian land and kills its people,” and called for the urgent recognition of a Palestinian state with “a capital that is called Jerusalem.”

Though Noep had been in favor of an amendment recognizing “the historic city” as the Palestinian capital, his party withdrew it and he praised the measure as a clear statement of purpose.

Billy Graham: In Our ‘Lawless and Wicked Age … We've Taught the Philosophy of the Devil -- ‘Do As You Please’

World renowned evangelist Rev. Billy Graham, the founder and chairman of the Billy Graham Evangelistic Association, said that our children are growing up in a “lawless and wicked age,” infused with the “philosophy of the Devil, who says, ‘Do as you please.’”

Further, rearing children in this culture is difficult because “we have taken God out of our educational systems and thought we could get away with it,” said Rev. Graham. “We have sown the wind, and we are now reaping the whirlwind. We have laughed at God, religion and the Bible.”

Reverend Graham’s commentary, first broadcast in August 1955, was published in the November 4, 2014 issue of Decision magazine, under the headline “Raising Children in a Godless Age.”

“Many Christian parents are becoming fearful that they cannot properly train their children in this lawless and wicked age,” and are asking, “What can I do with my son? My daughter?” said Rev. Graham.

“We are beginning to reap what has been sown for the past generation,” he said. “We have taught the philosophy of the Devil, who says, ‘Do as you please.’ Behaviorism has been the moral philosophy of much of our education in the past few years.”

Rev. Graham continued, “Many of our educational leaders sneer at the old-fashioned idea of God and a moral code. Movies feature sex, sin, crime and alcohol. Teenagers see these things portrayed alluringly on the screen and decide to go and try them. Newspapers have played up crime and sex until they seem glamorous to our young people.”

One of the fundamental problems, according to Rev. Graham, is the failure of parents to fight “the Devil in the home” through discipline and, as a result, “children are allowed to go wild.”

Parents must spend time with their children, set a good example for them, discipline them, and teach them to “know God,” said the pastor, who has five children and 19 grandchildren.

“If you fail to discipline your children, you are breaking the laws, commandments and statutes of God,” said Rev. Graham. “You are guilty not only of injuring the moral, spiritual and physical lives of your children, but of sinning against God. The Bible says that if you fail to discipline your children, you actually hate them.”

The best way to influence your children, he added, is to set a good example because “the majority of children acquire the characteristics and habits of their parents.”

As for teaching your children to know God, Rev. Graham said, “Very seldom do parents have trouble with children when the Bible is read regularly in the home, grace is said at the table and family prayers take place daily. Most trouble with teenagers comes from children reared in homes where prayer is neglected, the Bible is never opened and church attendance is spasmodic. Christ gives the moral stability, understanding, wisdom and patience needed to rear children.”

There is only one solution to combating the problems afflicting young people, concluded Rev. Graham, and that answer is Christ: “Christ in the home, in the lives of the parents, is the only permanent solution to the menacing teenage social problems in America.”

Church every Sunday and daily prayer “will solve 90 percent of the problems you have with your children,” he said.

For teens who want true joy and happiness, and not the temporary intoxications of today’s sinful culture, they should turn to Jesus Christ. He “can give you the greatest happiness, the greatest adventure and the greatest thrills you have ever known,” said Rev. Graham.

Billy Graham, 96, has been preaching the Good News of Jesus Christ for the last 60 years in the United States and around the world. Over the decades, his message reached an estimated 2.2 billion people through 400 preaching crusades in 185 countries on six continents.

Although Rev. Graham is retired and spends most of his time at his home in Montreat, N.C., he and the Billy Graham Evangelistic Association recently released the film Heaven: A New Message From Billy Graham, as another step in his life-long mission of evangelization.

Franklin Graham, also a pastor and one of Billy Graham’s sons, says that his father has good days and bad days and is still reading the Bible every day and praying frequently. Bill Graham turned 96 earlier this month on Nov. 7.

The CIA wants to destroy thousands of internal emails covering spy operations and other activities

Proposal draws bipartisan fire from Congress, but agency officials say the criticism is overblown

A CIA plan to erase tens of thousands of its internal emails — including those sent by virtually all covert and counterterrorism officers after they leave the agency — is drawing fire from Senate Intelligence Committee members concerned that it would wipe out key records of some of the agency's most controversial operations.

The agency proposal, which has been tentatively approved by the National Archives, "could allow for the destruction of crucial documentary evidence regarding the CIA's activities," Senate Intelligence Committee Chair Dianne Feinstein and ranking minority member Sen. Saxby Chambliss, R-Ga., wrote in a letter to Margaret Hawkins, the director of records and management services at the archives.

But agency officials quickly shot back, calling the committee's concerns grossly overblown and ill informed. They insist their proposal is completely in keeping with — and in some cases goes beyond — the email retention policies of other government agencies. "What we've proposed is a totally normal process," one agency official told Yahoo News.

The source of the controversy may be that the CIA, given its secret mission and rich history of clandestine operations, is not a normal agency. And its proposal to destroy internal emails comes amid mounting tensions between the CIA and its Senate oversight panel, stoked by continued bickering over an upcoming committee report — relying heavily on years-old internal CIA emails — that is sharply critical of the agency's use of waterboarding and other aggressive interrogation techniques against al-Qaida suspects in the aftermath of the 9/11 terror attacks.

In this case, however, Chambliss — a conservative Republican who has sided with the CIA on the interrogation issue — joined with Feinstein in questioning the agency's proposed new email policy, which would allow for the destruction of email messages sent by all but a relatively small number of senior agency officials.

"In our experience, email messages are essential to finding CIA records that may not exist in other so-called permanent records," the two senators wrote in their letter, a copy of which was also sent this week to CIA Director John Brennan and Director of National Intelligence James Clapper.

The agency proposal was initiated as a response to a government-wide problem: how to preserve emails that constitute legitimate "federal records," loosely defined as dealing with the "public business" or the "functions, policies, decisions, procedures, and operations" of the government — all of which are required to be permanently retained under the law known as the Federal Records Act.

The CIA proposal, submitted to the National Archives last January but only made public in recent weeks, would replace what officials acknowledge is an imperfect and inconsistently followed current policy that directs agency officials, on their own initiative, to "print and preserve" emails that might constitute federal records.

Under the new proposal, only the emails of 22 senior agency officials would be permanently retained; all others, including all covert officers except the director of the National Clandestine Service, could be deleted three years after the employees leave the CIA "or when no longer needed, whichever is sooner," according to a copy of the agency's plan.

Agency officials said that proposal is more rigorous than that of the FBI, which allows for the deletion of agents' emails one year after they leave the bureau. And, they note, the National Archives tentatively endorsed their proposal after an archives official concluded that "it is unlikely that permanent records will be found" in the destroyed emails that are not duplicated in other agency files.

"The CIA's proposal is to preserve more records than required by law and preserve more records than many other agencies," agency spokesman Ryan Trapani wrote in an email response to the Feinstein-Chambliss letter.

But the plan has sparked criticism from watchdog groups and historians who note the agency's track record of destroying potentially embarrassing material: In 2007, it was disclosed that agency officials had destroyed hundreds of hours of videotapes documenting the waterboarding of two high-value detainees. The disclosure prompted a criminal investigation by the Justice Department as well as a separate National Archives probe into whether the agency had violated the Federal Records Act. Neither inquiry led to any federal charges.

The CIA has a history of destroying records "that are embarrassing" and "disclose mistakes" or "reflect poorly on the conduct of the CIA," said Tim Weiner, the author of "Legacy of Ashes, a history of the CIA," in comments filed with the National Archives by Open the Government, a watchdog group that is seeking to block the CIA proposal. He noted that during the Iran-Contra Affair, for example, those involved "fed so many records into the shredder that they jammed the shredder."

"It cannot be left to the CIA to determine what is a record of historical significance," Weiner said.

The deadline for comments on the CIA proposal expired this week — and Feinstein and Chambliss weren't the only senators to weigh in. Three other Democrats on the intelligence committee — Ron Wyden of Oregon, Mark Udall of Colorado and Martin Heinrich of New Mexico — sent their own letter raising concerns and asking the National Archives to more closely review the agency's proposal.

A spokeswoman for the archives did not respond to a request for comment.

WASHINGTON (AP) — China and "one or two" other countries are capable of mounting cyberattacks that would shut down the electric grid and other critical systems in parts of the United States, according to Adm. Michael Rogers, director of the National Security Agency and head of U.S. Cyber Command.

The possibility of such cyberattacks by U.S. adversaries has been widely known, but never confirmed publicly by the nation's top cyber official.

At a hearing of the House intelligence committee, Rogers said U.S. adversaries are performing electronic "reconnaissance" on a regular basis so that they can be in a position to disrupt the industrial control systems that run everything from chemical facilities to water treatment plants.

"All of that leads me to believe it is only a matter of when, not if, we are going to see something dramatic," he said.

Outside experts say the U.S. Cyber Command also has the capability to hack into and damage critical infrastructure, which in theory should amount to mutual deterrence. But Rogers, who did not address his offensive cyber tools, said the nuclear deterrence model did not necessarily apply to cyberattacks.

Only a handful of countries had nuclear capability during the Cold War, he said, and nuclear attacks could be detected and attributed in time to retaliate.

By contrast, the source of a cyberattack can easily be disguised, and the capability do significant damage is possessed not only by nation states but by criminal groups and individuals, Rogers noted.

In cyberspace, "You can literally do almost anything you want, and there is not a price to pay for it," the NSA director said.

Roger's remarks about critical infrastructure attacks came in response to questioning from Republican Mike Rogers of Michigan, who chairs the intelligence committee. He asked the NSA director about a private report detailing China-based intrusions into the power grid and other critical systems that appeared to be precursors to attack. What other countries, the chairman wanted to know, have the capability?

"One or two others," the NSA director said, but he declined to name them, saying the information is classified. "We're watching multiple nation states invest in this capability."

Rogers said the Obama administration is seeking to establish a set of international principles governing military cyber operations, such as banning attacks on hospitals.

"We need to define what would be offensive, what's an act of war," he said.

The NSA's Rogers also talked about the national security damage from the ongoing theft of intellectual property through cyberattacks.

Michigan's Rogers opened the hearing by saying that "China's economic cyber espionage ... has grown exponentially in terms of volume and damage done to our nation's economic future. The Chinese intelligence services that conduct these attacks have little to fear because we have no practical deterrents to that theft. This problem is not going away until that changes."

China formally denies stealing Western intellectual property through government sponsored hacking.

U.S. networks would be better protected, the NSA's Rogers said, if Congress would pass a long-pending bill to allow companies to share malware signatures and other threat information with one another and with the government and be protected from liability by doing so. But the disclosures of NSA spying by former agency contractor Edward Snowden have made passage of such a bill extremely difficult, lawmakers say.
