Huge landslide in Nepal

Nepal warns 'no hope' of finding landslide survivors

Rescuers on Sunday ruled out finding any more survivors of a landslide in northeast Nepal feared to have buried at least 100 people under tonnes of mud and rocks.

Nine bodies have been pulled from the rubble after the landslide caused by heavy monsoon rains smashed into hamlets along a river in Sindhupalchok district before dawn on Saturday, an official said.

"It has been over 24 hours that people would have been buried in mud. We have no hope of finding anyone alive," government disaster management head Yadav Prasad Koirala said.

"We recovered one more dead body, bringing our toll up to nine people," he told AFP after returning from the site on Sunday, adding "according to our data, 155 people are still missing."

As police and soldiers kept up their search for the victims, thousands of people downstream across the border in India were being evacuated amid fears of flash floods from the landslide.

Nepalise workers were attempting to clear landslide debris which dammed the Sunkoshi river and created a large lake. The river runs downstream into India's eastern state of Bihar as the Kosi river.

Authorities in Bihar have evacuated more than 44,000 people amid fears that a torrent of water could inundate villages and farms if the dam across the border suddenly broke, officials said.

"It would affect a large part of the state and may hit hundreds of thousands of people," Vyas Ji, principal secretary of Bihar's disaster management department, told AFP.

Disaster response teams and their boats have been deployed in Bihar, along with soldiers, while six military helicopters and navy diving teams were on standby, the Indian government said in a statement.

A military plane was also preparing to leave for Bihar carrying medical teams and equipment, the statement said.

Prime Minister Narendra Modi, who is visiting Nepal, has "expressed concern" over the possible flooding and "directed that all possible assistance should be made available," the statement said.

"Water discharge so far is not alarming. But it cannot be predicted when the flow might increase suddenly," it added.

- Small explosions -

The Kosi river burst its banks in 2008 and shifted away from its normal course, engulfing swathes of Bihar and killing hundreds of people.

Nepalese workers on Saturday carried out small explosions to clear the debris and break open the dam which had created a large 110-metre (360-feet) deep lake in the river.

At least two hydropower stations have been flooded at the site, forcing them to shut down. A three-kilometre stretch of the Arniko Highway, which connects Nepal with Tibet in China, has also been submerged and been closed.

As India stepped up evacautions, Nepal's Koirala said the risk of flooding appeared to be reducing. Officials have also opened a barrage on the river near the India-Nepal border to allow more water to flow downstream, he said.

"The water is gradually clearing out, the artificial lake created due to the blockage is shrinking, so the danger is lessening," he said.

Rescuers on Saturday airlifted 34 people to safety from the landslide site, including 19 who suffered serious injuries.

Scores of people die every year from flooding and landslides during Nepal's monsoon season.

Nepal's landslide came as some 150 people were feared dead in neighbouring India following a landslide which destroyed a village in western Maharashtra state on Wednesday. Ninety two bodies have so far been recovered.

Israel rules out dialogue with Hamas on Gaza

Jerusalem (AFP) - Israel on Sunday opted to unilaterally redeploy its troops in Gaza without the need for dialogue with Hamas, which the Jewish state has been battling since July 17.

Justice Minister Tzipi Livni also appeared to rule out talks on long-term arrangements or even on a ceasefire in the Gaza Strip, saying: "Hamas can carry on waiting."

Israel could not "trust Hamas, which has broken all the proposed ceasefires, including two which Hamas itself announced," said the minister, seen as a relative moderate in Israel's security cabinet.

Prime Minister Benjamin Netanyahu said late Saturday that he would act solely according to Israel's security needs.

"I don't plan on saying when we'll finish (the operation), we have no obligations apart from our security interests," he said. "We will deploy in the places convenient to us."

The security cabinet opted to leave Israel's chair empty at talks planned for Sunday in Cairo, where a Palestinian delegation arrived on Saturday night.

Delegates include the Palestinian Authority's intelligence chief Majid Faraj and six members of Hamas.

The Israel HaYom freesheet, seen as Netanyahu's mouthpiece, said: "The window of opportunity for a ceasefire with Hamas is now shut."

Army spokesman Lieutenant Colonel Peter Lerner confirmed on Sunday the unilateral but partial withdrawal of some Israeli units from Gaza.

"We are redeploying within Gaza, taking out other positions, and relieving other forces from within, so it won't be the same type of ground operation," he said.

"It's changing gear but it's still ongoing."

Public radio said army units had deployed in a one-kilometre-wide (0.6-mile) band in eastern Gaza, setting up a buffer along the border, while other units had crossed back to Israeli territory.

- Disarming Hamas -

"The Israeli army should complete the neutralisation of Hamas's tunnels on Sunday and then redeploy to Israel," Israel HaYom said.

"The air force, on the other hand, will continue its raids if rocket firing goes on."

Netanyahu says that in the longer term, Israel will only allow destroyed neighbourhoods of Gaza to be rebuilt if there is an international commitment to a "demilitarisation" of the enclave, meaning the disarmament of Hamas.

Military radio's political commentator said Israel will block all cement and steel imports unless it receives assurance they will not be used to build tunnels for militants to launch cross-border raids.

Senior figures quoted by media suggest Israel is hoping to reach agreement with Egypt and the international community on a possible easing of its eight-year blockade on Gaza without having to talk to Hamas.

Netanyahu has made his position clear, stating on Saturday: "I of course prefer a diplomatic solution, but if there's no choice, we'll of course use all the means at our disposal."

Ukraine's army on outskirts of rebel stronghold

DONETSK, Ukraine (AP) — Fighting raged Sunday on the western outskirts of Donetsk as the advancing Ukrainian army tried to seize control of the rebel stronghold. In danger of being encircled, the separatists renewed their calls for Russia to send troops to their aid.

To support their operations, the pro-Russian fighters have been confiscating vehicles and food from residents and businesses in Donetsk. The center of the major industrial city is all but deserted, with few people or cars on the streets and most stores and restaurants closed.

A spokesman for the Ukrainian military operation, Alexei Dmitrashkovsky, told The Associated Press that government soldiers were fighting Sunday to hold positions they had taken on the edge of Donetsk, but were meeting resistance.

In the part of the city closest to the fighting, an artillery shell hit a school overnight, but no one was reported hurt.

"The shell went through the roof and exploded inside the building, setting off a fire, but we still don't know who fired it," said Dmitry Levonchik, a 45-year-old coal miner. "Who needs this war? What are they fighting for?"

The sound of gunfire and explosions was heard just to the west.

Pavel Gubarev, the self-proclaimed governor of the separatist Donetsk region, said the rebels would win quickly if Russia sent troops.

"Of course it would be great to see Russian peacekeepers here: strong artillery units, tank brigades," Gubarev said. "This war would be over in a day, maybe two."

Ukraine and the West say they have evidence that Russia is arming the separatists. Russia denies this and describes the Russian citizens fighting in eastern Ukraine as volunteers.

The conflict began after the Moscow-leaning president was ousted in February following months of street protests and a new pro-Western government took power in Kiev. Alarmed by the prospect of Ukraine moving closer to the European Union and NATO, Russian President Vladimir Putin fomented the pro-Russia insurgency in the mostly Russian-speaking east with the apparent aim of winning an agreement that would allow Moscow to maintain its influence in Ukraine.

If he is unable to win such a compromise and the Ukrainian army continues to take back rebel-held cities and towns, Putin may come under increased pressure to intervene militarily.

Many Donetsk residents have counted on help from Russia.

"What is Putin waiting for? He inspired us to fight," said Ilya Sumyatin, a 38-year-old separatist fighter. "We had hoped for help from Russia, but we have been abandoned. Our strength is nearing an end and the Ukrainian army is advancing."

The separatist fighters in Donetsk have proclaimed the right to confiscate any "strategically important resources" to support their operations.

On Sunday, a major trucking company that delivers to grocery stores said it was suspending its operations in Donetsk after rebel fighters raided its warehouses. The company, Deliveri, said in a statement on its website that the goods stolen Saturday evening were worth about $840,000.

Viktor Okhramovich, who drives a minibus taxi, said the separatists seized his vehicle. "What am I supposed to do? I have nowhere to go to complain," he said.

With the Ukrainian army approaching the city, many Donetsk residents have become reluctant to express support for the rebel fighters.

"Donetsk has turned into a dark hole where you can be taken prisoner, robbed, killed or have your home destroyed," said Inna Statsenko, a 52-year-old bank employee, who said she once supported the separatists.

"Now I see that nothing good will come of this. It's time to escape this nightmare," she said, pointing to a nine-story apartment building that had been hit by shelling.

After not seeing much fighting other than a rebel attempt in May to seize the city airport, Donetsk came under shelling last week. About 200 apartment buildings and 2,300 private homes remain without electricity, city officials said.

An estimated 200,000 people in the city of 1 million have left their homes, said Ivan Volchok, an official in the regional administration who said his department helps organize travel to safer places in Ukraine. The Donetsk airport is closed, but buses and trains are still running.

Fighting also has been heavy around Luhansk, the second-largest city still held by the rebels. City officials said Sunday in a statement that three civilians had been killed during the past day.

The ongoing battles had delayed the start of an international search for body parts still lying in the fields where Malaysia Airlines Flight 17 was shot down on July 17 with 298 people on board.

Dutch and Australian experts were able to begin their search Friday. Early Sunday, the remains and personal belongings they had found so far were delivered in refrigerated trucks to the city of Kharkiv. The recovered remains will be checked there before being flown to the Netherlands.

Pieter-Jaap Aalbersberg, the head of the recovery mission, said in a statement late Saturday that the entire area around a chicken farm near the village of Hrabove has now been searched and the experts will move to other sites where aircraft wreckage was found. He previously estimated that the entire search would take at least three weeks.

US calls Israeli attack on UN school 'disgraceful'

WASHINGTON (AP) — The United States declared Sunday it is "appalled" by Israel's "disgraceful" attack on a United Nations school sheltering some 3,000 displaced people in southern Gaza.

In language that was rare in its directness and severity, the U.S. denounced the attack earlier Sunday, which killed 10 people. The statement released by the U.S. State Department noted that the school had been designated a protected location.

"The coordinates of the school, like all UN facilities in Gaza, have been repeatedly communicated to the Israel Defense Forces," State Department spokeswoman Jen Psaki said. "We once again stress that Israel must do more to meet its own standards and avoid civilian casualties."

The State Department referred to the attack on the U.N. school as a "shelling," although U.N. and Palestinian officials in Gaza called it an airstrike.

The U.S. condemnation follows one by U.N. Secretary-General Ban Ki-moon, who depicted the attack near the Rafah school as both "a moral outrage and a criminal act."

Earlier, a senior Palestinian diplomat expressed outrage over killings and bloodshed on both sides in Gaza and called for negotiations to end the savage fighting that has gone on for nearly a month. "What we need now is to stop this fighting, to address the tragic humanitarian situation in the Gaza Strip," Riyad Mansour, the Palestinian ambassador to the U.N., said on NBC's "Meet the Press."

He said putting the people of Gaza "in a continuous situation of confrontation and fighting" will only lead to more violence, adding, "This is an excellent atmosphere for radicalism."

"But if you give them (Palestinians) hope, you open the borders, you let them go to school, let them look for good jobs, let them look for moderation," Mansour said. "And we will succeed in allowing all those who want to have peace ... to have the upper hand."

Pierre Krahenbuhl, head of the U.N. agency for Palestinian refugees, called the shelter attack a clear violation of international law. "These are premises that are protected, the sanctity of which has to be respected by all parties," he said Sunday on CBS' "Face the Nation."

About 1,800 Palestinians and 60 Israelis have been killed nearly a month into Israel's forceful assault on Hamas in the Gaza Strip.
