Robert grew up in Memphis, Tennessee.  His father is  a retired City of Memphis firefighter. Robert's mother is a retired small business owner.  Both Robert  and his sister are Class of 1968 graduates from Central High School in Memphis.

Robert enlisted in the U.S. Navy during his senior year at Central.  Shortly after graduation he reported for initial entry training at the Naval TrainingCenter in San Diego, California.  After basic training Robert attended the Basic Electronics and Electricity School and the Radar Class A School at Treasure Island in San Francisco.  He then reported to the  U.S.S.Oklahoma City CLG - 5 (Guided Missile Light Cruiser - 5) at her  homeport,  Yokosuka, Japan.  Robert served aboard the OkCity for 24 months.  The Oklahoma City's primary mission during these months was support of  U.S. and  allied forces in South Vietnam.  In April 1971 Robert was transferred to the U.S.S. Piedmont AD - 17 (Destroyer Tender - 17) homeported in Long Beach, California.

In March 1972 Robert was released from active duty and subsequently settled in North Little Rock, Arkansas.  He resided in Arkansas until 2000.  During these years Robert worked primarily in law enforcement and the security industry.  In 1981 Robert completed the Army ROTC Advanced Program at the University of Arkansas at Little Rock and was commissioned as a 2nd Lieutenant in the U.S. Army  Reserve.  He then served in a variety of assignments in both the Army Reserve and the Arkansas Army National Guard.  In January 2002 Robert reported to the U.S. Army Chemical School at Fort Leonard Wood, Missouri in support of Operation Enduring Freedom.  In September of 2003 Major Brooks was transferred to the Retired Reserve.

Robert currently resides in Saint Petersburg, Florida where his parents and sister also reside.

His 3 children reside in North Little Rock, Arkansas.

Robert is currently completing the requirements for an Associate Degreein in Christian Studies through The Sure Foundation Theological  Institute.  He is already enrolled in the Institutes's Bachelor Degree Program in Church Ministry.
