Maybe:
1.) waiting to see if their name is ever going to get on the POTW's list?
2.) waiting for a perk or freebie?
3.) it doesn't do anything for them?
4.) looking to see if someone they know has voted, will then follow like a sheep
5.) concentrating on the Presidential election, only one campaign at a time:)
