Speaking from the technical side of things Kathy, with his ability to create an endless number of email addresses these days, she has no choice but to put up with him. (or change email addresses which will probably only work for a short period of time as he would surely acquire the new one)
Actually, its more a waiting game than anything the way I see it. The longer she goes with just deleting his emails and not replying, the greater the odds are he will just stop sending them. He will eventually tire of sending emails. Especially if he thinks they are not being read. Granted, it might take a while, but that is probably her best plan of attack.
You could block an IP address but that will only work in an instance where someone has an assigned IP address. Most ISPs do not work this way. They assign dynamic IPs. Meaning, each IP has a lifespan (which varies from ISP to ISP). At the end of the IPs lifespan, their connection (modem) is reassigned a new IP address (it is possilbe the IP will be the same, but generally this is not the case). Thus, blocking an IP may only last a very short while as a means of stopping the unwanted emails.
