Is this an actual button that says: "Inform runners up" or is it something you call what you do?

I can't remember exactly, but I think there's a box to tick when you set up your auctions to enable cross promotion.

Send second chance offer should be an option in the item itself after it's sold.

I don't know if you need a certain amount of feedback first before it appears.

Hi Tom, I would never contact someone who sold the same item. I was talking about an item in the same category. You sell a Heidi Klum autographed picture. I ask you if you are interested in her new perfume. Might be a bad excample as you might have lost interest in her since you are selling the picture. The problem is that no matter how enticing your description is, it will have no impact on people that never see it. Still haven't done it yet. :)
