Why couldn't people just keep their cabinet doors open so the warmth inside of the buildings could keep the pipes from freezing? Another trick is to leave a little trickle of water running from faucets. That would use less water than continually flushing toilets. If all the citizens ran a little trickle of water it should be enough to keep it moving in the underground pipes too.
Oh well, I guess they didn't ask for my advice.

I think they were hired in public outside restrooms
