I get notified when I start a thread and when others reply to my thread.
I do not get notified when others start threads in my forum.

OK. The intention was that if someone starts new thread in your forum, all other members shouldn't be notified about it, because this would allow spammers to use your list without any effort or risk any time they wanted. What in this approach appears to be missing is notification to the owner of the forum, that new thread has been started.

I will bring it up to our programmers and we will take care of this with the next update.
As Alain mentioned you can set your forum as restricted, and no-one will be able to post again except yourself.
