Exclusive: China's CNPC suspends fuel sales to North Korea as risks mount - sources

BEIJING (Reuters) - China National Petroleum Corp has suspended sales of fuel to North Korea over concerns the state-owned oil company won't get paid, as pressure mounts on Pyongyang to rein in its nuclear and missile programmes, three sources told Reuters.

It's unclear how long the suspension will last. A prolonged cut would threaten critical supplies of fuel and force North Korea to find alternatives to its main supplier of diesel and gasoline, as scrutiny of China's close commercial ties with its increasingly isolated neighbour intensifies.

CNPC and the Ministry of Commerce did not respond to requests for comment. North Korea's embassy in Beijing declined to comment.

Chinese foreign ministry spokesman Lu Kang, asked about the sale suspension and whether the Chinese government put pressure on CNPC to make this decision, said: "I do not understand this situation you are talking about" and declined to elaborate.

A source with direct knowledge of the matter said CNPC decided to put fuel sales on hold "over the last month or two" and described it as a "commercial decision".

"It's no longer worth the risks," said the source. Chinese and international banks are stepping up compliance checks on companies dealing with countries on the U.S. sanctions list, such as North Korea, he said.

The North Korean agents who mostly buy the diesel and gasoline have been unable recently to pay for the supplies -- CNPC normally requires upfront payments, the source said.

Reuters was unable to determine if the agents have started facing credit problems with Chinese and international banks worried about sanctions compliance issues.

Two other sources briefed about CNPC's decision confirmed the suspension of diesel sales, but did not know directly about the gasoline move. The three people declined to be named due to the sensitivity of the matter and are not authorised to speak to the media.

PRICES SURGE IN NORTH

Last year, China shipped just over 96,000 tonnes of gasoline and almost 45,000 tonnes of diesel worth a combined $64 million to North Korea, where it is used across the economy from fishermen and farmers to truckers and the military.

Most of that was sold by CNPC, which has grown over the past two decades to dominate China's energy trade with Pyongyang.

Data for May released on Friday showed China supplied significantly lower volumes of diesel and gasoline compared with a month earlier, although monthly tonnages can vary widely. June data will be released in late July.

Fuel prices in North Korea, meanwhile, have sharply risen in recent months, suggesting a tightening in supply.

A Reuters analysis of data collected by Daily NK showed the price of gasoline sold by private dealers in Pyongyang and the northern border cities of Sinuiju and Hyesan had hit $1.46 per kg on June 21, up almost 50 percent from April 21. Until then, they had remained relatively stable since late last year.

Diesel prices averaged $1.20 per kg as of June 21, more than double over the same period, according to Daily NK, a website run by defectors who collect prices via phone calls with North Korean fuel traders.

U.S SCRUTINY

North Korea's unprecedented pace of nuclear and ballistic missile tests has prompted China, which handles 90 percent of North Korea's trade, to start squeezing Pyongyang.

In February, Beijing suspended coal purchases until the end of the year, cutting off North Korea's main export revenue source. In 2016, North Korea sold 22.5 million tonnes of coal to China, worth about $1.9 billion, according to Chinese customs.

The United States has pressed China to exert more economic and diplomatic pressure on North Korea, but Beijing has said its influence on North Korea is limited and it is doing all it can.

President Donald Trump, frustrated over Beijing's inaction on North Korea and bilateral trade issues, is now considering possible trade actions against China, three senior administration officials told Reuters on Tuesday.

The sources in China saw no sign yet that Beijing is cutting crude oil to Pyongyang. China has not disclosed its crude exports to North Korea for several years, but industry sources say it supplies via an ageing pipeline about 520,000 tonnes of crude a year to North Korea, worth about $170 million at current market prices.

North Korea imports all its oil needs, mostly from China and a much smaller amount from Russia.

Venezuelan Coup Attempt Against Maduro Linked to DEA, CIA

More than 80 people miraculously avoided injury or death in a helicopter attack that targeted Venezuelan government buildings this week. The attack may have been part of an attempted coup supported by the U.S. as it seeks to topple Venezuela’s government to gain access to its massive oil reserves.

(MPN) — Opposition efforts to topple Venezuelan President Nicolas Maduro’s government are rapidly heating up, as months upon months of opposition protests have failed to make the inroads desired by the more extremist elements of the opposition and their foreign backers, particularly the United States.

With the current regime still hanging on to power despite years of economic sabotage and the funneling of millions from the U.S. to right-wing Venezuelan opposition parties, those determined to see Maduro removed from power have now turned to more drastic, violent measures in order to spark a coup.

On Tuesday, one of the more dramatic incidents of the most recent phase of the Venezuelan crisis took place when a stolen police helicopter opened fire on the Supreme Court and the Interior Ministry. At the time the attack occurred – about 5 p.m. local time – there were an estimated 80 people still inside the Interior Ministry and the Supreme Court was in session. No deaths or injuries were reported, a fact that the Venezuelan government attributed to a quick response by national guard forces, who repelled the attacking helicopter before it could do more damage.

Maduro condemned the attack soon after it occurred, calling it a “terrorist attack” that “could have caused dozens of deaths.” Ernesto Villegas, Venezuela’s Communications and Information Minister, stated that the attack was intended to be part of an attempted coup led by extremist groups within the opposition, with full U.S. government support said to be behind them.

Villegas’ assertion that the U.S. was involved in this attack is not based on mere speculation. Pérez has been known to work for Miguel Rodríguez Torres, a former general and former minister of Venezuela’s Department of Interior Relations, Justice and Peace who is currently being investigated for his ties to the U.S. Drug Enforcement Administration (DEA) and the CIA. The charges first surfaced when the Venezuelan news agency Últimas Noticias obtained an official DEA document that described Rodríguez Torres as a “key information provider” for the agency and recommended that he be secured as a protected source for the DEA and U.S. government. It also noted that 40 percent of his assets and wealth are held in the U.S. under his wife’s name.

The U.S. has long sought to oust the left-wing regime that was brought to power in Venezuela by Hugo Chávez in the late 1990s. Since Chávez’s election, the U.S. is believed to have spent between $50 to $60 million to strengthen the country’s right-wing opposition in the hope that they would win elections. Former U.S. President Barack Obama alone dedicated $5 million to “support political competition-building efforts” in Venezuela.

More recently, the U.S. Senate has been mulling over new legislation that would provide an additional $20 million for “democracy promotion” efforts in Venezuela. However, some of these efforts in the past have led to right-wing politicians and their affiliates paying protesters in cash to violently escalate opposition rallies.

Such rallies have turned increasingly violent in recent weeks, with three people burned alive by opposition protesters just in the last week. Journalists have also been targeted, with some being directly shot at and others threatened with being lynched or set aflame. Despite the violence, the Venezuelan opposition is likely to continue receiving funding from the U.S., which is eager to gain control of Venezuela’s oil reserves – the largest in the world – no matter the cost.

Author and lecturer at the University of Kent, Dr. Joanna Williams, made the comments at The Telegraph Festival of Education.

She criticized campaigners for seeking to change school policies on gender and forcing children to "unlearn" the difference between boys and girls.

'Confusion'

Dr Williams said: "We are increasingly reminded that schools are struggling financially. Yet the time, effort and money that goes into producing and monitoring transgender policies is out of all proportion to the tiny number of trans children currently in British schools."

She added: "Children—encouraged by their experiences at school—are beginning to question their gender identity at ever younger ages.

"In doing more than just supporting transgender children, and instead sowing confusion about gender identity, schools do neither boys nor girls any favors".

'Shocking and Immoral'

Dr Williams went on to criticize schools which blur subject knowledge with "the promotion of particular values."

"The role of the teacher becomes policing the values, thoughts and language of children to bring them in line with one particular ideological position," she said.

In April, the National Union of Teachers (NUT) called for 2-year-old children to be taught about lesbian, gay, bisexual and transsexual issues. At the NUT annual conference in Cardiff in April, delegates passed a motion calling for compulsory teaching of LGBT issues "throughout all phases of state education," including in nurseries.

Ciarán Kelly, Head of Communications at The Christian Institute, described the NUT's plans as "shocking and immoral."

Humans have been exploiting the world for so long that there’s a museum about it.

The new Museum of Capitalism in Oakland, California, explores “the ideology, history, and legacy of capitalism.” Surprise! One of the most detrimental legacies of capitalism is … climate change.

Bear with us (and the museum’s curators): The fossil fuel production that drives climate change is due to global (read: American) desire for profit and growth.

The museum — funded largely through a grant from the Emily Hall Tremaine Foundation — exhibits several works examining how humans despoil the environment in our quest for more things. Some are simple, like a bright blue baseball cap emblazoned with “COAL = JOBS” in white, akin to the ubiquitous MAGA accessory.

“American Domain,” an exhibit curated by Erin Elder (below), explores the ways in which land in the U.S. has been “continually staked and claimed.” Photographs of the Mexican-American border hang alongside images of drilling equipment, suggesting inconsistency in the United States’ attitude toward borders when it comes to fossil fuel access versus immigration.

In another section of the museum, a video by Kota Takeuchi shows a worker undertaking cleanup of the Fukushima disaster. The worker slowly points at the audience through the camera lens, a designation of blame lasting over 20 minutes.

It’s a succinct gesture that gets to the point of the whole museum: We’re all complicit.
