San Diego police kill 15-year-old who pointed a BB gun at officers


The teenager pulled a gun from his waistband and pointed it at the officers. They yelled for him to drop the weapon, according to a police statement, but, instead, the 15-year-old stepped forward.

Just before 3:30 a.m. Saturday, someone called 911 asking police to check on a boy standing in front of Torrey Pines High School, near the northwest corner of the city. The caller referred to the teen in the third person and said the 15-year-old didn’t have a gun.

Officers saw the boy as they arrived in the school’s front parking lot, according to the statement, but the situation escalated as they got out of their cars.

The teen “pulled a handgun that was concealed in his waistband and pointed it at one of the officers,” the statement said.

Both officers pulled their guns. They shouted at the boy to drop the gun.

But he ignored their orders and started walking toward the officers while still pointing the gun.

“Fearing for their safety, both officers fired their weapons at the male, striking him numerous times,” the statement said.

The officers requested help and began performing CPR on the teen — their frantic efforts conveyed by radio traffic, according to the San Diego Union-Tribune. A dispatcher acknowledged that shots were fired and asked whether any of the officers were injured. An officer responded “negative” but told dispatchers that he and the other officer were performing CPR and that paramedics were needed “now.”

But the teen’s injuries were too severe. He was pronounced dead at Scripps Memorial Hospital in La Jolla, Calif.

Police traced the original 911 call and determined that the teen was the one who had summoned officers to the school, apparently enlisting them in his suicide plot. Police recovered his weapon at the scene — and realized it was a BB gun.

San Diego police have not released the name of the teen because he is a juvenile, according to the police statement. They said he lived in the neighborhood around the school with his parents. School officials confirmed that he was a freshman at Torrey Pines High.

Police also haven’t released the names of the officers. One has been on the force for 28 years and the other for four years, according to the Union-Tribune.

One of the officers is on the department’s juvenile services team, which focuses on keeping youths out of trouble and intervening early when they come in contact with the law, the newspaper reported.

The shooting shocked the community and students at Torrey Pines High, which has an enrollment of nearly 3,000. Some students showed up on the campus Saturday morning and came across police cars and crime-scene tape, the Union-Tribune reported.

“The details of the situation are still unfolding, but whatever they are, this is very traumatic for our students, staff, families and community,” Eric Dill, superintendent of the San Dieguito Union High School District, said in a letter posted on the school’s website. “As a community, we have a shared responsibility to care for one another. Please rest assured that we will do everything possible to maintain our daily routine while supporting each other as we deal with this sad event.”

According to The Washington Post’s fatal-force database, 339 people have been killed by officers this year. Of those, nearly 1 in 5 was dealing with some type of mental illness.

Last year, 963 people were killed by police, and more than a quarter were suffering from mental illness.

Although no one keeps specific numbers on “suicides by cop,” a 2014 report by the National Sheriffs’ Association estimated that a third of police shootings fall into that category.

In such situations, officers often have little say-so in anything but the final act, while the suicidal person may have planned or even practiced the encounter.

A bulletin by the FBI concluded that for officers, suicide by cop “often is unpreventable” and “may not be unavoidable because of the nature of the plan or the point where first responders encounter the suicidal individual.”

A suicide-by-cop “attempt is close to consummation as officers are exiting their vehicles. Police are not enlisted opportunistically as means at the scene; they arrive in the midst of a planned scenario.”

Pharma Company Threatens Shortages to Hike Up Cancer Drug Prices by 4000%

There is not lack of controversy in the pharmaceutical industry, particularly when it comes to drug prices. Unethical, profit-generating tactics used by Big Pharma have never been clearer than the recent actions taken by South African Aspen Pharmacare. This company tried to drive up the price of five different cancer drugs as much as 4,000 percent. Moreover, it threatened to stop supplying the much-needed medication if health authorities didn’t agree to the higher prices.

Aspen Pharmacare purchased the rights to five different cancer drugs from British firm GlaxoSmithKline (GSK) in 2009. As part of the deal, GSK became one of Aspen’s main investors. It received 16 percent stake in the company, which it sold off in 2013 and 2016.

In 2012, Aspen started to raise cancer drug prices in major European markets such as Britain, Spain and Italy. The Times reports:

The price rises meant that the cost of busulfan, used by leukaemia patients, rose from £5.20 to £65.22 a pack in England and Wales during 2013, an increase of more than 1,100 per cent. The price of chlorambucil, also used to treat blood cancer, rose from £8.36 to £40.51 a pack in the same year.

When Aspen purchased the rights from GSK, it dropped the brand names. In Britain, the drug maker was able to exploit a loophole that allows companies to raise drug prices for unbranded generics.

In mainland Europe, Aspen targeted health authorities with its price hikes. The Times claims that it has documents and internal emails that show how Aspen “took an ‘aggressive’ approach to negotiations, sometimes creating shortages of the medicines or threatening to stop supplying the drugs altogether to force health authorities to accept its demands.”

For example, Aspen pressured Italian authorities to pay price increases of up to 2,100 percent. The increase took effect over only three months. Moreover, Spanish authorities faced price hikes of up to 4,000 percent. The Spanish Ministry did not agree to pay the higher prices. As a result, Aspen stopped supplying the Spanish market with its five cancer drugs.

In addition to busulfan, Aspen purchased rights to mercaptopurine, a treatment for acute lymphoblastic leukaemia, which occurs in children. Some of Aspen’s medicines treat several types of cancer particularly prevalent among the elderly.

Big Pharma’s Price Gouging in the U.S.

Price gouging by drug makers is not exclusive to Aspen Pharmacare or the European region. Currently, the United States is one of the most lucrative markets for Big Pharma. This isn’t just because of the sheer amount of people in the U.S. population who take prescription medications. More importantly, in the U.S. drug companies are charging up to 10 times asmuch for pharmaceuticals when compared to other developed countries.

Iran minister warns Saudi Arabia after 'battle' comments: Tasnim

DUBAI (Reuters) - Iran will hit back at most of Saudi Arabia with the exception of Islam's holiest places if the kingdom does anything "ignorant", Tehran's defense minister was quoted as saying on Sunday after a Saudi prince threatened to move the "battle" to Iran.

"If the Saudis do anything ignorant, we will leave no area untouched except Mecca and Medina," Iranian Defence Minister Hossein Dehghan was quoted by the semi-official Tasnim news agency as saying.

"They think they can do something because they have an air force," he added in an apparent reference to Yemen, where Saudi warplanes regularly attack Iran-aligned Houthi forces in control of the capital Sanaa.

Dehghan, speaking to Arabic-language Al-Manar TV, was commenting on remarks by Saudi Deputy Crown Prince Mohammed bin Salman, who said on Tuesday any contest for influence between the Sunni Muslim kingdom and the revolutionary Shi'ite theocracy ought to take place "inside Iran, not in Saudi Arabia".

Saudi Arabia and Iran compete for influence in the Middle East and support rival groups in Syria's civil war. Iran denies Saudi accusations that it sends financial and sometimes armed support to groups hostile to Riyadh around the Arab world.

In unusually blunt comments in a nationally-televised interview on Tuesday, Prince Mohammed ruled out any dialogue with Iran and pledged to protect his conservative kingdom from what he called Tehran's efforts to dominate the Muslim world.

"We know that we are a main goal for the Iranian regime," he said. "We will not wait until the battle becomes in Saudi Arabia but we will work to have the battle in Iran rather than in Saudi Arabia."

Florida Man Sentenced to Prison for Engaging in a Child Exploitation Enterprise

The creator and lead administrator of Playpen, a highly sophisticated website dedicated to the sexual abuse of children which operated on the Tor anonymity network, was sentenced today for his role in this global child exploitation enterprise.

Acting Assistant Attorney General Kenneth A. Blanco of the Justice Department’s Criminal Division; U.S. Attorney Jill Westmoreland Rose of the Western District of North Carolina; Assistant Director Stephen Richardson of the FBI’s Criminal Investigative Division; Special Agent in Charge John A. Strong of the FBI’s Charlotte, North Carolina, Division; Special Agent in Charge Harold H. Shaw of the FBI’s Boston Division; and Former Special Agent in Charge Paul Wysopal of the FBI’s Tampa, Florida, Division made the announcement.

Steven W. Chase, 58, of Naples, Florida, was sentenced to 30 years in prison, along with a lifetime term of supervised release, and was ordered to forfeit his residence in Naples by U.S. District Judge Richard L. Voorhees of the Western District of North Carolina. On Sept. 16, 2016, a federal jury found Chase guilty of one count of engaging in a child exploitation enterprise, one count of advertising child pornography, three counts of transportation of child pornography and one count of possession of child pornography. The jury also returned a special verdict determining that Chase should be ordered to forfeit all property derived from, involved in, or traceable to his criminal activities, to include his Naples residence.

“Child predators use online forums on anonymous networks to abuse and exploit children, preying on the inexperienced and vulnerable in society. This pervasive and global problem demands an aggressive, technology-driven response,” said Acting Assistant Attorney General Blanco. “The sentencing of the creator of the Playpen forum – along with the identification, apprehension and prosecution of forum members around the country – sends a message that online predators will be caught and prosecuted. While identifying and apprehending these criminals can be challenging, it is not impossible, and together with our domestic and foreign partners we will use every legal authority and technical tool we have to root out these predators and protect children from harm.”

“Chase was the mastermind and gatekeeper of Playpen, a hidden, members-only Internet platform and a safe-haven for those looking to view and trade child pornography without detection. The depiction of the horrendous sexual exploitation of innocent and vulnerable children is a crime my office takes very seriously,” said U.S. Attorney Westmoreland Rose. “Today’s sentence delivers a clear message that the dark web is not a safe place for those looking to possess, receive and share child pornography: this type of criminal activity will land you in jail for a long time.”

“The abuse of an innocent child is among the most unconscionable offenses,” said Assistant Director Richardson. “When multiple people conspire to develop and promote a malicious website to sexually assault and exploit children, the FBI furthers its resolve to find these perpetrators. As I have said before and as today’s sentencing proves, the FBI will stop at nothing to deliver justice for these innocent victims. We owe a debt of gratitude to the men and women of the FBI and our international partners for their dedication and hard work on this case.”

Evidence at trial established that beginning in August 2014, Chase created the Playpen website as a Tor hidden service, which only permitted individuals operating on the Tor anonymity network to access the site. Evidence at trial further established that Chase served as lead administrator of Playpen, through which he and more than 150,000 other members authored and viewed tens of thousands of postings involving the sexual abuse of children. Images and videos shared through the website were highly categorized towards victim age and gender, as well as the type of sexual activity, according to trial evidence. Testimony at trial also established that in addition to use of the Tor anonymity network, website members employed other advanced technological means in order to thwart law enforcement’s efforts, including elaborate file encryption.

As lead administrator of the website, trial evidence demonstrated that Chase: chose the name of the website; selected and made payments to the website hosting company; regularly updated the website with new features and security fixes; promoted several members of the website to Administrator and Moderator status to assist with the administration of the criminal enterprise; and spent hundreds of hours logged in to the website – personally authoring hundreds of postings.

Chase was arrested following a court-authorized search of his home on Feb. 19, 2015. Forensic examination of a computer and devices seized pursuant to the search revealed that he was in possession of thousands of images depicting the sexual abuse of children as young as infants and toddlers.

Chase’s co-defendants Michael Fluckiger, 46, of Portland, Indiana, and David Lynn Browning, 47, of Wooton, Kentucky, the co-administrator and global moderator of the website, respectively, pleaded guilty in December 2015 to engaging in a child exploitation enterprise for their roles in helping Chase run the website. On Jan. 12, 2017, Fluckiger was sentenced to 240 months in prison for engaging in a child exploitation enterprise, along with lifetime supervised release. On Feb. 7, 2017, Browning was sentenced to 240 months in prison for engaging in a child exploitation enterprise, along with a lifetime term of supervised release.

Following Chase’s arrest, the FBI obtained approval from a federal court to deploy a Network Investigative Technique (NIT) to pierce through the anonymity provided by the Tor network and obtain IP address and other basic, computer-related information to help locate and identify the users of the website Chase created. The FBI subsequently issued investigative leads to offices in every U.S. State. As a result of the ongoing investigation, at least 350 U.S.-based individuals have been arrested, 25 producers of child pornography have been prosecuted, 51 alleged hands-on abusers have been prosecuted and 55 American children who were subjected to sexual abuse have been successfully identified or rescued.

International lead information was coordinated through EUROPOL’s European Cybercrime Center (EC3), who received and disseminated information through its network of member states, and the FBI Legal Attaché network. The ongoing international investigation has yielded at least 520 arrests and the successful identification and rescue of at least 186 children who were subjected to sexual abuse.

The FBI’s Violent Crimes Against Children Section, Major Case Coordination Unit and Digital Analysis and Research Center investigated the case with assistance from the FBI’s Charlotte, Tampa and Boston Field Offices. Trial Attorney Reginald E. Jones of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) and Assistant U.S. Attorney Cortney Randall of the Western District of North Carolina prosecuted the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. U.S. Dismisses Russia-Brokered Ban on War Planes over Syrian Safe Zones

(ANTIWAR.COM) A day after the U.S. gave tepid support for the establishment of Syrian safe zones to try to separate combatant forces and reduce the amount of fighting, they appear to have noticed that this might get in their way of their own attacks across the country, and are pledging to ignore the demilitarization of the zones.

Back when Turkey and the U.S. were both super keen on the idea of safe zones, a big selling point was the imposition of no-fly zones over the areas, to keep the civilians within getting bombed. This was also a big obstacle, as the U.S. wasn’t totally clear it could do this without declaring war on Russia.

With Russia also on board now, that should’ve been easier. Instead, Russia announced that the Syrian safe zones, which went into effect overnight, are now officially closed to all warplanes, and U.S. officials are livid at the idea, insisting they have no intention of respecting that.

Largely this appears to be a case of the U.S. just being deliberately difficult, as none of the safe zones are in areas U.S. warplanes were operating in the first place. The reality, however, is that the zones are now being used in service of a ceasefire the U.S. never really supported to begin with, and with the U.S.-backed rebels also objecting about the ceasefire getting in the way of their war, the U.S. will be non-cooperative.
