The American Government’s Secret Plan for Surviving the End of the World

Newly declassified CIA files offer a glimpse of the playbook
the Trump administration will reach for
if it stumbles into a nuclear war.

Among the greatest foreign-policy dilemmas faced by former President Jimmy Carter is one that has never been publicly aired but is gaining new relevance. It concerns nuclear war, and how the U.S. government would survive it. Carter’s decisions remain classified, but documents newly declassified by the CIA, along with the archives at several presidential libraries, provide a new window into the White House’s preparations for an imminent apocalypse.

Today, such an apocalypse could be triggered by any number of nuclear-armed states, including North Korea and Pakistan. During Carter’s presidency, such anxieties were focused squarely on the Soviet Union. It was during that period that military planners in both the Soviet Union and United States began to grapple with what until then had been an unthinkable heresy: abandoning the Mutually Assured Destruction catechism that had governed global order since the 1950s and preparing for surviving an all-out nuclear war.

Carter and his White House were interested in more specific questions. If the presidency could survive after a nuclear war, what exactly would it do afterward? How could the surviving commander in chief be identified? Who would identify him? How would he fulfill the three main functions of the presidency: to be the chief executive of the government, the head of state, and the commander in chief of its armed forces?

Carter’s answers came in the form of Presidential Directive 58, which was issued in the final months of his presidency; Ronald Reagan amended those plans with his own presidential directive in 1983. Their contents inform the continuity of government plans that remain in effect for the Trump administration. They have been the object of a multibillion-dollar pastiche of programs and a magnet for conspiracy theorists around the world.

What follows is a glimpse at how the government developed some of its most closely held national-security secrets — and how the Trump administration, or any of its successors, might rely on them to survive the end of the world as we know it.

When Carter took office, the Soviet Union had a head start on preparing for nuclear war. It had an expensive civil preparedness program; hundreds, perhaps thousands, of underground bunkers; and extensive continuity of government programs.

The United States, for its part, had Ray Derby. Born in Iowa in 1935, Derby became one of the Defense Department’s premier experts on emergency preparedness and disaster response. In Europe, he led noncombatant evacuation drills across NATO, training the trainers who evaluated each unit’s ability to absorb and withstand an attack. In the United States, he led numerous governmentwide task forces on civil defense for nuclear, biological, and chemical accidents. He also developed the standard plan that America’s nuclear bases would use in a disaster. By the time of Carter’s inauguration in 1977, he was in charge of training and operations at the West Virginia Operations Office in the General Services Administration’s Federal Preparedness Agency (FPA).

At the time, the principal federal plan for catastrophic disasters like nuclear war — Federal Emergency Plan D — called for each federal agency to design, develop, and build its own hardened, underground facility. In an emergency, the government would be run from the bunkers. Most agencies did not take the responsibility too seriously.

The FPA tasked Derby with evaluating the implementation of Plan D. The first thing he noticed was that agencies rarely, if ever, rehearsed their respective plans. Few had made any provisions for maintaining vital records — even the laws, regulations, and directives that agencies used in their daily work. Many agency employees didn’t even know whether they were part of the teams that were supposed to evacuate during a disaster.

These failures were the product of systemic neglect since the dawn of the nuclear age. Aside from a brief boom after the Cuban Missile Crisis, during which six federal government relocation centers were built around the nation, the United States did not treat civil defense as a part of its strategic deterrence. The federal government proved eager to spend money to upgrade weapons, not to protect the population or help them survive a nuclear attack. In the 1970s, many government agencies gave up planning post-disaster operations, assuming that the various federal organizations that had the word “preparedness” or “mobilization” in their titles were taking care of it.

The American public said in polls that they wanted a civil defense program. But they lived in peace and didn’t pay attention to its development.

They might have assumed that a big program existed somewhere out there, ready to be used in a Soviet attack. By the 1970s, the “duck and cover” years had given way to the comforting dulcet tones of détente. There was no urgency. And presidents were not insisting on any.

There was one other complication: to effectively save the country during a nuclear war, the military had to cross one of its red lines by getting involved in domestic security. After nuclear war, martial law would almost certainly have to be declared, and the military given extraordinary powers to manage resource distribution. But the government also assumed that some sort of martial law would be required before the start of the actual war. As soon as it believed a war might be imminent, the government planned to move significant parts of the population, specifically those who lived near significant strategic military targets, and policymakers knew this might require a degree of coercion, even force. The military did not like to talk about this scenario, and neither did politicians. Plans were therefore developed in secret and classified, ensuring less visibility and public accountability.

And what about members of the government themselves? In an emergency, or a changing of the Defense Condition status, the Joint Chiefs of Staff would order 60 officials to primary relocation sites. The government operated a so-called special facility atop Mount Weather in Berryville, Virginia, where a cadre of top executive branch officials would ride out a nuclear war. Other standby relocation sites were near Hagerstown, Maryland, and Martinsburg, West Virginia, at the Marine base near Quantico, Virginia (for the FBI), and Front Royal, Virginia, near a facility where the State Department was supposed to reconstitute. Still others were hidden at colleges inside or near the Beltway.

But the Army and Air Force had enough helicopters to transport only about a third as many officials as would be required — assuming that aboveground transportation was possible. (Instructions called for them to make their way there in some other unspecified fashion if the helicopters were not available.) And for any top American leaders who managed to make it to Mount Weather, their ability to communicate with federal agencies, other governments, and the American people was questionable, at best, not least because the sites were generally minimally staffed.

Many political leaders disdained suggestions that they practice for war or the very idea they would voluntarily hide themselves in secret bunkers away from the public and their families. (Dick Cheney, a congressman in the 1970s, was one such skeptic.) The assumption in the U.S. government was that the Soviets knew everything anyway. They had even bought land at the base of Mount Weather solely to monitor the comings and goings of emergency personnel. If the apocalypse was coming, warding it off was considered a fool’s errand.

TOP TEN REASONS TO DOUBT THE OFFICIAL REPORT ON THE “CHEMICAL WEAPONS ATTACK”

There are many different reasons for critiquing and criticizing the official reports of President Assad’s alleged sarin gas attacks on his citizens. The greater majority of these critiques do not have to involve the support of Assad, Putin, or an “Illuminati” conspiracy theory. By simply digging through some source material with a proper sense of critical analysis (see the Trivium Education for more details), the entire story begins to cave in on itself.

After such analysis, the official narrative of the chemical attack becomes so peculiar, inconsistent, anddevoid of any sense of political strategy that it ultimately becomes only one of two possible explanations: Either Assad has a hearty appetite for his own geo-political suicide, or these alleged sarin attacks were so psychopathic and strategically asinine, that the theory of Assad being responsible can only be seen as highly debatable at best. Additionally, when considering what is known about US foreign policy in the Middle East (i.e. NATO war profiteering), as well as some details behind specific groups affiliated with the promulgation of this story (The White Helmets, as example), the entire narrative turns from fishy to geopolitically ominous. These are the top ten reasons to doubt the official story.

THE WHITE HELMETS MASQUERADE

As can be seen in the officially released footage of Syrian victims being rescued from the alleged sarin gas attacks, The White Helmets rescue volunteers are not only incredibly careless with their protocol, but also seem to somehow be impervious to the known side effects of sarin. For quick notes of reference, not only is a mere pinhead’s worth of sarin gas needed to kill a grown man, sarin is also well-known to spread through the air, and mix well with water—which does little to explain the lack of safety masks or gloves on many of the rescue workers when rinsing the supposedly agonizing victims of their sarin contamination. Additionally, in this footage of the The White Helmets a worker can be seen lighting up and smoking a cigarette literally just a few feet behind a victim being treated for sarin contamination.

THE WHITE HELMETS FORMERLY APOLOGIZED FOR FALSIFYING RESCUE FOOTAGE

Not only are The White Helmets known to work closely on the ground with al-Qaeda, they have already been caught in a scandal for falsifying their emergency-rescue videos once before. Of course, depending on what news outlet a person goes to, they will get different stories, even at different mainstream sources, and that should be a huge red flag. The official narrative for this disturbing video showing The White Helmets workers posing for the reenactment/falsification of a rescue situation in Syria last year, is the hardly-known and even less interesting internet meme called the “Mannequin Challenge,” where a person films a scene of individuals entirely motionless in elaborate positions, like the ultimate mannequin.

Believe this lazy explanation if you like, but before doing so, note that The White Helmets apologized for deceiving people after this was exposed as a fake, as did CNN.

MANY MEMBERS OF THE CONGRESS DO NOT BUY THE OFFICIAL STORY

It would seems that in today’s political climate, most every politician is two-faced to some degree, but credit should be given where credit is due, and for any politician to stand up in defiance of the mainstream narrative is deserving of praise. Firstly, Rand went on record stating matter-a-factly thatPresident’s Trump’s missile strike on Syria was unconstitutional due to its bypass of the necessary Congressional approval. Despite the incessant urging of the Trump team that Article II of the Constitution allows for this type of attack, this ignores the specifically relevant War Powers Act that makes very clear the need for the intrinsically democratic approval of Congress. What we are seeing is just semantic side-stepping. Tulsi Gabbard has been the champion of standing up to the establishment of late, and this event is no different. She has been outspoken about her doubt in the official story. Finally, Ron Paul recently sat down with Daniel McAdams to speak very adamantly about thehypocrisy of US foreign policy in Syria, the incredulity of the official reports, the peculiarity of Assad’s alleged motives (which are practically unaccounted for in the official report), and much more.

PUTIN CLAIMS THAT THE SARIN ATTACKS WERE “FALSE FLAG” PROPAGANDA

Take it for what you will, since it is a statesman using a state-affiliated media outlet for his announcement, but even President Putin recently declared not only that official US reports of the “sarin gas attacks” were all lies, but that more of these lies and provocations would be coming from the US and NATO. Ultimately, Putin and his affiliates have taken the stance that these are falsified and classical propaganda tactics that are designed to rally the US people for more warfare in Syria.

MAINSTREAM MEDIA COMPLICITY

Simply by looking at source material such as Operation: Mockingbird, and the analysis of ominous classics like Edward Bernays’ Propaganda, there is a demonstrable and overwhelming record of media complicity with official government intelligence narratives (Robert Redford even starred in a movie about the subject, for those who have forgotten). For the supposed protection of the people, media complicity with narratives regarding concepts of “homeland security” and “intelligence sensitivity/confidentiality” are always sold as imperative, when disclosed, and are actively enforced. Considering this age-old practice of media and government working hand in hand, and on top of that, the official operation that outlines how to execute just that, and how to keep it from public view, mainstream media’s complicity in this paper-thin sarin gas narrative should be a foregone conclusion. Mainstream media’s questionable “journalism” over the course of this story is flagrant and can be seen in TruthStream Media’s brief and non-partisan video detailing the subject.

NO PROOF OF ASSAD USING CHEMICAL WEAPONS IN 2013 OR 2017

Since the initial accusations in 2013, there have been many different holes found in the claim that Assad used chemical weapons against his people. Ultimately, as illustrated concisely here by James Corbett with primary sources, the only group that has proven their supply of such chemical weapons are the rebels that Assad is combating. Furthermore, even Carla del Ponte, a former member of the UN Independent International Commission of Inquiry on Syria in 2013 admitted on record that “we [UN officials] had no indication at all that the Syrian government had used chemical weapons.” Flash forward to today, and the same conditions apply. Assad is yet again being accused of using sarin on his own people, and yet again, the entire accusation rests on “the word” of the same intelligence community that lied about Assad then, as well as about WMDs in Iraq, while the American people and the world, have seen zero evidence. The only other source claiming to be certain that Assad is guilty of the stupidest act in geopolitical history, are The White Helmets, who have already been revealed above as extremely untrustworthy to put it very nicely.

ASSAD AS CALIGULA

Not only does this most recent alleged sarin gas attack prove exceptionally poor timing on Assad’s part, but so does the first reported attack. In his interview with Ron Paul, Daniel McAdams said,

“He [Assad] would have to be the most insane leader, probably, in the history of the world—a Caligula or something.”

Perhaps not the most “insane leader” of them all, but as McAdams elaborated a bit more, he hit the proverbial nail on the head. If it seemed like Assad was making a psychopathic power-play, that would be one thing, but the man has absolutely nothing that to be gained from using an inhumane chemical on innocent people, and instantly invoking the wrath of the self-proclaimed First-World on himself. Unless Assad specifically wanted to test the boundaries of a potential war game scenario, he could not have made a more strategically hazardous move for himself. Readers must, at this point, be prepared to lump Assad in with an insanity akin to rulers like Caligula, for example, or question what other possible factors might be at play here.

TOMAHAWK MISSILES TO SYRIA

As more a point of speculation based on the facts at hand, if Assad’s motives are highly debatable, then Trump’s decision to send the tomahawk missiles to Syria becomes even more controversial than it originally was. If Assad’s role in this alleged chemical attack is actually different from the official narrative at hand, then by proxy, this makes Trump’s missile attack on Syria entirely ulterior and unknown. Even indicated by Putin and other Russian officials, this alleged attack by Assad on his people very much appears to be a sort of primer to get US citizens ready, willing, and able for more conflict in the Middle East. The launching of these missiles was the second part of this primer, perhaps, in part, a sort of attempt to gauge how the American public would respond the acts of aggression after Trump claimed during his campaign that he would let Syria figure things out for themselves, and his statements before his campaign that US involvement in Syria was a “very bad idea.”

US STILL FUNDING REBELS AGAINST ASSAD

Those who still consider NATO and western powers funding the Syrian rebels as a conspiracy theorymay as well be using primary source material as toilet paper instead of reading it, because this has been entirely documented at this point, and is an undeniable geopolitical fact. Then consider that multiple Congressman and women have stated unequivocally that “there are no moderate rebels” and that the US has been, and is currently, arming and funding the very terrorists it claims to be fighting. At this point, only the details can be argued (case in point, Sibel Edmonds and her testimonial of Gladio B – which, in any case, has every indication of authenticity). With this line of research kept in mind,Reuters recently reported that, “Homs Governor Talal Barazi… said the targeted airbase had been providing air support for army operations against Islamic State east of Palmyra, and the attack served the interests of ‘armed terrorist groups’… The U.S. strikes ‘targeted military positions in Syria and in Homs specifically’ in order to publicly ‘serve the goals of terrorism in Syria and the goals of Israel in the long run,'” Barazi added in his interview with state TV. Considering the nature and gravity of these claims, it would appear President Trump’s missile strike proved to be a capital advantage for ISIS and their offensive against Assad.

SYRIA IS IRAQI WAR 2.0

As the final point, considering all the prior material discussed, it unfortunately does not seem like an unfair comparison between Trump’s recent instigation in Syria and Bush Jr.’s clear and blatant war-profiteering in Iraq. In a sense, Trump is proving to be a sort of metaphorical concoction of Bush and Obama. While he seems to thrive on being a dunce at the center of attention like Baby Bush, Trump has also proved himself as silver-tongued as Obama, beguiling a large group of the nation’s citizens only to throw all his promises out the window as soon as he entered office. At this point, it would be surprising if America saw this “Mexican Wall.” Truthfully, it would be surprising if Trump was not continuing the profiteering of the military industrial complex, since this is the only successfully reoccurring geopolitical narrative that Americans have seen since the Industrial Revolution.

As always, it is important for citizens to inform themselves and take nothing at face value, but at this point, the only thing that seems certain about the official narrative of the alleged sarin gas attacks is that the official narrative is inconclusive—perhaps even a bit transparent.

The parade, the annual highlight of North Korea's most important holiday, came amid growing international worries that North Korea may be preparing for its sixth nuclear test or a major missile launch, such as its first flight test of an ICBM capable of reaching U.S. shores.

Experts said the parade included prototype missiles that were longer than previous versions and appeared to have improved launch capabilities.

Kim Dong-yub, a North Korea expert at Seoul's Institute for Far Eastern Studies, said the canisters and trucks suggested that the North was developing technology to "cold launch" ICBMs, ejecting them from the canisters before they ignite. This would allow North Korea to prevent its limited number of ICBM-capable launcher trucks from being damaged during launches and also make the missiles harder to detect after they're fired, he said. Cold launches would also allow the missiles to be fired from silos.

He said it's likely that North Korea is also developing solid-fuel ICBMs and that some of the rockets inside the canisters seen on Saturday might have been prototypes.

Other military hardware at the parade included tanks, multiple rocket launchers and artillery, as well as a solid-fuel missile designed to be fired from submarines.

"North Korea made sure that the world saw that they are working on ICBMs and what we saw at the military parade was a prototype ICBM that will become the real deal after the necessary tests in the future," Cheong Seong-Chang, a senior fellow at The Sejong Institute in South Korea, told NBC News.

"The prototype we saw [Saturday] is longer in the length from the ones NK has previously shown the world," he added.

It was not immediately clear how ready the missiles were. NBC security analyst Jeremy Bash said the parade included "a couple of familiar weapons and some paint jobs on old weapons."

Melissa Hanham, a senior research associate at the U.S.-based Middlebury Institute of International Studies at Monterey, California, said the appearance of ICBMs enclosed in canister launchers suggested Pyongyang was working towards a "new concept" of ICBM.

"However, North Korea has a habit of showing off new concepts in parades before they ever test or launch them," she said. "It is still early days for these missile designs."

The Pukkuksong submarine-launched ballistic missiles (SLBM) were also on parade. It was the first time North Korea had shown the missiles, which have a range of more than 600 miles.

Displaying more than one of the missiles indicates North Korea is progressing with its plan to base a missile on a submarine, which are hard to detect, said Joshua Pollack, editor of the Washington-based Nonproliferation Review.

"It suggests a commitment to this program," said Pollack. "Multiple SLBMs seems like a declaration of intent to advance the program."

The parade, an elaborate display of the state's immense power, involves tens of thousands of participants, from goose-stepping soldiers to crowds of civilians who have spent weeks perfecting their ability to wave plastic flowers in unison.
