PHILIPPINES VOTES TO LEGALIZE MEDICAL MARIJUANA IN MIDDLE OF DRUG WAR

The Philippines has voted to introduce the free and lawful use of medical marijuana, just one day after it voted to reinstate the death penalty for certain drug offenses. Last week, President Duterte said he would restart the war on drugs, a movement that has caused the death of over 7,000 people as a result of extra-judicial killings.

House Bill 180 explains who and how medical marijuana should be used. It details who will be approved to prescribe it—qualified medical cannabis physicians; who will be allowed to receive it—cannabis patients with an ID card; and who can assist in its distribution—qualified medical cannabis caregivers and qualified cannabis compassionate centers, according to the Asian Correspondent.

Rep. Seth Jalosjos proposed the bill and said that legalizing marijuana for medical use “will benefit thousands of patients suffering from serious and debilitating diseases.”

“I have high hopes under the Duterte administration that this measure would be enacted into law. Finally, there is hope for our people, especially our children, who suffer from medical conditions like epilepsy, cancer and multiple sclerosis,” Jalosjos told the PhilStar.

“Medicinal marijuana, yes, because it is really an ingredient of modern medicine now. There are drugs right now being developed or already in the market that (have) marijuana as a component.” As the mayor of Davao City, Duterte conceded cannabis might be useful medically, despite his strong opinions against its use as a recreational drug. “If you just smoke it like a cigarette, I will not allow it, ever. It remains to be a prohibited item and there’s always a threat of being arrested. If you choose to fight the law enforcement agency, you die.

Studies have shown that, in American states where medical marijuana is permitted, deaths by painkiller overdose have dropped by 25 percent, while research by the National Institute of Drug Abuse in the U.S. has found thatcannabis is not a gateway drug.

Jalosjos urged Filipinos to “open their minds” and to “shed your fear of the unknown” regarding medical marijuana, the Asian Correspondent reported.

ISRAELI PARLIAMENT APPROVES BILL TO QUIETEN MOSQUES, FUELING ARAB ANGER

Israeli lawmakers invoked Arab anger late Wednesday after approving an initial reading of a bill that will limit calls to prayer from places of worship, viewed as a targeted law against Muslim communities.

The Israeli parliament, or Knesset, voted 55 to 48 in favor of the bill, an amended version of the bill that the cabinet of Israeli Prime Minister Benjamin Netanyahuapproved in November.

It seeks to ban calls to prayer between 11pm and 7am. The bill also includes churches and synagogues, but Israeli Arabs say it predominantly targets their communities. The traditional Muslim call to prayer, made from the Muezzin, or loudspeaker, of a mosque, typically sounds before sunrise.

The bill, which still needs to pass three further readings before becoming law, will apply to communities in East Jerusalem, a territory the Palestinians have earmarked as the capital of any future state, as well as Israel proper. It will impose a 5,000 to 10,000 shekel ($1,350-2,700) fine for houses of worship that violate the ban.

The result prompted scenes of anger within the chamber of Israeli democracy, as well as regional condemnation. Jordan, Israel’s Arab neighbor, criticized the bill as a piece of “discriminatory” legislation that “violates Israel’s obligations under international human rights,” such as the right to freedom of religion.

Ahmad Tibi, an Israeli Arab lawmaker who was removed from the debate ahead of the vote during a critical speech to the parliament, told Newsweek Thursday: “This is a racist law aimed exclusively against Muslims. Behind this law is Netanyahu himself. There is no need for this proposal, it is a source of friction and anger. Muslims will play the muezzin (loudspeaker) of mosques regardless of this law.”

Other Arab lawmakers expressed their frustration at a bill they say is an attack on their religion and culture by one of the most right-wing governments in Israeli history. Ayman Odeh, the leader of the Arab Joint List, Israel’s third-largest party, ripped up a copy of the bill’s legislation during the parliamentary debate. Security threw him out of the debate ahead of the vote.

Zouheir Bahloul, lawmaker for the opposition Zionist Union faction, called the bill a declaration of “war against the country’s Arab minority.” As tensions boiled over, far-right Israeli politician Robert Ilatov of the nationalist Yisrael Beiteinu party told Joint List lawmaker Osama Saadi to “go back to Saudi Arabia!”

Netanyahu remained defiant in his support of the bill Wednesday. He said: “All Israeli citizens—Jews, Muslims and Christians alike—have a right to sleep in peace. We will move forward with the legislation, as is the practice in many nations around the world.”

The Al-Aqsa Mosque, which Muslims consider to be the third-holiest site in Islam, will not be party to the ban because of the sensitives around the site, which is controlled by a Jordanian-Palestinian-led Islamic Waqf (trust). Israel refers to the site as the Temple Mount and considers it to be the holiest site in Judaism.

Iranian commander warns US of ‘irreversible consequences’ over ‘unprofessional’ moves in Gulf

An Iranian Navy commander called US actions in the Persian Gulf “unprofessional,” adding that there could be “irreversible consequences.” He said the US vessel changed course towards Iranian warships in the Strait of Hormuz on March 4.

According to the Iranian commander, the USNS Invincible, a tracking ship accompanied by a group of British ships, was crossing the Hormuz Strait area, when it “changed direction from the international route toward the boats of the Iranian Revolutionary Guard Corps (IRGC) navy.”

“In an unprofessional move and in a maneuver accompanied by warnings, it approached our vessels at a distance of 550 meters,”Lieutenant Commander Mahdi Hashemi, in command of Zolfaqar battle flotilla, said, as cited by Tasnim news agency.

“Such provocations can have irreversible consequences,”Hashemi said, according to the Tehran Times.

Iranian President Hassan Rouhani also issued a warning on Wednesday, without mentioning any specific incident, though.

“If Iran's ignorant enemies think about invading Iran they should know that our armed forces are much stronger than 1980 when Iraq attacked,” he said in a speech broadcast live on state TV, as cited by Reuters.

On Monday, a US official told Reuters that it was the Iranian Revolutionary Guard which came too close to the tracking vessel USNS Invincible.

Pentagon spokesman Captain Jeff Davis said that dangerous interactions caused concern, as they could trigger a“miscalculation or an accidental provocation.”

“We actually had seen quite an improvement in Iran's behavior until recently,” he said.

In January, a US destroyer fired three warning shots at four Iranian fast-attack vessels near the Strait following their refusal to slow down.

Two months earlier, the Pentagon claimed that a small Iranian ship pointed a gun at a US Navy helicopter in the Strait of Hormuz, in international waters.

South Korea and the US have also started their annual Foal Eagle military exercise sending a strong warning to North Korea over its actions.

A military official said 300,000 South Korean troops and 15,000 US personnel are taking part in the operation.

Secretary of Defence James Mattis said the US “remains steadfast in its commitment” to the defence of the South, according to Pentagon spokesman Navy Capt Jeff Davis.

Capt David said: “He further emphasised that any attack on the United States or its allies will be defeated and any use of nuclear weapons will be met with a response that is effective and overwhelming.”

Washington is reportedly expected to deploy a series of strategic assets from the US as well as from military bases in Guam and Japan, reports the Daily Mail.

The USS Carl Vinson, a Nimitz-class supercarrier, will join the Foal Eagle exercise after departing from San Diego.

It will be accompanied by the guided-missile cruiser USS Lake Champlain (CG-57) and two Arleigh Burke-class guided-missile destroyers.

From the US Marine Corps in Japan, F-35B stealth fighters will be deployed to the peninsula for the first time.

"An F-35B is capable of evading anti-aircraft radar and making preemptive strikes," a military official said.

North Korea repeatedly protests that both Foal Eagle and Key Resolve are rehearsals for invasion.

Pyongyang's Korea Central News Agency reported that North Korean leader Kim Jong-un has stressed "a need for preparation for a fight".

He listed guidelines to strike South Korea and the US "mercilessly".
