Beijing says its carrier group performs ‘scientific research & weapons tests’


China has confirmed that its navy, headed by the aircraft carrier Liaoning, is conducting exercises in the South China Sea to test weapons and equipment, as well as carrying out “scientific research.”

“The Liaoning aircraft carrier group in the South China Sea is carrying out scientific research and training, in accordance with plans,” Chinese foreign ministry spokesman Geng Shuang said.

“The purpose is to test the performance of weapons and equipment,” he added without elaborating further.

On Monday, the navy announced that the aircraft carrier conducted drills in the South China Sea with its fighters and helicopters late last month. Specifically, the Chinese Navy said that Liaoning’s J-15 fighter jets conducted flight exercises in what it called "complex sea conditions".

While Beijing described the drills as a routine exercise, the secrecy behind Chinese maneuvers near the disputed waters of the South China Sea has made Beijing’s neighbors anxious.

Shortly before the New Year, Taipei said that the Liaoning alongside five warships sailed around 90 nautical miles south of Taiwan before docking at China’s Hainan base. Taiwan’s defense minister, Feng Shih-kuan, warned at the time that “the threat of our enemies is growing day by day.”

China had earlier reportedly carried out its first live-fire drills using the aircraft carrier near the Korean Peninsula. The Chinese fleet has also been spotted passing through the Japanese islands of Okinawa and Miyako, prompting Tokyo to scramble ships and a P3C patrol aircraft to escort the Chinese armada.

The Chinese naval maneuvers which began last month continue amid tensions with the US following President-elect Donald Trump’s telephone call to the Taiwanese president Tsai Ing-wen, which goes against the so called ‘One China’ policy, which asserts Taiwan to be part of mainland China.

“We keep stressing that the Taiwan question is the most important and sensitive one in China-US relations. We urge the US side to fully recognize the sensitivity of the question, stick to the one China policy...and refrain from having any official contacts and exchanges with Taiwan. This position is very clear and explicit,” Shuang said on Tuesday.

“China stays in touch with the Trump transition team. I believe his team is fully aware of our position on relevant issues,” he added.

Taipei is worried that China might send its aircraft carrier through the Taiwan Strait during President Tsai Ing-wen’s nine-day overseas state visit to the Americas, including the US.

“Any exercise the Chinese carrier conducts involving J-15 flight operations will put aircraft at close proximity with our air interception zone and pose a significant threat to Taiwanese air defenses,” Taiwan’s Ministry of National Defense official told the Taipei Times.

China is concerned that Tsai Ing-wen might use her visit to muster diplomatic support for Taiwan to be recognized as an independent state.

Netanyahu calls for pardon of Israeli soldier convicted of manslaughter


Prime Minister Benjamin Netanyahu has joined the chorus of right wing Israelis calling on the Israeli president to pardon a soldier convicted of manslaughter after shooting dead an already neutralized Palestinian attacker last March.

On Wednesday, a three-judge panel unanimously ruled that Sgt. Elor Azaria had violated the military’s open fire regulations when he shot dead Abdel Fattah Sharif, who had attacked IDF soldiers in the West Bank city of Hebron.

At the time of the fatal shooting in the head, which was captured on camera, the Palestinian assailant had already been immobilized and posed no danger to the public or the Israeli soldier, contrary to defense claims which said that Sharif posed an immediate danger.

“His motive for shooting was that he felt the terrorist deserved to die,” chief judge, Col. Maya Heller, said delivering the. Azaria now faces 20-year behind bars for manslaughter. While the defense team said they would appeal the verdict, Netanyahu urged Israeli president Reuven Rivlin to pardon the soldier.

“IDF soldiers are our sons and daughters and must remain above any controversy,” Netanyahu wrote in Hebrew on Facebook. “I support giving Sgt. Azaria a pardon.”

“This is a difficult and painful day for all of us, first and foremost for Elor and his family, for IDF soldiers, for many citizens, and for parents of our soldiers — myself included,” Netanyahu added.

Besides Netanyahu, Education Minister Naftali Bennett also condemned the judiciary’s decision, as hundreds of activists demonstrated in support of Azaria.

“Today a soldier who killed a death-deserving terrorist who tried to butcher a soldier was put in handcuffs and treated like the worst of criminals,” he wrote on Facebook.

The Israeli defense minister also disagreed with the verdict, saying that “We must keep the army outside every political argument...and keep it in the widest consensus in Israeli society.” However, as the verdict was announced, Avigdor Lieberman said the ruling should be respected.

Sharon Gal, a spokesperson for the Azaria family, accused the court of “picking up the knife [used to attack an IDF soldier] from the ground and stabbed it in the back of all the soldiers”.

The office of president Rivlin has already issued a statement saying that any amnesty plea on behalf of Sgt. Azaria would be considered in accordance with standard practices.

Palestinians and Israeli Arabs have carried out over 160 knife attacks against Israeli soldiers and civilians after a new wave of violence began in September 2015. Since then, 42 Israelis have been killed in such attacks and 602 people, including 4 Palestinians, injured, Israel's Foreign Ministry said on Monday.

Human Rights Watch (HRW) figures show that Israeli forces shot and killed more than 150 Palestinians, while Palestinians have killed 33 Israelis during the same time period.

The Palestinian news agency Ma’an has a slightly differentcasualty toll and has recorded the death of 235 Palestinians and 34 Israelis from 1 October 2015 – 30 September 2016. In addition two Americans, one Eritrean, one Sudanese, and one Jordanian were killed.

And while Israelis see the attacks as a “direct result of incitement by radical Islamist and terrorist elements, calling on Palestinian youth to murder Jews,” HRW believes the Palestinian - Israeli conflict is similarly fueled by Israel’s ‘shoot-to-kill’ policy encouraged by senior officials.

A new HRW report suggests that senior officials encourage the Israeli Defense and Police Forces to “shoot to kill” Palestinians they suspect of attacking Israelis, “even when they are no longer a threat.”

“Given the prevalence and prominence of statements encouraging security forces to shoot to kill, what we’re asking for is that Netanyahu and other senior officials issue a strong and public admonition to intentionally use lethal force only when strictly necessary,” HRW representative Ahmed Benchemsi told RT.

Four people have been arrested in Chicago in relation to a Facebook Live broadcast that appeared to show a man being assaulted while bound and gagged.

Chicago police said the victim has special needs and may have been kidnapped for up to 48 hours prior to the assault was broadcast.

The Facebook Live video appears to show the attackers cutting the victim’s scalp with a knife and using the wound as an ashtray.

“I’ve been a cop for 28 years, and I’ve seen things that you shouldn’t see in a lifetime, but it still amazes me how you still see things that you just shouldn’t.”

All four suspects are in custody and are expected to be charged in the next 24 hours, Johnson said.

During the assault, the attackers are heard shouting “f*** Donald Trump” and “f*** white people,” with one claiming “[the victim] represents Trump.”

The 30-minute video has been removed from Facebook but is still available online. At the time of the live broadcast, the video was watched by up to 16,000 people.

“We do not allow people to celebrate or glorify crimes on Facebook and have removed the original video for this reason,” a Facebook spokesperson said in a statement.

In many instances, though, when people share this type of content, they are doing so to condemn violence or raise awareness about it. In that case, the video would be allowed.”

Israelis Split Over Soldier's Conviction for 'Needless' Killing of Wounded Palestinian Assailant (ABC News)


"You should be ashamed of yourselves," Sgt. Elor Azaria’s mother screamed today as the judges walked out of a military courtroom in Tel Aviv, Israel.

But her son, a 20-year-old Israel Defense Forces (IDF) medic, sat emotionless as the judge convicted him of manslaughter in one of the most polarizing cases in Israel's history. Azaria began the day with a grin on his face that had faded after a two-and-a-half-hour explanation of the verdict.

Another family member yelled, "disgusting leftists" and stormed out. Yet another could be heard calling out, “Tomorrow there is no IDF. The IDF is over," before being booted out of the courtroom. Other relatives clapped sarcastically, chanting "our hero" as the verdict was read.

Beyond any reasonable doubt, Col. Maya Heller said today in delivering the verdict, Azaria shot Abdel Fattah al-Sharif because he believed the Palestinian "deserved to die." Al-Sharif, 21, was shot and killed execution-style in Hebron in the occupied West Bank March 24, 2016, after allegedly attempting a stabbing attack.

Chilling cellphone video filmed by Israeli human rights organization B'Tselem shows Azaria cocking his weapon that day, taking aim and fatally shooting al-Sharif in the head after the Palestinian had already been critically wounded and lain motionless on the ground for 11 minutes without medical attention.

In the video, there's little reaction from Azaria's fellow soldiers, who are seen smoking and chatting before and after the shot rang out. They look relaxed in the video and had already disarmed al-Sharif of a knife.

Heller, head of a three-judge panel, dismissed the evidence presented by the defense team point by point and at great length today. "We found there was no room to accept his arguments," she said of Azaria.

The court found him an "unreliable" and "evasive" witness. Heller called the shooting "needless" and, when rejecting the argument that Azaria acted in self-defense, she was blunt: "The terrorist did not pose a threat."

At issue was why Azaria pulled the trigger: Did he act out of the fear of danger, as the defense argued? Or did he shoot out of anger and a desire for revenge, as the prosecution concluded?

Unanimously, the military panel ruled that the evidence pointed to the latter. The three military judges -- two legal professionals and a field commander -- agreed on the conviction of manslaughter after the months-long trial, the first manslaughter conviction for an active-duty IDF soldier in 11 years.

“The judges decided that it was an unjustified shooting,” Lt. Col. Nadav Weissman, one of the military prosecutors, said. "This is not a happy day for us. We would have preferred that this didn’t happen. But the deed was done, and the offense was severe.”

He added: The verdict is “important, clear, decisive and speaks for itself.”

Sharon Gal, the Azaria family’s media adviser, said the court "didn’t give any weight to the evidence. It was like the court was detached from the fact that this was the area of an attack. I felt that the court picked up the knife from the ground and stabbed it in the back of all the soldiers.”

Manslaughter carries up to 20 years in prison in Israel, but there's little expectation that Azaria will serve that long. He will be sentenced in a few weeks but his defense team has vowed to appeal the case and some right-wing politicians are already clamoring for a presidential pardon.

Naftali Bennett, leader of the pro-settler Jewish Home Party, called for an immediate pardon. “Today a soldier who killed a terrorist who deserved to die, who tried to slaughter [another] soldier, was placed in shackles and convicted as a criminal," he said.

Interior Minister Arye Dery, head of the ultra-Orthodox Shas party, said: “The court has done its work. I respect the verdict. From here forward, the correct approach is a pardon. The conduct of the trial and the suffering that the soldier and his family have experienced justifying the granting of a pardon.”

Culture and Sports Minister Miri Regev of Prime Minister Benjamin Netanyahu's Likud Party has already sent an official pardon request to the defense minister, according to newspaper Haaretz. “That’s not how you act toward a soldier [who belongs] to all of us," she said after the verdict.

In addition to a request from the defense minister, the chief military prosecutor must also submit an official request in order to allow Israeli President Reuven Rivlin to enact a pardon.

And for his part, Defense Minister Avigdor Lieberman, who, prior to taking on that role, expressed his support for Azaria and attended an early court hearing, struck a diplomatic tone. "A tough court decision,” he said today. “We are all committed to honor the decision and to keep the calm."

Lieberman was an early supporter of the young sergeant, and he wasn't alone. Nearly every Israeli opinion poll since March has shown that most Israelis were against the trial of an IDF soldier. The trial pitted the country's military brass against right-wing politicians and, for many Israelis, Azaria became somewhat of a national hero.

Today, his supporters demonstrated, clashing with police at times, in Tel Aviv outside the court, holding up signs that read, "don't leave any soldiers behind" and "our nation is with you."

Fathi al-Sharif, the uncle of the Palestinian whom Azaria killed, told Haaretz, “The fact that the soldier is convicted of manslaughter isn’t such an important development from our standpoint. From the beginning, we stated that he had committed murder and needed to be convicted of murder. The fact that they changed the count of the indictment to manslaughter from our standpoint is a perversion of justice and of the court.”

In response, the Israeli army said that "throughout the process, the IDF [Israel Defense Forces] made sure to keep the legal procedures distinct from the operational ones. The IDF's legal system will continue to investigate the truth, independently and based on purely professional considerations in every case in which there is a suspicion of possible shortcomings or mistakes by the IDF and its soldiers."

International human rights groups cautiously praised the verdict, with Amnesty International calling it "a small glimmer of hope amid the rampant impunity for unlawful killings in the Occupied Palestinian Territories."

"It’s not just about potentially rogue soldiers, but also about senior Israeli officials who publicly tell security forces to unlawfully shoot to kill,” said Sari Bashi, Israel advocacy director at Human Rights Watch.

“Whatever the results of trials of individual soldiers, the Israeli government should issue clear directives to use force only in accordance with international law."

Obama calls Facebook Live attack ‘despicable,’ but says he’s optimistic about race relations

In a new interview, President Obama has denounced what he called the “despicable” video on Facebook Live of what appears to be an assault on a mentally challenged white teenager by four young black people in Chicago. However, he said he does not believe racial tensions are getting worse.

Speaking with Chicago’s local CBS affiliate Thursday, the president pointed to the gruesome incident as an example of how technology is helping to draw attention to racial issues that have long existed below the surface.

“In part because we see visuals of racial tensions, violence and so forth because of smartphones and the Internet,” Obama told CBS 2’s Jay Levine, in one of five televised interviews he conducted with Chicago news stations. “What we have seen as surfacing, I think, are a lot of problems that have been there a long time.”

Obama, who got his start in Chicago politics, elaborated on this argument in another interview with the local ABC News affiliate. Asked whether he thinks race relations in the United States have gotten worse in recent years, Obama again pointed to the “terrible” Facebook live video, as a result of which four young Chicagoans have been charged with hate crimes and several other criminal charges.

“Part of what technology allows us to see now is the terrible toll racism, discrimination and hate takes on families and communities,” he said. “We don’t benefit from pretending that racism doesn’t exist. … The fact that these things are surfacing means that we can solve them.”

The victim’s name has not been released, but police have identified the man as an 18-year-old from suburban Chicago who suffers from “mental health challenges” and was reported missing by his parents on Monday. His assailants reportedly shouted racially charged taunts during the assault, including “F*** Donald Trump, f*** white people!” while they held the young man captive in an apartment and physically abused him.
