Iraq Braces for New Wave of Refugees as 1.5M Threatened by Battle for Mosul

WATCH Iraqi Offensive Battle for Mosul Begins

As many as 1.5 million Iraqis are bracing for a major offensive on the city of Mosul, an operation that could force as many as 1 million people from their homes and send as many as 100,000 refugees across the border into war-ravaged Syria.

"I am extremely concerned for the safety of up to 1.5 million people living in Mosul who may be impacted by military operations to retake the city from ISIL," said Stephen O’Brien, United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator.

"Families are at extreme risk of being caught in cross-fire or targeted by snipers. Tens of thousands of Iraqi girls, boys, women and men may be under siege or held as human shields."

Some 4 million Iraqis have been displaced and more than 24,000 killed since 2014, when theIslamic State, sometimes known as ISIL, tore through the country, capturing numerous key population centers, including Mosul, the country's second-largest city. This amounts to one out of every ten Iraqis who have been forced to flee their homes in a fresh convulsion of violence as the U.S. marks five years since the end of its combat operations in the country.

Aid groups have been rushing to prepare for what could be the largest and most complex humanitarian operation in a year that has already seen several major disasters, the UN said on Sunday. As many as 200,000 could flee during the first weeks of fighting and as many as 700,000 could require emergency shelter.

Iraqi security keep watch as civilians arrive on July 27, 2016, at a camp for displaced people in the district of Hajaj after fleeing the towns of al-Shirqat and Qayyarah, south of the city of Mosul.

“We are mobilizing significant resources to set up camps to accommodate displaced people in safety, and to provide relief items to families who may be on the move. There is uncertainty around the military situation," said Filippo Grandi, the UN High Commissioner for Refugees, as he began a four-day tour of the country on Saturday.

The rise of ISIL in Iraq has set off a humanitarian catastrophe in a country still struggling to rebuild after the U.S.-led invasion in 2003 that led to more than eight years of war and ongoing sectarian conflict.

The number of people who need some form of humanitarian assistance has doubled since last year and now exceeds 10 million, nearly a third of Iraq's population, the UN says. Of that total, over 8.5 million require access to essential healthcare, 6.6 million people need critical services such as water and sanitation, and at least 2.4 million are in need of food.

In this Saturday, Oct. 15, 2016 file photo, Iraq's elite counterterrorism forces gather ahead of an operation to re-take the Islamic State-held City of Mosul, outside Irbil, Iraq.

A combined force numbering 30,000 Iraqi and Kurdish forces began encircling Mosul on Monday, after months of planning and preparation. Lt. Gen. Stephen Townsend, commander of Combined Joint Task Force Operation Inherent Resolve, said the operation to take Mosul from ISIL could take weeks, or possibly longer.

The general cautioned that it "may prove to be a long and tough battle." The U.S. is assisting the offensive with air support, artillery, intelligence, advisors and forward air controllers, Gen. Townsend said.

Why Is Obama Threatening Russia With World War 3 Right Before The Election?

By Michael Snyder, on October 16th, 2016

nuclear-war-public-domain
It sure seems like an odd time to be provoking a war with Russia. As I write this, we stand just a little bit more than three weeks away from one of the most pivotal elections in U.S. history, and Barack Obama has chosen this moment to strongly threaten the Russians. As I wrote about on Friday, Reuters is reporting that Obama is contemplating “direct U.S. military action” against Syrian military targets, and the Russians have already indicated that any assault on Syrian forces would be considered an attack on themselves. The rapidly deteriorating crisis in Syria has already caused tensions with Russia to rise to the highest level since the end of the Cold War, but now Obama is adding fuel to the fire by publicly considering “an unprecedented cyber covert action against Russia”. Apparently Obama believes that Russian hackers are interfering in the election and so he wants payback. The following comes from an NBC News article entitled “CIA Prepping for Possible Cyber Strike Against Russia“…

The Obama administration is contemplating an unprecedented cyber covert action against Russia in retaliation for alleged Russian interference in the American presidential election, U.S. intelligence officials told NBC News.

Current and former officials with direct knowledge of the situation say the CIA has been asked to deliver options to the White House for a wide-ranging “clandestine” cyber operation designed to harass and “embarrass” the Kremlin leadership.

The sources did not elaborate on the exact measures the CIA was considering, but said the agency had already begun opening cyber doors, selecting targets and making other preparations for an operation.

Somebody should tell Obama that he is not playing a video game. A cyber attack is considered to be an act of war, and the Russians would inevitably retaliate. And considering how exceedingly vulnerable our cyber infrastructure is, I don’t know if that is something that we want to invite.

At the end of last week, Vice President Joe Biden also publicly threatened the Russians

On Friday, Vice President Joe Biden met “Meet the Press” host Chuck Todd for an interview that has raised serious concern in Russia.

Without bothering to question the authenticity of the claims, Todd took the allegations of Russian hacking at face value, opening his interview with a loaded question: “Why haven’t we sent a message yet to Putin?”

After a moment of stunned silence, Biden responded, “We’re sending a message. We have the capacity to do it and it will be at the time of our choosing, and under the circumstances that will have the greatest impact.”

When Todd asked if the public will know a message was sent, Biden replied, “Hope not.”

The Russians firmly deny that they had any involvement in the hacking, and so far the Obama administration has not publicly produced any firm evidence that the Russians were behind it.

Perhaps the Obama administration privately has some evidence, but at this point they have not shown that evidence to the American public.

So for Joe Biden to be making these sorts of threats is a very dangerous thing. The Russians are taking these threats very seriously, and they are preparing to protect their interests

‘The threats directed against Moscow and our state’s leadership are unprecedented because they are voiced at the level of the US vice president.

‘To the backdrop of this aggressive, unpredictable line, we must take measures to protect (our) interests, to hedge risks,’ a Kremlin spokesman said, according to RIA Novosti news agency.

Here in the United States, most people don’t even realize that we could be on the verge of a major conflict with Russia.

But over in Russia things are completely different. Talk of war is everywhere, and the potential for war is the number one topic in the Russian media right now. Just check out some of the recent Russian media headlines about the conflict between our two nations…

-“Bad News for Washington: Syrian Conflict Revealing New World Order

-“US anti-Russia rhetoric goes nuclear with threats of covert cyber-attacks

-“Who can win World War Three if it can be won at all?

-“In Contrast to Clinton, Trump Has No Appetite for War With Russia

And one Russian television network recently instructed their viewers to locate the nearest bomb shelter in case a nuclear war between the United States and Russia suddenly erupts…

A terrifying Russian television broadcast explicitly told civilians to find out where their nearest bomb shelter is and repeatedly asked viewers if they were ready for nuclear war.

One apocalyptic broadcast told viewers on Moscow’s state-owned TV channel NTV: “If it should one day happen, every one of you should know where the nearest bomb shelter is. It’s best to find out now.”

I don’t believe that the Russians are crazy to be thinking that a war might be coming.

To me, it almost seems as though Obama wants one.

Could it be possible that a conflict with Russia will be used to alter, change or influence the upcoming election in November?

The truth is that it isn’t going to take much for the shooting to begin. If Obama orders airstrikes against Syrian forces, the Russians have said that they will shoot back

Ash Carter has threatened Russia with “consequences”. After blowing up the ceasefire, the Pentagon – supported by the Joint Chiefs of Staff — now is peddling “potential strikes” on Syria’s air force to “punish the regime” for what the Pentagon actually did; blow up the ceasefire. One can’t make this stuff up.

Major-General Igor Konashenkov, Russia’s Defense Ministry spokesman, sent a swift message to “our colleagues in Washington”; think twice if you believe you can get away with launching a “shadow” hot war against Russia. Russia will target any stealth/unidentified aircraft attacking Syrian government targets – and they will be shot down.

The only serious question then is whether an out of control Pentagon will force the Russian Air Force – false flag and otherwise — to knock out US Air Force fighter jets, and whether Moscow has the fire power to take out each and every one of them.

I discussed the potential for war with Russia in my latest video. Hopefully cooler heads will prevail and war with Russia will be put off…

But without a doubt the crisis in Syria is not going to be resolved any time soon because it is one giant mess. Most people don’t realize that the Syrian civil war has essentially been a proxy war between Sunni Islam and Shia Islam from the very beginning. Jihadist rebels that are being armed and funded by Saudi Arabia and Turkey are fighting Hezbollah troops that are being armed and funded by Iran. And now Turkish forces have invaded northern Syria, and this threatens to cause a full-blown war to erupt between Turkey and the Syrian Kurds. Of course ISIS is right in the middle of everything causing havoc, blowing stuff up and beheading anyone that doesn’t believe in their radical version of Sunni Islam.

It is absolutely insane that the United States and Russia could potentially go to war because of this conflict. Both sides are determined to show the other how tough they are, and one false move could set off a spiral of events from which they may be no recovery.

The American people very foolishly elected Barack Obama twice, but up until now the consequences have not been quite as dire as many had been projecting.

However, right here at the end of his second term Obama is facing a moment of truth. If he ends up dragging us into a war with Russia, the American people will ultimately bitterly regret putting him into the White House.

Putin on Biden cyberthreat: First time US admits such thing on highest level

Edited time: 17 Oct, 2016 13:50

Commenting on US Vice President Joe Biden’s statement on the possibility of cyberattacks against Russia, Vladimir Putin said it’s the first time that Washington has admitted involvement in such actions.

Putin noted that US threats of hack attacks do not correspond to the norms of international relations.

"The only novelty is that for the first time, on the highest level, the United States has admitted involvement in these activities, and to some extent threatened [us] – which of course does not meet the standards of international communication,” the Russian leader said.

“Apparently, they are nervous,” he added.

US Vice President Joe Biden said on Friday that Washington is ready to respond to hack attacks it claims were conducted by Russia and designed to interfere with the upcoming US election. “We are sending a message [to Putin],” Biden told NBC. “He’ll know it. It will be at the time of our choosing, and under the circumstances that will have the greatest impact,” the US vice president said.

Biden’s threats coincided with reports that the CIA is planning a “clandestine” cyberattack on Russia, in retaliation for its alleged efforts to influence the US election against Hillary Clinton.

One can expect just about anything from our American friends. After all, what did he (Biden) say that we didn’t already know? Didn’t we know that US authorities are spying and eavesdropping on everyone?”

These activities are “well known to everyone, it’s no secret,” Putin added.

In portraying Russia as an enemy, the United States wants to divert attention from its own domestic problems. “There are many problems [in the US], and in these circumstances, many choose to resort to the tried and tested system of diverting voters’ attention from their own problems. That’s what we are currently witnessing, I think.”

One can distract attention from domestic problems by creating an enemy, in order “to unite the nation in the fight against this enemy.”

Portraying Iran and the Iranian nuclear threat as an enemy didn’t work. [Portraying] Russia [as an enemy] seems more interesting. In my opinion, this particular card is now being actively played,” Putin said.

Too bad that based on the current [US] internal political problems, Russia-US relations are being sacrificed. This actually destroys international relations in general,” Putin noted.

Russia does not want confrontation with the US, but it is up to our partners to decide, he said.

We do not know what will happen after the US elections, but welcome everyone who wants to work with us,” he said.

Speaking about the US election campaign, Putin noted that it is “harmful and counterproductive” to “sacrifice US-Russian relations in the course of internal political events in America.” This has all happened before, Putin noted.

“Analyze all previous election campaigns [in the US] – it all repeats over and over again, like I’ve said. And then we have people whispering to us, ‘Oh, wait, wait, it’ll be over soon, things will go back to normal,’” Putin said.

It’s not even funny anymore. But if someone wants a confrontation – this is not our choice, and it means that there will be some problems. We don’t want that. We would like, on the contrary, to seek common ground and work together to solve global problems faced by both Russia and the United States, along with the whole world,” Putin concluded.

Russia is not going to influence the election campaign in the United States, because it does not know what will happen after the elections.

“I hope that after the election period in the US, there will be a chance to restore relations between Moscow and Washington,” Putin said.

US-Russia relations didn’t deteriorate because of Syria, Putin said.

You think our relations with the United States changed because of Syria? No, not because of Syria, but because of attempts of one side to impose its decisions on the whole world.”

Moscow is permanently in touch with the Obama administration, though all contacts continue in all directions, he added.

Officials say at least 11 had died in the flooding with some 27,000 homes under water in the region.

The death toll was seven in Quang Binh province. Conditions are however improving. Now safety troops can reach areas which were isolated by flooding.

Though rainfall is expected to ease, officials warned the region could be hammered again if typhoon Sarika in the South China Sea reaches Vietnam.

The 2016 Asian monsoon is one of the strongest in many years, and has been intensified by the El Niño natural phenomenon which sees Pacific water temperatures rise and leads to droughts and severe weather worldwide.
