DARPA Receives Funding For Next Phase To Weaponize Space

APRIL 17, 2016

By Nicholas West

While it is quite clear that there is an ongoing military arms race on Earth, the militarization/weaponization of outer space remains contentious.

Superficially, it would appear that East and West are in conflict about how to proceed with space-based weaponry. The Moscow Times has noted that Russia, China and Syria remain vehemently opposed, while the U.S. and Israel, most prominently, have urged the United Nations not to issue a ban on the weaponization of space.

Given the current web of satellite-based surveillance, however, one would be correct in assuming that we are already at least half-way there. The debate currently settles around the conflicting definitions of what militarization means versus weaponization. It can be defined thusly:

Militarization of outer space: Space has been militarized since the earliest communication satellites were launched. Today, militaries all over the world rely on satellites for command and control, communication, monitoring, early warning, and navigation with the Global Positioning System. Therefore, “peaceful uses” of outer space include military uses, even those which are not at all peaceful—such as using satellites to direct bombing raids or to orchestrate a “prompt global strike” capability, which is “the ability to control any situation or defeat any adversary across the range of military operations.”

Weaponization of outer space: Space weaponization is generally understood to refer to the placement in orbit of space-based devices that have a destructive capacity. Many experts argue that ground-based systems designed or used to attack space-based assets also constitute space weapons, though are not technically part of the “weaponization of outer space” since they are not placed in orbit. Some also argue that weapons that travel through space in order to reach their targets, such as hypersonic technology vehicles, also contribute to the weaponization of space. Many elements of the US ballistic “missile defense” system currently being developed or planned could constitute space weapons as well, as many possess “dual-use” characteristics, allowing them to destroy space assets as well as ballistic missiles.

So it appears that what we are really witnessing is a more overt discussion of rolling out new systems that could encourage a race toward the total domination of space by a nation’s military. In this light, some of the new announcements coming from the U.S. indicate that it’s indeed full-steam ahead to at least be ready if and when the approval arrives for next generation space weapons deployment – whether by treaty or in response to a “national security threat.”

DARPA is slowly revealing the development of its unmanned Experimental Spaceplane program called XS-1 (read: excess? – Ed.), which can be viewed in the video below. DARPA just announced that it has received funding from the Obama Administration to commence the next phase of its mission to develop what is essentially a lower-cost satellite launching system. One of the stated aims is to decentralize the way satellites currently function by enabling a daily deployment mechanism that will offer flexibility while reducing the ability for enemies to target communications.

It doesn’t take much imagination after watching this video to see that not only satellites could be launched from such a vehicle. In this vein, Phase 1 funding included studies commissioned by leading defense contractors Boeing and Northrop Grumman. It is for this reason that we might want to evaluate what is meant when more pedestrian descriptions of the program include nebulous language such as “other applications” and “superfast point-to-point transportation around the world” as well as “commercial applications.” Directly on DARPA’s website we find a better indicator of the breadth of planning.

In an era of declining budgets and proliferating foreign threats to U.S. air and space assets, routine, affordable and responsive access to space is essential to enabling new military space capabilities and rapid reconstitution of space systems during crisis.

….

The XS-1 program aims to mature and transition key technologies, systems and operational processes to the military and commercial sectors supporting both next-generation launch and global-reach aircraft. Missions performed by such aircraft could include responsive launch, hypersonic flight test, and global-reach intelligence, surveillance, and reconnaissance (ISR).

At this point it is worth remembering that any time different agencies of the U.S. government align to propagandize the public about a given mission, it’s a red flag for what already might exist, but still needs the proper marketing strategy to seal the deal.

Jake Anderson, writing for Anti-Media, recently detailed NASA’s campaign to get the public intensely interested in space exploration once again through its “Visions of the Future” messaging as well as notable Hollywood tie-ins such as The Martian. Anderson cites a series of posters that certainly seem to possess the requisite propagandistic feel. However, he convincingly argues that given what we know about dual-use programs of the U.S. military, the public is most likely being sold far more than the promise of reaching new frontiers in purely benign exploration:

There is certainly no denying that while these posters have an altruistic goal of getting a new generation interested in space travel, they are also greasing the wheels for new NASA budget proposals and the new age of the space-industrial complex. The agency, which many mistakenly believe has been on essential furlough since the moon landings, has actually been prolific in recent years, with unmanned missions to Jupiter, Pluto, and Mars.

….

The release of both the “Visions of the Future” series and The Martian coincided with NASA’s request of $19 billion to fund a manned mission to Mars. The request comes at a time when NASA is increasingly partnering with private companies to bolster the United States space apparatus. Earlier this year, the agency issued massive contracts to three companies — SpaceX, Orbital ATK, and Sierra Nevada Corporation — that will complete six cargo resupply missions for International Space Station (ISS) by 2024.

Anderson goes on to highlight that some of the companies listed above have much less do with legitimate space exploration and everything to do with the Military-Industrial Complex:

Orbital ATK is an American aerospace manufacturer and defense industry company that produces tactical missiles, defense electronics, and medium and large-caliber ammunition.

Sierra Nevada Corporation is an electronic systems provider and systems integrator specializing in microsatellites, telemedicine, and commercial orbital transportation services. In addition to the NASA contract, the United States Army contracted them to manufacture Mobile Tower Systems (MOTS) and help fund Gorgon Stare, a remotely controlled, aircraft-based Wide-Area Persistent Surveillance (WAPS) system. Since 2006, the United States military has awarded the company 65 contracts, totaling nearly $3 trillion.

Whether or not space-based systems are more advanced than what is being revealed, it is always worth paying attention to what is being rolled out to the public, as well as how it is being rolled out. Combining this knowledge with unfolding geopolitical events we can better synthesize the true direction in which we are headed.

Seattle, Olympia To Be Sprayed With Bacteria Used For GMO Genetics (Bt): To Treat Moths

APRIL 17, 2016

By Cassius Kamarampi

April 16 is the beginning of a pesticide-bacteria spraying program in western Washington, authorized by the Washington State Department of Agriculture. The stated purpose is to kill Asian and European gypsy moths.

Here is a map of the areas being sprayed.

Approved by authorities and opposed by many people, they decided to spray a bacteria with pesticide properties called Bacillus thuringiensis (Bt), the bacteria from which a gene comes that is used in GM crops to kill insects.

According to KOMO:

An area in Vancouver will also be sprayed Saturday, then the states moves onto Kent, Lacey, Gig Harbor, Nisqually and Seattle’s Capitol Hill. This year the WSDA will use a red and white fixed wing plane to drop the pesticide 250 feet above ground level.

Asian and European gypsy Moths have been detected this year in Washington. The invasive insects have ferocious appetites for maple and oak and foliage from trees and plants. The Washington State Department of Agriculture says the damage caused by the moths would have serious economic and environmental implications.

Does anybody have a problem with this? Given the shady history of the US government testing harmful bacteria on civilians, such as San Francisco or New York City in 1966 Navy Operation Sea Spray, citizens would be wise to test the state and somehow observe for themselves what is happening here.

Sure it could be relatively innocuous, but it’s necessary for the people to be a check and balance to the state: to this bureaucracy of the Department of Agriculture (known for cracking down on seed banks and supporting agrichemical giants).

Maybe someone could run an independent chemical test on this bacterial spray, or put it under a microscope. Any mechanism of holding the state accountable while they encroach further and further upon our lives would be worthy of trying at this point.

'Clear and present threat' of chemical attacks in Europe

Russia calls for tougher measures against rebel groups in Syria, warning future terror attacks in Europe could involve chemical weapons.

Russia on Wednesday pushed for measures at the United Nations to monitor extremist groups fighting in Syria, warning of a "clear and present threat" that they could stage chemical attacks, possibly in Europe.

Russia and China presented a draft Security Council resolution that calls on all countries, in particular those neighboring Syria such as Turkey and Iraq, to report any move by armed groups to acquire or produce chemical weapons.

Ambassador Vitaly Churkin said the measure would address the threat of chemical terrorism.

"I have not heard anybody claim that they are concerned that the Syrian government may use chemical weapons in a subway in a European city – all those things are happening with the terrorists," Churkin told reporters.

"We know that they there is a strong concern, with reports that thousands of them have moved to Europe."

"Could some of them have brought with them components of chemical weapons? Could some of them have brought to a European city or European country their knowledge of how to build chemical weapons?"

"Obviously, this is a clear and present threat."

The draft resolution was presented during a closed-door council meeting to discuss progress in a UN-mandated investigation to determine who is behind chemical attacks in Syria.

The joint investigative mechanism (JIM) was set up last year after evidence surfaced of chlorine gas attacks on three Syrian villages in 2014 that left 13 dead.

A strong Syrian ally, Russia reluctantly backed a resolution setting up the JIM after rejecting western claims that the Damascus regime was behind the chlorine gas attacks.

President Bashar al-Assad's regime and rebel groups have accused each other of using chemical weapons in the five-year war that has killed more than 270,000 people.

Churkin said the draft resolution would address a "loophole" in efforts to prevent chemical weapons use by asking for reports from member-states and also requesting that the JIM monitor the armed groups.

"We do not do any work on the possibility of terrorists actually preparing to build chemical weapons," he said.

Western diplomats dismissed the measure as an attempt to dilute the mandate of the JIM, which is working to draw up a list of perpetrators of chemical attacks.

The draft resolution was also seen as targeting Turkey, which Russia has repeatedly accused of helping jihadists fighting Assad's forces.

A first report by the JIM in February zeroed in on five possible cases of serious chemical weapons use including an attack in Marea on August 21, 2015, that pointed to the likely use of mustard gas by Islamic State militants.

North Korea's fifth nuclear test seen imminent, increased movements at site: Yonhap

April 17, 2016

SEOUL (Reuters) - North Korea is likely to conduct its fifth nuclear test in the near future, possibly before its party congress in early May, a media report said on Sunday, citing South Korean government sources based on their reading of activity around the test site.

The news of signs indicating the North is readying a nuclear test comes as Pyongyang is gearing up for a ruling Workers Party congress in early May, where leader Kim Jong Un is likely to boast about his achievements in building a weapons program.

The likelihood of North Korea conducting a fifth nuclear test, possibly within weeks, has increased because of a failed missile launch on Friday that was an embarrassing setback for leader Kim, South Korean officials and international experts said.

"Compared to last month, the frequency of vehicle, workforce and equipment movements increased two-to-threefold recently," Yonhap News Agency said, quoting multiple government sources.

The possible test, if it happens, follows a fourth nuclear test in January and a long-range rocket launch in February, which led to new U.N. sanctions that have failed to halt Pyongyang's weapons programs.

South Korea's military has said Pyongyang is technically ready for an additional nuclear test, depending on its leadership's political decision.

The South Korean defense ministry said it could not confirm the report but reiterated that North Korea can conduct its new nuclear test at anytime.

Sanders addresses the Vatican on how income inequality is killing the planet

Presidential candidate Bernie Sanders visited the Vatican on Friday to address a conference on social, economic, and environmental justice. Pope Francis, who is currently in Greece addressing the Syrian refugee crisis, was not in attendance, but Sanders praised the pontiff’s commitment to social justice and made several pointed remarks on the rising inequality between the world’s rich and everyone else — and how that wealth inequality affects the planet.

An excerpt from his speech:

The widening gaps between the rich and poor, the desperation of the marginalized, the power of corporations over politics, is not a phenomenon of the United States alone. The excesses of the unregulated global economy have caused even more damage in the developing countries. They suffer not only from the boom-bust cycles on Wall Street, but from a world economy that puts profits over pollution, oil companies over climate safety, and arms trade over peace. […]

Our youth are no longer satisfied with corrupt and broken politics and an economy of stark inequality and injustice. They are not satisfied with the destruction of our environment by a fossil fuel industry whose greed has put short term profits ahead of climate change and the future of our planet. They want to live in harmony with nature, not destroy it.

Sanders’ comments mirrored much of what he has been saying on the campaign trail, but some in the church doubt the Senator’s appearance at the Vatican will have much of an impact on Catholic voters. “I don’t think that Bernie Sanders going to the Vatican is going to help Bernie with Catholics any more than Ted Cruz going to a matzo factory is going to help him with the Jewish vote,” Matt Malone, editor of Jesuit magazine America, told the Associated Press, pointing out that conferences such as this are exceedingly common, and the Pope rarely attends.

You can read the full text of Sanders’ speech here.
