Turkey forcibly returned thousands of Syrian refugees to war zone – Amnesty

Edited time: 1 Apr, 2016 15:12

Turkey has forcibly returned thousands of Syrian refugees to their war-torn country since mid-January, according to Amnesty International. The organization says the move exposes “fatal flaws” in the newly signed agreement between Ankara and the EU.

Around 100 Syrians are expelled from Turkey each day, according to research conducted by Amnesty. Many of the Syrians are not registered in Turkey.

The news comes just two weeks after Turkey and the European Union agreed a deal aimed at stemming the flow of migrants and refugees into the EU. According to the deal, Turkey will take back all asylum seekers crossing into Greece, including those from Syria, in return for the EU taking in thousands of Syrian refugees directly from Turkey.

However, advocacy groups are now concerned that the deal – which goes into effect April 4 – threatens the rights of asylum seekers, and question whether Turkey is a safe country for them.

"Far from pressuring Turkey to improve the protection it offers Syrian refugees, the EU is in fact incentivizing the opposite,"said John Dalhuisen, Amnesty International's director for Europe and Central Asia, as quoted by AP.

"Having witnessed the creation of Fortress Europe, we are now seeing the copycat construction of Fortress Turkey,” he added.

Andrew Gardner from Amnesty International told RT that the situation for many refugees in Turkey is “really miserable.”

“It's been clear for a long time that Turkey isn't safe as a place to send back refugees and asylum seekers, but if anyone was in two minds as to whether this deal was a good thing, this is surely concrete evidence now that there needs to be second thought and there needs to be much greater scrutiny of the details of how this plan will work out before its implemented,” he said.

“So we're certainly calling on the EU authorities to halt the implementation of this deal and ensure that there are no refugees or asylum seekers sent back to Turkey at all...” Gardner continued.

In earlier stages of the conflict, Syrians who held passports were able to cross at regular border gates, and those who entered illegally could register with the authorities. The rules have since been tightened, and now only those in need of urgent medical care are allowed to enter. There are an estimated 200,000 displaced Syrians within 20km (12.4 miles) of the Turkish border.

The tightened border restrictions and new visa requirements for Syrians have prompted many to solicit people smugglers, who charge an average of US$1,000 per crossing, according to Amnesty.

The organization has also alleged that Turkish authorities have scaled back the registration of Syrian refugees in the southern provinces, which makes it impossible for them to access basic services.

Meanwhile, the UN High Commissioner for Refugees (UNHCR) has called for safeguards to be in place before refugees are returned to Turkey from Greece, warning that conditions in Greece are deteriorating.

"This is in light of continued serious gaps in both countries," spokeswoman Melissa Fleming told a Geneva news briefing on Friday.

"The risk of panic and injury in these sites and others is real," she said, urging greater EU support to boost Greece's asylum system.

The statement comes just one day after three people were stabbed on the island of Samos during a riot. Meanwhile, conditions in Piraeus and Idomeni – where over 11,000 people have been stranded since Balkan countries shut down their borders in February – are worsening.

Europe continues to face the most severe refugee crisis since World War II, with over a million migrants arriving to the continent last year. Most of the refugees are from Syria, where 250,000 people have been killed and more than 12 million displaced since the country's civil war began in 2011, according to UN figures.

Russia, US agree to dethrone Assad, send him into exile

Reports indicate the US and Russia have secret agreement to ease Assad from power and send him into exile.

Embattled Syrian dictator Bashar Assad’s key ally, Russian President Vladimir Putin, may be preparing to turn his back on the Syrian president.

According to the Al-Hayat pan-Arab newspaper in London, Russia has agreed to a long-standing demand of Syrian opposition forces that Assad be removed from power.

The report comes as negotiators representing Syrian rebels refused to consider even a transitional role for Assad in a proposed unity government.

Asaad al-Zoabi, one of the negotiators, insisted that "Assad should not remain for even one hour after the formation" of a transitional government.

The Al-Hayat report cites a diplomat in the UN Security Council who leaked the basic outline of the agreement.

While the US and Russia have agreed on the principle that Assad should be removed from power and sent into exile outside of Syria, no specifics regarding the implementation of the plan have been determined.

Earlier this month, Russia abruptly announced it would withdraw its military forces from Syria, much to the surprise of international observers.

On March 17th a senior Russian general told to Pravda newspaper that the pullout would be completed within days.

US Pulls Military Dependents Out of Turkey

State Department advises no US travel to Turkey...off limits

lido_1268
Editor’s note: With Obama banning Erdogan from the White House, this move is to remove American military families from Erdogan’s grasp. What is really at risk is NATOs nuclear arsenal in Turkey which is in real danger of falling into the hands of the Islamic radicals now controlling the Turkish government.
____________

WASHINGTON, D.C. – The Pentagon has ordered dependents of US military personnel in Turkey to leave the country, as Washington issued a new travel advisory for Americans traveling there. The Department of Defense said its evacuation decision was in response to security threats, following deadly bombings in Turkey in which victims also included Americans.

The Department of Defense said that families of US military personnel at the Incirlik air base and several locations, including the provinces of Izmir, Adana and Mugla, are being returned home to the United States.

The move comes out of an “abundance of caution” to security concerns in the region, and not in response to a specific threat, Pentagon Spokesman Peter Cook said.

“This decision allows for the deliberate, safe return of family members from these areas due to continued security concerns in the region,” he said.

Most families — 670 of the 770 Defense Department dependents in Turkey — will be affected by the decision,” Cook said, adding that the evacuations will “move quickly.” US military personnel in Ankara and Istanbul will not be evacuated.

Two Americans were among five people killed in a March 19 suicide bombing in Istanbul, which also wounded 36 others.

Turkey has been rocked by several attacks in the past eight months, including a double bombing at a peace rally in Ankara in October that killed 103 people. The attacks have been claimed by the Islamic State (ISIS) group or Turkey’s outlawed Kurdistan Workers’ Party (PKK).

The US State Department has issued an updated travel advisory for Turkey.

It warns US citizens about the increased threats from terrorist groups and advises Americans to avoid travel to Turkey’s Kurdish southeast, particularly near the border with Syria.

“Foreign and US tourists have been explicitly targeted by international and indigenous terrorist organizations,” the warning reads.

Israel also has called on citizens not to travel to Turkey, advising those already there to leave immediately. Victims of the attacks in Istanbul also included dual-citizenship Israelis.

Assad says Erdogan’s army fighting in Syria

Syria's President Bashar al-Assad © SANA
The army of Turkish President Recep Tayyip Erdogan is currently fighting in Syria, but the country is ready to respond to the aggression, Syrian President Bashar Assad said in an exclusive interview with Sputnik.

Turkey, as well as Saudi Arabia, have “crossed all possible red lines, possibly from the first weeks of the Syrian war,” Assad said. “Today, the war against Erdogan and against Saudi Arabia is a war against terrorists. The Turkish army, which is not even Turkish, is Erdogan’s army that is fighting today in Syria,” he added.

Everything that Ankara and Riyadh “have done from the very beginning can be considered aggression. Aggression in a political sense or in a military sense – providing terrorists with arms – or direct aggression with the use of artillery, and other military violations,” he stressed.

Erdogan is directly supporting the terrorists as“he allows them to move into Turkish territory, to carry out maneuvers with tanks,” the Syrian president said.

“This concerns not only individuals, he finances them [terrorists] through Saudi Arabia and Qatar, and through Turkey itself, of course,”he said.

According to Assad, his Turkish counterpart “trades oil that has been stolen by IS (Islamic State, Daesh), at the same time carrying out artillery attacks against the Syrian army – when it moves close – in order to help the terrorists.”

According to the President, countermeasures to Turkey’s aggressive actions must first of all take place within Syrian territory. Successful strikes against terrorists in the country will lead to the failure of policies pursued by Turkey’s president, Recep Tayyip Erdogan, he added.

“They are terrorists and when we attack these terrorists in Syria, this leads to Erdogan’s direct defeat,” Assad said.

However, Assad stressed that there was no dispute between the peoples of Syria and Turkey. The relations between the two countries will be “good” if Erdogan stops interfering in Syrian affairs, he explained.

During the interview, Assad also expressed readiness to call an early presidential election in Syria if the people desire one.

“This depends on the Syrian people’s stance, on whether there is a popular will to hold early presidential elections. If there is such a will, this is not a problem for me. It is natural to respond to the will of the people and not to that of certain opposition forces,” he said. “The president cannot work without the people’s support,” the Syrian leader added.

If the election takes place, every Syrian citizen, including those who left because of war, should be able to take part in the voting, he said.

“This issue concerns every Syrian citizen because every citizen votes for the president,” Assad stressed.

Assad also recalled his surprise visit to Moscow last autumn, which came less than two weeks after Russia began its bombing campaign against the terrorists in Syria on September 30, 2015.

“That visit was made under special circumstances,” he said, adding that no documents were signed during his meeting with Russian President Vladimir Putin.

The talks in the Russian capital mainly revolved around two issues:“Firstly, the military operation, which had begun at the time, and as a consequence, the need to strike a blow at terrorism. Secondly, we focused on how we could use the military operation to support the political process,” the Syrian president told Sputnik.

Hungary says 900 'no-go areas' in Europe

AFP

Budapest (AFP) - Europe has more than 900 "no-go areas" with large immigrant populations, Hungary's government claims on a hard-hitting new website aimed at drumming up opposition to an EU scheme to share out migrants around the bloc.

In these areas "with a high number of immigrants", for example in Paris, London, Stockholm or Berlin, the authorities have "little or no control" and "norms of the host society barely prevail," the site says.

Asked for the source of the information, government spokesman Zoltan Kovacs told AFP on Friday it came from "data publicly available on the Internet," without giving further details.

The website, launched this week ahead of referendum in Hungary in the second half of the year on the EU quota plan, also features a ticking clock representing a migrant entering Europe every 12 seconds.

"The mandatory European quotas increase the terrorist risk in Europe and imperils our culture," the website says.

"Illegal migrants cross the borders unchecked, so we do not know who they are and what their intentions are. We do not know how many of them are disguised as terrorists," it adds.

Prime Minister Viktor Orban's government voted against an EU plan in September to distribute 160,000 asylum-seekers among member states via quotas, and in December joined Slovakia in filing a legal complaint.

So far, only 1,100 have been relocated, with Hungary not taking a single one. If Hungarian voters reject the quotas in the referendum, as surveys suggest, this would be another blow for the troubled scheme.

Orban, whose hard line in the EU's migrant crisis saw him seal Hungary's southern borders, announced the referendum in February, saying Brussels has no right to "redraw Europe's cultural and religious identity."

The referendum question will ask: "Do you want the EU to prescribe the mandatory relocation of non-Hungarian citizens to Hungary without the approval of the Hungarian parliament?"
