A man claiming to be Bryce Williams called ABC News over the last few weeks, saying he wanted to pitch a story and wanted to fax information. He never told ABC News what the story was.

This morning, a fax was in the machine (time stamped 8:26 a.m.) almost two hours after the shooting. A little after 10 a.m., he called again, and introduced himself as Bryce, but also said his legal name was Vester Lee Flanagan, and that he shot two people this morning. While on the phone, he said authorities are “after me,” and “all over the place.” He hung up. ABC News contacted the authorities immediately and provided them with the fax.

In the 23-page document faxed to ABC News, the writer says “MY NAME IS BRYCE WILLIAMS” and his legal name is Vester Lee Flanagan II. He writes what triggered today’s carnage was his reaction to the racism of the Charleston church shooting:

“Why did I do it? I put down a deposit for a gun on 6/19/15. The Church shooting in Charleston happened on 6/17/15…”

Sources say Flanagan's firearm was legally purchased from a Virginia gun store.

“What sent me over the top was the church shooting. And my hollow point bullets have the victims’ initials on them."

It is unclear whose initials he is referring to. He continues, “As for Dylann Roof? You (deleted)! You want a race war (deleted)? BRING IT THEN YOU WHITE …(deleted)!!!” He said Jehovah spoke to him, telling him to act.

Later in the manifesto, the writer quotes the Virginia Tech mass killer, Seung Hui Cho, calls him “his boy,” and expresses admiration for the Columbine High School killers. “Also, I was influenced by Seung–Hui Cho. That’s my boy right there. He got NEARLY double the amount that Eric Harris and Dylann Klebold got…just sayin.'"

Sources familiar with the investigation tell ABC News that in his attack, Flanagan used a Glock 19 -- a firearm similar to one that Cho used in his mass attack.

In Flanagan's often rambling letter to authorities, family and friends, he writes of a long list of grievances. In one part of the document, Flanagan calls it a “Suicide Note for Friends and Family."

  • He says he has been attacked by black men and white females
  • He talks about how he was attacked for being a gay, black man
  • He says has suffered racial discrimination, sexual harassment and bullying at work

A source with direct knowledge of his complaints against the station said a pair of tweets sent today and attributed to him accurately reflect previous complaints he lodged against the two people he killed today. These are the two Tweets: “Alison made racist comments,” and, “Adam went to hr on me after working with me one time!!!”

Nowhere in the document does he make specific threats against anyone from WDBJ.

In his manifesto, he says he encountered "nasty racist things" while working at WDBJ-7 in Roanoke, and that drove him to sue the station. "I marched down to the courthouse and sued WDBJ7 by myself and they settled! HA!"

He continues: "I can remember one day in particular... leaving the courthouse... feeling overwhelmed... confused... even some fear. But by golly I knew I HAD to fight. ... They truly f----d with my life and caused an awful chain of events." He says he even killed his cats in a forest "because of them."

Flanagan says that, "Hell yeah, I made mistakes," noting that he "should not have been so curt" with photographers in Roanoke. "[B]ut you know why I was? The damn news director was a micromanaging tyrant!!"

And, he writes, "the photogs were out to get me at WDBJ7... one went to HR after only working with me one time... the chief photog told his troops to [record video of] me if they saw be doing something wrong."

Flanagan then suggests that, after leaving WDBJ-7, he was offered a job at a station in Pennsylvania, but WDBJ-7 persuaded the Pennsylvania station to rescind the offer.

"I got to the point, this time around, where I wasn't even looking for a job. I don't need to deal with workplace bullies anymore. THAT is what lawmakers need to focus on," he adds.

“Yes, it will sound like I am angry," he writes in his manifesto. "I am. And I have every right to be. But when I leave this Earth, the only emotion I want to feel is peace....”

“The church shooting was the tipping point…but my anger has been building steadily...I’ve been a human powder keg for a while…just waiting to go BOOM!!!!”

He chronicles the "tough times" he's faced, including some "financial crashes." He says he used to work as a male model but, "I am proud of it" because he "made thousands."

"[I] tried to pull myself up by the bootstraps," but, "The damage was already done and when someone gets to this point, there is nothing that can be said or done to change their sadness to happiness. It does not work that way. Meds? Nah. It's too much."

"And then, after the unthinkable happened in Charleston, THAT WAS IT!!!"

"Yeah I'm all f----- up in the head," he concedes.

Confirmation Tianjin was Nuked

Two weeks ago a devastating explosion took place in the port city of Tianjin, China. Official reports claimed a chemical storage facility had caught fire and exploded. Mobile phone footage taken by residents showed an enormous blast and fireball.

Within days, aerial photos revealed the stunning extent of the damage. A steaming black crater marks ground zero, while the apocalyptic surrounding landscape is charred and flattened. Rows of burnt-out cars and twisted shipping containers stretch into the distance on all sides.

The extent of the devastation is such that it must have been a very big bang indeed.

The total burned area spans 20,000 square meters and continues to be dangerous—more explosions were reported by Chinese authorities on the 15th of August. Residents within a 3-mile radius have been relocated; at least 85 victims of the accident have been reported dead.

US military to send 3000 troops to Peru

(Hang the Bankers) Peruvians marched in the capital city Lima to protest the planned arrival of more than 3,000 US military personnel and the continued US military intervention in the South American country, local media reported on Thursday.

The march began from the Plaza San Martin in central Lima and moved to the US embassy.

Demonstrators protested the government’s decision to allow the US to send 3,200 soldiers armed with weapons, ships, and planes to Peru, whose arrival is expected September 1, Prensa Latina news agency reported.

Despite the parliament’s approval of the American military presence in the country, the protesters condemned it as an assault on Peruvian national sovereignty and security.

Russia’s REGNUM news agency earlier quoted Gustavo Espinoza, the chief editor of Nuestra Bandera magazine and the head of the Center for Marxist Studies at the Jose Marti University in Lima, as saying that the US was “shifting the focus of its military operations from the Middle East to Latin America to defend the interests of big imperialist monopolies and oligarchic companies.”

In an interview with La Radio del Sur, Espinoza warned that the US military presence in Peru could spread elsewhere in the region.

The 3,200 military personnel will be in Peru only temporarily, while three more US military groups of at least seven contingents that have arrived in Peru this year will stay for 12 months.

Jimmy Savile report 'tears the BBC apart': Victims' fury as findings are secretly handed to Corporation bosses

  • The £5million inquiry, led by Dame Janet Smith, was completed in May
  • Publication has been delayed several times due to ongoing inquiries
  • Questions over why BBC senior management have seen it before victims

The findings of the Jimmy Savile inquiry are secretly circulating among BBC bosses – but have yet to be shown to victims.

Sources say the long-delayed independent report ‘tears the BBC apart’ and is ‘much worse than expected’. In particular, it is said to show that abuse on the Corporation’s premises was far more widespread than previously feared during the period Savile worked there.

BBC chiefs are also braced for severe criticism over its failure to act on rumours of Savile’s behaviour towards children and young people.

Publication of the report has been postponed several times, most recently at the request of the Metropolitan Police, owing to ‘on-going’ sexual abuse investigations.

The £5million inquiry, led by Dame Janet Smith, was set up in 2012 and was completed in May, but there is still no indication of when its findings will be made public. Last night one MP likened the delay to the Iraq inquiry, led by Sir John Chilcot, which has dragged on for six years.

Liz Dux, a lawyer at the firm representing 169 of Savile’s victims, who are already angry at the delays, said the latest development will cause further disquiet.

Red Cross suspends activity in Yemen's Aden after attack

Aden (AFP) - The International Committee of the Red Cross said on Tuesday it had suspended its operations in Yemen's war-ravaged second city of Aden after gunmen stormed its office there.

"Gunmen stormed our sub-delegation in Aden yesterday (Monday) and held our staff at gunpoint," spokeswoman Rima Kamal told AFP. "We have as a result temporarily suspended our operations in Aden."

The assailants stole "cars, cash and equipment," Kamal added.

She said the ICRC had evacuated 14 of its employees from Aden to other provinces.

"They will continue to support our Yemen operation from other locations."

Kamal said the ICRC team in Aden has been caught up in "at least ten such incidents in the last couple of weeks".

"The ICRC calls on all parties on the ground to respect the ICRC's strictly neutral and impartial work and not to obstruct it or prevent it from helping people in need."

Kamal said it was not immediately possible to identify the assailants.

"We are naturally investigating further and trying to piece together various information," she said.

Another ICRC spokesman, Adnan Hizam, said that personnel "were unharmed and are in good health".

"We have suspended our activity in Aden due to the security situation but will soon return to work," he said.

An ICRC statement said that since March the organisation has stepped up its activities in Yemen, and has been providing vital humanitarian support to around a million people in Aden.

The port city was the scene of months of intense fighting between troops loyal to exiled President Abedrabbo Mansour Hadi and Shiite rebels who overran it in March.

Desperately needed aid has begun to arrive since loyalists recaptured Aden in mid-July, but security remains fragile.

Al-Qaeda militants were accused on Saturday of blowing up a building used by the secret police.

They also set up checkpoints in one district and seized five buildings including an intelligence services facility, a presidential residence and a military hospital, security officials said.

Last week, Aden governor Nayef al-Bakri survived a rocket attack that killed four people and wounded 20 others. The assailants were not identified.
