UN set to vote on Syria chemical weapons probe

United Nations (United States) (AFP) - The UN Security Council is expected to adopt on Friday a draft resolution that would set up a panel to determine who is responsible for deadly chlorine gas attacks in Syria, diplomats said.

A vote at the 15-member council was scheduled after US Secretary of State John Kerry won backing from Russia for the measure, in a rare sign of cooperation from the Damascus ally over how to address the conflict in Syria.

Under discussion for months, the US-drafted resolution would set up a team of experts tasked with identifying the perpetrators of the chemical weapons attacks, paving the way for possible sanctions.

The resolution mandates the panel jointly set up with the OPCW chemical weapons watchdog to "identify to the greatest extent feasible individuals, entities, groups, or governments who were perpetrators, organisers, sponsors or otherwise involved in the use of chemicals as weapons including chlorine or any other toxic chemical" in Syria.

The United States and its allies have repeatedly accused President Bashar al-Assad's forces of carrying out chlorine gas attacks with barrel bombs thrown from helicopters.

The three countries argue that only the Syrian regime has helicopters, but Russia maintains there is no solid proof that Damascus is behind the attacks.

"So what we are trying to do is to get beyond the mere finding of the fact that it may have been used, and actually find out who used it, and designate accountability for its use," Kerry told reporters in Malaysia earlier.

Kerry said he agreed with Russian Foreign Minister Sergei Lavrov on the measure during a meeting on Wednesday.

The measure would task UN Secretary-General Ban Ki-moon to set up the team within 20 days, working with the Hague-based Organization for the Prohibition of Chemical Weapons (OPCW).

The panel would present its first findings to the council 90 days after it begins its work.

Pressure has been mounting on the deeply-divided Security Council to take action in Syria, where the war is now in its fifth year and has claimed more than 230,000 lives.

A veto-wielding member of the council, Russia last year blocked a key resolution on referring Syria to the International Criminal Court for war crimes but it later backed a measure on boosting humanitarian aid.

Russian support for the chlorine gas probe is seen by some western diplomats as a shift from Moscow, which has shielded the Assad regime at the United Nations.

"There is a change of tone," a Security Council diplomat said this week, but he cautioned: "I don't want to overstate it."

Security Council diplomats are separately working on a statement backing a new push for peace talks in Geneva that could yield a plan for a Syrian transition that western powers insist should happen without Assad.

Discussions are also inching forward on a new tougher UN measure on banning the use of barrel bombs, building on resolutions that have condemned the practice.

In 2013, Syria agreed to a US-Russia plan to dismantle its chemical weapons network and join an international treaty banning their use in what was then hailed as a first sign that Moscow was ready to turn up the pressure on Assad.

But human rights groups and Syrian doctors have since come forward with videos and accounts of dozens of chlorine gas attacks that have in particular targeted the northwestern Idlib province.

Earlier this year, council members heard graphic accounts from Syrian doctors of chlorine gas attacks in March on the village of Sarmin that left six dead including three children.

Hi Myrna,

Thank you for posting that report. This morning I was doubting about posting it myself but before I was able to grab what it was all about actually, the short time I had available prevented it. Furthermore, there was talk - also according to J. Haines - that some sort of revolution by the Military in, of all places, West Virginia had just been averted, via a certain legal technicism, by one Thomas Deegan. All of it was very confuse and, in my opinion, probably just another false flag, but it might also be true - and I, of course, be wrong.

But I will better post all of it below. They are actually two updates by Jean Haines to some previous article that I was not able to locate in the short time I had. I pray you give your opinion about it all. On my part, I will try to give my opinion about Jean's posts on the Greek crisis and the Pope's visit to the U.S. in August.

When I started to publish the posts for today – about the MH17 crash, about Syria and Obama openly training rebels to go after Assad, about the nightmare financial situation developing as seen at Zerohedge, and on and on, I just reached my limit. I felt nauseous, and I had to stop.

If you don’t get it, I’m sorry, but I can’t help you anymore.

They are coming after us to kill us. It is that simple and that horrible. We now have about three weeks — before all hell breaks lose — to help Thomas in West Virginia, so the military can be told to ‘stand down’ against us. Hopefully, you all will find the time to study and see that. If you can’t I feel at a loss, because there is nothing else I can say or do. It no longer should be about me, my life, my house, my mortgage. If it does not soon shift to us, us, us — all of humanity and our very survival, then my blog has been a worthless effort.

Thomas has given us the opportunity to make that shift in our thinking. I hope you will accept his invitation and support him and his team.

I will continue to publish information about the West Virginia case — until they likely move in there and it is all over. Then, they will come for the rest of us. As I have said, IMO there is nothing else playing on the world stage — no other news — that is more important. All else is distraction. No one is coming to save us.

Will people ever get this fact — and — most importantly — be willing to act on it? Yes, there isn’t any more to know; the time has come for each of us to act.

There are many, many groups who have tried to do what Thomas Deegan succeeded so well in doing. I invite them all to come together to realize that while they didn’t get it done, they have all played a very large role in waking people up — all of them. I invite them now to join together as a united humanity to help Thomas and to make this happen in West Virginia. It is our only chance.

I think there is now nothing more for me to say.

I will continue for as long as possible to report on Thomas’ efforts in West Virginia.

Moscow (AFP) - Russian officials on Thursday steamrolled tonnes of cheese, fruit and vegetables, defying public outrage to begin a controversial drive to destroy Western food smuggled into the crisis-hit country.

President Vladimir Putin last week signed a decree ordering the trashing of all food -- from gourmet cheeses to fruit and vegetables -- that breaches a year-old embargo on Western imports imposed in retaliation to sanctions over the Ukraine crisis.

Russian television showed officials dumping truckloads of round bright orange cheeses on a patch of wasteland and then driving over them with a steamroller in the Belgorod region bordering Ukraine.

The cheeses arrived from Ukraine in unmarked boxes, but were most likely produced in the European Union, a reporter at the scene said.

A spokeswoman for the food safety agency Rosselkhoznadzor said that the flattened cheese -- amounting to almost nine tonnes -- would be buried.

"From today, agricultural produce, raw products and foods, which come from a country that has decided to impose economic sanctions on Russian legal entities or individuals... and which are banned from import into Russia, are due to be destroyed," the agriculture ministry said in a statement.

By the end of the day, a total of 319 tonnes of food were destroyed, including some meats from Italy which were burned in a garbage incinerator of Saint Petersburg's Pulkovo airport.

- 'Not very pleasant' -

Moscow last year banned a slew of food products from the West, ranging from delicacies such as Parmesan cheese, pate and Spanish hams to staples such as apples. Food brought in for private consumption is still permitted.

Russia complains that some importers are circumventing the ban by illegally slapping on new labels that claim the food was produced in neighbouring ex-Soviet countries.

Two truckloads of European tomatoes and three of nectarines and peaches were being smashed with a tractor and bulldozer in the Smolensk region after they arrived with fake documents, the food safety agency said.

One truck driver carrying a cargo of suspicious tomatoes turned his vehicle around and made a getaway back into Belarus to avoid them being destroyed, Rosselkhoznadzor said.

A source in the food safety agency warned that officials who opted to "destroy" gourmet delicacies by eating them would face criminal charges, pro-Kremlin Izvestia daily reported.

Kremlin spokesman Dmitry Peskov admitted that food destruction "visually, perhaps, is not very pleasant" but asked media not to "exaggerate the problem" because the food is "pure contraband."

- 'Display of barbarity' -

Russia's Agriculture Minister Alexander Tkachev said the destruction was necessary because the food was of "dubious quality".

"It is a worldwide practice that if you break the law, if it is smuggled goods, they have to be destroyed," Tkachev told Russian state television.

But the decision to destroy the food has prompted a rare outburst of public ire as the economic crisis roiling the country has pushed millions of Russians into poverty and made it harder for them to afford basic foods.

"This is no ordinary measure. This is a display of barbarity, a challenge to society, a refusal to see the ethical side, where it is most important," Vedomosti business daily wrote in a front-page editorial.

On Thursday, more than 280,000 Russians had signed an online petition on website Change.org calling for seized food to be given away to the needy.

Communist Party leader Gennady Zyuganov, who normally toes the Kremlin line, said the move was "extreme" and proposed sending the food to orphanages and to the separatist pro-Russian regions of eastern Ukraine.

The first food destruction came as Russia's ruble hit 70 to the euro for the first time since March and 64.4 against the dollar for the first time since February.

A recent drop in crude prices has put the ruble under renewed pressure as the Russian economy is highly dependent on oil.

The perceived absurdity of the food destruction campaign prompted an outpouring of black humour.

"'In Belgorod they have begun destroying 10 tonnes of cheese' -- the news agencies are reporting it like our troops are advancing on the Second Ukrainian Front," opposition politician Alexei Navalny wrote on Twitter.

"The euro is at 70 the ruble, the dollar is at 60? Quick, let's distract them: set fire to the Parmesan!" said a tweet from an account parodying the foreign ministry, @Fake_MIDRF.
