CHICAGO (AP) — Chicago police officers initiated stop, question and frisk encounters at a much higher rate last summer than their New York City counterparts ever did, and just like with New York's heavily criticized program, Chicago blacks and other racial minorities were disproportionately targeted, according to a civil liberties group.

The American Civil Liberties Union of Illinois released a report Monday saying it identified more than 250,000 Chicago stop-and-frisk encounters in which there were no arrests from May through August 2014. African-Americans accounted for nearly three-quarters of those stopped, even though they make up about a third of the city's population. On a per capita basis, Chicago police stopped 93.6 people per 1,000 residents, or more than four times New York's peak rate of 22.9 stops per 1,000 residents, which happened during the same four-month period of 2011.

"The Chicago Police Department stops a shocking number of innocent people," said Harvey Grossman, the ACLU's legal director. "And just like New York, we see that African Americans are singled out for these searches."

People were far more likely to be stopped in predominantly black communities and blacks were more likely to be the target of stops in predominantly white neighborhoods, the study found. For example, African-Americans accounted for 15 percent of the stops in the Jefferson Park area, even though they made up just one percent of its population.

The ACLU said it also found that police gave no "legally sufficient reason" for initiating many of the stops. It said it examined a random sampling of "contact cards," which officers are required to fill out whenever they make such a stop. On half the cards, the officers didn't state a reason for the stop, and in some cases, they stated that they stopped someone for a reason that wasn't related to suspected criminal activity.

Grossman said the information that was on the cards was woefully inadequate, and the cards didn't indicate that a person had been frisked, which the ACLU researchers can only assume happened.

Police officials responded Monday by saying that the department prohibits racial profiling and other "bias based policing." They said over the last three years the department has improved training to ensure that police officers are aware of that policy and comply, including requiring more detailed documentation and adding more supervision.

It also released figures showing that the percentage of contact-card incidents is closely aligned with the percentage of police case reports where a crime suspect was identified by race.

"People should be stopped based on crime data and crime information. Nothing else," Police Superintendent Garry McCarthy said in a written statement.

But the use of contact cards has dramatically increased since McCarthy started running the department in 2011.

The department, which has reported a significant drop in crime around the city, has made it clear that the cards are a key component of its crime fighting strategy, saying they help track gang members and help officers make arrests.

Late last year, prosecutors said information from contact cards showed that two days before the 2013 shooting death of a high school honor student, Hadiya Pendleton, the two suspects were in the white Nissan that served as the getaway car.

But that effort to reduce crime has emerged as a key issue in next month's mayoral election. While the mayor has been able to use the statistics to underline his point that he is taking steps to make the city safer, the ACLU report comes as he is trying to regain much of the black community's support, which has slipped since he was first elected in 2011.

Grossman said he's not surprised that the department relies so heavily on the stop-and-frisk policy. The superintendent spent the bulk of his career in the NYPD and he was the police chief in Newark, New Jersey, before coming to Chicago in 2011.

The policy has come under fire in both cities.

In New York, a federal judge determined the NYPD policy was sometimes discriminating against minorities. And in Newark, the department was placed under a federal monitor after the U.S. Department of Justice found that during a period that included McCarthy's time running the department, 75 percent of pedestrian stops were made without constitutionally adequate reasons and in the city where blacks make up 54 percent of the population, they accounted for 85 percent of those stops.

"There is no question the superintendent endorses stop and frisk. ... It is part of the fabric of McCarthy's policing," Grossman said.

BEIRUT (Reuters) - Islamic State has recruited at least 400 children in Syria in the past three months and given these so-called "Cubs of the Caliphate" military training and hardline indoctrination, a monitoring group said on Tuesday.

The Syrian Observatory for Human Rights said the children, all aged under 18, were recruited near schools, mosques and in public areas where Islamic State carries out killings and brutal punishments on local people.

One such young boy appeared in a video early this month shooting dead an Israeli Arab accused by Islamic State of being as spy. A French police source said the boy might be the half-brother of Mohamed Merah, who killed three soldiers, a rabbi and three Jewish children in Toulouse in 2012.

"They use children because it is easy to brainwash them. They can build these children into what they want, they stop them from going to school and send them to IS schools instead," said Rami Abdulrahman, head of the British-based Observatory.

Islamic State declared a caliphate last year in territory it controls in Syria and Iraq and is being targeted by U.S.-led air strikes in both countries.

It has beheaded or shot dead Syrian civilians, combatants, foreign aid workers and journalists and has released videos appearing to show children witnessing or participating in some of the killings. The group persecutes people across sects and ethnicities who do not adhere to its ultra-hardline doctrine.

The group may be resorting to children because it has been having difficulties recruiting adults since the start of the year, with only 120 joining its ranks, Abdulrahman said.

This was partly due to tighter controls on the Turkish border, where foreign fighters tend to enter, he added.

Islamic State has encouraged parents to send children to training camps or has recruited them without their parents' consent, often luring them with money, said the Observatory, which tracks the conflict using sources on the ground.

At the training camps, the children learn to fire live ammunition, fight in battles and to drive, it said. Islamic State also recruits children as informants and as guards for its headquarters as well as welcoming children with birth defects into its ranks, the Observatory added.

Washington (AFP) - Israel has spied on Iran's nuclear talks with the United States and other major powers, the Wall Street Journal reported Tuesday.


Israel quickly dismissed the report as "not true", and denied spying on the United States.

The Journal report, quoting current and former US officials, said the operation was designed to infiltrate the talks and help build a case against the emerging terms of a deal.

Besides eavesdropping, Israel obtained information from confidential US briefings, informants and diplomatic contacts in Europe, the officials told the Journal.

It added that more than the espionage, what irked the White House was the fact that Israel shared inside information with American legislators in a bid to sap support for a deal intended to limit Iran’s nuclear program.

Many Republicans are opposed to such an accord.

"It is one thing for the US and Israel to spy on each other. It is another thing for Israel to steal US secrets and play them back to US legislators to undermine US diplomacy," the Journal quoted a senior US official briefed on the matter as saying.

US intelligence agencies spying on Israel discovered the operation when they intercepted communications among Israeli officials. These communications carried details the Americans believed could only have come from access to the confidential talks, officials said, according to the Journal.

Outgoing Foreign Minister Avigdor Lieberman dismissed the report.

"This report is not true. Obviously Israel has security interests to defend and we have our own intelligence. But we do not spy on the United States. There are enough participants in these negotiations, including Iranians," he said in Israel.

"We got our intelligence from other sources, not from the United States. The instruction has been clear for decades now: you don’t spy on the United States, directly or indirectly.”

An intercontinental ballistic missile was fired early Monday from a facility in California, the US Air Force announced, saying the tests were a message to the world about Washington's nuclear capabilities.

The Minuteman III missile was fitted with a “test re-entry vehicle” instead of a live thermonuclear warhead, and was test-launched from Vandenberg Air Force Base (AFB) in California at 03:36 local time (10:36 GMT), according to the Air Force statement.

"With these launches, we not only verify our processes and the ICBM (intercontinental ballistic missile) weapon system, we provide a visual to the world that the Minuteman III is capable of striking pretty much anywhere with extreme precision," said Lt. Col Tytonia Moore of the 90th Missile Wing, based out of the Francis E. Warren AFB in Wyoming, according to the statement.

The "Mighty Ninety" is one of the USAF’s three missile wing commands – the other two being the 91st at Minot AFB in North Dakota and the 341st at Malstrom AFB in Montana. There are roughly 450 ICBMs between the three.


Since Peacekeeper missiles were retired under the START II treaty, the LGM-30G Minuteman-III is the only land-based ICBM in US service. The silo-launched, ground-attack guided missile is normally equipped with W87 thermonuclear warheads.

Vandenberg, home to the 30th Space Wing of the USAF Space Command (AFSPC), has conducted multiple missile tests over the years, most recently in September 2014. In April 2013, a test was postponed for a month due to tensions with North Korea.

According to the US Air Force, the ICBM test launch program “demonstrates the operational credibility of the Minuteman III and ensures the United States’ ability to maintain a strong, credible nuclear deterrent as a key element of US national security and the security of U.S. allies and partners.”

The missile test comes amid massive NATO war games across Eastern Europe. Meanwhile, the Russian military has deployed 76,000 troops, over 10,000 vehicles, 65 warships, 16 support vessels, 15 submarines, and 200 warplanes and helicopters for surprise drills across the country.

WHEN the military conducts widespread training exercises, what do you think? Preparedness? Boys’ toys? In the United States it equals civil war.

The US Army’s Special Operations Command never saw this coming.

An upcoming exercise codenamed JADE HELM 15 has sparked suspicion among some conspiracy theorists of impending martial law and a US military plot to wage war on the American people.

THE MISSION

“Jade Helm is a challenging eight-week joint military and Interagency (IA) Unconventional Warfare (UW) exercise conducted throughout Texas, New Mexico, Arizona, California, Nevada, Utah and Colorado,” a statement announcing a large-scale military training drill reads.

Mobilised will be 1200 troops of the Green Berets, Navy Seals and the 82nd Airborne Division. Supporting them will be specialist aircraft and helicopter units from the US Air Force, Navy and Army.

It’s scheduled to run from July 15 to September 15.

It’s all for a cause: Special forces have special requirements.

They’re maintained at a high level of readiness to respond to hot-spots around the world. This involves the need to travel great distances, assess unfamiliar terrain, find targets and choose appropriate means of action.

The raid in which al-Qaeda kingpin Osama bin Laden was assassinated is one such example.

To achieve such a goal requires a great deal of coordination between large numbers of men from different elements of the military.

So “realistic” practice makes perfect.

But the word “realistic” appears to have some concerning connotations amid the incredibly polarised politics of the United States.

It has “concerned citizens” up in arms.

THE CONSPIRACY

At the centre of similar, past training exercises is usually a threatening insurgent action and an objective which either needs to be destroyed or recovered.

But some of the advanced role-play planning for this exercise appears to have leaked.

An unverified document circulating online includes a map purportedly labelling parts of Texas and Utah as an “insurgent pocket”.

It’s titled: “US Army Special Operations Command — Request to Conduct Realistic Military Training (RMT) JADE HELM 15.”

It a document “detailing the US Army’s plan to wage war on the American people,” screams the far-right blog infowars.com.

“Despite the document’s claims, multiple Army training manuals and studies in the past have specifically targeted such states due to concerns over the growing influence of right-leaning ideologies and groups, such as the Tea Party.”

The purported training material also mentions coordinating with local police, increased aircraft in the area at night and soldiers wearing civilian clothes and driving civilian vehicles.

Therefore armed Federal Government suppression of liberty-loving civilians. Right?

That’s left US Special Forces command scratching its collective head.

TRUE BELIEVERS

“That notion was proposed by a few individuals who are unfamiliar with how and why USASOC conducts training exercises,” Special Forces Command spokesman Army Lt. Colonel Mark Lastoria told Stars and Stripes.

The only thing different about JADE HELM 15 was the use of out-of-base “new challenging terrain”, he said, chosen because of its remoteness and similarity to conditions where troops are operational overseas.
