Morocco's king promises an investigation into pardon of pedophile

RABAT (Reuters) - Morocco's king said on Saturday he did not know the gravity of the offences committed by the Spanish pedophile whose royal pardon sparked violent protests, and promised an investigation.

"The king has ordered a thorough investigation to find out the responsibilities and failures that led to the regrettable release ... and to impose the necessary punishments," the palace said in a statement released late on Saturday and carried by state news agency MAP.

"The king had not been informed at any time of the nature of the crimes perpetrated by that person," the statement said, adding the king would never have agreed to the release of Daniel Galvan Fina if he had known "of the atrocity of the monstrous crimes of which he was found guilty".

The pedophile, who was serving a 30-year sentence, was among 48 jailed Spaniards who were pardoned by King Mohamed VI on Tuesday at the request of Spain's King Juan Carlos, who visited Morocco last month.

Late on Friday, Moroccan police broke up a protest in the capital, Rabat, by hundreds outraged by the pardon. The Spaniard was convicted 18 months ago by criminal courts in Kenitra - near Rabat - of raping children aged 4 to 15.

The Justice Ministry said in a statement on Friday the pardons had been issued based on Morocco's national interests and its friendly relations with Spain.

The king often pardons prisoners on special occasions, such as Throne Day last Tuesday, but the decision to release the Spaniards at the request of the monarch of a former colonial power riled many Moroccans.

Top US officials meet to discuss embassy threat

WASHINGTON (AP) — Top U.S. officials met Saturday to review the threat of a terrorist attack that led to the weekend closure of 21 U.S. embassies and consulates in the Muslim world and a global travel warning to Americans. President Barack Obama was briefed following the session, the White House said.

Obama's national security adviser, Susan Rice, led the meeting and then joined Lisa Monaco, Obama's assistant for homeland security and counterterrorism, in briefing the president, the White House said in a statement.

"The president has received frequent briefings over the last week on all aspects of the potential threat and our preparedness measures," according to the statement.

Among those at the meeting Saturday afternoon were the secretaries of state, defense and homeland security and the directors of the FBI, CIA and the National Security Agency, according to the White House. Also attending was Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff.

In an interview Friday with ABC News, Dempsey said officials had determined there was "a significant threat stream" and that the threat was more specific than previous ones. The "intent is to attack Western, not just U.S. interests," he said.

The global travel warning was the first such alert since an announcement before the 10th anniversary of the terrorist attacks of Sept. 11, 2001.

The warning comes less than a year since the deadly September attack on a U.S. diplomatic post in Benghazi, Libya, and with the Obama administration and Congress determined to prevent any similar breach of an American embassy or consulate.

The State Department's warning urged U.S. travelers to take extra precautions overseas. It cited potential dangers involved with public transportation systems and other prime sites for tourists, and noted that previous attacks have centered on subway and rail networks as well as airplanes and boats.

Travelers were advised to sign up for State Department alerts and register with U.S. consulates in the countries they visit.

The statement said that al-Qaida or its allies might target either U.S. government or private American interests. The alert expires on Aug. 31.

The State Department said the potential for terrorism was particularly acute in the Middle East and North Africa, with a possible attack occurring on or coming from the Arabian Peninsula. The diplomatic facilities affected stretch from Mauritania in northwest Africa to Afghanistan.

U.S. officials pointed specifically to Yemen, the home of al-Qaida's most dangerous affiliate and the network blamed for several notable plots against the United States, from the foiled Christmas Day 2009 effort to bomb an airliner over Detroit to the explosives-laden parcels intercepted the following year aboard cargo flights.

"Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," a department statement said.

Yemen's president, Abdo Rabby Mansour Hadi, met with U.S. President Barack Obama at the White House on Thursday, where both leaders cited strong counterterrorism cooperation. This past week, Yemen's military reported a U.S. drone strike killed six alleged al-Qaida militants in the group's southern strongholds.

Rep. Ed Royce, R-Calif., the House Foreign Affairs Committee chairman, said the embassy threat was linked to al-Qaida and concerned the Middle East and Central Asia.

"In this instance, we can take a step to better protect our personnel and, out of an abundance of caution, we should," Royce said. He declined to say if the National Security Agency's much-debated surveillance program helped reveal the threat.

A major terror plot is underway and a team to carry it out "has been selected and is in place," according toCBS News senior correspondent John Miller's sources.

While there is no other information--date, time, location--Miller reports that it's the most specific, credible threat data in years.

Which helps explain the State Department's decision Friday to issue a broad global travel alert for U.S. citizens for the entire month of August, as well as the order to close 21 embassies across the Muslim world beginning Sunday because of an unspecified threat.

CBS News reports that officials have noted Yemen as a potential target, as it's the home base for al Qaeda of the Arabian Peninsula, a.k.a. AQAP, widely considered the most dangerous in the world.

President Obama was briefed Saturday morning on the potential terrorist threat before departing for Camp David, according to CBS News correspondent Jeff Pegues.

August has been an active month for terrorism, CBS News says: 15 years ago this week the U.S. Embassy bombings in Kenya and Tanzania took more than 200 lives and injured more than 4,000.

CBS News adds that next month is the first anniversary of the Sept. 11 attack on the U.S. Consulate in Benghazi, Libya, which killed four Americans, including the U.S. ambassador.

"Current information suggests that al-Qa'ida and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," the alert posted on the State Department's website stated.

The alert warned of the "potential for terrorist attacks" particularly in the Middle East and North Africa, and also possibly in the Arabian Peninsula.

"Terrorists may elect to use a variety of means and weapons and target both official and private interests," the alert said. "U.S. citizens are reminded of the potential for terrorists to attack public transportation systems and other tourist infrastructure. Terrorists have targeted and attacked subway and rail systems, as well as aviation and maritime services. U.S. citizens should take every precaution to be aware of their surroundings and to adopt appropriate safety measures to protect themselves when traveling."

Teachers With Guns Too Risky, Say Insurance Companies















In the weeks and months after the mass shooting at the Sandy Hook Elementary School in Newton, Connecticut last year, communities across the nation were once again faced with questions of how to ensure their children’s safety in the wake of such horrific violence.

Outrage inevitably focused on gun control. A few states discussed new measures, and fewer moved forward. Congress even got around to discussing it…but not passing any legislation.

Of course, the NRA knew the solution to the problem of school shootings: more guns.

They came up with a proposal that included arming school personnel – including teachers – in order to stop raving lunatics with automatic weapons. In their mind, gun free school zones were the problem that needed to be solved.

Unlike gun control measures, several states were more than happy to explore the NRA’s suggestion, even working with the organization to create legislation. In all, more than thirty states enacted legislation which allowed school personnel to carry guns.

School districts are given the option to do so or not. Many that are considering adopting the laws are running into roadblocks, though – from insurance companies.

Kansas was one of the states that felt it was a good idea to allow teachers to carry concealed weapons into classrooms. However, the largest insurer of school districts in the state, EMC Insurance Company – which covers 85-90 percent of the districts – refuses to renew coverage for any district that adopts the policy. Two other insurers have also refused coverage.

The insurers note that it’s not a political move. They believe there’s an inherent risk when non-security personnel carry firearms around children.

Because what could go wrong?

Tennessee is also a state that is weighing costs associated with having school personnel packing heat. Thus far only one district is even considering it, but the state’s main insurer still hasn’t made a decision on whether to insure.

An insurer’s job is to measure risk and put a monetary value on that risk. In some cases, they feel the risk is worth it, if a district is willing to pay.

Texas has had laws that allow personnel to carry firearms in schools since 2007 and have been able to keep their districts insured. Of course, Texas also limits the amount insurers have to pay out in claims, the result of often touted (and misrepresented) tort reform. There’s nothing like taking a risk when there is none.

Indiana also had a law on the books that allowed staff to have firearms. A new law that went into affect this month designates Indiana schools gun free zones, making it a felony for anyone to carry a firearm on school grounds. The law exempts authorized people designated as security personnel.

This means that if a school designates the seventh grade history teacher as authorized security personnel, he can be armed.

As Bloomfield’s school superintendent Dan Sichting said in a recent school board meeting, “I’m not sure it’s a good idea for this board to appoint a staff member to carry weapons.”

Fellow school board member, and local insurance agency owner John Mensch also pointed out the risks – including higher insurance premiums. In addition, there are costs associated with training staff for the gun permits, not to mention how to respond in situations in which they would need to use their guns.

Like the training actual security personnel undertake.

In the end, few districts are adopting the policy. Those that have are largely located in rural areas where response time could be lengthy. Still, even if the districts want to arm their teachers, most of them don’t want to bring a gun to school if permitted.

Could it be they have enough on their plate with things like actual teaching?
