Moving through times of tremendous changes, alterations and shifts allows for magnificent experiences of connection with the Creator and the wealth within your being. These are beautiful times for exploration because once you let go of the solidity of the physical world and 3rd dimension within all aspects of your being you are able to awaken your experiences moving into a space of limitless experiences.

Can you imagine your reality without the rules, judgments, restrictions you place upon yourself? Never mind about the restrictions placed by others but observe the rigidity that you create for yourself. Allow yourself to observe the limits that you place on your abilities, your goals and your belief in yourself. Lack is a consciousness that is ingrained within the general consciousness of humanity.

Have you noticed that you are always lacking in something, whether it is food, clothing, abilities, support, love, energy? Or maybe it is that there is always something that you require whether it is emotional, physical, material, mental or spiritual? Allow yourself to determine what you believe you are lacking in or where you belief you experience lack. Does your belief in lack influence your reality, hindering your limitless experiences of the Creator?

Any presence of lack symbolises an opportunity for completeness and oneness with the Creator aspect within you. In this time of love we are seeking experiences of completion, union, oneness and contentment, now is the time to open yourself up to experiences that dissolve the presence and belief in lack. Any form of belief in lack is a disconnection with the Creator. Now is the time to build or reawaken your awareness to your connection with the Creator. You have millions of connections with the Creator.

Every plant, flower, blade of grass is a connection with the Creator. Every person, experience and animal is a connection with the Creator but you also have the opportunity to connect with guides, masters, light being and Creator aspects on the inner planes which are all connections with the Creator. When you begin to think of your connections with the Creator and how everything within and around you offers you the opportunity to connect with the Creator you are able to realise that it is only your perspectives and maybe fears that are hindering you in becoming completely interconnected into all aspects of the Creator, therefore experiencing the Creator as a complete and content energy within your being.

When you are unconscious of your connection with the Creator you will find that everything can be an experience of lack or disconnection. It is your divine right and a universal law for you to experience the abundance of the Creator in all areas and aspects of your being. Abundance in all its forms and most importantly the ceaseless flow of energy is a constant connection with the Creator. It can be likened to holding the hand of a parent as you embark on a journey together, as a child your trust in the parent’s guidance is often unshaken.

Are you prepared to believe that you are always connected with the Creator? That you are a part of a chain that is constantly embedded within the energy of the Creator, experiencing the divine flow of the Creator through the chain with its numerous links and aspects eternally?

When you believe in your continuous connection with the Creator then you awaken yourself beyond the rules of the Earth world and third dimensional expressions, experiences and burdens on the soul. Instead you enter into a world where anything you imagine can become possible and present within your reality, everything moves from being solid to malleable and then fluid. The reality you see through your eyes may not change, the walls for example of your home may appear the same but a part of your mind and brain will open up allowing tremendous light to be poured into this new area while light emanates like a beacon, symbolising the dawning of a new age within your mind. In truth a deeper connection and oneness with the Creator, allowing you to access a perspective that is from higher dimensions.

A practice that I would like to share with you is to look or gaze at something boring or lacking, maybe a dying flower, a piece of rubbish or anything that seems lacking in the Creator’s vibration.

Perceive that in some areas of your reality or perspective you may have the belief of lack or disconnection and so that which you are gazing at is a symbol of an aspect of your being.

Do any feelings or insights come to the surface to be observed or released?

Close your eye and imagine within your connection with the Creator and your ability to experience all forms of abundance of the Creator, even the simplest form of abundance which is the receiving of energy from the Creator. You may wish to affirm,’ I am eternally connected to the Creator experiencing the abundance of the Creator.’ Notice where the feeling, sensation or knowingness of connection with the Creator and abundance arises from, allowing yourself to experience it, however small or large.

When you are ready allow yourself to open your eyes and gaze once more at that which you were observing before. Now view with a new perspective, notice that the Creator is within everything whether deemed as boring, lacking or any other form of judgement or opinion formed previously by you. If you can acknowledge the Creator then you are opening up your understanding that everything is an opportunity to connect with the Creator and experience the abundance of the Creator.

This is a very beautiful practice as it will awaken a new perspective within your mind which is beyond any third dimensional perspectives that you may still be energising. You can also use this practice looking within yourself at certain emotions, feelings, thoughts as your point of observation therefore altering and connecting aspects of your being to the Creator, experiencing deep shifts of healing.

A valued understanding is that each time you experience your solid reality with dread, unhappiness or unfulfilment this is a disconnection with the Creator. The problem is not the situation or experience before you, the true origin and point of focus is that you have been given an example of your disconnection in the Creator which can be healed by you instantly.

With this very small and easy practice you can alter your perspective and change the reality you experience as everything is a projection from within. Let your projections emerge from within your being but allow all that is within you to be as one and connected with the Creator eternally. All suffering, pain and confusion would cease.

Another practice that I wish to share with you concerns the awakening of the mind. Light holds the power of activating, dissolving darkness into positivity, disconnection into connection as well as amplifying and enthusing. Light symbolises the Creator’s consciousness and love. When you imagine light within your being, you are imagining, recognising and amplifying the presence of the Creator within you.

With this in your awareness I wish for you to focus upon your heart chakra, imagining that light of any colour holding the consciousness of connection is flowing down your arms and emerging out through your hands and palm chakras.

Place one or both hands on your head, starting at the back of your head, imagine, feel or acknowledge simultaneously with your breathing that the light flows into your head, brain and mind awakening appropriate aspects of your brain and mind to bring forth higher vibrational consciousness and perspectives linked to higher dimensions.

When you feel guided gradually move your hands to the front of your head, until you have touched with your hands every part of your head experiencing the light seeping into your head, brain and mind.

You can end the practice by repeating this affirmation for as long as you wish, ‘I now awaken a new perspective of myself, soul, body, experiences and the Earth that is born from the light of my connection with the Creator.’ Then imagine, sense or acknowledge the light flowing down your spine from your head into the Earth.

These are practices to assist shifts in your awareness beyond that of the third dimension in order to bring freedom, creativity and a certainty in your divine connection with the Creator.

I also wish to ask you to contemplate something in your meditation or quiet time;

What is the light of the Creator? When you breathe the light of the Creator into your being what does it symbolise to you? How does it influence your being? Let yourself peacefully explore the presence of the light of the Creator within your reality.

Stephen: OK, I seriously thought about whether to post this or not today. From week to week we have completely different scenarios via these messages. Plus there’s some pure fear stuff in here, which both surprised and disappointed me to even see such things suggested by ZAP as possible possibilities. But we’re all adults and I didn’t want to run portions only, as that would have changed the flow and context.

For me, the first ‘wobbly bit’ is the suggestion of a US civil war; the second involves an answer to a question about chemtraills. So please use your discernment … And if you’re like me, and don’t want to engage in that sort of ‘drama’, then “skip” and ‘resume’ as indicated. As for his RV intel, I sometimes feel as though ZAP, who indicates today for the first time that he is not an American, is getting much of his info from the exact same places we all are right now – the various dinar groups and chat rooms. Ah well… here it is anyway.

Many events this last week have given rise to the cabal’s negotiating for their survival, as intimated last week. The war and martial-law scenarios that were to be enacted have gone by the wayside as a result, and that leaves the stage open for events to unfold.

The current effort to reinstate the Glass-Steagall act, and the efforts of Wall Street, will be critical to the America’s future. If Wall Street manages to pressure Obama and congress to let the bail-out continue and perpetrate hyper-inflation in the USA, then it is likely we will see many more US citizens die as the sequestration we have seen due to the us shutdown continues, escalates, and drives the people and economy down and down and down. Civil war is likely then, and the resultant martial-law scenario. Not a good thing. We will see how the politicians react to the cabal interests.

RESUME

Interestingly, although everything is in place for things like the RV to be executed – and there is absolutely no good reason for such things not to be done – they have not happened as everybody thought. Or as I thought.

Many were, and are, scratching their heads wondering “what the…” as everything is indeed ready, and there is no excuse for it not to happen.

Q: I am very curious about your letter of last Sunday. First, once again you declared the RV a done thing for the 3rd or 4th time! Here we are on Saturday and no RV, what gives? It appears that Mt. Goat has the only valid intel on this matter!!

A: Absolutely. Mountain Goat is bang on the button. God bless her. I do not do the RV thing, as I said before, but I am privy to a few items of note here and there.

Q: The next subject concerns the treatment of the CABAL. Do you favor an amnesty for all of the members of the CABAL including letting them keep all of the money?

A: I favor forgiveness if forgiveness is asked for. Really asked for. Then, yes, forgive, but ensure that what is asked for is supported by contrite action; otherwise, blow them out. And keeping the money? No. Their money was already taken away, remember? They are trying desperately to get some money back. The jets need fuel to take them for breakfast on the other side of the globe.

Q: One thing is clear: Some of the CABAL members were either personally responsible or complicit in events which caused deaths of 3,000 and more!! And, if you look at other events over the past 50 years, it is even worse!!

A: Sure. Did you just glom on to that fact? They have been responsible for almost all of the wars, currency manipulations, economic disasters, plagues, viruses; you name it. All in the name of the almighty buck and decreasing the population.

Q: I, and many others, are convinced that before we can restore our Republic, we have to remove the entire list of CABAL members (plus their money) and all of the ABC organizations. Don’t forget one of the first institutions is the Federal Reserve!!

A: They are removing themselves. The ABC organizations and the military are absolutely critical to the installation of the new USA. Do not forget that there are many white hats there, and the military’s first job is the protection of the real constitution. If they were not involved, then the cabal would have free reign. Nazi USA anyone?

Q: So, I am asking: Don’t we remove the “uber” criminals at first, including their money, and then go after the rest??

A: Yes. Being done.

Q: Greetings Susan, Zap, and Poofness family, I have sent prior emails and not received any acknowledgment back from you, so do not have any idea if you are acting on offers of assistance from me or others. I have referred several others to you that have very specific projects, such as X, XX, XXX, AND XXXX etc…. My email was more generic in that I offered to provide expertise in the Rational Process and Systems Performance in evaluating projects and providing follow-up coaching, auditing, and project facilitation services.

A: Dear one – the rest of your email is salient and absolutely of critical import to the transformation of our planet through the reconstruction projects. What was to be a two-month lead time for funding to start has been extended, unfortunately.

However, rest assured that first fundings are already on their way with funds having been released to the primary paymasters for further dissemination to the project groups that will take the process forward. Not long now.

In fact, next week will see first paperwork from the platform lawyers in respect of such fundings as we get underway. If all goes as is now scheduled, we will see first funds within the next two weeks to begin the efforts. Hang loose and be a bit more patient. All is well.

Q: Now that I have identified the highlights of what needs to be turned around, I would like to be part of the team involved in accomplishing that turn-around. I know that it will involve a massive re-education program for those that didn’t even recognize the problem to begin with. It will involve finding and utilizing the best technology currently available (much of it, no doubt, buried deep inside the secret government) and, in some cases, even R & D for better technology than we presently have to resolve or prevent existing problems from worsening.

Q: I know that there are much better agricultural practices, such as biodynamic and “Beyond Organic” farming methods, which can restore our soils and put the proper nutrients back into our food relatively quickly if these methods are adopted. These changes in direction are systemic. They benefit young and old alike and are essential to the continuity of a healthy civilization on this planet.

A: Yes, very much so, and this is what we are about. This is the sole reason why we speak here. I say “we” right now, not the singular “I”, as this particular effort is the multiplicity of us, and i am not speaking for myself here.

In other news, the redemptions of the historic assets (bonds) continue, and is taking form and substance. The free-trade agreement has been ratified by the Swiss government with china, and that part is in place for the Chinese to begin the official redemptions. Finally. That signals a great deal for humanity, and is the trigger for everything that is about to occur.

The PPP and F&P are not far behind, and the purple pigs will start taking off. Not far now. It could be weeks or a month or three, but not months and months or years now. There are specific deadlines now, and amelioration points that have to be observed.

While much can be said for this event, more can be said for the efforts of the white hats and knights that battle on to make this so. The greatest single thing that you can do to help with the changes is to write to your diplomat in your part of town and tell him what you want him to do. He/she does work for you, yes? Use them. Don’t be shy. It is your life here that is on the line. Make legal noises.

Q: Yes, repeat, they are still spraying. Reminds me of a foul cat doing his neighborhood over and over. That **** has to stop, too, and it will soon enough. Who wants to get his/her immune system down to the point where a new strain of the flu will kill them? Again it is your life.

This chemtrail **** is global and in almost every single country. Wake up everybody! The Swedish government has acknowledged this, and has taken steps to get rid of it. Why not here? Search Google on chemtrails and find out.

In wrap, the RV is imminent, and there is no good reason for it not to happen. The progression of events on the redemptions of the historic assets is in full swing, the cabal members are on the run and negotiating survival, Wall Street is their face for that survival (amongst others not so visible), and Obama needs support to make him strong enough to resist the pressures of the cabal. How? No clear idea as i am not an American, and cannot dabble in politics; just general observation. Thoughts anybody?

One thing is clear: go do something that makes sense and accomplishes this end. Legally.

The global reset is almost here, and it sure would be nice to see foundations laid in everywhere when that occurs.

A Call for Real and Lasting Unity

This is a call to everybody out there who’ll be lead to this, in one of the various places it’ll inevitably be posted. This is a call to everyone who’s been talking about and advocating the idea of widespread unity for years and decades.

We all have our unique philosophy in regards to the future we’re heading into, but one factor remains to be recognized by us all: the necessity to build upon the simple talking and advocating we’ve done up to this point. I can say from experience that it feels great to talk about coming together, but it’ll feel much better to actually see it come about.

We could have a potentially long road ahead of us helping the populace unite and wipe away prejudice, discrimination and separation of any kind.

The enforced belief that we’re different from one another has only continued to damage our planet and our relationship with each other as a collective, and it’s time for us to see beyond the illusion and help as many others become aware as possible.

The planetary elite have employed the old strategy of “divide and conquer” quite successfully, but they’ve only been able to do so because we perceived and fed separation and everything that’s come with it in the first place.

No matter the amount of power the cabal could seem to have, they’ve only been able to do everything they have because of our individual actions and the manner in which we treat each other. How often do you practice the Golden Rule?

Advocating it and the ideas presented here in general is certainly recommended, but there comes a time when concrete action must be taken. To every person out there reading this: it’s time for you to get active in uniting with your fellow man. It doesn’t matter what differences you may perceive between yourself and another.

You say your spiritual philosophy or belief is different from another? Respect the uniqueness that is our existence on this Earth, and establish what you have in common rather than what you assume must keep you apart.

We have much more in common with each other than we’ve allowed ourselves to think or realize, and if we can see beyond the division that’s run rampant we can uncover our massive ability to Create positive change, in my opinion.

I’ve posed the question of just what we’re each doing in every moment to bring about a new paradigm, because we’re ultimately at the forefront of Creating change and we’re being led to take the wheel and steer our planet in a positive direction.

If we want to see unity established on the world stage, we should ask ourselves if we practice it in our Lives or toward those around us. How do you treat another whose opinion or belief is different from yours? Do you allow the healthy expression of every person to come about, or do you seek for yours to be the “dominating” opinion?

In my view, we’ll have to break the tendency to fall into rigid protection of our deeply-held belief or philosophy when presented with alternative viewpoints if we really want to come together. It’ll be essential for a society built on unity to recognize and respect what each person has to offer, because division and suppression of our voices has only led to war and the unjust rule of the few.

If the voice of just one person is suppressed or not allowed in our society, we aren’t living up to our highest goal of absolute equality and unity. If just one person isn’t allowed to express themselves in a free and uninhibited setting with balanced support and encouragement from those around them (as well as healthy and un-vitriolic debate) then we haven’t yet established the fairest and most just ruling body.

My feeling is that until we’re literally floating in blissful fifth-dimensional vibrations, we have a planet to run that’s been waiting for millennia to be run by the people in a peaceful and harmonious manner. There’s no better time than now, and one of the best things we can do to display the new paradigm in progress is to respect and Love each other for our uniqueness and individuality.

Why should you, fellow awakening soul, allow any perceived difference to come between you and another? Our awakening collective is strong and is growing rapidly every day, and yet, I tend to notice division and argument prevalent at times amongst people who are awakening to the necessity to establish Love and unity.

At one time, I fed into the division because of what’s referred to as “spiritual ego”. I felt the need to “fight” others and argue the beliefs and stances I hold dear to my heart, but I never realized that in doing so I was feeding right into the hands of orchestrated division and conquering.

The lower energy I funneled through myself with each argument in favor of my stance benefitted our former energetic controllers, who benefit not when one’s belief is trumped over (well, they do in a certain sense) but when difference in belief can cause negativity and separation to wash through souls who are becoming enlightened.

Can you imagine the banquet the former controllers receive when we choose to duke it out on the internet?

It’s time to move away from all of this, fellow conscious seekers, and move toward true unity and Love. I can only talk about it so much (though I’ll happily continue to) and at a certain point it becomes necessary for us all to put these ideas into play.

I’m only referencing a few spiritual or alternative news sites I visit every day here, but what’s stopping people from the Ashtar Command Crew and Lightworkers.org community from forming together, for example? What’s stopping the various members comprising these and other sites from first finding harmony amongst their own ranks and diminishing separation?

I’ve seen spiritual ego flourish at times and cause massive infighting on various spiritual or alternative news sites, and if we awakening souls can see past such petty ego-fueled division than we can actually form together, contribute immensely to an already strong and strengthening movement, and actually begin merging with the like-minded communities around us.

Conscious spiritual and alternative news sites are everywhere. Imagine if a solid body of people from two or three different websites who’ve come together then reached out to every other community. We’ll have grown to proportions we haven’t yet imagined.

So just what’s stopping us? If you’re reading this on Lightworkers.org, Ashtar Command Crew, Golden Age of Gaia, The Galactic Free Press, or any other related website, I ask what’s stopping you from throwing yourself into absolute unity and the building of a strong and organized group of awakening people?

Just imagine the potential we possess and the vast power we’ll wield with a clear purpose and numbers we wouldn’t perhaps expect. I get the feeling more and more that this coming-together is exactly what we’re meant to do, and I’ll continue to advocate it and do all that I can to bring every awakening community together, because we’re strong in unity and weak in division.

The Real Crisis Is Not The Government Shutdown

The inability of the media and politicians to focus on the real issues never ceases to amaze.

The real crisis is not the “debt ceiling crisis.” The government shutdown is merely a result of the Republicans using the debt limit ceiling to attempt to block the implementation of Obamacare. If the shutdown persists and becomes a problem, Obama has enough power under the various “war on terror” rulings to declare a national emergency and raise the debt ceiling by executive order. An executive branch that has the power to inter citizens indefinitely and to murder them without due process of law, can certainly set aside a ceiling on debt that jeopardizes the government.

The real crisis is that jobs offshoring by US corporations has permanently lowered US tax revenues by shifting what would have been consumer income, US GDP, and tax base to China, India, and other countries where wages and the cost of living are relatively low. On the spending side, twelve years of wars have inflated annual expenditures. The consequence is a wide deficit gap between revenues and expenditures.

Under the present circumstances, the deficit is too large to be closed. The Federal Reserve covers the deficit by printing $1,000 billion annually with which to purchase Treasury debt and mortgage-backed financial instruments. The use of the printing press on such a large scale undermines the US dollar’s role as reserve currency, the basis for US power. Raising the debt limit simply allows the real crisis to continue. More money will be printed with which to purchase more new debt issues needed to close the gap between revenues and expenditures.

The supply of dollars or dollar denominated assets in foreign hands is vast. (The Social Security system’s large surplus accumulated over a quarter century was borrowed by the Treasury and spent. In its place are non-marketable Treasury IOUs. Consequently, Social Security is one of the largest creditors to the US government.)

If foreigners lose confidence in the dollar, the drop in the dollar’s exchange value would mean high inflation and the Federal Reserve’s loss of control over interest rates. It is possible that a drop in the dollar’s exchange value could initiate hyperinflation in the US.

The real crisis is the absence of intelligence among economists and policymakers who told us for 20 years not to worry about the offshoring of US jobs, because we were going to have a “New Economy” with better jobs.

As I report each month, not a single one of these “New Economy” jobs has appeared in the payroll jobs statistics or in the Labor Department’s projections of future jobs. Economists and policymakers simply gave away a good chunk of the US economy in order to enhance corporate profits. One result has been to create in the US the worst distribution of income of all developed countries and of many undeveloped ones.

In the scheme of things, the enhanced profits are a short-run thing, because by halting the growth in consumer income, jobs offshoring has destroyed the US consumer market. As I noted in a recent column, on September 19 the New York Times reported what I have reported for years: that US median family income has not increased for a quarter of a century. The lack of consumer income growth is why 5 years of massive monetary and fiscal stimulus have not brought economic recovery.

The real crisis cannot be addressed unless the jobs are brought back home and the wars are stopped. As powerful organized interests oppose any such measures, Congress will pass a new debt ceiling and the real crisis will continue.

Do you hear any mention of the real crisis in the media? Today I was on an international TV program for 25 minutes with the chief financial editor of one of England’s major newspapers. Little doubt but that he was a good-hearted and intelligent fellow, but he had no capability of thinking outside the box. He was unable to comprehend my explanations, and resorted to regurgitations of the media’s ignorance or subservience to Washington’s propaganda.

Among his regurgitations was the “solution” of cutting Social Security. The chief financial editor of a major UK newspaper did not know that for the past quarter of a century Social Security revenues exceeded Social Security payments, and that the Treasury spent the surplus to fund the annual operating expenses of the government, issuing non-marketable IOUs to the Social Security Trust Funds.

The chief financial editor also did not comprehend that cutting Social Security payments also cuts consumer spending or aggregate demand, and sends the economy down further, thus magnifying the deficit/debt problem.

Because of the serious decline in the US economy caused by jobs offshoring and financial deregulation, Social Security no longer adds to its surplus. Social Security payments need the supplement to the annual payroll revenues of repayments by the Treasury of the borrowed funds.

The only reasons that Social Security is in trouble is that jobs offshoring and wars have constrained the US Treasury’s ability to make good on its debts except by having the Federal Reserve print money. Every job that is sent abroad does not contribute payroll taxes to Social Security and Medicare.

Insouciant American economists say that manufacturing is an outmoded source of employment, but Chinese manufacturing employment is almost equal to the total US labor force in all occupations, including waitresses and bartenders and hospital orderlies. China’s economy is growing at a rate of 7.5% in real terms, while Western economies cannot move forward and some are regressing.

In order to appease Wall Street, the most corrupt institution in human history, and to prevent Wall Street-financed takeovers of their corporations, executives destroyed the American consumer market by offshoring American incomes in order to enhance profits by substituting cheap foreign labor for US labor.

In my opinion, the US economy is not salvageable in its present form. The economy is running out of water resources. The supply that remains is being decimated by fracking. The soil is depleted by glysophate, a requirement of GMO agriculture. The external costs of production are rising (the costs that the corporations impose on the environment and third parties) and possibly exceed the value of the increase in corporate output. Economists are incapable of independent thought, and elected representatives are dependent on the private interests that finance their campaigns.

It is difficult to imagine a more discouraging situation.

At this time, collapse seems the most likely forecast.

Perhaps out of the ruins, a new, intelligent beginning might occur.

If there are any leaders.

As the Government shutdown in the US enters its second week, the country is just 10-days away from default, and the country’s main creditor China has urged Washington to take decisive steps to avoid bankruptcy and ensure safety of Chinese investments.

China, the US government’s largest foreign creditor, is “naturally concerned about developments in the US fiscal cliff”, as Reuters quoted Vice Finance Minister Zhu Guangyao giving the Chinese government’s first public response to the Oct 17 US deadline for raising the debt ceiling.

China currently holds 22.85 percent of the US $16.7trln debt, which makes it the biggest US creditor.

Treasury Secretary Jacob Lew calculated the US would run out of money by October 17 and have less than $30 billion cash in hand if Congress fails to agree on its spending plans.

“We ask that the United States earnestly takes steps to resolve in a timely way before October 17 the political (issues) around the debt ceiling and prevent a US debt default to ensure safety of Chinese investment in the United States and the global economic recovery,” Zhu said.

In 2011 a similar budget deadlock cost the US its triple-A rating, with Standard & Poors downgrading the country to AA+.

“We hope the United States fully understands the lessons of history,” Zhu said.

The debt ceiling debate of 2011 resolved with a last minute decision following tough warnings over the economic catastrophe from the looming default.

This time around alarm bells are ringing again, with Treasury Secretary Jack Lew warning that the budget brinkmanship was “playing with fire” and imploring the Congress to pass legislation to re-open the government as well as increase the nation’s debt limit.

The lack of accord in the US Congress could cost the US a default – the first in history – which would send the global economy into a financial crisis similar to 2008 or worse. The 2008 financial crisis plunged the country into the worst recession since the Great Depression of the 1930s.

Raising the debt ceiling is vital for the US itself and the global economy, but Republican House Speaker John Boehner insists the increase of the maximum allowed borrowing limit should come with terms. Boehner vowed on Sunday that there was “no way” Republican lawmakers would agree to a measure to raise the debt ceiling unless it included conditions to rein in deficit spending.

“The votes are not in the House to pass a clean debt limit, and the President is risking default by not having a conversation with us,” Boehner said.

The shutdown has put hundreds of thousands of workers off the job, closed national parks and museums and stopped an array of government services.

The one bright spot in a Washington deadlock is a significant chunk of the furloughed federal workforce is headed back to work. Defense Secretary Chuck Hagel ordered nearly 350,000 back on the job, basing his decision on a Pentagon interpretation of a law called the Pay Our Military Act.

Those who remain at home or are working without paychecks are a step closer to getting back pay once the partial government shutdown ends. The Senate could act this week on the measure that passed the House unanimously on Saturday.

Debt Ceiling: Boehner and Senate Republicans Flirt With Default

WASHINGTON — Forget the warnings of economists and the treasury secretary that a default of United States debt would be catastrophic. Senior Senate Republicans are flirting with the idea anyway, saying the nation can breach the fast-approaching debt ceiling without calamitous results.

They base that on a theory from tea party House members, who argue that the nation can simply prioritize which debts it pays if Congress fails to lift the borrowing limit above the $16.7 trillion that the Treasury Department has estimated the country will hit on Oct. 17.

“I think they’re right on that,” said the top Republican on the Senate Finance Committee, Utah’s Sen. Orrin Hatch, speaking to reporters Monday evening. “I think the administration could work on who gets paid and who doesn’t in a way that would pull us through.”

“There is no reason for us to default,” said Sen. Ron Johnson (R-Wis.). “A responsible administration, a responsible president, wouldn’t try and scare the markets. He would be calming markets. The treasury secretary should be calming markets, saying, ‘Guys, we have more than enough tax revenue coming in.’ There’s no reason for the U.S. to default on its debt at all.”

Economists have warned that even coming close to default would be playing with fire, and failing to hike the debt limit may spark a new recession, worse than the last. Senate Democrats are reportedly getting set to offer a bill that would raise the debt limit without any extraneous riders in order to avoid that possibility.

The idea did not seem to be getting support from Republicans. Just one, Sen. Mark Kirk of Illinois, indicated to reporters that he would back a “clean” bill.

Even senators who voted for a similarly clean spending bill that would have kept the government from shutting down seemed to favor a fresh standoff as Oct. 17 nears.

“I think you gotta take [Treasury Secretary] Jack Lew at his word, but from the standpoint of does that put us in default? Technical default?” said Sen. Richard Burr (R-N.C.), who called the government shutdown a stupid idea. “No, because the federal government still has about 85 percent of the revenues that we spend coming in, and all they have to do is prioritize that we’re going to pay debt service first.”

The United States pays about $250 billion a year to maintain its debt.

Burr flatly said, “No,” he would not back a clean debt ceiling hike.

Even Sen. Lisa Murkowski (R-Alaska), who has walked a moderate line in the ongoing fiscal battles and voted for the clean government funding bill, declined to say if she would back a similar debt ceiling measure.

Republicans seem to be banking on two theories in standing for a strategy that is if anything riskier than closing the government over Obamacare. One is that President Barack Obama will blink, in spite of his repeated assertions that he will not negotiate with a party that is threatening the economy and the credit of the United States.

“The reality is you’re not going to get anything until the president engages in the process,” Burr said. “There’s nobody in America that believes that the president is not going to negotiate something to get an overall deal.”

The second theory is the Republican belief that Obama will waver as he has not in the government shutdown. That idea seems to stem from belief that the administration is more concerned about default than Republicans, giving the GOP leverage.

“I’m not as concerned as the president is on the debt ceiling,” Burr said. “The only people buying our bonds right now are the Federal Reserve,” he said, referring to the Fed’s efforts to spur the economy by keeping interest rates low. “It’s like scaring ourselves.”

While analysts predict markets will tank and the nation’s credit rating would be downgraded again — as it was in the 2011 debt showdown — Republicans think such talk is over-hyped.

“The credit rating went down, according to Standard and Poor’s, as I recall it, because Congress wasn’t doing anything to get the spending under control. It had nothing to do with the debt ceiling,” said Sen. Roy Blunt (R-Mo.). “Of course, you pay the interest on the debt. It’s part of the debt obligation. Prioritize the order in which you pay your bills? That’s no definition of default I’ve ever heard used in any way. Default is when you don’t pay your loan. Prioritizing how you pay your bills is prioritizing how you pay your bills.”

And some think the markets will be forgiving.

“I don’t think the markets have been spooked so far,” said Hatch, adding that if markets realize there’s an ongoing “legitimate attempt to try and make government work,” they’ll grant the nation leeway.

Not all Republicans seemed to agree.

Sen. John McCain (R-Ariz.), one of the harshest critics in his party over the attempts to attack Obamacare by linking it to must-pass bills, said Monday night that his colleagues were not listening to the right people.

“More important than what some of my colleagues think is what the markets think,” McCain said. “And everybody I’ve talked on Wall Street, they will believe that it’s very serious. As much as I appreciate all the elder statesmen in my party, what I respect more is what I’m hearing form my friends on Wall Street.”

Still, McCain did not back moving straight to a vote to raise the debt limit, even for a brief period.

“I want to see what the dynamics of it are,” McCain said. “There are too many variables for me to absolutely decide. But anything I decide will be based on the fact that we are not repealing Obamacare until we have 67 Republican votes in the United States Senate. Then we will repeal Obamacare,” he said, referring to the number of lawmakers required to override a presidential veto.
