Another milestone occurred off the MSM whiteboards last week when two foreign governments formally agreed to collaborate on UFO/UAP research. Representatives from GEIPAN and CEFAA, the agencies charged with collecting UFO data for France and Chile, respectively, met for the first time ata conference in Greensboro, N.C., last month and discovered a wealth of common ground in their approach to the phenomena.

For Jose Lay, CEFAA’s International Director, the implications extended far beyond the bilateral agreement. “We know in Europe GEIPAN is highly regarded and we are quite known in South America as we have official contacts and also advised other countries in this area of the world,” Lay stated in an email to De Void. “We believe with this step we may encourage other countries to follow and establish their own official agencies.”

Among the talent Chile brings to bear on the mystery is Dr. Luis Barrera, for whom asteroid 19395 Barrera is named, and University of Chile astronomy director Dr. Jose Maria Maza, responsible for the discoveries of numerous supernovae, quasars and galaxies.

“This is an historic development,” writes author Leslie Kean in an email. “An official agreement on UAP investigations between Europe and South America is a big step forward and will add gravitas to the international effort. Now, we need the United States to get on board.”

What are the odds of that happening?

In her 2010 bestseller, UFOs: Generals, Pilots and Government Officials Go On the Record, Kean laid out a modest plan for a modest office, staffed by no more than three people, who could officially liaison with myriad civilian and defense agencies to investigate the most promising cases and review compelling cold-case files. In 2012, at an unpublicized meeting hosted by the Center for American Progress (CAP) think tank in Washington, Kean shared a related briefing paper prepared for a 35-member, invitation-only audience. It suggested the work could be conducted from the White House Office of Science and Technology Policy, for as little as $250,000 per fiscal year. Given recent revelations about how the IRS spent $4.1 million, or 16 times that total, on a three-day conference in 2010 (an amount, incidentally, categorized by a U.S. News & World Report analysis as “lightweight by corporate standards”), Kean’s budget projection looks like a chump-change lunch by Beltway standards.

CAP founder John Podesta, President Clinton’s erstwhile chief of staff, went public about that meeting in May. He told The New York Times such a project “would selectively investigate mysterious skyward sightings and seek to understand them by applying scientific method.” He called attendees “interesting, credible people who had observed aerial phenomena that were unexplained and worthy of additional followup. Going back and looking at declassifying whatever government documents exist,” he added, “is a smart thing to do.”

Among those in attendance was Tadd Buffington, a chief solution architect at NASA’s Washington headquarters. A former political and budget analyst with the United Nations, Buffington is also a MUFON field investigator motivated largely by concerns for air traffic safety. Buffington says Kean’s budget projection should be doubled, and he has reservations over placing such a study under the jurisdiction of agencies staffed by “political appointees,” such as the OSTP.

“I can tell you there’s a huge, huge amount of grass-roots interest in (UFO/UAP) at NASA. People want to know,” says Buffington. “And this is where NASA could fit in so well, the real NASA, not the government NASA. The problem is getting it to the top floor, where you run into the presidential appointees.

“The formality is, it has to be an issue first, and not until you can establish something like a clear and present danger — like reports of it running into our planes — is that likely to happen. And given the increasing amount of air traffic, I’m afraid that’s going to be just a matter of time. Until then, because government is self-serving, the question is always going to be ‘How’s this going to help me?’”

It’s tempting to think the new French-Chilean connection could trigger a candid and overdue conversation in this country about bringing serious resources to bear on an enduring mystery that might well reap windfall payoffs for science. But at least two countries aren’t waiting around to find out.

Bank penalised for attempting to manipulate US electricity market hours after appointing Tushar Morzaria as financial director

Barclays and four of its power traders have been ordered to pay a total of $453m (£299m) in fines by the US energy watchdog, which accuses the bank of attempting to manipulate the US electricity market.

The fines were announced just hours after the bank had named a new finance director. First announced last October, the fine by the Federal Energy Regulatory Commission (FERC) relates to allegations for the two years to December 2008.

The FERC told Barclays it had to pay a $435m fine to the US treasury within 30 days; one of its traders must pay a $15m fine, and three other traders $1m each, according to an 86-page order issued on Tuesday night.

The bank must also give up $34.9m in profits which will to be distributed to low-income homeowners in California, Arizona, Oregon and Washington to help them pay their energy bills, it said.

“If Barclays and the traders do not pay the penalties assessed by FERC, then FERC may seek affirmation of the penalties from a federal district court,” the regulator said.

Barclays said: “We are disappointed by the action FERC took today. We believe the penalty assessed by the FERC is without basis, and we strongly disagree with the allegations made by FERC against Barclays and its former traders in the FERC’s order assessing civil penalty. … We believe our trading was legitimate and in compliance with applicable law.

The Order Assessing Civil Penalty is by its very nature a one-sided document, and does not reflect a balanced and full description of the facts or the applicable legal standard. We have cooperated fully with the FERC investigation, which relates to trading activity that occurred several years ago. We intend to vigorously defend this matter.”

Barclays is also facing another multimillion-pound bill to lure its new finance director, Tushar Morzaria, across the Atlantic from a senior role at a US bank.

Morzaria is to receive a yet-to-be-disclosed relocation fee to move to London from New York to take up the key boardroom role, which could potentially pay the 44-year-old more than £6m a year in salary and bonuses.

In addition the bank, which has embarked on a strategy to become the “go to” bank in the wake of the £290m fine for Libor rigging, will buy Morzaria out of any long-term awards granted by his employer, JP Morgan Chase.

Barclays did not disclose the value of the latter but they will be replaced with new awards of Barclays shares that will be disclosed by the bank at a later date and are likely to run to millions of pounds.

The accountant, who was born in Uganda and whose family moved to the UK in 1971, is replacing Chris Lucas who announced his retirement in February and remains under investigation by the City regulator into the way disclosures were made about the bank’s 2008 cash call.

Morzaria will receive a salary of £800,000 plus an annual award of shares of potentially 250% of his salary – some £2m – as well as a longer-term bonus scheme under which he can receive up to 400% of his salary – up to £3.2m which would pay out over three years.

He will also receive 25% of his salary – £200,000 – in cash in lieu of his pension.

The bank said that deferred and long-term awards which Morzaria forfeits as a result of accepting the role at Barclays “will be replaced with a Barclays share award of equivalent value to the forfeited awards which will vest over the same time period (as closely as possible) as the forfeited awards”.

His appointment comes amid an overhaul of the top management team at Barclays in the wake of the Libor-rigging scandal which has led to the departures of the chairman Marcus Agius, chief executive Bob Diamond, chief operating officer Jerry del Missier and the head of the investment bank Rich Ricci.

Antony Jenkins, promoted from running the retail bank after Diamond quit, said he looked forward to working with Morzaria.

“He will bring a welcome new perspective to what is a pivotal role,” said Jenkins, who also thanked Lucas for his tenure at Barclays, which began in 2007 just as the banking crisis took hold. Morzaria’s experience in investment banking should complement Jenkins’s background in retail banking.

Morzaria is expected to start working at Barclays in autumn 2013 but will have a long handover period with Lucas. He will not join the board until January 2014 while Lucas, who has health problems which have not affected his ability to do his job but had a bearing on his decision to retire, will remain in post until the end of February 2014.

At present Morzaria is chief financial officer, corporate and investment banking at JP Morgan Chase, which last year was embroiled in the “London Whale” trading scandal where $6bn (£4bn) of losses were caused by London traders.

Morzaria did not work in the division where the losses occurred. He has worked in various roles since 2005 and been based in New York since 2009. Before that he worked at Credit Suisse, JP Morgan and SG Warburg after starting his career at the accountants Coopers & Lybrand Deloitte.

Morzaria, who has two children, said he was looking forward to returning to the UK. “I am excited at the opportunity to be part of the leadership team which will deliver on the promised change in performance and culture,” Morzaria said.

His former bosses at JP Morgan sent a memo to staff praising his “analytical ability, combined with calm, steady demeanour”.

As I look around the web, I see many lightworkers worrying that we’re sinking further into chaos, violence, corruption, and enslavement.

And I realize that, although this blog is covering the exposure of corruption, which we believe is necessary to awaken the population and speed the departure of those planetary controllers who will not stop, we’re still not joining the general hue and cry.

Yes, there are many, many areas of planetary life which urgently need fixing – the situation of the homeless, starving, and sick highest on the agenda, and next to that the mistreatment of women and children. I certainly don’t doubt that and am dedicated to the building of a new society in which those conditions are gone, as I’m sure all my colleagues (and you) are as well.

But that having been said, our sources have assured us that we need not fear such things as the imposition of martial law, an extension of government repression, world war, etc.

But, some might say, the NSA is surveilling us. Folks, President Obama and the Company of Heaven are using the NSA to gather evidence on the cabal for its prosecution. (1) Now I admit that that perspective is not probably generally accepted, but I regard it as a true statement. And one that would only be known to readers of channeled literature.

Others might say that the chemtrails are still happening. Those chemtrails that happen are to the greatest extent neutralized as soon as they leave the planes. (2) Yes, some detoxified trails are being permitted to keep us actively opposing chemtrails and the cabal that produces them.

Yes, some of us may continue to react to them. I’m very familiar with how sensitivities work, having been an asthma sufferer long, long ago. But in general there are no moretoxic chemtrails.

Still others might say, but there are still wars happening. Yes, there are some karmic situations still occurring, some of them serious and heart-wrenching. And there are some cases where people with long-standing warrior mentalities have need of working those tendencies out before they can let them go and move on. (3)

But you can see, even from today’s stories, that events are moving ahead on all fronts. Sage has posted a story today that says that the leader of the brutal Zetas has been captured in Mexico. When in former years would that have happened? Every day we see the breaking up of another corrupt ring of pedophiles, online predators, tainted religious figures, financiers, and media controllers. Every day the noose tightens and the world sees the boundaries of corruption pushed back.

I know that things are not moving as fast as we might like them. (Later they’ll be moving too fast!) But (a) they are moving, (b) they are moving fast behind the scenes, and (c) there is a Divine Plan that events are following which it’s not possible to countermand.

We stand perhaps days, maybe weeks, away from the first shot in the global abundance campaign – the revaluation of currencies. That just may be the first external, tangible evidence we have that things are happening – things that affect us directly.

But, even if nothing were happening around us, you can surely see the changes in yourself.

So please assure me that I need not feel guilty because I (or we) are not taking up the hue and cry and seeing an enemy under every bush.

This is just too important a lifetime to yield to fear and anxiety. I refuse to do that. I refuse to lapse into vindictiveness against those who’ve harmed us or to place myself. I refuse to have this life be about service to self and protectiveness.

There are many others who are detailing the bad news of life. But my heart is expanding at such a rate that I can no longer go there. And I guess I just need you to know that.

Numerous “fire” type manifestations may thus be observed at various portal locations throughout the Earth surface.

Gaia Essence is unaffected by these “inferno” energies as that is of a Higher Dimensional structure. Yet she has “approved” of these in order to cleanse 3D 4D earth surface and underground of veiled dark (shadow, negative) constructs which have served their purpose.

Some of these have displayed a reticence to leave the Gaia collective, and thus the “inferno” manifestations.

All ascension protocols at all levels have been evaluated and agreed upon at the Highest Planetary manifestation levels, and will enable Gaia to enter her final correction phase within the 2013 time frame.

The cabal that illegally and surreptitiously seized power in the West knows it has lost the war for planetary control. The result is spreading chaos and panic amongst the cabal elite. The signs of this are everywhere now both in the public realm and in the still secret world of military, spy and gangster agencies.

On the public side, the head of Homeland Security and 15 top Sabbatean agents within that department were fired last week, joining the 26 generals, CIA head David Petraeus, Senate Intelligence Committee Chief J. Rockefeller, Pope Maledict, Queen Beatrix of Holland, Prime Minister Julia Gillard of Australia, King Albert II of Belgium and many others in a purge of cabalist operators. Only Eric Holder now stands, and probably not for long, between President Obama and the legal moves to remove him from office.

On the yet to be made public side of things, Italian P2 freemason lodge members say former Prime Minister Silvio Berlusconi of Italy is planning to seek political refugee status, maybe in Russia. In Japan, public security police sources say that cancer-stricken Prime Minister Shinzo Abe has only a few months left to live and that a replacement has already been chosen from within the current ruling clique.

There are also ongoing secret negotiations between representatives of the Gnostic Illuminati, the heads of the world’s martial arts societies, the White Dragon Society, the government of Russia, the dragon family and the Green and Blue among others. According to several key negotiators　there is a broad agreement on the need to replace the current ruling structure of the planet with something more benevolent. There is disagreement however between hardliners, mostly in the Western military intelligence apparatus, who want to completely eliminate the 13 Sabbatean bloodlines and the moderates, including the White Dragon Society and various Asian groups, who favour a truth and reconciliation committee, a jubilee and a general amnesty.

In any case, discussions about what comes next are still taking a back seat to the ongoing efforts to remove the cabal from power in the G7 countries.

The cabal has been fighting tooth and nail to keep that power. In the US, the firing of DHS head Napolitano helped derail a plot to use the highly propagandized Zimmerman trial to trigger race riots as an excuse to declare martial law in the US. The involvement of US Attorney General Eric Holder in attempts to stir up race turmoil is now being investigated.

In other cabal moves, a bombing attack on a Russian naval base in Syria is being reported as having involved Israeli planes flying out of Turkey. This is a clear attempt to provoke a Russian military reprisal against NATO member Turkey, triggering World War 3 and thus the Sabbateans’ long awaited “Armageddon.” Of course nobody is being fooled any more by such false flag operations.

Russia responded by holding emergency military drills in the Far East, on the opposite side of Russia from Turkey, sending the signal that “we will retaliate but not when and where you think.” Instead of being fooled into war, Russian and Gnostic Illuminati agents say they will be targeting Sabbatean mafia leaders and top family members in Europe.

Credible threats were also received from MI6 sources of another nuclear terror attack against Japan. In the latest plot, a nuclear device is supposed to be smuggled into Tokyo through a network of secret underground canals via the US airbase in Yokota in Western Tokyo. The source for this warning is the same one that told the Japanese before March 11, 2011 that Japan was about to be hit with a nuclear attack.

The cabal is also trying desperately to stave off bankruptcy in the face of a growing global boycott of cabal income sources. In Japan, they have bribed Shunichi Tanaka, the head of the Nuclear Regulation Authority, to prevent the re-opening of Japan’s nuclear power plants, according to Japanese military intelligence sources. Reopening the plants would mean Japan would import $35 billion less oil per month from cabal controlled oil exporting countries.

As a part of this campaign, various gangsters and agents have been spreading radioactive cesium around Fukushima, according to Japanese police sources. The cesium is mostly industrial waste from the oil and medical industries. The public relations office of the Nuclear Regulation Authority refused to comment on these allegations when called by this reporter.

Despite such moves, cabal control of the oil industry is ending. For example, Australia has announced it has discovered more oil than in Iran, Iraq and Venezuala combined.

Combined with Canada and Russia, it means the world will no longer have to go to the volatile Middle East for oil.

Meanwhile, a boycott aimed at bankrupting the cabal government in the United States is gathering momentum. Purchases of US wheat, rice, beef and other commodities are being curtailed by multiple countries including China, Russia, South Korea and Japan. In addition, the ongoing fires and crashes of Boeing jetliners is apparently part of a successful campaign to shut down the exports of largest US exporter.

The death of US financial criminal Mark Rich has also exposed him as the head of an operation started in the 1990’s during the Clinton administration that has been replacing US gold supplies with tungsten coated bars, according to MI5 sources. Most US gold supplies have already left the country meaning the US dollar has no gold backing inside the US. The gold was apparently stolen by the families that own the Federal Reserve Board in order to stave off bankruptcy.

The Chinese communist government, meanwhile, has bailed out Goldman Sachs in South Korea, according to an executive of a Japanese securities company. In return for continued bail outs of this sort, US corporate government spokesperson Obama informally offered the Sandwich Islands to China, according to a source close to the US/China economic negotiations that took place last week. The Sandwich Islands were renamed Hawaii shortly after the US invaded and took them over in 1900. Russia has also been offered the Aleutian Islands, according to FSB sources.

Needless to say, once the criminal corporate government in the US is bankrupted and removed, the restored Republic of the United States of America will declare all such agreements null and void.

Meanwhile Russia’s move to control the Middle East and thus European energy supplies, combined with the pentagon’s refusal to intervene, has sent shock-waves through European corridors of power. President Obama called Russian President Putin about this issue last week but all Obama can do is wring his hands. The Germans have taken a more robust response to Russian oil power politics by vastly increasing solar power generation and allowing the sale of 200 mile per gallon vehicles.
