REUTERS/Kim Kyung-Hoon TOKYO (Reuters) - The Bank of Japan announced on Tuesday its most determined effort yet to end years of economic stagnation, saying it would switch to an open-ended commitment to buying assets next year and double its inflation target to 2 percent. It promised to reach the inflation goal "at the earliest possible time." The steps represent the latest unorthodox effort by a leading central bank to support a weak recovery from the global financial crisis, although in Japan's case the country is also trying to overcome nearly two decades of low-grade deflation. The BOJ's break from an earlier policy of topping up a lending and asset buying program launched in October 2010 follows weeks of relentless pressure from new Prime Minister Shinzo Abe for a greater push to lift an economy out of recession. In a joint statement with the government, it affirmed a well-flagged move to commit to the inflation target. Consumer price inflation has reached 2 percent in only a handful of months since the late 1990s. But aware that markets had already factored in the new price goal and more asset buying and that merely meeting those expectations could trigger a negative reaction, central bankers took steps that several analysts thought would only come later. "This is very good news. For once, the BOJ has been more aggressive than the market expected," said Brian Redican, senior economist at Macquarie in Sydney. "The government is clearly forcing the pace of change, which is no bad thing." The central bank said that from 2014 it would switch to an open-ended approach of buying a certain amount of assets -- 13 trillion yen ($144.77 billion)-- each month without setting a deadline for completing the purchases. By doing so, the BOJ, often criticized for its step-by-step easing, would be emulating the U.S. Federal Reserve, though analysts were quick to point out that unlike the Fed, the BOJ delayed until next year the launch of the open-ended buying scheme. The yen, which inched up ahead of the policy announcements, fell immediately after the decision, though later crept up higher. Several analysts also said the BOJ could still do more and there will be expectations that it will follow through with further steps mooted by politicians, economists and some central bank policymakers. MORE ACTION EXPECTED One such step would be to scrap the 0.1 percent floor for short-term interest rates, while another would be for the central bank to buy longer-duration bonds. "There's still a lot of work to do, and still a lot of room for improvement," said Tadashi Matsukawa, head of fixed income at Pinebridge Investments in Tokyo. Abe, who led his Liberal Democratic Party to a landslide victory in a December 16 parliamentary election and made aggressive budget and monetary stimulus a centerpiece of his campaign, hailed Tuesday's action as a game-changing breakthrough. "It is 'epoch-making' in a sense of bold review of monetary policy," he told reporters. "It has become clear that there will be a 'regime change' in macro economic policy." Abe's pledges to boost public spending and repeated calls for more BOJ action helped reverse a long-term rise in the yen and set off a stock market rally led by exporters and construction firms. But many economists have warned the stimulus could give the sluggish economy only a temporary jolt if the government fails to follow through with politically more difficult economic reforms such as deregulating its protected farming sector. They also warn that the push to reflate the economy could backfire if Abe's government fails to convince markets that it has a credible plan to get Japan's ballooning debt back under control. Seeking to address such concerns, the government said in the joint statement it would draw up a growth strategy and pursue structural reforms to help Japan escape deflation and pledged to maintain fiscal discipline. Economics Minister Akira Amari attended the BOJ meeting to represent the government's views. The yen has lost 13 percent against the dollar in the past two months to hit a two-and-a-half-year low on expectations of bolder central bank action. Tokyo stocks have gained a fifth on the view the weaker yen will boost the export earnings of the likes of Nissan Motor Co and Canon Inc. The yen's declines, however, have drawn complaints from countries like Russia and Germany, worried that it could set off destabilizing currency devaluations. In a sobering reminder that Japan still faced an uphill battle in pulling out of more than a decade of low-grade deflation, the BOJ's updated economic forecasts showed core consumer prices inching down in the current fiscal year and up only 0.9 percent in the fiscal year ending in March 2015. "Headline says core inflation at only 0.9 percent in 2014 so when will they meet their inflation target of 2 percent?" asked Joseph Capurso, currency strategist at Commonwealth Bank Of Australia in Sydney. REUTERS/Mansi Thapliyal NEW DELHI (Reuters) - Women in India's capital are taking self-defense classes, snapping up pepper sprays, booking cabs with female drivers or leaving work early, all signs of growing insecurity following the brutal gang rape and murder of a student last month. The assault on the 23-year-old - who was raped by six people and tortured with an iron bar on a bus, then left bleeding on a highway - stunned the nation and generated an unprecedented wave of protests calling for better security for women. In response to the public outrage, authorities have initiated several measures to instill confidence, but many women say they cannot rely on India's often gender-insensitive and under-resourced police force to ensure their security. "It's no secret that Delhi is unsafe for women. A lot of us have known it for a long time, but this case has brought things to light," said Sunanda Jalote, 18, a psychology student, attending her first self-defense class with Invictus Survival Sciences in South Delhi. "It really has hit the confidence of women in the city. We don't want to feel like that. We want to be able to go out wherever we want, at any time of day or night, and feel safe. So you have to learn how to defend yourself." New Delhi, with a burgeoning population of 16 million, has the unsavory reputation of being the country's "rape capital", recording more rapes annually than any other Indian city. There were 706 rapes reported in 2012, a 23 percent rise from the previous year, according to the Delhi police, while molestation cases rose by 11 percent to 727. FEMALE CAB DRIVERS, PEPPER SPRAY Private companies running self-defense classes in the capital say they have had a flurry of requests since the December 16 attack. "Since the incident happened, the number of inquiries and enrolments has shot up considerably ... by about 40 percent," said Ankur Sharma, senior instructor at Invictus, adding that most are from female students or professional women between the ages of 18 and 35 years. Sharma added that many business process outsourcing (BPO) companies, especially those that employ women working late shifts, have been booking week-long self-defense workshops for their employees. A survey conducted by the Associated Chambers of Commerce and Industry of India (ASSOCHAM) earlier this month found that 80 percent of women working in Delhi's BPO/IT sectors were leaving work earlier than usual, affecting work productivity. The poll, which questioned 2,500 women in the capital and its environs, said most women feared taking public transport such as buses, auto-rickshaws or the subway after sunset. This is reinforced by the surge in bookings of taxi operator "Sakha Cab Services", a women-only taxi service with female drivers, which says the number of cab bookings has increased by 35 percent over the last month. For those who cannot afford private taxis or self-defense classes, pepper spray has been the answer. Grocery stores, chemists and even cosmetic shops in Delhi's centrally located Connaught Place say the brightly colored spray cans have been flying off shelves since the gang rape, selling up to five times more than usual. Authorities in Delhi have announced a raft of measures to help women feel safer on the city's streets. These include a 24-hour helpline for women in distress, instructions to all BPOs to ensure female employees return home from work safely, more policing on the streets and a crackdown on drunk driving. But women like student Sunanda Jalote remain unconvinced. "Women have to learn to defend themselves," she said in between learning how to kick her partner in the crotch at a self-defense class. "We don't want to have to wear a burkha in order to go out and feel safe." The Arcturian was again sending a message to the Ascending Ones on Earth into a frequency slightly above the base line frequency of humanity’s consciousness. Hence, only those who have expanded their consciousness into the higher fourth and fifth dimension are able to receive the message. In this way, only those who are ready to view their world from a different perspective receive the information. Mytria and I settled in to learn through example, which we were sure was the Arcturian’s intention for having us walk in on another transmission. We did not doubt the Arcturian’s teaching methods in any way. In fact, we found that this method of teaching by example, then encouraging us to try it ourselves, was very effective. We were quite sure that we would be teaching the Ascending Ones in the same manner. Therefore, we listened intently to another transmission from the Mothership. In fact, as soon as I thought of the title, “Transmission from the Mothership,” I felt the Arcturian commending me for my appropriate choice of title. Mytria also felt the Arcturian non-verbal reaction and silently congratulated me with her eyes. Since the Arcturian kept speaking in a telepathic manner, we sat down to receive the entire message. The Arcturian Speaks: Dear Ascending Ones, Some of you will receive our message in your dreams, meditations or while engaged in a creative endeavor, and some of you will consciously get our transmission. However, all of you will initially perceive our message as a FEELING. This “feeling” is similar to the ringing of your phone or the opening of your computer that tells you there is message awaiting your retrieval. Although, instead of answering your phone or opening your email you will retrieve this transmission by (1) storing it in your High Heart and (2) going into a meditative state to expand your consciousness to the frequency in which you can translate our Light Language into your current 3D language and/or creative expression. We have been asked many questions about what will happen next. In response to your questions we recommend that you release your stress, and not worry about what others may be doing. There are still many humans who are too attached to third dimensional life to be among the initiators of your New Earth. Eventually, these humans will choose to awaken or enter into another holographic world. You, our Beloved Ones, are the forerunners of a reality based on a higher frequency of consciousness. There is only one requisite to entering this reality, which is to expand your consciousness to embrace the higher frequencies. The illusion that YOU are a dense being of earthly matter is coming to it’s conclusion, but only for those who have expanded their consciousness into the higher fourth and fifth dimensional vibrations are aware of this fact. YOU, our Ascending Ones, are aware that you are NOT your Earthen body and know that you are actually wearing your Earthen body. Furthermore, you realize that this shell in which you live has become too tight and limiting. Fortunately, much like a Hermit Crab you are looking for a new encasement for your multidimensional consciousness. However, unlike the Hermit Crab who steals its new home from others, you have the ability to create your own new body. This process of creation will occur simultaneously with the creation of the New Earth. However, “creation” of New Earth, or even of your new body is not exactly the correct term. You do not need to create that which already exists. However, you will need to expand your perception into the frequency in which your new body and New Earth eternally exists. Since you have always been a multidimensional being, you already have many expressions of SELF on myriad realities. In fact, you are a multidimensional being who simultaneously lives in multiple realities. Each of these realities is inhabited by yet another expression of your SELF. When you first took an Earth vessel on third dimensional Earth, the limited thoughts and waves of fear-based emotions disrupted your memory of SELF. Without the memory of your true, Multidimensional SELF, your consciousness became limited to the physical shell that contained a very small component of your expanded consciousness. Because your physical reality was so constrictive, the only way in which you could imagine a higher expression of your SELF was through an external Deity who existed far away in a place that you could only enter by dying. There are still many humans who are limited to that belief and who will become quite angry if you try to disrupt their system of thinking. Hence, we recommend that you allow these humans to awaken at a rate that does not cause them fear. Furthermore, we suggest that you be the Higher Being that you are and send them unconditional love even though they may judge you. If you judge them in return, you have greatly lowered the resonance of your consciousness. We tell you this because dealing with those who judge your beliefs, because they are afraid to change, will be one of your greatest challenges. It is best to confront this challenge by looking into each person’s aura to see if they are ready to shift their consciousness into a higher frequency before you communicate with them about the Ascension. If you sense that they do not want to change their frequency of resonance, keep your information to yourself. On the other hand, because the Cosmic Light is activating the 97% DNA, more and more humans will become very curious about why you appear to be so happy, and indeed, so different. They may not yet be able to perceive that your resonance is no longer confined within your Earth vessel, but they will have an inner sense that you have something interesting to share with them. Hence, you, our Ascending Ones, will be living in multiple realities. At first, you may be experiencing the multiple realities of 3D Earth, as well as the overlay of New Earth. You may also be experiencing the reality of fully Ascended Earth and/or your participation in realities in which you are on a Star Ship or on your Homeworld. Many of you have been visiting our Star Ships during your sleep on a regular basis in preparation for your conscious visits into the expanding frequencies of New Earth. We say “expanding frequencies of New Earth” because this world is a Parallel Reality, an offshoot, of the physical Earth. New Earth has been like a small bird in its nest in a very high tree. You, our Ascending Ones, have been feeding and nurturing this bird with your thoughts of creating a new world and your ever-expanding unconditional love. Now, like proud parents, you observe your baby bird as it flaps its wings at the edge of the nest in preparation for take off. As this Phoenix Bird takes wing, a new era is born, and YOU our Beloved Ones are to be the caretakers of this new way of life. So many of you have entered the trauma of 3D Earth again and again to try to prepare the way for this moment. Sometimes you were briefly successful, but more often you experienced your attempts to assist Gaia as a dismal failure. Dear Ones, we wish to tell you that although your attempts could not attach to the body of Gaia, your loving intentions were stored in Her fourth dimensional aura. In this manner, Gaia has been able to accept your great gifts of loving dedication when She was, finally, able to expand Her resonance into the higher planes of Her fourth dimensional aura. Therefore, every gift of love which many of you gave your life to plant in Gaia’s aura has now been collected and is greatly assisting Her planetary Ascension. Therefore, dear Ascending Ones, we ask that you clear your own fourth dimensional aura of what you perceived as failed attempts to raise the consciousness of the Beings of Earth. ALL the plant and animal kingdoms, as well as much of the elemental kingdom of Earth are prepared to place their primary perceptions into the birthing of New Earth. There are also more humans than you would expect who are searching for the better reality that they are feeling awakening within their hearts. Gaia’s labor has been long and is not yet complete. However, as more and more of you, our Ascending Ones, maintain longer and longer periods of time maintaining a fifth dimensional resonance, you will greatly assist Gaia as she replicates Herself into Her Higher Expression. Each one of you who send unconditional love into your daily life, especially into your daily third dimensional struggles, assists Gaia more than you can imagine. You also assist those who tire of fear-based emotions and the struggles of daily life. For as you attempt to expand your consciousness, they find the field of unconditional love that you have created. In fact, by creating this energy field of unconditional love in your daily life YOU are creating New Earth. Unconditional love is the bonding force of all realties. Therefore, when your aura is filled with unconditional love, this force of love expands its emanation beyond your aura to bond with other fields of unconditional love. These many energy fields are constantly seeking to unify with each other. In fact, as more and more of you send forth your free gift of unconditional love into the aura of Gaia you contribute to the Mantle of Unconditional Love that will completely surround New Earth. This encasement of unconditional love is the metaphor for the amniotic sac of New Earth. Just as an amniotic sac feeds and protects the growing infant, this Mantle of Unconditional Love will feed and protect the infant New Earth. As a matter of fact, our beloved Ascending Ones, if the only thing you DO is to breathe unconditional love into your world, you are contributing immensely to the birth of New Earth. Remember that unconditional love is love without condition. Therefore, even if a person, place or situation caused you anger, fear or sorrow, you send them unconditional love for free. This gift is NOT an act of submissiveness, as whenever you send unconditional love you greatly empower yourself because you are feeding your fifth dimensional nature. Fear-based emotions send a rush of adrenalin through your system, which lowers your consciousness to the animalistic nature of your physical encasement. On the other hand, when you experience unconditional love your pineal gland releases DMT (Andrew: Dimethyltryptamine – seehttp://en.wikipedia.org/wiki/Dimethyltryptamine) into your system, which creates sensations of bliss and euphoria. At first, you may not consciously be able to feel this bliss and euphoria because it is such a novel sensation. Your Earth vessel is continually bombarded by millions of inner and outer sensations. These sensations run through a filter in your human brain known as the reticular formation, which serves as a filter to determine which sensations are sent to the conscious mind and which sensations are stored in the sub-conscious mind. Sensations that activate adrenalin go instantly to your conscious mind, as they are survival-based emotions. You can ignore bliss and still survive. However, if you ignore fear, you could become injured or even die. The Third Dimensional Operating System of the 3% of your DNA and about 5% of your brainpower is based, not on happiness or mind expansion, but on survival. Fortunately, as your 97% DNA is activated by the greater Cosmic Light, you move into your Multidimensional Operating System with its resulting “whole brain thinking.” Whole brain thinking is the ability to use 100% of your biological computer brain. The 3% DNA of your Third Dimensional Operating System is based on survival of the species, whereas the other 97% DNA of your Multidimensional Operating System is based on the ascension back to your true, Multidimensional SELF. When your world fell into darkness, you were invaded by the Service-to-SELF beings who manipulated your DNA to limit it to the 3% of survival consciousness. However, it is not just the outer Cosmic Light that stimulates your 97% Ascension DNA. Whenever you are able to experience the sensation of unconditional love, your pineal gland emits DMT into your system which activates the 97% DNA, if only for a short period of your time. It is because unconditional love stimulates your Ascension process that most religions and metaphysical trainings encourage unconditional love. Of course during the dark times since the fall of Atlantis, even the power of unconditional love was limited and often led to the capture and execution of any group or person who ignored the indoctrination of the darkly intended Power-Over-Others rulers. In fact, even “religious leaders” were greatly threatened when others possessed the great power of unconditional love. There are still many humans on the body of Gaia that fear unconditional love. It is foreign to them, and that which is different often creates fear. However, we ask you to send your unconditional love without any third-dimensional intentions. Instead, send out this great force as a FREE gift that you naturally exude from your ever-ascending consciousness. It is a third dimensional “hook” to have an unconscious intention attached to that which appears to be an act of your higher expression of SELF. Even sending unconditional love as an act to heal another is an intention. Perhaps that person is learning an important lesson that is vital to his or her Ascension. Furthermore, unconditional love will naturally seek its highest purpose. Therefore, it is best to send out your great gift of unconditional love free of all intention. In fact, if you can take a few deep breaths to pull in unconditional love from the open portal of your pineal gland, and then pull it into your High Heart, you can assure that your intentions are clear. Additionally, pulling the unconditional love through your pineal gland will activate your DMT Ascension hormone. Then grounding that love in your High Heart allows you to fully receive and understand any higher messages that are embedded in the highest frequency of light, which is unconditional love. Once you have received and documented your higher communication, allow it to intermingle with your breath, as you breathe out from the High Heart to share your unconditional love. In this manner, those who are prepared to receive these higher messages will, indeed, pick them up from the expanding Mantle of Unconditional Love surrounding Gaia. Dear Ascending Ones, remember to keep your Cosmic Portal, your pineal gland, open to our ever-increasing communications. You will experience these communications by a feeling of unconditional love, bliss, happiness and/or peace and calm. Sometimes, especially if you are busily engaged in physical life, you may experience our messages as a sudden moment of overwhelming fatigue. Your body is feeling fatigued because your resonance has just expanded due to our incoming message. Then, the juxtaposition between the higher light of unconditional love and your third dimensional activity highlights the effort that you are placing into your physical endeavor. Hence, take a deep breath, close your eyes and allow the bliss to replace the fatigue. If at all possible, expand this moment by consciously receiving our message. Our message comes into your consciousness beyond time. Hence, all you need do is recognize the download of our message and store it in your High Heart. Then, make the time as soon as possible to relax into your High Heart to consciously absorb our communication. Before you entered into your present form you were all taught this technique so that you would never feel separate from your true Family. Now that your personal and planetary resonance is steadily increasing, you are all beginning to remember what the Veil of Maya has hidden from your conscious awareness. Therefore, our Beloved Ones, lift your Veil, open your Pineal Portal and prepare your High Heart to receive and understand our transmissions. We are ALWAYS with you. 	Dear friends, from Wes Annac's personal blog: The Ascended Collective: We Foresee Humanity Delightfully Taking the Reins [22nd Jan 2013] -Channeled through Wes Annac- You will all be working to repair your world, and you dear Lightworkers who have already begun anchoring the vibrations of your fifth dimensional Earth unto the collective energies and frames of perception may find yourselves pioneering the beginning of the restoration of your world, as you will begin helping people find the impetus and motivation to begin the hardest of tasks that are set out for the collective of Earth to perform. There is much learning that needs to take place and while you will be given assistance from your Galactic brethren, the bulk of the work is indeed yours to be done and we could not encourage more, your beginning of this work in any facet you find yourselves beginning it. You can help motivate the Earth public in beginning to understand the need to end war, separation and hatred of any kind and you can all begin to bring forth the concepts that will drive your unfolding New Earth; eradicating lack on a mass scale being one of them. You all have the motivations from spirit that will lead you onward to benefitting the entirety of humanity with the enlightened perspectives you are finding, and we know that you all have much Love, knowledge and insight to share with a collective who have been caught up in their own ways and have not realized the massive effects their actions have garnered for dearest Gaia. The majority of souls on your world do not understand that Gaia is a Living, conscious being and that the actions of Man on Her surface affect Her very strongly, and the pollution that has been manifested and fed on your Earth has stopped Gaia from expressing the true beauty and radiance of Her surface in the ways that She had originally done so. Gaia has always been a brimming example of our Creator’s wonderful and beautiful design, and She has always reflected the natural Light of the Creator which resides within us all. Oh, how happy we are and will be to introduce you dear souls to the very concepts driving your ascension. For the most part, you are beginning to introduce these concepts yourselves but we will be with you to bask in the wonderful glow of your fifth dimensional New Earth, and you will enjoy our presence knowing you had achieved so much without the assistance you had originally anticipated. There are already so many strong and lightened Earth conduits delivering truth and for the most part, you have brought these truths and concepts forth and not only expressed them, but radiated them all throughout the collective consciousness of your dear Earth who will steadily absorb and adjust to these new energies bringing forth your fifth dimensional experiences and perspective. Your perspectives will continue to be morphed into infinite, evolving higher dimensional perspectives and the dogmas and belief systems many have employed until this point will be seen in the Light for what they truly are. Any incompletion or dissatisfaction concerning one’s experience in any way will be brought to the surface and you will all work through and realize aspects of yourselves that you had perhaps not expected to come up, but that are coming up with the rest of your entourage of hidden-away memories that have been waiting for their chance to be worked-through and transmuted by none other than you. Each of you has individually taken on a set of challenges and problems that have remained attached to you until you began the crucial process of working through them. For some of you, this process has taken many, many Lives and as some of you have experienced literally hundreds of Lives on the surface of Gaia, we hope you can understand when we say that you are at the cornucopia of your experience. You have reached the pinnacle of your Life paths and the final lower dimensional lessons you have not yet worked through which for many of you, date back to many past Lives, are testing you and your ability to remain centered and sure in the Light of the Creator that you are all naturally beginning to re-find in yourselves. The new paradigm as it is being called is truly upon you all now and we ask you to continue to radiate the vibrations of this new paradigm out to everyone around you as you anchor them unto yourselves. Your efforts are so very needed at this time and will continue to be as at present, we face an Earth that is being Created by the human cells Living upon it. As has been discussed and will continue to be, every thought and action Creates an imprint upon the collective consciousness, and every impression and imprint sent out is sent through to Create the realities of those who sent them out, as well as to affect the collective consciousness in big ways. The overall energies of the entire collective affects events playing-out on the world stage and affects everything of importance occurring on your world, and it is through the separation-based human Earth collective energies that the few with influence and perceived power on your world have been able to usurp the Light out of many and keep the majority of humanity feeding a continually-fading and disintegrating grid of darkness. There have been a plethora of enlightened souls on the surface of your world and you have all walked with enlightened extraterrestrial beings who have found the fifth dimensional states of consciousness that they and we dearly wish for you to find again because indeed, that is the plan for your collective. You are continuing your climb into realms of increased consciousness and your trek has been nothing if not wonderful to behold, because of the nature of extreme density you have allowed to anchor unto yourselves. The grid of darkness is finding its influence fading; if for no other reason, than for the fact that the very energies that have driven it have been answered to exponentially by the Lightworker collective and by every soul who has found an awakening upon the surface of your Earth; especially the Lightworkers who have went out of their way and made it their mission to anchor supremely-pure energies unto your world that have served to shift the influence back into the Light and transmute the energies and vibrations feeding the formerly strong and (formerly) hard to penetrate grid of darkness on your world. This grid was once so strong because of the collective’s feeding of it and now, so many souls are finding genuine awakenings to the falsehoods that have been established around your reality, and your entire world is beginning to see the need to change the way it has operated. You are beginning to see that you cannot remain separated and poorer counties cannot be allowed to continue to suffer while a few people with influence and power hoard the world’s wealth and develop advanced programs that are not in the best interests of humanity, among doing so many other things. We ask you to remove yourselves from the influence of the cabals for truly, they are a whispering influence in a world that has embraced the Light and that will begin to reflect this embrace as it is seen that the new paradigm has arrived. You may be surprised as to how easily your world accepts the new paradigm unfolding and as you have all put so very much work in, you will see the fruits of your labors manifested before you. The entire Earth collective will respond to the lightening energies making their way to your surface and permeating your mind and spirit, and you will all begin to find your specific roles and the specific piece of the puzzle you have come to this world to fill, as every unique and needed position will be undertaken to help rebuild the condition your world is in. Oppression, starvation and lack of any kind simply cannot last on your beautiful world, for the lightening vibrations are calling for collective peace, harmony, abundance and prosperity for every individual soul and for your entire collective as well. Please know that absolutely nobody will be left out, and you will all find what you have been looking for. You are developing yourselves as you reach the realms of consciousness you have been climbing toward, and as you find every aspect of your higher self you see that you have indeed been working in plenty more realms than the third and fourth dimensions of the Earth, to help bring about your personal ascension and that of the Earth collective. Some of you, when sleeping, are beginning to actually attune to your higher selves and to aspects of your Selves whom you can feel existing in different realities, as they report and relay the experiences you are having back to the rest of their/your collective. There are a plethora of souls who have funneled respective aspects of themselves down to exist upon your Earth and eventually find their own ascension while, if possible, assisting the collective in attaining theirs. You will notice on your world, that there are some souls who seem to look or sound nearly completely alike, yet have no relation to each other. There are many souls on your world who have incarnated as a soul family; as one entity who has been split into different respective personalities, usually for the incarnation unto or inhabitance of a lower dimension form which the division is (in effect) within. A lot of souls exist on your world as a part of the same entity of higher dimensional consciousness, and so very many ascended souls answered the call to assist your Earth whenever the vibrations were inexplicably pulling Her sprit down. The low vibrations that once dragged the Earth down and fed instated separation are now making their full exit away from the sphere of the collective perception and there will be so very many energetic events and indeed, there already have been, that will help to further initiate your New Earth unto you and help your collective to realize that it is so. We recommend treating your bodies and spirits with ease at this time, because in the realms of spirit so very much is occurring and your bodies could use the proper nutrition and rest that you require to properly absorb your ascension energies. Water, among many other things will help you to find the clarity and understanding that the energies delivering the higher realms unto your world are beginning to breed in many awakening souls at this time and as you increasingly grow toward these realms we are speaking to you from, you will see your infinity as a supreme being of Light and as an aspect of the everlasting Oneness energy. If we could only describe the experience of being in the Oneness energy to you dear souls; it is truly an amazing and paradigm-shattering experience to behold. When you can feel yourselves as a part of the One Source whom we all truly are, you will see that you have Created the lower realities you now traverse from the realms of full consciousness, for the purpose of experiencing the lower realms and helping bring them back into the refined Light planes your Earth currently exists in; which your collective is to find in the time ahead. You can help to bring about the changes you wish to see on your world and you can all become instruments for the higher realms and the truths of the higher realms to come through, and we ask you all to see your power and potential because you have all of the realms you have yet to traverse, awaiting your realization of their presence within and all around you. When you can begin to realize that your inner and outer realms are merged, you will notice that your Creations and manifestations are coming to you in your Lives much faster than they used to. REUTERS/Stringer JIUQUAN, China (Reuters) - China could be considering relaxing its harsh one-child policy because of women like Hu Yanqin, who lives in a village at the edge of the Gobi desert. Hu lives in the Jiuquan region in Gansu province, one of the rare places in China where those living in rural areas have been free to have two children since 1985. But even when she got married seven years ago, she knew she was going to have only one child, because it was too expensive to have more. "Those people with two children are those who are better off," said Hu, 32, dropping her six-year-old son off at kindergarten. "The majority of people in my village only have one child." Advocates of reforming China's one-child policy use Hu and millions like her as evidence that relaxing the law will not lead to a surge of births in the world's most populous nation. Jiuquan has a birth rate of 8 to 9 per 1,000 people, lower than the national average of about 12 births per 1,000 people. The policy, implemented since 1980 alongside reforms that have led to rapid economic expansion, is increasingly being seen as an impediment to growth and the harbinger of social problems. The country's labor force, at about 930 million, will start declining in 2025 at a rate of about 10 million a year, projections show. Meanwhile, China's elderly population will hit 360 million by 2030, from about 200 million in 2013. "If this goes on, there will be no taxpayers, no workers and no caregivers for the elderly," said Gu Baochang, a demography professor at Renmin University. China's top statistician, Ma Jiantang, said last Friday that the country should look into "an appropriate and scientific family planning policy" after data showed that the country's working-age population, aged 15 to 59, fell for the first time. Economists say the policy is also responsible for China's high savings rate. A single child often must take care of two - and four in the case of married couples - retired parents, increasing the likelihood that working adults will save money for their old age rather than spend. That has delayed the "rebalancing" of Beijing's economy toward more consumption, a step economists believe China needs to take to keep its growth going. Expectations that Beijing will ease the restrictions, by gradually allowing couples to have two children, have been building since outgoing President Hu Jintao conspicuously dropped the phrase "maintain a low birth rate" in a work report to a Communist Party congress in November. It was the first time in a decade that a major speech by a top leader had omitted such a reference and could signal that the new government led by Xi Jinping is leaning toward reform. "I think that the 18th Party Congress report indicates that, and this is my personal interpretation, the one-child policy is going to be adjusted," said Ji Baocheng, a delegate to China's rubber stamp parliament who advocates change in the policy. BRUTAL The one-child policy covers 63 per cent of the country's population and Beijing says it has averted 400 million births since 1980. Its enforcement can be brutal. Couples who flout family planning laws are, at minimum, fined, some lose their jobs, and in some cases mothers are forced to abort their babies or be sterilized. Last summer, a woman who was seven months pregnant was forced to have an abortion, triggering outrage on China's Internet and international condemnation. But evidence has been mounting for years that the policy may be unnecessary to control population growth. In 2008, Renmin University's Gu and the Brookings-Tsinghua Center for Public Policy published a study on two-child policy programs in four regions, home to about 8 million people. They concluded that the high cost of having children is enough to hold down birthrates, but the freedom to have a second child results in a less skewed gender disparity. The next year, sources told Reuters, the National Population and Family Planning Commission decided, as a first step, to expand pilot programs to relax the policy in four to five other regions. The proposal was dropped for lack of a consensus among the leadership, according to a person familiar with the discussions. The new leadership in Beijing, which assumes power formally in March, is likely to make another run at change, reform advocates believe. "The adjustment of the policy is certain, it's only a question of time," said a recently retired official from the family planning commission, who maintains close ties with the agency. BOYS AND GIRLS A skewed gender ratio is another unwelcome effect of the one-child policy. Like most Asian nations, China has a traditional bias for sons. Many families abort female fetuses and abandon baby girls to ensure their one child is a son, so about 118 boys are born for every 100 girls, against a global average of 103 to 107. In Jiuquan, there are 110 boys for every 100 girls, far less skewed than the national average, because of the freedom to have two children. Tian Xueyuan, one of the drafters of the original one-child policy, told Reuters that he had warned top officials nearly a decade ago of the flaws. "A substantial portion of China's men will not be able to find a match ... and that will be a major factor of social instability," Tian said he told party leaders. The usefulness of the one-child policy, he said, has run its course. "It's a special policy with a time limit, specifically, to control the births of one generation," Tian told Reuters. Still, there are significant pockets of resistance. Last week, Wang Xia, the minister in charge of the family planning commission, said China will "unswervingly adhere" to its family planning policy. Her remarks dismayed reformers expecting change from the new government, and ignited an outcry among Chinese Internet users. Analysts said Wang's remarks did not necessarily reflect the thinking of the incoming government. The commission declined to comment. In Jiuquan today, though the one-child policy is relaxed, women are still subject to strict family planning rules. They are fitted with intra-uterine devices after their first child, sterilized after their second. Anyone who defies the two-child quota pays a 30,000 yuan fine. Few do. The women in Jiuquan complain about expensive school fees and other expenses of bringing up children. "It's hard to raise a child," said Xing Juan, a 26-year-old with one son. "The burden is heavy."
