Now the rest of the story, from Canada: #677 is strictly an OPP (Ontario Police) resource. This email has been around since March '02 and the incident cannot be varified. I called my local authorities and the receptionist was not even aware of the OPP doing it. From what I've learned so far, and I agree that it would be best to use 911 and this dispatcher would connect you to the local authorities. I know peace officers use a red flashing light to manage traffic while looking for an escapee.

I should have included that the #677 in Ontario is especially effective for marine related emergencies but I'm sure if the need arose, it could be used for the topic's senario.
