Drought Conditions Worsened Across The United States In August

Downpours this summer have felt like a zero-sum game. If someone’s getting a deluge, someone else in another part of the country is going another day without a drop of much-needed rainfall. Drought conditions across the United States have worsened throughout the summer, culminating in more than half the country experiencing abnormally dry or drought conditions by the end of August.

The latest update of the United States Drought Monitor shows that more than half of the country—nearly 56 percent—is abnormally dry or mired in a full-on drought. More than a third of the country is experiencing drought conditions, and almost eight percent is in an extreme or exceptional drought.

Tuesday’s drought map shows a stark contrast between the west and the east. Abnormally dry or drought conditions show up sporadically east of the Mississippi River, while most land along and west of the Rocky Mountains is dealing with some level of worse-than-normal dryness. The worst drought category—“exceptional drought”—exists in the Four Corners region as well as parts of the Midwest around Kansas City and northern Missouri.

The dominant weather features over the United States this summer are readily apparent in the drought analysis. The pattern we’ve seen for much of the summer saw a ridge bringing hot, dry weather to the western part of the country while a Bermuda High over the western Atlantic pumped humid air over the East Coast. This southerly flow in the east brought repetitive showers and thunderstorms, some so heavy that they triggered extensive flash flooding.

You can see the persistence of this weather pattern in the drought map animation above, showing drought analyses each month since the beginning of the year. The animation shows how drought conditions have steadily grown worse out west and gotten better in much of the east, especially in areas under the influence of the Bermuda High.

Each week, the U.S. Drought Monitor computes the Drought Severity and Coverage Index to give us a way to put a numerical figure on the severity and extent of drought across the United States. Higher values indicate a larger swath of land experiencing drought. The DSCI has been 115 or higher for the past six weeks, and at or above 100 for much of 2018, indicating a widespread lack of rainfall across the country. The last time we saw such a long stretch of deep, widespread abnormally dry or drought conditions was in 2015.

The pattern will start to change a bit as we head toward the autumn months. There is some hope that conditions will get better in some of the hardest-hit areas before the year is out. The mid-month forecast from the Climate Prediction Center for September, October, and November, shows decent odds of warmer-than-normal weather across most of the country this fall, but also decent odds of above-average precipitation in parts of the west—including the Four Corners region that’s experiencing an “exceptional drought.”

Israel Reveals It Has Attacked Syria Over 200 Times

(MEMO) Israel has carried out 202 strikes on Iranian targets in Syria over the past two years, the military has revealed, in a rare summary of its campaign against Iranian entrenchment in the neighbouring conflict.

“Only just now it was published – in the name of military sources, so I can quote it too – that in the last two years Israel has taken military action more than 200 times within Syria itself,” Israeli Intelligence Minister Israel Katz told a conference hosted by the IDC Herzliya college. His statement was later confirmed by a military spokeswoman.

“Understand the significance of this matter in terms of preserving the red line, preventing the things that Iran has done, is doing and is trying to do against Israel from Syria,” Katz concluded.

Israel has been concerned at the presence of Iranian forces backing President Bashar Al-Assad in the conflict, resulting in frequent Israeli strikes against certain Syrian targets.

According to Syrian news agency Zaman Al-Wasl, the Israeli air force struck a training camp for Hezbollah yesterday in the town of Baniyas in the coastal Latakia province. Syrian air defences reportedly managed to shoot down five of the missiles.

Citing a military source, state news agency SANA also confirmed yesterday that Israeli aircrafts had targeted “our military positions in the provinces of Tartus and Hama. The enemy missiles were dealt with and some of them were shot down.”

Israel is believed to have been behind the attack on Mezzeh airbase on Sunday that demolished a five story building used by Air Force Intelligence and pro-regime militias, killing several Iranian officials. The Syrian regime denied the strikes had taken place, instead attributing the blast to an electrical fault.

Reuters reported over the weekend that Iran has been transferring missiles to Shia proxies in Iraq over the past few months and that it is building missile manufacturing facilities in Iraq and Syria.

In response to the news, on Monday, Israel signalled that it could attack suspected Iranian militaryassets in Iraq, stating it would not hesitate to contend with “any Iranian threat”.

“We are certainly monitoring everything that is happening in Syria and, regarding Iranian threats, we are not limiting ourselves just to Syrian territory. This also needs to be clear,” Defence Minister Avigdor Lieberman told a conference hosted and aired live by the Israel Television News Company.

Israel is believed to have been carrying out air strikes in Syria in 2013 against suspected arms transfers and deployments by Iran and its Lebanese ally, the Shia Hezbollah militia.

These operations have largely been ignored by Russia, Damascus’ big-power backer, and coordinated with other powers conducting their own military operations in Syria.

India court legalises gay sex in landmark ruling

In a historic decision, India's Supreme Court has ruled that gay sex is no longer a criminal offence.

The ruling overturns a 2013 judgement that upheld a colonial-era law, known as section 377, under which gay sex is categorised as an "unnatural offence".

The court has now ruled discrimination on the basis of sexual orientation is a fundamental violation of rights.

Campaigners outside the court cheered and some broke down in tears as the ruling was handed down.

Although public opinion in India's biggest cities has been in favour of scrapping the law, there remains strong opposition among religious groups and in conservative rural communities.

But this ruling, from the top court, is the final say in the matter and represents a huge victory for India's LGBT community.

One activist outside the court told the BBC: "I hadn't come out to my parents until now. But today, I guess I have."

What have the judges said?

Thursday's decision was delivered by a five-judge bench headed by India's outgoing chief justice Dipak Misra and was unanimous.

Reading out the judgement, he said: "Criminalising carnal intercourse is irrational, arbitrary and manifestly unconstitutional."

Another judge, Indu Malhotra, said she believed "history owes an apology" to LGBT people for ostracising them.

Justice DY Chandrachud said the state had no right to control the private lives of LGBT community members and that the denial of the right to sexual orientation was the same as denying the right to privacy.

The ruling effectively allows gay sex among consenting adults in private.

What is section 377?

It is a 157-year-old colonial-era law which criminalises certain sexual acts as "unnatural offences" that are punishable by a 10-year jail term.

The law punishes, in its own words, "carnal intercourse against the order of nature with any man, woman or animal".

While the statute criminalises all anal and oral sex, it has largely affected same-sex relationships.

Human rights groups say police have used the statute to harass and abuse members of the LGBT community.


'Recognising everyone's right to love'

Even though it was rarely invoked when it involved consenting adults, section 377 could be - and was sometimes - used as a tool for harassment. It is not surprising then that campaigners are describing the verdict as a "new dawn for personal liberty".

But in a largely conservative India, where leaders of all religions have consistently opposed gay sex, it will still be a while before attitudes change and the community finds full acceptance.

But laws almost always play an important role in changing mindsets, and by recognising the community's right to love, the Supreme Court has restored the dignity denied to them for a very long time.


How did we get to this point?

It's been a tortuous route. A bid to repeal section 377 was initiated in 2001 and was batted between court and government until 2009, when the Delhi High Court ruled in favour of decriminalisation.

Several political, social and religious groups then mobilised to restore the law and in 2013 the Supreme Court struck down the High Court ruling.

Anti-section 377 activists then submitted a "curative petition" - a formal request to review an earlier court order perceived as a "miscarriage of justice" - and in 2016 the Supreme Court decided to revisit its ruling.

What has the LGBT reaction been to the latest ruling?

One of joy given that the community has fought vigorously to strike down the law.

Equal rights activists had argued that the very existence of such a law was proof of discrimination based on sexual orientation.

LGBT activist Harish Iyer told the BBC: "I'm absolutely elated. It's like a second freedom struggle where finally we have thrown a British law out of this country... I think the next step would be to get anti-discrimination laws in place, or anti-bullying laws."

How have political parties reacted?

The governing BJP party has said it would leave the decision to the Supreme Court.

However, one of its members said he was disappointed with the verdict.

Subramanian Swamy, known for making provocative comments, said: "It could give rise to an increase in the number of HIV cases."

Meanwhile, the main opposition Congress party has welcomed the ruling, saying they "hope this is the beginning of a more equal and inclusive society".

The UN has also welcomed the ruling, saying "sexual orientation and gender expression form an integral part of an individual's identity the world over".

What else was said in the ruling?

The court said other aspects of section 377 dealing with unnatural sex with animals and children would remain in force.

The judges also explicitly said that they only ruled on the constitutional validity of section 377 and were not looking at it in terms of other rights such as those related to marriage or inheritance.

It remains too early to say what this will translate to in the longer term.

Author and commentator Sandip Roy told the BBC that although the ruling was a cause for celebration, there were still hurdles to overcome, and a need for anti-discrimination laws.

"I think we would be foolish to think that this is the end of the fight," he said.

Where is homosexuality illegal?

The 2017 report from the International Lesbian, Gay, Bisexual, Trans and Intersex Association (Ilga) lists 72 countries and territories where same-sex relationships are still criminalised, although that includes India before its latest ruling.

Most of them are in Africa, the Middle East and other parts of south Asia.

The report said homosexuality could still result in the death penalty in eight nations.

Fiji earthquake: Pacific islands ROCKED by HUGE 7.8 magnitude earthquake

A HUGE earthquake has struck off the coast of Fiji. The powerful 7.8 magnitude tremor hit 66 miles east of the Fijian capital of Suva at 4.39pm BST (3.49am Friday local time).



The deep earthquake struck 377 miles under the surface, according to data from earthquakemonitoring service the US Geological Survey (USGS).

Its depth meant only light shaking was felt on the surface.

A Twitter user who felt the quake said: “It was really strong, strong enough to wake me up at 3.50am in the morning!

“No damage was done, all we felt 20 mins outside of Suva city was a slight swaying of the house with doors creaking. Still safe to travel.”

No tsunami warnings have been issued following the quake.

The Pacific Tsunami Warning Centre said: “Based on all available data, there is no tsunami threat because the earthquake is located too deep inside the Earth.”

The earthquake was initially registered as an 8.1 magnitude by USGS but was later downgraded to a 7.8.

Fiji sits on the Pacific 'Ring of Fire', a 25,000 mile-long area in which some 90 percent of the world’s earthquakes occur.

The belt runs from New Zealand, through South East Asia and Japan and along the entire western coastline of the Americas.

Today’s earthquake in Fiji follows an 8.2 magnitude tremor which struck off the Pacific island nation on August 19.

Just yesterday, Hokkaido in northern Japan was rocked by a 6.7 magnitude quake.

China Just Tested Several Dozen Hypersonic Missiles The US Can't Defend Against

China has launched ahead of the United States with “several dozen successful hypersonic missile tests that Washington cannot ignore,” Missile Defense Agency commander Lieutenant General Samuel Greaves warned Tuesday.

“The Chinese have now done several dozen successful hypersonic (missile) tests… we just cannot (ignore),” Greaves briefed a group of government officials held by the Missile Defense Advocacy Alliance.

Under Secretary of Defense for Management and Engineering Michael Griffin also acknowledged that China had alarmingly carried out dozens of successful hypersonic missile tests and warned that Russia was not far behind the Chinese in hypersonic missile development.

“Hypersonic missiles [are] being developed by both China and Russia. We are concerned about both … When they have done dozens of tests we have not done that is a concern,” he said.

In August, China allegedly showed one the tests via footage from a new missile test that would likely make a mockery of US missile defense systems in battle. The experimental “waverider” vehicle, China’s first, rides the shock waves generated during hypersonic flight. It could one day carry multiple nuclear warheads to North America undetected.

According to the China Academy of Aerospace Aerodynamics (CAAA), an aerodynamic research institution in Beijing and part of the state-owned China Aerospace Science and Technology Corporation (CASTC), the hypersonic missile test was conducted in northwestern China.

The CAAA released a statement last month, indicating the Starry Sky-2 missile was carried into space by a solid-propellant rocket before separating.

After separation, it descended to lower altitudes as it autonomously conducted extreme turning manoeuvers, reaching Mach 5.5 (hypersonic speeds) for more than 400 seconds, and reached a top speed of Mach 6, or 7,344km/h (4,563mph), the CAAA WeChat statement said.

The test was deemed a “complete success,” stated CAAA, which posted a series of behind the scenes images of the experiment on social media. “The Starry Sky-2 flight test project was strongly innovative and technically difficult, confronting a number of cutting-edge international technical challenges.”

Last month was the first time China had officially confirmed its development of “waverider” technology, though it has been working on hypersonic glide vehicles since 2014. China, Russia, and the US are the main contenders in the hypersonic race and are engaged in what some see as a new arms race based on the technology.

Earlier this year, Gen. John Hyten, commander of U.S. Strategic Command, told the Senate Armed Services Committee that the US is extremely vulnerable to future attack by hypersonic missiles.

“The first, most important message I want to deliver today is that the forces under my command are fully ready to deter our adversaries and respond decisively, should deterrence ever fail. We are ready for all threats. No one should doubt this,” Gen. Hyten said in his opening statement.

However, in a follow-on conversation with Sen. Jim Inhofe, R-Oklahoma, Hyten cautioned:

“we [US] don’t have any defense that could deny the employment of such a weapon [hypersonic missiles] against us.”

Admiral Harry Harris, former head of the US Pacific Command and now the ambassador to South Korea, said in February, “China’s hypersonic weapons development outpaces ours… we’re falling behind.”

To make up for lost time, the Pentagon awarded Lockheed Martin with approximately $1.5 billion in contracts this summer to develop a hypersonic missile for the Air Force.

While many believe American Hegemony is here to stay, there is a strong possibility that it could be somewhat displaced in the coming years as China gains access to hypersonic technologies.
