GAINESVILLE, Fla. -- The University of Florida is bracing for potential violence at a speech by white nationalist leader Richard Spencer.

More than 500 law enforcement officers have reported to the Gainesville campus before Thursday afternoon's event, and Gov. Rick Scott declared a state of emergency, CBS News correspondent Mark Strassmann reports.

"We are hoping that this is going to be a non-event. But we are prepared to respond and handle this," said Alachua County Sheriff Sadie Darnell. "When you get human beings together on different opinions and then you add emotions to it, you've got the recipe for a lot to go wrong."

The school estimates it will spend $600,000 on security for Spencer's planned speech Thursday. The U.S. Supreme Court has ruled that the government, in this case a public university, cannot charge speakers for security costs. Spencer's National Policy Institute is paying $10,564 to rent space for the speaking event.

In August, Spencer participated in a white nationalist rally in Charlottesville, Virginia, that led to deadly violence. University of Florida President Kent Fuchs rejected Spencer's plan to speak on campus last month, but relented after Spencer threatened to sue.

"We did know at that point we weren't going to permanently ban him and so if we could find a time and a place when we could assure security, we knew we would allow him at that point," Fuchs said.

Attorney Gary Edinger represented Spencer when the University of Florida pushed back.

"Hate speech is none the less protected by the Constitution as long as it's in the realm of political speech and not actual violence," Edinger said.

Some students plan to protest what they consider to be hate speech, while others will keep their distance.

"I don't feel safe being here, especially since I'm a woman of color," said student Nafeesah Attah. "So I'll lean on my other friends who will be out there. But I will definitely be inside my house."

Cameron Padgett, a Georgia State University student who organized the event at the University of Florida for Spencer, called the high security costs "discouraging," and said anyone from either side who incites violence should be arrested.

"That money should be used for scholarships, more research or stay with the taxpayers. But at the end of the day free speech needs to be protected," he said.

ISIS fanatics are 'plotting new 9/11' and plan to 'bring down planes to cause maximum devastation'

The terror group is said to be using recent van attacks - including London Bridge - to keep members engaged while they raise funds for a bigger plot

ISIS is plotting a 'new 9/11' and will bring down planes to cause maximum devastation, according to Trump's Homeland Security chief.

What's more, the terror group is currently using van attacks - like the one at London Bridge - to keep their members engaged while they raise funds for a 'big explosion'.

Elaine Duke, acting Secretary of Homeland Security says the plan is to recreate the 2001 atrocities where four planes were hijacked by al-Qaeda - two of which were crashed into the North and South towers of the World Trade Center.

Speaking at the US embassy in London, Mrs Duke said: "The terrorist organisations, be it ISIS or others, want to have the big explosion like they did on 9/11 . They want to take down aircraft, the intelligence is clear on that.

"However, in the interim they need to keep their finances flowing and they need to keep their visibility high and they need to keep their members engaged, so they are using small plots and they are happy to have small plots."

She added: "Creating terror is their goal and so a van attack, a bladed weapon attack, causes terror and continues to disrupt the world – but does not mean they’ve given up on a major aviation plot."

Mrs Duke went on to add that terrorists could use a laptop to blow up an aircraft - and is just one of many threats facing airlines all over the world.

She added that it was important to target terrorists in their homes, keep them moving and fearful of attack, therefore allowing them less time to sit and work on bigger plots.

She said: "We have worked on some strong measures that we can’t talk about. We are trying to play the away game and that is working against them in their terrorist safe havens and homes.

"We do have some terrorist groups on the move, you just saw the take-over of Raqqa and so if we can keep them declining and moving they have less time to sit and prepare."

She also called on technology firm to act more quickly to remove online propaganda which she says has fuelled a rise in homegrown extremism.

The United States and Britain will push social media firms at a meeting of G7 interior ministers this week to do more on the issue, Duke told reporters in London where she had been meeting British Home Secretary Amber Rudd

Authorities say propaganda from Islamic State has played a major part in radicalising people in the West but despite its defeat in its capital Raqqa in Syria, Duke said the group's online presence was likely to increase.

"I would surmise being able to put terrorist propaganda on the internet might become more imperative," said Duke, who described the terrorist threat to the United States as being as high as it had been since pre-9/11.

She also warned that those who turned to violence by being radicalised by such material posed a bigger problem than the comparatively small number of fighters who had joined the militant group returning to United States.

"The number of foreign fighters we have returning is declining," she said. "The number of home-grown violent extremists, most of them inspired by terrorist organisations, is increasing."

World War 3: American attack helicopters MOBILISED in Seoul as North Korea tensions soar

AMERICAN heavy attack helicopters are being mobilised to reinforce South Korean troops amid concerns of an amphibious invasion by North Korean special forces.


The south’s Maritime Counter Special Operations (MCSOF) unit is being boosted by the addition of nearly 50 Apache choppers to counter a possible attack by Kim Jong-un's regime from the sea.

The AH-64D Apaches - the same model of helicopter piloted by Prince Harry - have joined a MCSOF exercise already underway in the Yellow Sea, to the west of the Korean Peninsula.

The announcement comes as North Korean special forces have been spotted near the Northern Limit Line (NLL), the disputed maritime border between the rouge state and South Korea.

The NLL has been the site of a series of aggressive acts by the north, the most recent of which was in 2010 when Kim’s navy was accused of sinking a South Korean warship and killing 46 sailors.

Pyongyang denied any involvement, but an international investigation concluded a torpedo fired by a North Korean submarine was responsible.

Later the same year, North Korean forces decimated the South Korean island of Yeonpyeong with 170 artillery shells, killing four civilians and injuring 19.

The United States has conducted a series of naval drills with its South Korean allies in recent months, and the Yonhap News Agency reports the choppers from the US 2nd Infantry Division will be a regular fixture in future exercises.

And today, pictures of massive USS Ronald Reagan aircraft carrier alongside South Korea naval vessels emerged in a show of force against the north.

The huge super-carrier can carry 90 aircraft and is crewed by 3,200 sailors.

Dictator Kim says the joint exercises are preparation for an invasion of the north, but Western forces claim they are merely responding to threats from the nuclear-armed hermit state.

The US 7th Fleet is currently deployed across bases in East Asia, including Japan and the US territory of Guam.

The island is well within range of war-crazed Kim’s long-range weapons, and he has previously threatened it with “enveloping fire”.

The dictator made the threat in response to President Donald Trump’s warning he would destroy North Korea with “fire and fury like the world has never seen”.
