Russia has destroyed 99% of its chemical weapons – supervising general

Russia only has only one percent of its chemical weapons stockpile left. The rest has been destroyed, according to the head of the country’s Federal Administration for the Safe Storage and Destruction of Chemical Weapons, Major General Valery Kapashin.

Some “99 percent of the chemical weapons stored in Russia have been destroyed,” the high-ranking official said.

The remaining 400 tons of weaponized chemicals is currently “at the last facility in operation to store and destroy the chemical weapons, in the Kizner village in the Udmurt region,” Kapashin added.

Consequently, Russia meets the conditions stipulated in the Chemical Weapons Convention (CWC), which it joined 20 years ago.

In compliance with the document, Russia got rid of the first batch of its chemical weapons, one percent, in 2003. Four years later, 20 percent had been destroyed and, by 2009, Russia was ahead of schedule, having disposed of 45 percent of its chemical weapons.

“We’re finishing Stage Four a year earlier, too, and will destroy all 100 percent of the chemical weapons stockpile by the end of 2017, not 2018,” Kapashin concluded, speaking to Interfax.

The Federal Administration for the Safe Storage and Destruction of Chemical Weapons is in no rush, however, the official said, noting that it won’t “allow any breaches in the process discipline” when eliminating the remainder.

According to Kapashin, accumulating experience, making suggested improvements, and reliable state technology have all sped up the process used for destroying the weapons.

Prison rehabilitation ‘made pedophiles & rapists more dangerous’ – report

A prison treatment program designed to rehabilitate rapists and pedophiles has instead made offenders “more dangerous” and was axed, it has been revealed.

Prisoners who took the taxpayer-funded Sex Offender Treatment Program (SOTP) – a six-month psychological group therapy course – were at least 25 percent more likely to be convicted of further sex crimes than those who did not, according to an independent study seen by the Mail on Sunday.

The newspaper says those convicted of physically attacking children were especially likely to reoffend after taking the course, which has cost more than £100 million ($127 million) since it was set up in 1991.

Before the report was compiled, about 1,000 prisoners had taken the “core” program across eight jails, and the worst offenders did an extended course. The courses involved discussions to help sex offenders understand their crimes, increase awareness of victim harm, and to stop reoffending.

The core and extended programs have now been cut by the Ministry of Justice (MoJ). The ministry was reportedly initially reluctant to accept the findings, but after they were independently endorsed, were forced to act.

The newspaper accuses Liz Truss, the former justice secretary, of keeping the independent study secret.

William Marshall, a former external consultant to SOTP who developed programs in Canada that reduced reoffending rates, said he resigned because the MoJ did not fix problems.

“They weren’t adapting the course in line with developing knowledge and many of those delivering the program were not qualified,” he told the newspaper.

Rather than being qualified therapists, most SOTP therapists were chaplains, ordinary prison officers and “para-professionals,” he said.



Prisoners who took the course and re-offended include murderer Clive Sharp. He reportedly told his SOTP facilitator in the 1990s that he fantasized about tying up a woman and raping and murdering her.

In October 2012, he sexually tortured, killed, and dismembered 37-year-old Irish vet Catherine Gowing.

The MoJ has reportedly obtained legal advice about the report’s likely impact, and has been warned that victims attacked by the program’s “graduates” after their release may be able to sue the government for damages.

A new financial crisis is brewing in the emerging economies and it could hit “with a vengeance”, an influential group of central bankers has warned.

Emerging markets such as China are showing the same signs that their economies are overheating as the US and the UK demonstrated before the financial crisis of 2007-08, according to the annual report of the Bank for International Settlements (BIS).

Claudio Borio, the head of the BIS monetary and economic department, said a new recession could come “with a vengeance” and “the end may come to resemble more closely a financial boom gone wrong”.

The BIS, which is sometimes known as the central bank for central banks and counts Bank of England Governor Mark Carney among its members, warned of trouble ahead for the world economy.

It predicted that central banks would be forced to raise interest rates after years of record lows in order to combat inflation which will “smother” growth.

The group also warned about the threat poised by rising debt in countries like China and the rise in protectionism such as in the US under Donald Trump, City AM reported.

Chinese corporate debt has almost doubled since 2007, now reaching 166 per cent of GDP, while household debt rose to 44 per cent of GDP last year.

In May, Moody's cut China's credit rating for the first time since 1989 from A1 to Aa3 which could potentially raise the cost of borrowing for the Chinese government.

The BIS’s credit-to-GDP gap indicator also showed debt, which is seen as an “early warning indicator” for a country’s banking system, is rising far faster than growth in other Asian economies such as Thailand and Hong Kong.

Brexit will make Britain worse off, Bank of England chief Carney says

The world economy is still recovering from the financial crisis andthe euro crisis which followed it in 2010.

The UK is said to be experiencing a “lost decade” as productivity and wages have flatlined.
