TTIP Leaked Documents Confirm that Obama Requires “Killing the Paris Accord on Climate Change”

Global Research, May 02, 2016

Climate Change

“248 pages of leaked Transatlantic Trade and Investment Partnership (TTIP) negotiating texts” show that the American negotiating position, as Greenpeace put the matter, allows “No place for climate protection in TTIP,” and, though “We have known that the EU position was bad, now we see the US position is even worse.”

Jorgo Riss, Director of Greenpeace EU, said,

“The effects of TTIP would be initially subtle but ultimately devastating. It would lead to European laws being judged … disregarding environmental protection and public health concerns.”

A 70-year-old EU rule, which allows nations to restrict trade in order “to protect human, animal and plant life or health,” or for “the conservation of exhaustible natural resources,” would end, if U.S. President Barack Obama gets what he wants.

Furthermore, the “Precautionary principle is forgotten”: it’s currently enshrined in the EU Treaty, but Obama wants it gone; it is stated in the EU Treaty as allowing

“rapid response in the face of a possible danger to human, animal or plant health, or to protect the environment. In particular, where scientific data do not permit a complete evaluation of the risk, recourse to this principle may, for example, be used to stop distribution or order withdrawal from the market of products likely to be hazardous.”

Obama wants there to be no ability for EU nations to withdraw from the market “products likely to be hazardous.” All products would be assumed safe, unless proven not to be.

Other TTIP developments in recent days:

Britain’s Independent headlined on April 29th, “TTIP could cause an NHS sell-off and UK Parliament would be powerless to stop it, says leading union”, and reported that a labor union, “Unite,” was determined to block TTIP from going into effect in the UK:

“Gail Cartmail, Unite assistant general secretary, said that it was ‘a scandal’ that MPs [Members of Parliament] may not have the democratic power to stop TTIP, which she said ‘threatens the irreversible sell-off of our NHS [National Health Service]’.”

Privatization of government assets is favorably viewed by Obama.

Tamara Hervey, a professor of EU law at the University of Sheffield, told the Independent,

“The UK government could include a reservation in the agreement to say that it does not include the NHS. As far as I understand, that isn’t on the table, even though several other EU countries have already put such reservations in the negotiating text.”

British Prime Minister David Cameron, like Obama, is strongly in favor of privatization.
Obama

The Independent said,”Obama used a recent visit to the EU to push for the completion of TTIP, promising it would remove ‘regulatory and bureaucratic irritants and blockages to trade’.” Now, we know that in his mind the EU’s existing regulations concerning environmental protection and product safety belong in that category: “bureaucratic irritants and blockages to trade.”

Britain’s Guardian banners on May 1st, “Leaked TTIP Documents Cast Doubt on EU-US Trade Deal”, and Arthur Nelson in Brussels, reports that, “Because of a European ban on animal testing, ‘the EU and US approaches remain irreconcilable and EU market access problems will therefore remain’,” which is yet further indication of Obama’s free-market convictions: he doesn’t accept any ban on animal-testing of products. Presumably, he wants to allow corporations to determine what the cheapest way to determine a product’s safety or dangerousness is, regardless of whether the animal model that’s used tells anything reliable about the product’s safety on humans. If one nation’s testing procedure is less reliable than another’s, then Obama wants the two to compete as equals, so that the incentive will exist for all corporations to use the cheapest method, regardless of the method’s reliability, or even humaneness. Obama didn’t run for President as a libertarian, but he turns out to be remarkably libertarian in his policies. He’s pushing for a vigorous race to the bottom, in all sorts of regulations.

Polls show Obama to have extremely high approval-ratings in European countries, such as 62% in Germany (far higher than any German national politician). Polls also show TTIP to be extremely unpopular there. The contradiction apparently isn’t noticed by respondents — approval of a politician has no clear correlation with the politician’s policies. Obama is black, and he speaks well; and, perhaps that’s enough. Perhaps Europeans don’t really care very much about such things as global warming, product-safety, or humaneness toward animals. If that’s true, then EU Parliamentarians can likewise ignore such matters and simply vote to approve TTIP, notwithstanding the merely nominal opposition to it amongst the electorate. The percentage of voters who really care about such issues might actually be inconsequential. If that’s the situation, then corruption makes sense, because the money that a politician thereby obtains for his/her campaign will far outbalance the potential loss of voters’ support that results from violating their interests — only words will matter, a politician’s actual record won’t, in terms of the given politician’s support by voters. If that’s true, then the results of democracy might be no better than the results of dictatorship; there might be no real difference.

Certainly, the disabling of the Paris Agreement on Climate Change would have enormous impact; but, if a politician’s rhetoric has a bigger effect on his favorability-rating than his policies do, Obama might be highly regarded even when the planet is burning up as a consequence of his policies.

This disease has killed a million trees in California, and scientists say it’s basically unstoppable

Healthy forests are especially important at a time of climate change — they’re an incredible tool to remove carbon dioxide from the atmosphere. Dead forests, on the other hand, can light the spark for wildfires, which are already showing a long-predicted uptick in activity.

In California’s coastal forests, health is anything but good. Since 1995, a fungal pathogen that causes a phenomenon dubbed ‘sudden oak death’ (a far catchier name than that of the pathogen itself, Phytophthora ramorum) has taken out millions of oak and tanoak trees, particularly along the coast extending northward from Monterey County. That includes areas of Marin County, Sonoma County and Big Sur.

The pathogen is a fungus that affects different trees differently, and not all are susceptible. It will tear through a forest and kill some trees while leaving others standing.

But in some trees, the pathogen causes tree trunks to crack open a ‘canker’ and literally bleed out sap. The disease is actually related to the pathogen that caused the Irish potato famine in the 1800s.

“Millions of acres of land have been affected in coastal California,” says Richard Cobb, a postdoc at the University of California, Davis, who studies the disease. “It spreads via wind and rain, and it’s made some really big jumps to different parts of the state and into Oregon. It probably spread into California via the nursery trade. And it has been moved around the country a lot, also within the nursery trade.”

Unfortunately, new research on this invasive disease, published in the Proceedings of the National Academy of Sciences Monday by Cobb and a group of colleagues, finds that while there may once have been a chance to stop the spread of sudden oak death — around the year 2002 — that opportunity has since passed. Forces didn’t mobilize fast enough or spend enough money, and the disease model employed in the new research (a model not so dissimilar from those used to study how various diseases can spread among humans) suggests continual spread of the disease.

“Slowing the spread of P. ramorum is now not possible, and has been impossible for a number of years,” the study states bluntly. The research was led by Nik Cunniffe of the University of Cambridge, in collaboration with researchers from the University of California, Davis and North Carolina State University.

To stop sudden oak death, you have to go in and remove infected trees across a large area. And there’s so much pathogen mass now in California forests that the model finds that it will just spread, and spread. As pathogen biomass increases, says Cobb, “the rates of spread accelerate, and so does cost.”

More specifically, the study found that unchecked, sudden oak death will grow to affect close to ten times the current area — from around 1,550 square kilometers today to 14,000 square kilometers by 2030. But it also found that an attempt to manage the problem by removing infected trees over 200 square kilometers annually, at a cost of $ 100 million, would make little dent in this spread.

Simply put, the disease is now in a “phase 3″ epidemiological state, the study says, in which “the pathogen has spread far enough that eradication is no longer possible; local containment may still be an option.”

“Our analyses show that statewide action to eradicate or even slow the spread of [the pathogen] is no longer feasible, even with a substantial budget, indicating that the epidemic in CA is now firmly in phase 3,” the study continues.

Granted, it’s not like stopping the disease in 2002 would have been easy. “It would have taken unprecedented cooperation, and an unprecedented amount of funding,” says Cobb. “This would have been extremely difficult and there would be some tough questions about whether it would be worth, even then, such a huge investment.” He suggests the cost could have been $ 60 million per year, for many years.

Instead, though, California must now live with the impacts of the disease. They include forest areas filled with dead trees that are a fire risk — and a risk not only of burning themselves, but also carrying fire to other trees that are still living and did not get infected with the pathogen, Cobb says.

The disease also threatens forest carbon sequestration in the state — and thus could undermine California’s ambitious climate goals. It most severely damages tanoak — an evergreen tree with “flowers like the chestnut and acorns like the oak,” according to the U.S. Forest Service — that plays many key ecological, economic and cultural roles.

“Many wildlife species cache tanoak acorns for later consumption, including acorn woodpeckers (Melanerpes formicivorus), Stellar’s jays (Cyanocitta stelleri) and at least four species of squirrels,” notes a recent study of the consequences of such severe damages to tanoaks in California. Tanoak acorns are also a traditional food source for Native American communities in California.

Cobb emphasizes that just because the disease cannot be eradicated or stopped does not mean that it should not be managed or contained, because forest managers and state agencies can still make a difference in key areas.

More generally, the sweeping disease underscores just how disruptive and unpredictable invasive species threats can be — from the mosquitoes that carry Zika to plant pathogens — at a time of unprecedented global trade and travel, combined with climate change.

“It was known as this minor pathogen of Rhododendron in the Netherlands prior to arrival in California,” says Cobb. “Given the state of knowledge about the thing, there is nothing where you would have said, ‘oh, this is going to be a problem in California oak forests.’ We’re constantly caught off guard by these things, they seem to frequently behave in ways that we don’t anticipate.”

PUTIN THREATENS THE WEST WITH NATO ULTIMATUM

BY ON 5/3/16 AT 10:31 AM

Vladimir Putin attends a wreath-laying ceremony to mark the Defender of the Fatherland Day at the Tomb of the Unknown Soldier by the Kremlin wall in central Moscow on February 23. The author writes that Russia's ambassador delivered an ultimatum: Any move by NATO to enhance its self-defense is a threat that will impel Moscow to take "appropriate responses."
SERGEI KARPUKHIN/REUTERS

As of this writing, the “cessation of hostilities” in Syria has all but collapsed, and thousands of Russian forces are aiding Syrian President Bashar al-Assad’s campaign to retake Aleppo.

At the same time, the Minsk II agreement between Russia and Ukraine remains, as it always has been, an agreement more honored in the breach than in the observance thereof.

In both cases, it is clear that Moscow never meant to implement the provisions to which it signed on. The cessation of hostilities in Syria never was a true cessation, war continued against Assad’s opponents and Russian President Vladimir Putin is now revealed to have told Assad, "We won’t let you lose.”

Meanwhile, more European elites are saying that we should relieve the sanctions burden on Russia because, after all, Putin is cooperating with the West against terrorism in Syria.

But those who wish to ease or remove sanctions on the grounds of Putin’s alleged cooperation in Syria against terrorists have the burden of proof upon them to demonstrate how this cooperation actually manifests itself and why we should begin a process of dialogue. Putin has made clear that Russia, under his rule, will not and cannot make credible commitments.

At the NATO-Russia Council meeting, Russia’s Ambassador Alexander Grushko delivered an ultimatum to NATO, saying that any move by NATO to enhance its self-defense will be regarded by Russia as a threat that precludes negotiations and will impel Moscow to take its habitual “appropriate responses.” Grushko revealed not only that Moscow sees NATO as a threat, but also that it insists NATO not defend itself, since such moves are inherently provocative.

Here at home, the Obama administration is once again in what appears to be its congenital stance of confusion over Putin’s objectives. U.S. Ambassador to NATO Douglas Lute said that further NATO expansion is off the table because it will provoke Russia, and that is something the United States does not want to do.

Other than rhetoric, there is no real response to Russia’s ever-escalating provocative behavior and threats to NATO. Putin, it seems, can provoke NATO all he likes; the only effective response is NATO’s enforcement of increasingly self-denying ordinances upon itself and its preemptive surrender to Putin’s agenda.

Pressure from France, Germany and Italy to end or reduce sanctions is mounting. The Europeans aren’t pressing Russia nearly as much to fulfill the cease-fire agreement as they are Ukraine.

The Minsk II agreement does not bind Russia to anything or even accept that Russia has been at war in Ukraine since 2014. It puts the Ukrainian government and the “separatists,” in reality Russian irregulars or regulars dressed up to look like irregulars, as equals and entails Ukraine’s self-declared negation of its own sovereignty over the Donbas.

In other words, to paraphrase and revise Isaiah today, he might prophesy that “the people who are walking in darkness have yet to see a great light.”

While there appears to be a developing consensus that permanent rotational forces will be stationed in NATO’s Eastern European members’ territories, Washington and Berlin, equally fearful of provoking Putin, appear to have vetoed the permanent deployments advocated by Poland and the Baltic states.

Indeed, we still do not have one permanently deployed armored brigade in Europe, which is the minimum requested by General Curtis Scaparrotti, the incoming Supreme Allied Commander of Europe. Before the invasion of Ukraine, Russia possessed a clear military superiority in the Baltic theater, and it is steadily pressing its advantage, thereby creating new divisions and ratcheting up its tempo of exercises and nuclear deployments, as well as its conventional and nuclear procurement.

Even one armored brigade will be useless if a military contingency develops—and Russia’s superiority in artillery, electronic warfare and immense anti-air and anti-ship capabilities in the Baltic and Black Seas have not been mentioned here.

Poland’s Defense Minister Antoni Macierewicz claims that the Polish army has been systematically underfunded, and the situation elsewhere in Europe is worse. German army forces stopped exercises recently because regulations prevented them from overtime. Britain’s 2 percent of GDP contribution to NATO has been achieved only by “creative accounting.” And this supposedly provokes Russia?

The fact is that whatever NATO does—indeed, simply its existence—represents a provocation to Russia because Russia, as its official documents explicitly state, presupposes conflict with all of its neighbors regardless of their actual policies. Moreover, it blithely continues to issue these ultimatums to NATO as it openly violates its own commitments.

It is revealing that the Russian spin on the NATO-Russia Council was that it represented NATO’s acknowledgement that it cannot do without Russian cooperation. But for Putin, the dialogue is only a prelude to the pressure to restore unconditionally the EU dialogue and eliminate sanctions while preserving Russian conquests in Ukraine and a free hand in Syria.

Many non-experts should have no trouble by now deciphering Putin’s objectives in Syria and Ukraine. But apparently our governments, consumed by habitual confusion and willful blindness, are still walking in the darkness—and it is quite unlikely that they will have a blinding revelation on the way to this summer’s NATO summit in Warsaw.

LONDON SET TO SIZZLE WITH TEMPERATURES HIGHER THAN IBIZA

Holidaymakers sunbathing in Ibiza, July 10, 2015. U.K. forecasters say London will reach a high of 23 degrees Celsius, a whole degree above Ibiza's predicted maximum high.
JAIME REINA/GETTY
The U.K. is set for a scorching weekend, with the weather in London predicted to be hotter than the Mediterranean island of Ibiza.

Forecasters say the capital will reach a high of 23 degrees Celsius (73.4 degrees Fahrenheit), a whole degree above Ibiza’s predicted maximum high of 22 degrees Celsius.

The Turkish city of Istanbul, usually one of the warmer cities at this time of year, is expected to reach a high of 20 degrees Celsius (68 degrees Fahrenheit), about the same as Manchester in northwest England.

The average temperature in Britain in early May is around 16 degrees Celsius (60.8 degrees Fahrenheit), so the prediction is a hefty 7 degrees above average.

“As you look ahead, the reason things will be settling is high pressure is building across most of the U.K., which at this time of year brings pretty decent weather and temperatures,” a Met Office spokesperson said.

“From Wednesday to Friday the high pressure will be firmly in control, with most areas seeing a dry week with sunny spells.”

Which would be an improvement on the recent Bank Holiday, which saw heavy rain in many parts of the country.

May Day Monday has seen some extremes of weather over the years!

ISIS Releases New Kill List Of 3,600 Random New Yorkers — FBI To Visit Each Personally

MAY 3, 2016

By Melissa Dykes

Now we’re supposed to believe that ISIS’ Caliphate Cyber Army has leaked the names and home and email addresses of 3,600 average people living in New York, urging terrorists to randomly target and kill them because … terror?

The info was reportedly posted on an ISIS-only channel along with the statement, “We want them #Dead” — because even terrorists know the importance of hashtags.

iskill

While there are government employees who work for DHS and the State Department included on the list, there are also just a bunch of random people on there for seemingly no reason.

Just look at how confused this elderly man is for showing up on it:

ABC News has reported that a lot of the information appears to be old and outdated.

Meanwhile…

2016-05-02_15-36-00

Meanwhile, this situation is being taken so seriously, it is being reported that police and the FBI are going to personally visit each person on the list and warn them that they have been personally threatened by ISIS … so they can … do…

What exactly?

Walk around in fear looking over their shoulder for terrorists every other two seconds? Duck and cover?

“While our standard practice is to decline comment on specific operational and investigative matters, the FBI routinely notifies individuals and organizations of information collected during the course of an investigation that may be perceived as potentially threatening in nature,” the FBI said in a statement.

Maybe the Mirror just exaggerated the headline there a bit? (Then again, that’s kind of a weird phone call to have to make…)

Here’s a question… how many of these random U.S. ISIS kill lists have actually ended in killing?
