With climate at 'breaking point', leaders urge breakthrough in Paris

PARIS (Reuters) - World leaders launched an ambitious attempt on Monday to hold back rising temperatures, with the United States and China leading calls for the climate summit in Paris to mark a decisive turn in the fight against global warming.

In a series of opening addresses to the U.N. talks, heads of state and government exhorted each other to find common cause in two weeks of bargaining to steer the global economy away from its dependence on fossil fuels. French President Francois Hollande said the world was at a "breaking point".

The leaders arrived in Paris with high expectations and armed with promises to act. After decades of struggling negotiations and the failure of a summit in Copenhagen six years ago, some form of agreement - likely to be the strongest global climate pact yet - appears all but assured by mid-December.

"What should give us hope that this is a turning point, that this is the moment we finally determined we would save our planet, is the fact that our nations share a sense of urgency about this challenge and a growing realization that it is within our power to do something about it," said U.S. President Barack Obama, one of the first leaders to speak at the summit.

The leaders gathered in a vast conference center at Le Bourget airfield. In all, 195 countries are part of the unwieldy negotiating process, with a variety of leadership styles and ideologies that has made consensus elusive in the past.

Key issues, notably how to divide the global bill to pay for a shift to renewable energy, are still contentious.

"Climate justice demands that the little carbon space we still have, developing countries should have enough room to grow," said India's Prime Minister Narendra Modi, a key player because of his country's size and its heavy dependence on coal.

One difference this time may be the partnership between the United States and China, the two biggest carbon emitters, who between them account for almost 40 percent of the world's greenhouse gas emissions, according to the World Resources Institute think-tank.

Once far apart on climate issues, they agreed in 2014 to jointly kick-start a transition away from fossil fuels, each at its own speed and in its own way.

The United States and China "have both determined that it is our responsibility to take action," Obama said after meeting his Chinese counterpart Xi Jinping on the sidelines of the summit.

"Tackling climate change is a shared mission for mankind," Xi responded in his own remarks.

Obama said the two countries would work together at the summit to achieve an agreement that moves toward a low-carbon global economy this century and "robust" financial support for developing countries adapting to climate change.

Flying home to Rome on the papal plane after a visit to Africa, Pope Francis told journalists: "Every year the problems are getting worse. We are at the limits. If I may use a strong word I would say that we are at the limits of suicide."

Most scientists say failure to agree on strong measures in Paris would doom the world to ever-hotter average temperatures, deadlier storms, more frequent droughts and rising sea levels as polar ice caps melt.

SMOG OVER CHINA AND INDIA

Facing such alarming projections, the leaders of nations responsible for about 90 percent of the world's greenhouse gas emissions have come bearing pledges to reduce their national carbon output, through different measures at different rates.

As the summit opened in Paris, the capitals of the world's two most populous nations, China and India, were blanketed in hazardous, choking smog, with Beijing on an "orange" pollution alert, the second-highest level.

The deal will mark a momentous step in the often frustrating quest for global agreement, albeit one that on its own is not believed to be enough to prevent the earth's temperatures from rising past a damaging threshold. How and when nations should review their goals - and then set higher, more ambitious ones - is another issue to be resolved at the talks.

"The Paris conference is not the finishing line but a new starting point," Xi said.

The gathering is being held in a somber city. Security has been tightened after Islamist militants killed 130 people on Nov. 13, and Hollande said he could not separate "the fight with terrorism from the fight against global warming". Leaders must face both challenges, leaving their children "a world freed of terror" as well as one "protected from catastrophes", he said.

On the eve of the summit, an estimated 785,000 people around the world joined the biggest day of climate change activism in history, telling world leaders there was "No Planet B" in the fight against global warming.

Signaling their determination to resolve the most intractable points, senior negotiators sat down on Sunday, a day earlier than planned, to begin their work.

The last attempt to get a global deal collapsed in chaos and acrimony in Copenhagen in 2009.

Anxious to avoid a re-run of the Copenhagen disaster, major powers have tried this time to smooth some of the bumps in the way of an agreement before they arrive.

The presidents, prime ministers and princes were making their cameo appearances at the outset of the conference rather than swooping in at the end.

The old goal of seeking a legally binding international treaty, certain to be dead on arrival in the Republican-controlled U.S. Congress, has been replaced by a system of national pledges to reduce emissions.

Some are presented as best intentions, others as measures legally enforced by domestic laws and regulations.

WHO WILL PAY?

If a signed deal now appears likely, so too is the prospect that it will not be enough to prevent the world's average temperature from rising beyond 2 degrees Celsius (3.6 Fahrenheit) above pre-industrial levels. That is widely viewed as a threshold for dangerous and potentially catastrophic changes in the planet's climate system.

Obama called for an "enduring framework for human progress", one that would compel countries to steadily ramp up their carbon-cutting goals and openly track progress against them.

The U.S.-China agreement has been a balm for the main source of tension that characterized previous talks, in which the developing world argued that countries which had grown rich by industrializing on fossil fuels should pay the cost of shifting all economies to a renewable energy future.

The question of how richer nations can help cover the cost of switching to cleaner energy sources and offset climate-related damage must still be resolved,

A handful of the world's richest entrepreneurs, including Bill Gates, have pledged to double the $10 billion they collectively spend on clean energy research and development in the next five years.

"The climate bill has finally come due. Who will pay?" said Baron Waqa, president of the Pacific island nation Nauru.

OLONGAPO CITY, Philippines (Reuters) - A Philippine court found a U.S. Marine guilty of killing a transgender woman on Tuesday, jailing him for six to 12 years in a case that has reignited debate over the American military presence in its former colony.

The Olongapo City regional trial court also ordered Lance Corporal Joseph Scott Pemberton to pay more than 4.5 million pesos ($95,350) to the family of Jennifer Laude, who was found dead last year in a hotel outside the former U.S. navy base northwest of Manila.

Pemberton will serve a minimum of six years and a maximum of 12 years in jail. He had been charged with murder but was convicted of the lesser offense of homicide, which does not require malicious intent.

He can appeal against the verdict and sentence.

"This is not quite a victory," Laude's sister, Malou, told Reuters. "We expected a murder conviction but instead got homicide. We are not contented with the decision."

Pemberton had earlier admitted in court to choking, but not killing, Laude. He said he had acted in self-defense after he discovered that a man was giving him oral sex, not a woman.

Protesters outside the Hall of Justice carried placards saying "Justice for Jennifer Laude! Justice for the Filipino people", "Jail Pemberton in the Philippines".

Pemberton was due to be held in the national penitentiary in Muntinlupa, south of the capital, until the Philippines and U.S. government agree on where he should serve his sentence as prescribed under a visiting forces agreement.

But a lawyer for the victim said there was a brief dispute with U.S. officials about where Pemberton should go that was resolved when the judge ordered he be held at a Philippine army base for five days while a permanent solution was found.

"This is a sad day for the Philippines. It shows the U.S. gets what it wants," said lawyer Harry Roque.

The case has stirred debate over the presence of American soldiers on Philippine soil after senators voted two decades ago to kick out U.S. bases because of social issues, such as crimes committed by servicemen.

The United States has raised military aid to the Philippines this year as tension rises in the region over China's new assertiveness in the South China Sea.

The two allies are waiting for the Philippine Supreme Court to approve a pact allowing the U.S. military to store supplies at Philippine bases for operations related to maritime security, humanitarian assistance and disasters.

SWITZERLAND, Zurich — Because CERN is the largest and most advanced nuclear and particle physics laboratory in the world, security at the top-secret facility is the most stringent on Earth. Consequently, it’s the perfect place to hide the entrance to the one and only Central Intelligence Agency (CIA).

As originally depicted in the March 31, 2015, Truther.org report entitled “10 Reasons Why Switzerland is Home to the CIA”, hard evidence now confirms that Switzerland is in fact harboring the CIA. However, exactly where CIA Headquarters is located within Switzerland has remained a mystery—until now.

In short, CERN serves as the secret entrance to CIA Headquarters which is located in the underwater Alpine canyons of Lake Geneva, a lake so deep it had to be explored by Mir 1and Mir 2, Russian submarines which are known for their ability to dive up to 6,000 meters (19,685 feet).

Consequently, CIA Headquarters beneath Lake Geneva is only accessible via underground trains from CERN, and via submarines which travel through a 275 kilometer (170 mile) subterranean tunnel which evidently begins in Genova, Italy, and ends in Lake Geneva.

Although only conjecture, it appears that Sub-Biosphere 2 is modeled after CIA Headquarters beneath Lake Geneva. This notion is based on the fact that the Sub-Biosphere 2 mimics the Big European Bubble Chamber (BEBC) which evidently serves as the central command center.

CERN’s LEP Tunnel, which is 26.659 kilometers (16.6 miles) in length, admittedly passes through Switzerland and France, likely en route to CIA Headquarters. Coincidentally, CERN is roughly 27 kilometers from the center of Lake Geneva (i.e., 46°27’19.8″N 6°36’01.9″E) where CIA Headquarters is evidently located.

Therefore, it appears that CERN’s LEP Tunnel is political cover for the subterranean tunnel through which daily commuter trains shuttle CIA personal from the suburbs of Geneva, Switzerland, to CIA Headquarters deep beneath Lake Geneva.

CIA Headquarters is evidently known as the “North Area”, one of CERN’s so-called experimental sites. The North Area is reportedly the largest of the experimental sites within the Prévessin site which is allegedly the target station for non-collider experiments on the SPS accelerator.

While the North Area evidently serves as cover for CIA Headquarters, CERN is home to the world’s largest supercomputer which is used by the CIA to conduct 24/7 electronic espionage and surveillance, as well as control the underworld (e.g., deflate/inflate currencies, manipulate global markets, execute drone attacks, etc.).

CERN is coincidentally located adjacent to Geneva, Switzerland which was previously home to the League of Nations. Today, Geneva is home to the highest number of international organizations in the world, including the International Red Cross and the United Nations.

Therefore, it makes perfect sense that Geneva, the de facto capital of the underworld, is also home to the infamous Central Intelligence Agency. Since Geneva essentially runs the underworld at the behest of the CIA, it has been given the nickname of “The Global City”.

The notion that CERN is the secret entrance to CIA Headquarters beneath Lake Geneva is corroborated by the fact that as of 2013, CERN had 2,513 staff members and 12,313 fellows, associates and apprentices, a majority of which are likely CIA personal.

Considering that approximately 15,000 people commute to CERN and/or CIA Headquarters on a daily basis, they must do so via secret underground trains as there are no major parking lots at CERN as seen in the aerial view of CIA Headquarters in Langley, Virginia.

The notion that CERN’s supercomputer is being used as a weapon is foreshadowed in the novel “Angels & Demons” (2000) by Dan Brown which portrays antimatter created at CERN being used in a weapon against the Vatican. In reality however, CERN is being used as a weapon against all of humanity.

The notion that CERN is responsible for orchestrating the chaos and terror of the underworld is corroborated by a report from June 7, 2015, which stated that the impending apocalyptic man-made asteroid attack will “be started by CERN’s Large Hadron Collider”.

A secondary report dated June 8, 2015, stated that scientists at CERN could “cause a black hole” and that “The CERN logo is 666 – the sign of the beast” could bring theoretically bring about the “end of days” event as foreshadowed in the book Roman Catholic Church’s Book of Revelation.

In short, CERN is ultimately responsible for any future apocalyptic-like event that could theoretically destroy planet Earth (e.g., asteroid attack, biological pandemic, nuclear terror attack, World War III, etc.) which is exactly what one would expect from the Central Intelligence Agency (CIA).

Beijing (AFP) - Beijing ordered hundreds of factories to shut and allowed children to skip school as choking smog reached over 25 times safe levels on Tuesday, casting a cloud over China's participation in Paris climate talks.

A thick grey haze shrouded the capital with concentrations of PM 2.5, harmful microscopic particles that penetrate deep into the lungs, as high as 634 micrograms per cubic metre.

The reading given by the US embassy dwarfs the maximum recommended by the World Health Organisation, which is just 25 micrograms per cubic metre

Swathes of northern China were hit and levels in Jinan, a provincial capital hundreds of kilometres away, reached over 400.

Authorities in Beijing ordered the closure of 2,100 highly polluting businesses, the state-run China Daily said, and advised citizens to stay indoors.

The capital told primary and middle schools to stop outdoor activities and gave students permission to stay home, adding the city would provide online instruction, the official Xinhua news agency reported.

Airlines cancelled over 30 flights from Beijing and Shanghai, many to highly polluted Shaanxi province which is a key coal producer.

The smog nightmare came after Chinese President Xi Jinping vowed "action" on greenhouse emissions at the climate change summit in Paris.

Most of the country's greenhouse gas emissions come from coal burning which spikes in winter along with demand for heating and is the main cause of smog.

Xi repeated China's pledge that emissions would peak by "around 2030" but told the summit that poor nations should not have to sacrifice economic growth.

China is estimated to have emitted nearly twice as much carbon dioxide as the United States in 2013, and around two and a half times the European Union's total.

Even official news media joined in the criticism, with Xinhua posting on Twitter: "Breathless. Speechless."

Twitter is blocked in mainland China, where pollution is a key cause of discontent with the ruling Communist party, and Chinese-language reports were more circumspect.

Environmental group Greenpeace said in a statement the pollution showed the "weakness" of Beijing's air quality alert system.

The city only issued an orange alert, the second highest on the four-colour scale.

A red alert would require schools to close and ban half the city's cars from its streets.

"The shocking levels of air pollution we have seen in the last few days are a serious danger to the health of hundreds of millions of citizens," Greenpeace said.

The capital's "insufficient alerting system has compounded the problem", it added.

One angry resident wrote on Chinese Twitter equivalent Sina Weibo: "I think they are concerned about the high costs of a red alert and the difficulties of implementing it."
