Inspector: 'Serious lapse' at Secret Service

Report: Secret Service Diverted Agents To Monitor Personal Dispute


WASHINGTON (AP) — A government investigation Wednesday criticized a bizarre Secret Service assignment that pulled agents from their duty near the White House and sent them to the rural Maryland home of a headquarters employee embroiled in a personal dispute with a neighbor.

The conduct amounted to a "serious lapse in judgment," the inspector general of the Homeland Security Department, John Roth, said in a statement accompanying an investigative memo he released. "These agents, who were there to protect the president and the White House, were improperly diverted for an impermissible purpose."

Although agency officials insisted President Barack Obama's safety was not compromised, the report notes Obama was at the White House on at least two days that the agents were "a 50-minute drive (without traffic) from the White House" checking on the headquarters employee. It found no legal justification for using Secret Service agents for such a purpose.

"The Secret Service's mission is to protect the president of the United States, and not to involve itself in an employee's purely private dispute best handled by the local police," Roth said.

A Secret Service spokesman, Ed Donovan, said in a statement, "The Secret Service has received the OIG memorandum and is reviewing it for findings." Homeland Security Secretary Jeh Johnson said that he'd asked Joe Clancy, the acting director of the Secret Service, which is part of DHS, to "take any appropriate disciplinary action that he deems necessary and report back to me."

The report comes as Congress is investigating the Secret Service over a series of security breaches and scandals, including a recent incident where a man with a knife scaled the White House fence and dashed all the way into the East Room.

Compared to that failure and other incidents, including a prostitution scandal in Colombia, "Operation Moonlight" stands as a strange side note. It happened three years ago but came to light this past May in a report in The Washington Post.

A Secret Service employee who worked as the assistant to then-director Mark Sullivan was involved in a dispute with her neighbor, who was harassing her and assaulted her father. This "resulted in the loss of several of her father's teeth," the report says.

Local police arrested the neighbor, and the employee, Lisa Chopey, sought out a protective order. But it didn't stop there. She told investigators that Keith Prewitt, then the deputy director of the Secret Service, was a family friend. And when he heard her story, Prewitt told A.T. Smith, then the assistant director for investigations, that the Secret Service should do something to help her out.

Smith directed one of his managers to have agents drive out to Chopey's home in La Plata, Md., to check on her. The report says that Sullivan, the agency director who's since retired, was made aware of that decision, but Sullivan disputed that in a statement Wednesday, saying that he'd only learned of the checks being made on Chopey after they'd already stopped.

The agents assigned to the task were from the agency's so-called "Prowler" unit, a rotating team of two special agents who are supposed to respond to suspicious people and situations in and around the White House and national capital area. Prowler teams are not part of the presidential protective division, and agency personnel interviewed for the report insisted their protective function was not compromised. The mission was over before long — five days of visits are documented, with the longest lasting eight hours.

But the report notes that during those times, "the Prowler team would have been unable to respond to exigencies at the White House." And on at least two of those occasions, Obama was in the residence.

Several of the people named in the report, including Chopey, have retired or moved on from the Secret Service, but Smith is now the agency deputy director. Donovan, the agency spokesman, said Smith would not be made available for an interview. Prewitt did not respond to a phone message.

Rep. Jason Chaffetz, R-Utah, who is leading investigations of the Secret Service as chairman of an oversight subcommittee, said Smith should be fired and agency officials' contention that the president's safety was not jeopardized by the mission were "hogwash."

"It shows how problematic the Secret Service is, top to bottom," Chaffetz said. "This is inexcusable."

OTTAWA, Ontario (AP) — Two deadly attacks in three days against members of the military stunned Canadians and raised fears their country was being targeted for reprisals for joining the U.S.-led air campaign against an extremist Islamic group in Iraq and Syria.

"We will not be intimidated. Canada will never be intimidated," Prime Minister Stephen Harper vowed in a nationally televised address hours after a masked gunman killed a soldier standing guard at Ottawa's war memorial shortly before 10 a.m. on Wednesday. The suspect then stormed Parliament in a dramatic attack that was stopped cold when he was shot to death by the ceremonial sergeant-at-arms.

Harper called it the country's second terrorist attack in three days. A man Harper described as an "ISIL-inspired terrorist" on Monday ran over two soldiers in a parking lot in Quebec, killing one and injuring another before being shot to death by police. Like the suspect from Wednesday's shooting in Ottawa, he was a recent convert to Islam.

Investigators offered little information about the gunman in Ottawa, identified as 32-year-old petty criminal Michael Zehaf-Bibeau. But Harper said: "In the days to come we will learn about the terrorist and any accomplices he may have had."

Witnesses said the soldier posted at the National War Memorial, identified as Cpl. Nathan Cirillo, was gunned down at point-blank range by a man carrying a rifle and dressed all in black, his face half-covered with a scarf. The gunman appeared to raise his arms in triumph, then entered Parliament, a few hundred yards away, where dozens of shots soon rang out, according to witnesses.

People fled the complex by scrambling down scaffolding erected for renovations, while others took cover inside as police with rifles and body armor took up positions outside and cordoned off the normally bustling streets around Parliament.

On Twitter, Canada's justice minister and other government officials credited 58-year-old sergeant-at-arms Kevin Vickers with shooting the attacker just outside the MPs' caucus rooms. Vickers serves a largely ceremonial role at the House of Commons, carrying a scepter and wearing rich green robes, white gloves and a tall imperial hat.

At least three people were treated for minor injuries.

In Washington, President Barack Obama condemned the shootings as "outrageous" and said: "We have to remain vigilant." The U.S. Embassy in Ottawa was locked down as a precaution, and security was tightened at the Tomb of the Unknown Soldier at Arlington National Cemetery just outside Washington.

Harper vowed that the attacks will "lead us to strengthen our resolve and redouble our efforts" to keep the country safe and work with Canada's allies to fight terrorists.

Court records that appear to be the gunman's show that he had a long rap sheet, with a string of convictions for assault, robbery, drug and weapons offenses, and other crimes.

Tony Zobl said he witnessed the Canadian soldier being gunned down from his fourth-floor window directly above the National War Memorial, a 70-foot (21.34-meter), arched granite cenotaph, or tomb, with bronze sculptures commemorating World War I.

"I looked out the window and saw a shooter, a man dressed all in black with a kerchief over his nose and mouth and something over his head as well, holding a rifle and shooting an honor guard in front of the cenotaph point-blank, twice," Zobl told the Canadian Press news agency. "The honor guard dropped to the ground, and the shooter kind of raised his arms in triumph holding the rifle."

The Canadian Broadcasting Corp. had video of the gunman going to his car alone with his weapon after the shooting at the memorial. The car was later spotted parked in front of Parliament Hill, just down the block.

Cabinet minister Tony Clement tweeted that at least 30 shots were heard inside Parliament, where Conservative and Liberal MPs were holding their weekly caucus meetings.

"I was just taking off my jacket to go into caucus. I hear this pop, pop, pop. Possibly 10 shots, don't really know. Thought it was dynamite or construction rather than anything else," said John McKay, a member of Parliament.

He said security guards then came rushing down the halls, herding them toward the back of the buildings.

"And then we started talking to another woman and she was apparently inside the library of Parliament, saw the fellow, wearing a hoodie, carrying a gun," McKay said, "and then the implications of this start to sink in."

The attack came two days after a recent convert to Islam killed the Canadian soldier and injured another with his car in a parking lot in the Quebec city of Saint-Jean-Sur-Richelieu. The killer had been on the radar of federal investigators, who feared he had jihadist ambitions and seized his passport when he tried to travel to Turkey.

Canada had raised its domestic terror threat level from low to medium Tuesday because of what it called "an increase in general chatter from radical Islamist organizations." As recently as Tuesday, Canada sent eight fighter jets to the Mideast to join the battle against Islamic State.

An 11-year-old Michigan hunter last week killed a rare albino deer while on a hunting trip with his father.

This week, the story is generating a wide range of emotional feedback on Facebook.

Gavin’s father, Mick Dingman, told WZZM 13 that he and his son had spotted the white deer several times in recent the years, and that other hunters had talked about trying to bag the animal.

An admittedly nervous Gavin used a crossbow from 30 yards to harvest the 12-point trophy buck, and the news quickly spread in hunting circles.

“He kind of feels like a rock star right now,” Mick Dingman said. “Everyone is calling, all of the hunting shows and hunting magazines.”

Sentiments being expressed on the WZZM 13 Facebook page, where the albino deer story has been shared more than 4,000 times, are somewhat mixed.

“He should have let it live. There are plenty of others out there,” reads one of hundreds of comments.

“If it’s rare, why the hell would he kill it?” reads another.

“I’m fine with hunting, just hate the ‘Hey look, it’s different, let’s shoot it’ ideas. Shoot it with a camera and let the unique one live,” reads yet another.

Deer-hunting in Michigan is an extremely popular pastime, so it’s not surprising that so many wrote in defense of Gavin Dingman.

“Get over it. The law says it’s legal. Back off the kid!!! Way to go kiddo!!” reads one comment.

“He paid good money for his license. He can use it for anything HE chooses, ” reads another. “Whether it be a brown deer or an albino buck, the state of Michigan gave him permission to kill it. Leave the kid alone. He did nothing wrong. He harvested a great trophy.”

Some of the commenters criticized WZZM 13 for posting the story on Facebook, opening Gavin to criticism.

“WZZM should stick with reporting news, not trying to make an 11-year-old boy feel guilty for shooting a deer, during deer season,” reads one comment.

Albino deer and leucistic deer (not a true albino) possess genetic defects that cause the white pigmentation.

Some native cultures revere the white animals, and believe that they possess the spirits of ancestors.

This story brings to mind the killing last October of a rare albino “spirit moose” in Nova Scotia, Canada.

Three hunters involved in that expedition were harshly criticized on social media sites, and ultimately issued a formal apology to the Mi’kmaq people.

It’s unclear whether any native groups have spoken out against Gavin Dingman’s killing of the white deer in Michigan.

The boy’s description of his big moment: “My dad was just like, ‘Take a deep breath. Are you sure you can take the shot? If you’re not 100 percent, we don’t want to injure it.’ ”

The family plans to pay a taxidermist to create a full body mount of the deer.

WZZM 13 cites a report that claims that one out of 20,000 deer are born albino.
