I use ebay to sell some items, however, just looking at the listing you posted here, you are in violation of Ebay's rules, you might want to look into the rules for putting outside links to buy services that you are offering on Ebay.

How come eBay has to approve it first then?

Ebay doesn't approve any ads first, they wouldn't have the time or resources, they rely on people abiding by the rules, and people who report listings that are in violation.
