there is absolutely no legal excuse for any military or police or federal agency of any kind to ever posess hollow point bullets. Their only usage of a firearm should ever be to stop a threat from continuing to do harm. Hollow point bullets defeat this, they are designed to cause maximum damage to human flesh. They are, by definition, illegal for any law enforcement officer or federal officer of any type to possess while operating under federal authority. The only person who should ever be allowed to own hollow point bullets is homeowners, if someone comes into your house illegally, you have every right to kill him.
