But the Republican-controlled Senate preemptively surrendered that brake on executive overreach where the Iran nuclear deal is concerned. Marco Rubio proposed an amendment that would require Obama to certify that Iran is not targeting Americans and our allies with terrorism. The amendment was shot down 45-54 by Democrats and their GOP collaborators.
