Hi Beth,
These are from a much. much simpler time when citizens had tremendous free access to government and could more of less ask for something to be honored.
Technically-you can still do it but like everything else as we have grown so big and diverse-the things people find worthy of honor has gotten completely out of hand.
But still good for a few chuckles.
