Hamas alleges mass arrests, torture by Palestinian Authority

Gaza City (Palestinian Territories) (AFP) - Hamas alleged Tuesday that more than 200 of its members had been arrested by the Palestinian Authority recently, with most of them tortured, threatening to widen a rift between Palestinian factions.

This was the latest sign of failed reconciliation efforts between Hamas, the Islamist movement that rules the Gaza Strip, and the Palestinian Authority, which runs the West Bank, despite a unity deal signed last year.

"Hamas members in the occupied West Bank are being submitted to their worst campaign of arrests -- their biggest and longest," Hamas official Abdurahman Shadid told journalists.

He said more than 200 had been arrested since July 2 in the Israeli occupied West Bank and "most have been severely tortured."

The Palestinian Authority had not immediately responded to the claims, though one of its officials said last week about 100 Hamas members had been arrested.

On Friday, a Palestinian Authority official told AFP that about 100 Hamas members had been arrested over alleged plans to attack the PA.

Hamas spokesman Sami Abu Zuhri called the allegations "cover for political arrests."

Palestinian president Mahmoud Abbas was "entirely responsible for these maniacal arrests and the Hamas eradication project to the benefit of the occupier (Israel)," said Shadid.

He spoke of "limits to the people's patience."

A Palestinian unity agreement signed in April 2014 sought to end years of bad blood between Fatah, Abbas's party, and Hamas.

A unity government of technocrats was formed as a result, approved by both sides. But it has been ineffective and essentially barred from operating in Gaza, leaving Hamas in charge of the impoverished coastal enclave, which is under a strict Israeli blockade.

In recent days, and following conflicting reports of the cabinet's resignation, Abbas has sought to reconstitute the unity government, which has further heightened tensions.

The Palestinian Authority also cooperates with Israel on security matters, and Hamas accused it of acting on the Jewish state's behalf.

Israeli authorities have recently been under pressure to act after a series of gun and knife attacks against Israelis, in some cases near settlements, but there was no indication the arrests were linked.

The attacks are believed to have been carried out by lone-wolf assailants.

3 prominent alternative doctors found dead within 2 weeks

(Hang the Bankers) The recent death of a holistic practitioner in Florida is concerning residents and medical experts alike, as it is the third death of an alternative doctor in almost as many weeks.

On Monday morning, police found the body of Dr. Teresa Ann Sievers, 46, at her home in Bonita Springs after she failed to arrive at work.

Dr. Sievers headed a health and wellness practice in Estero, Florida, which focuses on restorative healing through a variety of non-pharmaceutical treatments.

Detectives say they’re treating the incident as a homicide, although they are not revealing to media how she was killed, nor if they think it was a random or targeted attack.

“We don’t know anything but that she was murdered,” Sievers’ sister, Annie Lisa, told The News-Press.

“Sievers was well-known in Southwest Florida for writing about women’s health issues,” reports The News-Press. “She wrote for several publications, including The News-Press, and appeared on local television.”

Sievers’ follows the death of two other prominent alternative doctors from Florida, Dr. Bruce Hedendal of Boca Raton, and Dr. Jeff Bradstreet, 60, who lived in Florida before relocating to Georgia.

Dr. Hedendal, 67, who operated a health and wellness chiropractic clinic, was found dead in his vehicle last month on Father’s Day under mysterious circumstances. Prior to his unfortunate demise, friends described him as “very healthy” and “in great shape,” according to health news journalist Erin Elizabeth.

Autism researcher and vaccine opponent Dr. Bradstreet’s body was found floating in a river in North Carolina on June 19 with a gunshot wound to his chest. Bradstreet, who was instrumental in helping families reverse the autistic side effects of mercury-containing vaccines, had his offices raided by the Food and Drug Administration about a week before his death.

The strange spate of deaths have also rattled the medical community.

“Dr. Bradstreet had lived just 45 minutes from us here in Florida before moving to the neighboring state of Georgia,” reports Elizabeth. “I also have been with a prominent well known doctor for the last 6 years so this concerns me. Several high profile MD’s have contacted me these last 2 weeks who are also concerned and mourn the loss of their colleagues.”

Police are instructing the public to call (239) 477-1000, or submit tips through Crime Stoppers, if they have any information that can help solve Dr. Sievers’ murder.

A GoFundMe page has also been dedicated toward raising funds for the Sievers.

China stock market freezing up as sell-off gathers pace

SHANGHAI (Reuters) - China's tumbling stock market showed signs of seizing up on Wednesday, as companies scrambled to escape the rout by having their shares suspended and indexes plunged after the securities regulator warned of "panic sentiment" gripping investors.

Beijing, which has struggled for more than a week to bend the market to its will, unveiled yet another battery of measures to arrest the sell-off, and the People's Bank of China said it would step up support to brokerages enlisted to prop up shares.

The CSI300 index <.CSI300> of the largest listed companies in Shanghai and Shenzhen closed down 6.8 percent, while the Shanghai Composite Index <.SSEC> dropped 5.9 percent.

With nearly half the market on a trading halt and another round of margin calls forcing leveraged investors to dump whatever shares could find a buyer, blue chips that had been supported by stabilization funds earlier in the week bore the brunt.

"I've never seen this kind of slump before. I don't think anyone has. Liquidity is totally depleted," said Du Changchun, an analyst at Northeast Securities.

"Originally, many wanted to hold blue chips. But since so many small caps are suspended from trading, the only way to reduce risk exposure is to sell blue chips."

More than 30 percent has been knocked off the value of Chinese shares since mid-June, and for some global investors the fear that China's market turmoil will destabilize the real economy is now a bigger risk than the crisis in Greece.

"Also, the ripple effect from the market correction has yet to show up," wrote Bank of America Merrill Lynch analysts in a note. "We expect slower growth, poorer corporate earnings, and a higher risk of a financial crisis."

Commodities markets reflected growing concerns about the broader health of the world's second largest economy, with copper prices falling to a six-year low, Shanghai nickel futures sliding by their 5 percent daily limit, and oil falling toward $56 a barrel, near a three month-low.

TRADING HALTS

More than 500 China-listed firms announced trading halts on the Shanghai and Shenzhen exchanges on Wednesday, taking total suspensions to about 1,300 - 45 percent of the market or roughly $2.4 trillion worth of stock - as companies scuttled to sit out the carnage.

With so many small-cap companies sheltering on the sidelines, the ChiNext growth board <.CHINEXTC>, which has seen some of the biggest swings in valuations, fell a modest 0.8 percent.

The plunge in China's previously booming stock markets, which had more than doubled in the year to mid-June, is a major headache for President Xi Jinping and China's top leaders, who are already grappling with slowing growth.

Beijing's interventionist response has also raised questions about its ability to enact the market liberalization steps that are a centerpiece of its economic reform agenda.

China has orchestrated brokerages and fund managers to promise to buy billions of dollars' worth of stocks, helped by a state-backed margin finance company which the central bank pledged on Wednesday to provide sufficient liquidity.

The securities regulator said the Securities Finance Corp had provided 260 billion yuan ($41.8 billion) to 21 brokerages, though that sum is only 40 percent of the amount of leveraged positions that investors have cut since June 18.

RETAIL INVESTORS

Unlike other major stock markets, which are dominated by professional money managers, retail investors account for around 85 percent of China trade, which exacerbates volatility.

"It's uncommon to see so many shares posting consecutive daily limit falls, and the index futures swinging so wildly," said Wang Feng, CEO and founder of hedge fund firm Alpha Squared Capital Co and a former Wall Street trader.

"It's a stampede. And the problem of the market is that all the players move in the same direction, and are too emotional."

A surprise interest-rate cut by the central bank at the end of June, relaxations in margin trading and other "stability measures" have done little to calm investors.

The barrage of official commentary and new support measures continued throughout Wednesday's trading session, without visible effect.

Deng Ge, a spokesman for the China Securities Regulatory Commission, said in remarks posted on its official channel on Weibo, China's version of Twitter, that there had been a big increase in "irrational selling" of stocks.

Government agencies also announced that insurers would be allowed to by more blue chips and urged major shareholders and top executives to buy their own shares.

But the market sell-off has extended beyond the mainland, with Chinese stocks on U.S. exchanges falling as much as 6.1 percent on Tuesday, according to the Bank of New York Mellon index of such securities <.BKCN>.

Hong Kong's Hang Seng Index <.HSI> fell 5.8 percent, with shares of Chinese brokerages taking a heavy beating.

"Investors are extremely unimpressed with their sudden conscription into national service, and you can see that in their share prices," said Matthew Smith, a strategist who covers the China financials sector for Macquarie.

Kansas governor's order shields clergy on same-sex marriage

TOPEKA, Kan. (AP) — Kansas' governor told state government agencies Tuesday that they can't punish ministers or religious groups for opposing same-sex marriage, and critics said he is sanctioning discrimination even as the state extends new benefits to gay and lesbian couples.

Gov. Sam Brownback issued an executive order in response to last month's U.S. Supreme Court ruling legalizing same-sex marriage across the nation. Brownback's order said the "imposition" of gay marriage could lead to "potential infringements" of religious liberties.

The conservative Republican governor's action is designed to shield churches, clergy, religious leaders and religious groups refusing to perform same-sex weddings or provide goods, services or accommodations for them. The order includes religious organizations providing social services for the state and prevents state agencies from altering contracts, changing a group's tax-exempt status or denying grants, loans, licenses or accreditation.

Kansas had banned same-sex marriage and refused to recognize such unions from other states. Brownback has been a vocal supporter of those policies, which were bolstered by an amendment to the state constitution approved overwhelmingly by voters in 2005.

Brownback issued his order hours after his administration said it is allowing married gays and lesbians to change their names on their driver's licenses and permitting the health insurance plan for state workers to offer coverage to same-sex spouses.

"We have a duty to govern and to govern in accordance with the Constitution as it has been determined by the Supreme Court decision," Brownback said in a statement. "We also recognize that religious liberty is at the heart of who we are as Kansans and Americans, and should be protected."

In addition to religious liberty protections in the U.S. and state constitutions, a 2013 Kansas law says state or local agencies can't substantially limit someone's exercise of religion without a compelling reason. The statute allows lawsuits to challenge government actions.

Critics of Brownback's order said clergy and churches already are protected from being forced to perform marriages outside their faith traditions without it.

The Rev. Barry Lynn, executive director of Americans United for Separation of Church and State, called the order an "extreme" overreaction to the U.S. Supreme Court ruling. Lynn said the order allows "naked discrimination" against gays and lesbians by state contractors providing adoption and foster care services or operating homeless shelters.

Tom Witt, executive director of Equality Kansas, the state's leading gay-rights group, said: "Gov. Brownback is looking for ways to treat gay and lesbian Kansans as second-class citizens."

Brownback in February rescinded an executive order issued in 2007 by then-Democratic Gov. Kathleen Sebelius to protect gays and lesbians from discrimination in state hiring and employment decisions, saying the Legislature should approve such a policy. He said last week that he might propose a new religious objections law for legislators to consider next year.

The state's four Catholic bishops issued a statement urging state officials to make new legal protections for same-sex marriage opponents a top priority in coming months. They praised Brownback's order.

"Generations of Americans have taken freedom of conscience for granted," the Catholic bishops said in their statement. "We, sadly, do not have that luxury anymore."

Witt had criticized Brownback for saying last week that his administration was reviewing the ramifications of the U.S. Supreme Court's June 26 decision before making policy changes. As of last week, court clerks in all 105 counties were granting marriage licenses to same-sex couples.

The state employees' health plan began taking applications Tuesday from married gay and lesbian workers seeking coverage for their spouses, opening a special, 31-day enrollment period. State driver's license offices allowed married gay and lesbian couples to change their licenses as of Monday.

But the state Department of Revenue is not yet allowing married same-sex couples to file joint income tax returns, and the Department for Children and Families is reviewing adoption policies that allow gays and lesbians to adopt children in state custody as individuals, but not as couples.
