GENEVA (AP) — With only weeks left to the deadline to reach a first-stage nuclear deal with Iran, U.S. Secretary of State John Kerry said Saturday that "significant gaps" remained and warned that America was ready to walk away from the talks if Tehran doesn't agree to terms demonstrating that it doesn't want atomic arms.

Kerry spoke after the Iranian Atomic Energy chief Ali Akbar Salehi and U.S. Energy Secretary Ernest Moniz added their muscle to the talks for the first time to help resolve technical disputes standing in the way of an agreement meant to curb Iran's nuclear programs in exchange for sanctions relief for the Islamic Republic.

But Kerry warned against undue optimism. Salehi's and Moniz's presence is no "indication whatsoever that something is about to be decided," he said. "There are still significant gaps."

World powers and Iran have set an end of March deadline for a framework agreement, with four further months for the technical work to be ironed out. The talks have missed two previous deadlines, and President Barack Obama has said a further extension would make little sense without a basis for continuing discussions.

Kerry, who flies to Geneva Sunday from London, said there was no doubt Obama was serious. The president, he said, "is fully prepared to stop these talks if he feels that they're not being met with the kind of productive decision-making necessary to prove that a program is in fact peaceful."

If the talks fail, Obama may be unable to continue holding off Congress from passing new sanctions against Iran. That, in turn, could scuttle any further diplomatic solution to U.S.-led attempts to increase the time Tehran would need to be able to make nuclear arms. Iran denies any interest in such weapons.

Skepticism about the negotiations already is strong among congressional hardliners, Washington's closest Arab allies and Israel's Prime Minister Benjamin Netanyahu, who is expected to strongly criticize them in an address the U.S. Congress early next month.

Western officials say the U.S. decided to send Moniz only after Iran announced that Salehi was coming. They were expected to discuss the number of centrifuges Iran can operate to enrich uranium; how much enriched material it can stockpile; what research and development it may pursue related to enrichment, and the future of a planned heavy water reactor that could produce substantial amounts of plutonium — which like enriched uranium is a potential pathway to nuclear arms.

Iranian Foreign Minister Mohammad Javad Zarif is also at the talks, and Kerry is to meet him Sunday and Monday.

For months, the negotiations have been primarily between Washington and Tehran. But Kerry insisted "there is absolutely no divergence" between the U.S. and the five other powers — Russia, China, Britain, France and Germany — over what Iran needed to agree to, "to prove that its nuclear program is going to be peaceful in the future."

LONDON (Reuters) - The United States and its European allies are in talks about harsher sanctions against Moscow, while U.S. President Barack Obama will evaluate next steps in dealing with the conflict in eastern Ukraine in coming days, U.S. Secretary of State John Kerry said on Saturday.

Kerry was speaking after meetings with his British counterpart Philip Hammond in London. He said among options being considered by Obama was whether to arm Ukrainian forces and to impose deeper sanctions against the Kremlin for breaches of a Feb. 12 European-brokered truce.

"In the next few days I anticipate that President Obama will evaluate the choices that are in front of him and will make his decision as to what the next step will be," Kerry told a news conference after meetings with Hammond.

"There are serious discussions taking place between us and our European allies as to what those next sanctions steps ought to be and when they ought to be implemented," Kerry said.

"I am confident some additional steps will be taken in response to the breaches of the ceasefire."

The Kiev military on Friday accused Russia of sending more tanks and troops towards the rebel-held town of Novoazovsk, further east along the Sea of Azov coast from Mariupol, expanding their presence on what it fears could be the next battlefront.

The Kremlin did not immediately respond to the allegation but has always denied accusations that its forces are fighting in Ukraine.

Kerry said the most "egregious violation" of the ceasefire was the assault on the city of Debaltseve and military supplies sent by Moscow to separatists.

"We know to a certainty what Russia has been providing and no amount of propaganda is capable of hiding these actions," Kerry said. "For anyone wanting to make grey areas out of black, let's get very real, the Minsk agreement is not open to interpretation, it is not vague, it is not optional."

He said Russia and the rebels were only complying with the ceasefire accords in a few areas.

"If this failure continues, make no mistake, there will be further consequences, including consequences that will put added strains on Russia's already troubled economy," Kerry said, "We are not going to sit back and allow this kind of cynical, craven behaviour to continue at the expensive of the sovereignty of another nation."

POSSIBLE ATTACK

Pro-Russian separatists are building up forces and weapons in Ukraine's southeast and the Ukrainian military said on Saturday it was braced for a possible rebel attack on the port city of Mariupol.

An attack on Mariupol, a city of half a million people and potentially a gateway to Crimea, which Russia annexed last March, would almost certainly kill off the ceasefire that aimed to end the 10-month-old conflict.

Kremlin spokesman Dmitry Peskov told Echo Moskvy radio station that Russia was focussed on supporting the ceasefire deal, according to TASS news agency.

"An obsessive idea to force someone to pay the cost ... is not conducive to the resolution of the situation in southeast Ukraine," Peskov was quoted as saying, in response to Kerry's remarks on the possibility of further sanctions against Russia.

The ceasefire has already been shaken by the rebel capture on Wednesday of Debaltseve, a railway junction in eastern Ukraine, forcing a retreat by thousands of Ukrainian troops in which at least 20 Ukrainian soldiers were killed.

Hammond said the ceasefire had been "systematically breached" and he would discuss with Kerry how Europe and the United States could remain united in tackling the challenge in Ukraine.

The Secretary of State travels to Geneva on Sunday for two days of talks with senior Iranian officials on Tehran's disputed nuclear programme, as the sides try to resolve differences before a March 31 deadline for a basic framework agreement.

U.S. Energy Secretary Ernest Moniz will also attend the talks, the first time he has participated in the Iran negotiations, a U.S. official said.

Kerry said because of the nature of the nuclear talks it was deemed necessary and appropriate to have technical experts, including Moniz, present.

"I would not read into it any indication whatsoever that something is about to be decided as a result of that," he said, "There are still significant gaps, there is still a distance to travel."

KIEV/DONETSK, Ukraine (Reuters) - Ukrainian government forces and pro-Russian separatists have exchanged dozens of prisoners in east Ukraine, a Ukrainian Security Council aide confirmed on Sunday, a step toward implementing an internationally brokered peace deal.

Reuters reporters in the village of Zholobok, 20 km (12 miles) west of the rebel stronghold of Luhansk, saw more than 130 Ukrainian servicemen being released late on Saturday evening in exchange for 52 rebel fighters.

The exchange is one of the first moves to implement the peace deal reached on Feb. 12 in the Belarussian capital Minsk after the French, German, Russian and Ukrainian leaders met.

The Security Council's Markian Lubkivskyi, in a post on his Facebook page early on Sunday, published a list of the 139 released Ukrainian servicemen and said the government would do its utmost to free those remaining in rebel captivity.

Fighting has eased in many areas since a ceasefire came into effect a week ago, but the truce was badly shaken by the rebel capture on Wednesday of the strategic town of Debaltseve, forcing a retreat by thousands of Ukrainian troops.

The Ukrainian military said rebels had launched 12 separate attacks on government troop positions overnight, using artillery and mortar fire.

The town of Pesky near Donetsk had seen the most intense fighting, while separatist groups had attempted to "storm" Ukrainian positions in Shyrokyne, east of the strategic port city of Mariupol on the Sea of Azov, it said on Facebook.

Kiev accuses separatists of building up forces and weapons in Ukraine's southeast and has said it is braced for the possibility of a rebel attack on Mariupol.

Nevertheless, rebel leaders said on Saturday they had signed a document detailing a plan for the withdrawal of heavy weapons, as required by the Minsk agreement, a sign they may be prepared to halt their advance, having achieved their main military objective by seizing Debaltseve.

The rebel press service DAN said Ukrainian troops had been shelling parts of Donetsk, reporting that artillery fire could be heard in the city at around 0730 GMT.

ISIS propaganda allegedly shows caged Kurdish fighters paraded through streets

Islamic State (ISIS) militants released new footage Saturday that allegedly shows 21 Kurdish Peshmerga fighters being paraded through crowded streets in the embattled Iraqi province of Kirkuk.

The beginning of the footage shows several men in cages being interviewed by an Islamic State militant holding a microphone with the group's insignia, before cutting to clips of several trucks with cages in the back being driven through cheering crowds. It is unclear where in the Kirkuk province this footage may have been taken or when it was recorded.

ISIS and the Kurdish Peshmerga fighters have been locked in a series of tense battles for control of the province since January.

The scene shown in the video echoes of an earlier execution the group carried out on Jordanian pilot Muath al-Kaseasbeh who was burned alive by ISIS militants while locked in a cage.

Images showing ISIS fighters parading Peshmerga fighters around a crowded street had also circulated earlier in February, so it is unclear when this newly released video was taken. Othervideo taken from the crowd shows similar scenes.

The footage may have been taken in the town of Hawija, located southwest of the city of Kirkuk, based on information from local Kurdish media and distinctive landmarks seen in the new video.

On Feb. 19, another ISIS-affiliated account posted a video claiming to show a raid against Peshmerga positions in Kirkuk.

Kirkuk, located along the border of Kurdish northern Iraq and the rest of the country, is home to Arabs, Kurds and Turkmen, and all have competing claims to the area.

Kurdish forces claimed control of the city just days after the Islamic State group seized northern Iraqi cities including Mosul and Tikrit.

Holding onto Kirkuk has not been easy. Last month, ISIS fighters — aided by what the Kurds say was a Sunni sleeper cell in the city — stormed an abandoned Kirkuk hotel, and then staged a surprise attack on a Peshmerga outpost, killing a top commander and several of his troops.
