When the facts are placed on the table and if you asked the user to actually show you every site that is was submitted to, they may show you, but there is one flaw, there isn't 2 billion websites.

In todays world, people are tired of spam, old software, old tricks, the leads service has been around for a few years, it may of worked back then but it doesn't do justice for today.

Simply placing a banner on a site is 10 times better than trying to blast your ad to sites for all you know doesn't fit certain categories.
